China, Brazil deepen aerospace cooperation

TAIYUAN, Dec. 20 (Xinhua) — China and Brazil will continue to develop more satellites together and deepen aerospace cooperation, said Chinese and Brazilian officials after a new satellite jointly produced by the two countries was sent into space on Friday.

The launch of the China-Brazil Earth Resource Satellite-4A (CBERS-4A) also marks the 45th anniversary of the establishment of diplomatic relations between China and Brazil.

The two countries will expand the application of the CBERS satellite data in their own countries and those participating in the Belt and Road Initiative, said Wu Yanhua, deputy director of the China National Space Administration (CNSA).

China and Brazil have devised a 10-year plan to collaborate in developing remote-sensing, meteorological and communication satellites. The cooperation could also be expanded to deep space exploration, lunar exploration, manned space and aerospace education, said Wu.

In 1988, the two countries signed an agreement to start the China-Brazil earth resource satellite program. They shared the costs and separately developed its systems. Both sides brought different advantages to the table and were highly complementary.

In 1999, the first China-Brazil earth resource satellite was successfully launched, giving each country their first transmission-type remote-sensing satellite. It was rated one of the top 10 scientific and technological advances of the year in China.

It was also the first satellite jointly developed by China and another country, and was a model for space technology cooperation among developing countries.

The partnership has lasted more than 30 years. The two countries have sent six satellites into space, and the resolution of the images has gradually improved.

The China-Brazil earth resource satellites have provided more than 6 million images to users in the two countries, and the data have been widely used in agriculture, forestry, water conservation, land and resources, environmental protection, and disaster prevention and mitigation, helping the Brazilian government monitor the Amazon rainforest and the country’s environmental changes, according to the CNSA.

The remote-sensing data are also provided to developing countries for free, and have helped monitor disasters such as forest fires in Australia, floods in Pakistan, and an earthquake and tsunami in Japan.

China has also helped train Brazilian personnel, and scientists and technologists of the two countries have conducted many exchanges over the past 30 years.

“The space cooperation between China and Brazil has been very successful, and sets a good example for space cooperation among developing countries,” Wu said.

Brazilian Minister of Science, Technology, Innovation and Communication Marcos Cesar Pontes said the cooperation has contributed to international economic and social development.

China to promote space cooperation for UN sustainable development

CHANGSHA, April 24 (Xinhua) — China will promote international space cooperation to contribute to sustainable development goals set by the United Nations, a senior official with the China National Space Administration (CNSA) said here Wednesday.

“China is to build a new type of cooperative and win-win relationship with other space agencies and international organizations around the world, to jointly enhance the role of space industries in facilitating sustainable development,” said CNSA deputy director Wu Yanhua at the United Nations/China Forum on Space Solutions: Realizing the Sustainable Development Goals.

Over the years, the use of space has been recognized as one of the key components to successfully achieve the 17 Sustainable Development Goals (SDGs) of the 2030 Agenda for Sustainable Development adopted by the UN, according to Simonetta Di Pippo, director of United Nations Office for Outer Space Affairs.

In order to quantify the impact, a dedicated study was published in early 2018 and shows that around 40 percent of the 169 targets underpinning the 17 SDGs benefit from the use of geo-location and earth observation satellites, said Simonetta at the forum.

Committed to better service for countries along the Belt and Road Initiative, especially developing countries, China is constructing a space information corridor and sharing satellite resources, according to Wu.

“China’s earth observation satellites have actively supported the construction of the Belt and Road spatial information corridor, vigorously developed space international cooperation,” said Wang Cheng, a researcher from the CNSA.

FY-2H, the meteorological satellite located over the Indian Ocean, can fill the observation gap and provide weather monitoring service to countries along the Belt and Road, said Tang Shihao from China Meteorological Administration.

The unique strength of satellites in supporting telemedicine, epidemic prevention and control, and distance education, social security services can be improved, Wu said.

Independently constructed and operated by China, the BeiDou Navigation Satellite System has been widely used in many countries and regions. “The system started to provide RNSS (Radio Navigation Satellite System) services worldwide last December,” said Gao Weiguang from China Satellite Navigation Project Center.

Wu Yanhua said that China was developing a space economy and supporting commercial space development by pushing forward the commercialization of space technologies.

As the provider of Long March launch services, the China Great Wall Industry corporation (CGWIC) has performed 48 dedicated launch services and 17 piggyback launch services for international clients with high successful rate and competitive pricing, according to Zhou Yuanying from CGWIC.

Wu said that China would undertake monitoring and research of global climate change by taking advantage of satellites, to achieve the goals outlined in the Paris Agreement.

By pushing forward international space cooperation, China is also committed to joint efforts to tackle contemporary issues with global impact including poverty, hunger, natural disasters and environmental pollution, Wu added.

Many countries, in particular developing countries, need to make the best possible use of space assets to support the SDGs. At the same time, a lot of space agencies and companies are struggling to find partners/users to which they can offer their particular space solutions, Simonetta said.

“This Forum will build on previous UN workshops and symposiums to provide a unique platform for users and space solution providers to forge partnerships and thus contribute concretely to the achievement of the SDGs.” Simonetta said.

Also on Wednesday, the CNSA inked agreements on space cooperation separately with the UN Office for Outer Space Affairs, Turkey, Ethiopia and Pakistan.

Since 2016, China has set April 24 as the country’s Space Day. Activities on Space Day have become a window for the Chinese public and the world to gain a better understanding of China’s aerospace progress.

The theme this year is to “pursue space dreams for win-win cooperation.”

India engaged with China for lunar mission, talks failed to take off

China’s Chang’e-4 lunar exploration mission was the first one to land on the far side of the moon – the side that’s not visible from earth – on January 3.

A rare opportunity for India and China to cooperate in a high-profile space mission fell through after the two countries disagreed on the nature of the Indian payload to be carried on the Chang’e-4 lunar mission, it has emerged.
China’s Chang’e-4 lunar exploration mission was the first one to land on the far side of the moon – the side that’s not visible from earth – on January 3. Since landing, the mission has sent back stunning first-time images from the moon’s surface. It has been carrying out a series of scientific research tasks involving multiple countries and organisations.
China’s lunar exploration chief Wu Weiren called the mission a “huge stride” for China.
It could have been a breakthrough stride for Sino-India cooperation in space – both countries have successful space programs – as well had Chang’e-4 carried the Indian payload.
The top space agencies – the China National Space Administration (CNSA) and Indian Space Research Organisation (ISRO) – confirmed the information but did not share details why the cooperation failed to take off.
“In April 2015, Xu Dazhe, the incumbent administrator of CNSA wrote a letter to the heads of the world’s major space agencies, invited them to participate in the piggy-back cooperation of Chang’ e-4 mission, which received positive responses from more than a dozen national space agencies,” the Chinese agency told HT over email.
“China also received applications from India for the piggy-back cooperation. However, due to the different nature of the missions of the two sides, the Indian payload on Chang’ e-4 could not be carried through (after) the evaluation,” the agency said.
The payload in this context could have been a satellite or space probe equipment.
“No, we will not be able to comment on that … Yes, we will not comment on that,” an ISRO spokesperson said.
Several countries including Germany, Sweden, the Netherlands, and Russia have cooperated in the ongoing mission.
India and China formally established the Sino-Indian Joint Committee on Space Cooperation in 2015. In the same year, the first meeting of the joint committee was held in Beijing, and the outline of Sino-Indian space cooperation was signed.
“The outline includes 19 projects in seven areas: Remote sensing satellites, space-based meteorology, space science and lunar and deep space exploration, education and training, piggy-back launch services, satellite navigation, and space components,” CNSA said.
“The MoUs signed have provided a platform (for the two countries) to work but there is nothing as of now; all at dialogue stage. There are international forums where they are there and we are there but nothing (bilateral),” ISRO’s spokesperson said.
Last year, the then Indian ambassador to China Gautam Bambawale visited CNSA twice in half a year and exchanged views with Zhang Kejian, the CNSA head, on promoting Sino-Indian space cooperation.
“The two sides reviewed the course of Sino-Indian space cooperation in recent years, agreed to further promote the process of Sino-Indian space cooperation with an active and open attitude of cooperation, and agreed to convene the second meeting of the Sino-Indian Space Joint Committee in 2019,” CNSA said.
The Chinese space agency said it is open to cooperating with India.
“CNSA is open to international cooperation in lunar and deep space exploration… and international cooperation for a series of deep space exploration activities, such as Chang’ e 6 sampling return, the Mars exploration, and asteroid exploration, Jupiter galaxy, and planetary crossing exploration,” it said.
“We are willing to work hand in hand with space agencies, space institutions, and foreign space exploration enthusiasts to explore the mysteries of the universe.”
