Coronavirus: China’s capital city struggles to get back to normal amid continued outbreak worries

After nearly three months of being quarantined by herself in Beijing, Mary Zhao was looking forward to the upcoming long weekend at the start of May to be able to finally reunite with her parents.

But Zhao was forced to abandon her plan for the Labour Day holidays as Beijing’s upmarket Chaoyang district, where she lives, remains the only high-risk zone for coronavirus in the entire country.

If she travelled the five hours by car, or two hours via bullet train, to the neighbouring Hebei province, she would first have to undergo a 14-day quarantine before seeing her parents. Her parents would also have the same two week quarantine to look forward to once they returned home if they came to visit their daughter in Beijing.

These strict controls to prevent a re-emergence of the coronavirus outbreak are making a return to normal life impossible for many, and mean the final economic and social cost

 from China’s draconian preventive measures could be much larger than expected.

restart the economy

and to avoid a fresh outbreak. On the surface, China may be able to declare victory as even Wuhan, the city where the virus was first detected, announced that the last Covid-19 patient had left hospital on Sunday. But fears of a renewed outbreak have kept the country’s cinemas and most schools closed, with travel between provinces discouraged.

China’s national borders also remain largely closed, with flights being cut to a minimum, and a mandatory 14-day quarantine for every arrival. In the number of places where new cases have been reported, quarantine requirements have been tightened, including Harbin and a few other cities near the border with Russia.
Chaoyang, the home to one of Beijing’s main business districts and most foreign embassies, changed its risk rating to high from low in the middle of April after three new cases were reported, dealing a fresh blow to the district’s

struggling businesses,

and forcing many of the 3.5 million residents to cancel their travel plans.

On the outskirts of Beijing, near Beijing Capital International Airport, returning migrant workers to Picun village were ordered to stop at entrance and could only be escorted inside by their landlord, with many villages and residential compounds remaining closed to outsiders.

In the high-end shopping district of Guomao, some shops also remain closed as there are few potential customers, while over in the popular Sanlitun area, metal barriers restrict access and temperature checkpoints are still required.

The landmark Apple Store in the popular Taikoo shopping centre is open, but with limited customers allowed inside, there are long queues outside. Customers are required to scan a QR code to check their movements over the last few days before entering.

“Why do I have to spend 20 minutes just to get into the Apple Store? The sun has almost melted me down,” one visitor complained to the security guards at the front of the shop.

China’s continued pandemic prevention measures, coupled with still hesitant consumer demand, will inevitably lead to persistent limitations on the nation’s economic recovery, analysts said.

Ernai Cui, an economist at research firm Gavekal Dragonomics, said on Monday that China’s cautious approach to lifting restrictions “points to a weak second quarter for consumer services”, adding additional pressure to the economic recovery.Mao Zhenhua, a researcher at the China Institute of Economics at Renmin University, said China’s preventive measures will inevitably be a drag on production, employment and exports.

WHO chief calls for aggressive tactics as coronavirus cases soar across the world

  • ‘Aggressive and targeted’ tactics needed to curb spread of Covid-19 as more than 100,000 new infections recorded in just four days

The World Health Organisation has warned that the Covid-19 pandemic is accelerating, calling for “aggressive and targeted tactics” to curb its spread after more than 100,000 new infections were recorded in just four days.
The warning, by the UN agency chief Tedros Adhanom Ghebreyesus, came as the number of deaths from the disease, caused by the new coronavirus, continued to rise, and as mainland China reported a doubling in new cases.
The outbreak, which was first reported in December in China, is rapidly spreading across the globe. Tedros said it had taken 67 days from the first reported case to the first 100,000 infections, and just 11 days for the number to soar to the second 100,000.

“[It was] just four days for the third 100,000 cases. You can see how the virus is accelerating,” he said on Tuesday.

“But we’re not prisoners to statistics. We’re not helpless bystanders. We can change the trajectory of this pandemic.”

China’s National Health Commission reported 74 imported coronavirus infections on Monday – the highest since March 4, when it began including data on such cases and noted two infections that had originated abroad.

They bring the total number of imported cases on the mainland to 427, as of Monday. The total number of infections there now stands at 81,171, and the death toll has risen to 3,277, with seven new fatalities.

Tedros said political commitment and coordination at the global level were needed to stop the spread, but warned against using untested medicines, saying they could raise false hope.

“To win, we need to attack the virus with aggressive and targeted tactics – testing every suspected case, isolating and caring for every confirmed case, and tracing and quarantining every close contact,” he said.

Italy’s number of new Covid-19 cases dropped to a five-day low on Monday, easing the strain on overstretched hospitals, but the situation in Spain continued to worsen.

Italian health authorities announced 4,789 new cases on Monday, a drop from 5,560 on Sunday and 6,557 on Saturday. Spanish authorities announced 462 deaths on Monday, the country’s worst day since the start of the epidemic.

The British government said on Monday that another 54 people had died in the previous 24 hours after testing positive for the coronavirus, raising the country’s deaths from the pandemic to 335. The number of confirmed cases in Britain rose to 6,650 on Monday, from 5,683 on Sunday.

Mainland China officials have said the risk facing the nation was to contain imported infections. Among the new imported infections, 31 were recorded in Beijing, 14 in Guangdong and nine in Shanghai.

Beijing has stepped up measures to contain imported infections, diverting all arriving international flights from Monday to other cities, including Shanghai and as far west as Xian, where passengers will undergo virus screening.

Guangzhou also requires all travellers to the city, except for those from Hong Kong, Macau and Taiwan, to undergo the coronavirus test. Beijing has required the test for incoming travellers with symptoms and epidemic history.

The coastal province of Zhejiang, near Shanghai, will also put all arrivals from overseas in centralised quarantine facilities for 14 days, according to media reports.

Coronavirus: turbulent times ahead for air travellers as carriers cancel China flights

International air travellers and ticketing agents are in for a turbulent time in the weeks ahead as airlines around the world react to the coronavirus epidemic by cancelling or limiting flights to and from the Chinese mainland.

, while United Airlines, American Airlines, IndiGo, Finnair, Delta Air Lines and Jetstar Asia have significantly reduced their services.

“It’s going to be pretty bad for travel agencies. We’ve had a lot of cancellations. Everyone is afraid of coming to China,” said Annabelle Auger from Travel Stone in Beijing.
“Many of our European clients are very worried because of the media coverage they’ve seen. Still, people are willing to wait and see for a few weeks to see how things go,” she said.
For foreigners looking to leave China, Auger said they should contact their embassy to find out about repatriation flights.

“The situation is very unclear, so it’s difficult to give any general recommendations,” she said.

Already this week, the embassies of the United States, Japan, South Korea and Britain have cleared flights to evacuate their nationals from Hubei, the central China province at the heart of the outbreak.

Auger said she and her colleagues had been busy rearranging flights for China-based foreigners who had gone away for the holidays.

“The schools are closed, so families with children abroad are thinking, ‘OK, let’s extend our stay for another week’,” she said.

Politics may have stalled information in coronavirus crisis, scientist says

holiday until Sunday to help stop the spread of the disease, while school breaks have also been extended.

Another travel agent in Beijing, who asked not to be named, said the virus outbreak had yet to have a significant impact on business but concerns were growing.

“We are a bit worried that things may get difficult in the coming months,” she said. “But we trust that the government is doing all it can and will take the appropriate measures to solve the problems.”

Zhu Tao, director of the flight standards department at the Civil Aviation Administration of China (CAAC), said at a press conference in Beijing on Thursday that the relevant authorities were working closely with airlines to help Chinese nationals trapped overseas to get home.

The government had already chartered flights from Japan, Myanmar and South Korea to bring Chinese nationals back to Hubei, he said.

While all flights out of Hubei have been suspended since last week, Zhu said air transport was playing its part in fighting the disease.

As of Wednesday, the CAAC had sent 86 flights carrying 5,129 medical workers and 115,000 items of equipment and other supplies into Wuhan, he said.

Wu Zunyou, the chief epidemiologist at the China Centre for Disease Control and Prevention, said that efforts to prevent the coronavirus spreading outside the country had been successful, as only about 1 per cent of the confirmed infections were outside China.

Despite the flight cancellations, Beijing’s Capital International Airport was operating as normal on Thursday.

Andre Muchanga, a student from Abu Dhabi at the Beijing Institute of Technology, said he made a late decision to fly home.

“I decided to buy my ticket last night,” he said. “At school, our dormitory is almost completely empty. I knocked on a friend’s door last night and found there was no one there, so I decided I better just go home and spend some time with my family.”

He said he decided not to buy a return flight as it he did not know when his classes would resume.

Signs at check-in counters reminded passengers who had travelled to Hubei or had a Hubei address to put themselves in isolation for 14 days.

While flights out of Hubei have been stopped, there was still plenty of inbound traffic.

“The number of domestic inbound travellers seems pretty normal for this time of year,” a man working on an information desk at Capital airport said.

“It’s the sixth day of the Lunar New Year. Lots of people have to return to work.”

An Air China employee, surnamed Hu, said that the airport had stepped up its disinfecting and general cleaning work. Body temperature checks had been installed at all access points and employees had been told to wear masks, he said.

“I don’t mind working during the Lunar New Year holiday,” he said. “I’m not afraid of the virus, I’m here to serve the people.”

State-owned China Eastern Airlines uses AI to improve customer experience

In a business that receives around one million complaints a year, the ability to handle large amounts of information is critical.

That is why state-owned China Eastern Airlines is now using artificial intelligence (AI) to improve the customer experience, using the technology’s ability to handle huge amounts of data to tailor its services for individual consumers.

The airline’s data labs unit is even trying to solve problems before they happen by, for example, developing a pilot service that will allow customers to give better instructions and feedback on their in-flight meals.

“Using an analogy, if a good chef happens to leave a restaurant, then he or she takes an abundance of knowledge with them,” said Wang Xuewu, the founder and head of China Eastern Airlines’ data lab, in an interview at the AI summit in Hong Kong this month.

“Through AI, we can better ensure that the tastes and preferences of our customers are kept safe, analysed and applied in the future.”

The idea for a pilot AI food service at China Eastern comes amid the country’s drive to develop AI technology, dubbed the fourth industrial revolution. In an ambitious three-step blueprint, China wants to catch up with the US in AI technology and applications by 2020, see major breakthroughs by 2025, and become a global leader in the field by 2030.

More broadly, the airline’s data lab now automatically classifies thousands of complaints and offers recommended solutions, to help front line customer relations staff. This shortens the customer response time and helps improve the overall quality of service, said Wang.

A Civil Aviation Administration of China (CAAC) report showed that China Eastern Airlines had 41.6 complaints per million passengers in May. This comes as the airline’s frequent flier members reached 39.6 million in 2019, an increase of 18.8 per cent from the year before, according to the company’s March annual report.

China’s Quora-like website Zhihu has several questions posted by angry fliers about what is the most effective way to get a satisfactory response from an airline to a complaint.

AI-related technologies have already been deployed at China’s airports. Beijing Capital International Airport launched a facial recognition system for security checks in April 2018 and now around 70 mainland China airports use the system, according to Xinhua reports.

Beijing new airport subway line starts test run

BEIJING, June 15 (Xinhua) — Self-driving trains for the subway line connecting downtown Beijing with its new international airport started trial run Saturday, according to local authorities.

Stretching 41.4 kilometers, the new line supports autopilot system and can run at a speed of 160 km per hour, with as many as 448 passengers, according to Beijing Major Projects Construction Headquarters Office.

It runs through Daxing and Fentai, two districts in the southern part of Beijing, and will take only 19 minutes to get from the Caoqiao station in Beijing’s south third ring road to the new airport after it starts operation by the end of September.

The line is part of an integrated transport network that will combine subways, expressways, intercity rail and high-speed rail with the airport at the center.

Beijing Daxing International Airport, located 46 kilometers south of downtown Beijing, is designed to take pressure off overcrowded Beijing Capital International Airport in the northeastern suburbs. It sits at the junction of Beijing’s Daxing District and Langfang, a city in neighboring Hebei Province.

Beijing’s new airport completes 1st passenger plane test flight

BEIJING, May 13 (Xinhua) — Beijing Daxing International Airport completed its first test flight of passenger planes as four aircraft landed safely on the runway Monday morning.

China Southern Airlines, China Eastern Airlines, Air China and Xiamen Airlines sent their flagship models A380, A350-900, B747-8 and B787-9, respectively, for the test.

“The test shows that the new airport has now turned its focus from infrastructure construction to operation preparations,” said Wan Xiangdong, chief pilot of Civil Aviation Administration of China.

The test followed the airport’s first flight of verification planes on Jan. 22 this year. The airport is scheduled to take low-visibility flight test in August and go into operation before Sept. 30.

Located 46 km south of downtown Beijing, the new airport is aimed at taking pressure off the overcrowded Beijing Capital International Airport in the northeastern suburbs. It sits at the junction of Beijing’s Daxing District and Langfang, a city of neighboring Hebei Province.

It is expected to handle 45 million passengers annually by 2021 and 72 million by 2025.
