Premier Li signs decree to appoint Ho Iat Seng as Macao SAR chief executive

BEIJING, Sept. 5 (Xinhua) — Chinese Premier Li Keqiang on Wednesday signed a State Council decree on the appointment of Ho Iat Seng as the fifth-term chief executive of the Macao Special Administrative Region (SAR).

The decision was made according to related regulations of the Basic Law of Macao SAR. Ho’s tenure will start from Dec. 20, 2019.

Premier Li pledges greater support to research, innovation by young scientists

BEIJING, Sept. 3 (Xinhua) — Chinese Premier Li Keqiang has pledged greater government support to help create a more favorable and freer environment for young scientists to explore and innovate.

He said the National Science Fund for Distinguished Young Scholars will play a bigger role in financially supporting the researchers to be dedicated to basic research and innovation.

Li made the remarks at a forum on the work of the fund, which was held on Monday. He also visited an exhibition of scientific research achievements in the fields of astrophysics, new material, new energy application, medicine and biology, thanks to the support of the fund.

He stressed the need to reinforce basic research in an effort to lay a solid foundation for China’s innovation-driven development.

Governments at all levels should lend long-term and stable support to basic research, and enterprises will also be encouraged to increase investment into basic research, he said.

“We should continue to streamline administrative approvals, delegate power to lower levels and improve regulations and services in the field of science and technology to further reduce constraints,” he said.

The premier also required the further improvement of the management and evaluation of scientific research projects as well as the income distribution system for researchers.

He suggested the fund be used as a national “venture capital fund,” which will not only promote innovation but also be tolerant to failures, so that more scientific and technological personnel, especially young talent, will be encouraged to venture into “no man’s land” to achieve more breakthroughs.

Xi calls on Red Cross Society of China to make new contributions

BEIJING, Sept. 2 (Xinhua) — President Xi Jinping on Monday called on the Red Cross Society of China (RCSC) to make new and greater contributions to the development of the Red Cross cause.

Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, made the remarks when meeting with representatives to the 11th general congress of the RCSC at the Great Hall of the People in Beijing.

Extending sincere greetings and warm congratulations to the representatives, Xi encouraged them to champion the spirit of humanity, compassion and dedication, and pursue reform and innovation with great endeavor.

Xi and the representatives took group pictures.

Li Keqiang and Wang Huning, both members of the Standing Committee of the Political Bureau of the CPC Central Committee, were present at the meeting. Vice President Wang Qishan attended the meeting and the opening of the congress.

Addressing the opening ceremony, Vice Premier Sun Chunlan urged the RCSC to uphold the leadership of the Party, protect lives and health, carry out international assistance, and serve the country and the people.

Li Hong, a registered nurse and vice president of Fujian Provincial Hospital who won the Florence Nightingale Medal for 2019, as well as 32 groups and 10 individuals working for the RCSC were awarded for their outstanding achievements at Monday’s congress.

China, Philippines common interests “far greater” than differences: Premier Li

BEIJING, Aug. 30 (Xinhua) — Chinese Premier Li Keqiang said Friday that the common interests between China and the Philippines far outweigh the differences in his meeting with visiting Philippine President Rodrigo Duterte.

Li said that China is willing to cooperate with the Philippines on the basis of mutual respect, equality and mutual benefit, and seek better synergy between the Belt and Road Initiative and the Philippines’ “Build, Build, Build” program, so as to promote sustained, stable and healthy development of bilateral relations and cooperation.

Li said that the current situation in the South China Sea is generally stable and the countries in the region are living in peace.

China always acts with the greatest sincerity and is willing to work together with the Philippines and ASEAN countries to achieve the Code of Conduct (COC) in the South China Sea in the period when the Philippines serves as a coordinating country for China-ASEAN relations, said Li.

Li also expected joint efforts to promote offshore oil and gas development, and safeguard peace and stability in the South China Sea and the region.

Duterte said the Philippine side is willing to further expand exchanges and cooperation with China in such fields as the economy, trade and people-to-people exchanges, so as to promote bilateral ties and secure the two peoples concrete benefits.

Duterte said the Philippines will never confront China.

On the South China Sea issue, Duterte said Western countries are not COC negotiators and should not hinder the efforts of regional countries in this regard.

He said as the Philippines now is fulfilling its responsibilities as a coordinating country for China-ASEAN relations, the Philippine side will work with China and ASEAN countries to actively promote the adoption of the COC during his term of office.

Duterte also expressed the willingness to push forward common development with China on offshore oil and gas.

Xi asks China, Uzbekistan to promote quality Belt and Road construction

BEIJING, Aug. 28 (Xinhua) — Chinese President Xi Jinping met with visiting Uzbek Prime Minister Abdulla Aripov here on Wednesday, calling on the two countries to jointly push forward the high-quality construction of the Belt and Road.

Xi asked Aripov to convey his sincere regards to Uzbek President Shavkat Mirziyoyev.

The key to the constant leap-forward development of China-Uzbekistan relations is that both sides always adhere to the spirit of good-neighborliness, mutual benefit and mutual assistance, according to Xi.

Xi stressed that he attaches great importance to the development of the China-Uzbekistan comprehensive strategic partnership, which is in line with the fundamental interests of the two countries and their peoples.

Hailing the achievements of the fifth meeting of the China-Uzbekistan intergovernmental committee of cooperation, Xi said that the cooperation goals set by the two sides will certainly be realized as long as the bilateral relationship stays on the right track.

Xi called on both countries to further promote the high-quality construction of the Belt and Road, enhance synergy between national development strategies, strengthen connectivity through cross-border roads and railways, expand cooperation in trade, investment, high and new technology, energy and other fields, as well as foster new highlight in people-to-people and cultural exchanges.

China is willing to increase imports of Uzbek quality agricultural products, Xi said, adding that Uzbekistan is welcome to attend the second China International Import Expo as guest of honor later this year.

In addition, Xi said that the two sides should work together to combat the “three evil forces” of terrorism, separatism and extremism, fight against drug trafficking and other transnational organized crimes.

The rejuvenation of the Chinese nation is to seek happiness for the Chinese people and will also benefit world peace and human progress, Xi said, stressing that China will absolutely not follow the old path of “a strong country must seek hegemony.”

China is ready to enhance coordination with Uzbekistan on international affairs, safeguard common interests of the two countries, uphold multilateralism and promote democracy in international relations, Xi said.

He also called on the two countries to work with other members of the Shanghai Cooperation Organization (SCO) to raise the awareness of a community with a shared future and lift cooperation in various fields, so as to promote further development of the SCO and benefit peoples of various countries in the region.

Aripov conveyed President Mirziyoyev’s sincere greetings and lofty respect to President Xi and his warm congratulations on the 70th anniversary of the founding of the People’s Republic of China.

President Mirziyoyev sincerely hopes China will achieve greater prosperity and early national rejuvenation under the leadership of President Xi, according to Aripov.

Calling China “the closest and most reliable neighbor and partner” of Uzbekistan, Aripov said that Uzbekistan will work with China to firmly implement the important consensus reached by the two heads of state.

Mirziyoyev has appointed a special agency to synergize development strategies with the Chinese side, actively promote cooperation with China on the construction of the Belt and Road, and expand people-to-people and cultural exchanges, according to Aripov.

Uzbekistan firmly supports China in safeguarding its sovereignty, security and unity, and will continue to actively work with China to combat the “three evil forces” of terrorism, separatism and extremism, said Aripov.

Aripov is paying an official visit to China from Tuesday to Thursday at the invitation of Chinese Premier Li Keqiang.

Chinese premier holds talks with Uzbek PM to boost ties

BEIJING, Aug. 27 (Xinhua) — Chinese Premier Li Keqiang held talks Tuesday with visiting Uzbek Prime Minister Abdulla Aripov, and the two sides agreed to cement cooperation.

Li said China attaches great importance to China-Uzbekistan relations and is willing to maintain close high-level exchanges with Uzbekistan, promote trade and investment liberalization and facilitation, and strengthen communication and coordination in international and regional affairs.

Li said China is ready to seek synergy between the Belt and Road Initiative and Uzbekistan’s development strategy, deepen cooperation in production capacity, interconnection and agriculture, and make efforts to ensure the stability of energy cooperation.

He expected the two sides to promote cooperation in culture, tourism and higher education, so as to consolidate the people-to-people foundation of bilateral ties.

China is willing to continue to expand the scale of bilateral trade, import Uzbek products that meet the needs of the Chinese market, and support capable Chinese companies investing in Uzbekistan in accordance with market rules, Li said, hoping Uzbekistan will create a good business environment.

Aripov said Uzbekistan is ready to continue to participate in the Belt and Road Initiative, deepen cooperation in various fields, and welcome Chinese enterprises to expand investment in Uzbekistan, so as to push bilateral relations to a higher level.

The two leaders witnessed the signing of a series of cooperation documents after the talks.

Chinese leaders send condolences over decease of Tunisian president

BEIJING, July 26 (Xinhua) — Chinese President Xi Jinping on Friday sent a message of condolences to Tunisia’s interim President Mohamed Ennaceur over the passing away of President Beji Caid Essebsi.

Xi, on behalf of the Chinese government and people, and also in his own name, expressed deep condolences over the death of Essebsi, and extended sincere sympathy to Essebsi’s family and the Tunisian people.

Essebsi was an outstanding Tunisian statesman, Xi said, adding that he led the Tunisian people in overcoming various challenges facing the country’s development, and made positive efforts in promoting stability and development in his country.

Essebsi committed himself to furthering the development of China-Tunisia relations, and made positive contributions to promoting the two countries’ friendly cooperation and the two peoples’ friendship, Xi said.

China attaches, said Xi, great importance to the development of China-Tunisia relations, and is willing to join efforts with Tunisia to push forward the two countries’ friendly and cooperative relationship.

On the same day, Chinese Premier Li Keqiang sent a condolence message to Tunisian Prime Minister Youssef Chahed over Essebsi’s death, expressing deep condolences to the Tunisian government and extending sincere sympathy to Essebsi’s family.

Chinese premier meets UNGA president-elect

BEIJING, July 4 (Xinhua) — Chinese Premier Li Keqiang on Thursday met with Tijjani Muhammad-Bande, the president-elect of the 74th session of the United Nations (UN) General Assembly, pledging to continue firmly safeguarding the international system with the UN as the core.

The UN has played an irreplaceable role in maintaining world peace and stability, advancing global development and promoting international cooperation since it was founded over 70 years ago, Li said.

Next year marks the 75th anniversary of the founding of the United Nations.

“China supports the UN General Assembly in preparing relevant commemorative activities, as this is of special significance to safeguard the principles of multilateralism, equality of sovereignty, and solving problems through peaceful means that are represented by the UN,” Li said.

As a founding member of the UN, a permanent member of the UN Security Council, and the biggest developing country in the world, China will continue to firmly safeguard the international system with the UN as the core, uphold the purposes and principles of the UN Charter, and work with other countries to deepen international cooperation, safeguard international fairness and justice, and jointly cope with challenges so as to build a community with a shared future for humanity, Li said.

He also congratulated Muhammad-Bande for being elected as the president of the 74th session of the UN General Assembly.

Muhammad-Bande expressed gratitude to China’s strong support to the UN and pledged to firmly support multilateralism, safeguard the purposes and principles of the UN Charter, and support UN member states to solve problems through consultation.

DALIAN, July 1 (Xinhua) — Implementing the policy of reform and opening-up is a crucial step toward the revitalization of northeast China, Chinese Premier Li Keqiang said Monday.

Li, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remarks during his tour in Dalian, a coastal city in northeast China’s Liaoning Province.

The province should maximize the market’s decisive role in allocating resources while strengthening governmental regulation, Li said, calling for more efforts to improve the business environment by reducing administrative burdens and enhancing services.

Hailing Liaoning’s excellent geographic conditions for opening-up, Li said it should be dedicated to deepening domestic and international cooperation and pioneering the revitalization of the northeastern region.

In his visit to an innovation center for major equipment manufacturing, Li emphasized the significance of innovation in revitalizing northeast China, encouraging scientific researchers to produce more market-oriented products and push forward the upgrading of the industry.

At Dalian University of Technology, Li stressed the employment of university graduates and urged Chinese universities to place more emphasis on vocational training and education.

China calls for more practical cooperation with the Netherlands

BEIJING, June 27 (Xinhua) — Chinese Premier Li Keqiang held talks with visiting Dutch Prime Minister Mark Rutte Thursday in Beijing, calling for more mutually beneficial cooperation.

Noting that the Netherlands is China’s second-largest trade partner in the European Union, Li said the two countries enjoy broad cooperation prospects, and China will work with the Netherlands to enhance exchanges at all level, consolidate political mutual trust, tap the potential of cooperation, communicate and coordinate closely on international and regional affairs, and continuously upgrade bilateral relations.

In face of increasing instabilities and uncertainties in the world, China is ready to enhance the synergy of development strategies with the Netherlands, expand two-way opening-up, provide an open, transparent, and non-discriminatory business environment for enterprises from both countries, to contribute to the world economic growth, Li said.

He called for enhanced cooperation in key areas including trade, investment, innovation, clean energy, agriculture, and third-part markets, for win-win results.

Li said China attached great importance to relations with EU, and firmly supported the process of European integration.

China will work with the EU to implement the outcomes of the China-EU leaders’ meeting, accelerate the investment agreement negotiation, reach a geographical indication agreement as scheduled, jointly safeguard multilateralism and free trade, promote inclusive development, and maintain peace and stability, Li said.

Rutte said Premier Li’s visit to the Netherlands last year had injected new impetus to the development of bilateral relations.

Faced with the downward pressure of global economy and trade, the Netherlands is willing to make joint efforts with China to enhance cooperation, champion multilateralism and maintain international orders, Rutte said.
