China Daily: “China to issue new plan for air pollution control

A national plan for air pollution control could be outlined as early as this week, said 21cbh.com, a professional financial news website Tuesday.

The outline will target the reduction of air pollution on a national scale by establishing clear standards of air quality in different regions.

Coal plants, motor vehicles and dust that produce fine particulate matter will be the focus of strict control in the outline initiated by the Ministry of Environmental Protection, according to multiple sources who told the news website.

The overall plan has undergone multiple revisions and will be submitted to the State Council, China’s cabinet, for review by the end of this month, the Shanghai Securities News quoted Yang Tiesheng, deputy director of the energy saving department under the Ministry of Industry and Information Technology, as saying on May 22.

The specific measures put forward by the plan include stipulating the declining rates of atmospheric pollutants such as PM2.5 (particles smaller than 2.5 microns in diameter), sulfur dioxide, nitrogen oxide in cities, the reduction of coal consumption throughout the country, as well as the promotion of using clean energy such as natural gas, while banning coal-fired power plants in cities and minimizing heavy-polluting vehicles.

The Yangtze River Delta region and the Pearl River Delta region will be the key areas of the new air pollution prevention campaign.

Roughly one million heavy-polluting vehicles, popularly known as “yellow label cars”, will be prohibited from driving on roads in Beijing, Tianjin municipality and Hebei province, which would reduce half of the PM2.5 by vehicle emissions alone, said one environmental expert as quoted by the news website.

The outline stipulates that air quality must “make substantial progress” in the upcoming five years rather than the next 20 years, a standard previously adhered to by big cities such as Beijing, according to a source from the National Development and Reform Commission, China’s economic planning body.

Grade II air quality stipulates the average concentration of PM2.5 over a 21 hour period should be between 35 to 75 milligrams per cubic meters, according to the latest standard made by the Ministry of Environmental Protection in 2012.”

China Daily Mail: “Beijing has vowed to eliminate most coal-fired boilers in the city center by the end of 2015 to reduce pollution from fine particulate matter, especially during the heating season.

After reducing coal use by 700,000 metric tons last year, the capital plans to cut another 1.4 million tons this year and use no more than 21.5 million tons, according to the 2013 coal consumption reduction plan released by the city’s Environmental Protection Bureau and Commission of Development and Reform.

The capital used 26.35 million tons of coal in 2010, the environmental bureau said.

Beijing still has a large number of coal-fired central heating boilers that give off large amounts of coal dust, and noise during the heating season.

Richard Saint Cyr, a family medicine doctor at United Family Health in Beijing, said he has noticed an uptick in discussions about the worsening air quality with many patients since winter.

He said that air pollution in the past winter was unusually serious and he had never witnessed such collective anxiety in Beijing.

Fine particulate matter poses a serious threat to people’s hearts and lungs, he said.”

* China gives environmental approval to country’s biggest hydro dam

Reuters: “China’s environment ministry has given the go-ahead for the construction of what will become the country’s tallest hydroelectric dam despite acknowledging it will have an impact on plants and rare fish.

The dam, with a height of 314 meters (1,030 feet), will serve the Shuangjiangkou hydropower project on the Dadu River in southwestern Sichuan province.

To be built over 10 years by a subsidiary of state power firm Guodian Group, it is expected to cost 24.68 billion yuan ($4.02 billion) in investment.

The ministry, in a statement issued late on Tuesday, said an environmental impact assessment had acknowledged that the project would have a negative impact on rare fish and flora and affect protected local nature reserves.

Developers, it said, had pledged to take “counter-measures” to mitigate the effects. The project still requires the formal go-ahead from the State Council, China’s cabinet.

China aims to raise the share of non-fossil fuels in its energy mix to 15 percent by 2020, up from 9.4 percent in 2011. Hydropower is expected to make the biggest contribution.

It has vowed to speed up construction of dams in the 2011-2015 period after slowing it down following the completion of the controversial Three Gorges project in 2006.

The Three Gorges Dam, which serves the world’s biggest hydropower station on the Yangtze river, measures 185 meters.

The 300-m Nurek dam in Tajikistan in Central Asia is the world’s highest, though other taller dams are now under construction. China’s tallest dam now, at 292 meters, is the Xiaowan Dam on the Lancang River, also known as the Mekong.

On completion, the Sichuan project will have a total installed capacity of 20 gigawatts (GW), with annual power generation to exceed 7 billion kilowatt-hours (kWh).

The government said this year that hydropower capacity was expected to reach 290 GW by 2015, up from 220 GW at the end of 2010. It also said it would begin building a controversial project on the undeveloped Nu River in Yunnan province.

Guodian was one of a number of state-owned firms criticized by China’s national audit office last week for starting work on projects not yet been approved by the central government. The office said by the end of 2011, the company had invested nearly 30 billion yuan in 21 unapproved projects.

The Huaneng Group, China’s biggest power company, was also criticized for launching construction of the Huangdeng hydropower plant before receiving the government’s go-ahead.”

* China moves cautiously ahead on nuclear energy

Bulletin of the Atomic Scientists: “From 2005 to 2011, China rapidly developed its nuclear power capacity. In 2010 alone, it began operations at two new reactors and broke ground on 10 more, accounting for more than 60 percent of new reactor construction worldwide and making the Chinese nuclear industry by far the fastest-growing in the world. By the end of 2010, China had 14 nuclear reactors in operation with a total capacity of about 11 gigawatts electric, or GWe. That was still a relatively small amount — in contrast, the United States had 104 commercial reactors with a total capacity of about 100 GWe in 2010 — but China was pursuing ambitious plans to rapidly expand.

China Nuclear Energy

Then came the tsunami and earthquake that led to Japan’s Fukushima Daiichi meltdown in March 2011, the world’s worst nuclear accident since the Chernobyl disaster in 1986. After Fukushima, China changed course dramatically, slowing the pace of nuclear development to focus on safety. The slower pace is reassuring, but to really be a leader on nuclear safety, China should speed up the adoption of new laws on nuclear energy and enhance the independence and authority of nuclear safety regulators.

Putting the Brakes On. According to a government plan issued in 2007, China planned to install a total nuclear capacity of 40 GWe by 2020, which would account for about 3 percent of electricity generation nationwide. Many officials and experts expected that the number would actually increase further, to more than 80 GWe.

In its initial, March 2011 reaction to Fukushima, though, China’s State Council, the nation’s governing body, decided to suspend approval of new nuclear power stations, conduct comprehensive safety inspections of existing plants, and review all nuclear projects including those under construction. In October 2012, after concluding the inspections and reviews, the State Council issued a new plan that represents a serious and cautious reevaluation of safety issues and the pace of development. Called the Medium- and Long-term Nuclear Power Development Plan (2011-2020), its proposals include:

A return to normal construction at a controlled and orderly pace.

Permission for a limited number of new nuclear power reactors to be built in coastal sites that have been comprehensively evaluated.

A ban on new inland nuclear power projects, because the government fears a shortage of cooling water should accidents occur at such plants.

A requirement that all new projects meet the safety standards of the world’s most advanced nuclear reactors, known as third generation or Gen III reactors. Compared to earlier technology, these new designs incorporate improved fuel technology, superior thermal efficiency, passive rather than active safety systems, and standardized designs aimed at reducing maintenance and capital costs.

Based on the new plan, China will only approve a few new reactor construction projects before 2016. China now expects to grow its total nuclear capacity to 58 GWe by 2020, rather than the more than 80 GWe previously expected.

The government resumed approval of new nuclear power projects in December 2012, just as the new plan was issued. Several inland nuclear power projects where significant preparation work had already begun will be suspended, with some of their equipment likely transferred to coastal sites. While the pace of Chinese nuclear development will slow in the near term, the country’s long-term goals haven’t changed significantly. China continues to emphasize nuclear power as a crucial part of its energy mix. A government white paper issued in October 2012 observed that “as nuclear power is a high-quality, clean, and efficient modern energy resource, its development is of great importance for optimizing the nation’s energy structure and ensuring national energy security.” The white paper put China’s nuclear energy target at 40 GWe by 2015.”

* Third Pole glaciers shrinking, affected by black carbon

China Daily: “About 90 percent of glaciers in the Third Pole region are shrinking, accelerated by black carbon being transferred from South Asia to the Tibetan Plateau, a top scientist has warned.

The Third Pole region, which is centered on the Tibetan Plateau and concerns the interests of the surrounding countries and regions, covers more than 5 million square kilometers and has an average altitude of more than 4,000 meters.

The area has the largest number of glaciers outside the polar regions and exerts a direct influence on the social and economic development of some of the most densely populated regions on earth, including China and India.

The glaciers are at the headwaters of many prominent Asian rivers.

Influenced by global warming, its alpine glaciers have seen drastic changes in recent years, such as thinning and shrinkage, which pose potential geological hazards to people both on and around the plateau.

Like Antarctica and the Arctic, the Third Pole is drawing increased attention from the international academic community, but the results of former international studies in this area are inconsistent, said Yao Tandong, director of the Chinese Academy of Sciences‘ Institute of Tibetan Plateau Research.

The scientist, a member of the Chinese People’s Political Consultative Conference National Committee, said some people believe the glaciers will retreat and finally disappear by 2030, while others argue they will remain unchanged.

There are even people who argue that the glaciers have even moved forward, he said.

Researchers at Yao’s institute say they can now draw a more comprehensive picture of the region, by showing data on the glaciers’ status over the past 30 years. An investigation using topographic maps and satellite images revealed the retreat of 82 glaciers, area reduction by 7,090 glaciers and the mass-balance change of 15 glaciers.

“Systematic differences in glacier status are apparent from region to region, with the most pronounced shrinkage in the Himalayas, the southeastern part of the region.

Some of the glaciers there are very likely to disappear by 2030,” Yao said.

“The shrinkage generally decreases from the Himalayas to the continental interior and is smallest in the western part. Some glaciers there are even growing.”

He said changes in the glaciers will be accelerated if the planet continues to warm.

Potential consequences would be unsustainable water supplies from major rivers and geo-hazards, such as glacier lake expansion and flooding, which could threaten the well-being of people downstream.”

* China to push compulsory insurance for polluting industries

Reuters: “China will force heavily polluting industries to participate in a compulsory insurance program to ensure they can adequately provide compensation for damage, the government said on Thursday.

Companies that must participate in the scheme include mining and smelting industries, lead battery manufacturers, leather goods firms and chemical factories, the Environment Ministry and China Insurance Regulatory Commission said in a joint statement.

Petrochemical companies and firms that make hazardous chemicals and hazardous waste would also be encouraged to participate, it added.

Special environmental protection funds would be allocated to companies taking out the insurance, and they would be given priority for bank lending, the statement said.

Companies which don’t apply for the insurance may face negative environmental impact assessments and credit downgrades, which could hamper their development, it added.

A pilot insurance program currently covered more than 2,000 companies across a dozen provinces and had underwritten some 20 billion yuan ($3.21 billion) in risk, the government departments said.

“Using the tool of insurance … is conducive towards pushing companies to raise their environmental risk management and reduce incidents of polluting accidents,” it added.

The insurance scheme follows a spate of rules aimed at cleaning up the country’s notoriously filthy environment.

SCMP: “China had a chance to avoid environmental disasters some 40 to 30 years ago, the country’s first environmental protection chief has lamented amid worsening air and water pollution.

But Professor Qu Geping, who has overseen environmental policymaking since the early 1970s, said pollution had run wild as a result of unchecked economic growth under a “rule of men”, as opposed to the rule of law. Their rule imposed no checks on power and allowed governments to ignore environmental protection laws and regulations.

“I would not call the past 40 years’ efforts of environmental protection a total failure,” he said. “But I have to admit that governments have done far from enough to rein in the wild pursuit of economic growth … and failed to avoid some of the worst pollution scenarios we, as policymakers, had predicted.”

Qu, 83, was China’s first environmental protection administrator between 1987 and 1993. He then headed the National People’s Congress environment and resource committee for 10 years.

After three decades of worsening industrial pollution resulting from rapid urbanisation and industrialisation, China has accumulated huge environmental debts that will have to be paid back, Qu said.

He said recently he regretted that some of the very forward-looking strategies – emphasising a more balanced and co-ordinated approach to development and conservation, that were worked out as early as 1983 – were never put into serious practice when China was still at an early stage of industrialisation.

In 1970, premier Zhou Enlai had invited a Japanese journalist to give a lecture to senior government officials on the lessons Japan had learned from a series of heavy metal pollution scandals that killed several hundred people during a period of rapid industrialisation in the 1950s and 1960s, Qu said.

“But looking back, China fell into the same trap again,” he said. “In some cases, the problems are even worse now given the country’s huge population and the vast scale of its economy.”

* China expands pollution monitoring to biggest cities

Reuters: “China plans to release hourly air pollution monitoring data in 74 of its biggest cities starting on New Year’s Day, state media said on Sunday, in a sign of increasing responsiveness to quality-of-life concerns among prosperous urban people.

Choking pollution and murky grey skies in Chinese cities is a top gripe among both Chinese and expatriates.

Microscopic pollutant particles in the air have killed about 8,600 people prematurely this year and cost $1 billion in economic losses in Beijing, Shanghai, Guangzhou and Xi’an, according to a study by Beijing University and Greenpeace that measured the pollutant levels of PM2.5, or particles smaller than 2.5 micrometers in diameter.

The new monitoring will include not only PM2.5, but also sulfur dioxide, nitrogen dioxide, ozone and carbon monoxide, the Xinhua news agency said, citing a Friday announcement by the Ministry of Environmental Protection.”

* China pledges $56 billion to cut air pollution

Reuters: “China will spend 350 billion yuan ($56 billion) by 2015 to curb air pollution in major cities, the environmental watchdog said on Wednesday.

Local governments will fund most of the programs aimed at cutting the level of harmful particles in the air in 117 cities by at least 5 percent between 2011 and 2015, the Ministry of Environmental Protection said in a statement on its website.

Doctors warn that the tiny floating PM 2.5 particles, named for their less than 2.5 micrometer diameter, can settle in the lungs and cause respiratory problems and other illnesses.

China began publishing data on the amount of such pollution earlier this year in an effort to address concerns from residents that pollution readings were grossly understated.

Chinese officials have acknowledged that the thick cocktail of smokestack emissions, vehicle exhaust, dust and aerosols that often fills the air in many cities is a growing concern to increasingly prosperous urban residents.

Many Chinese in Beijing refer to an air pollution index published by the U.S. embassy, a move that has drawn the ire of Chinese officials who have called it unscientific.

Those measurements, based on U.S. standards, appear much grimmer than those of the city government’s and often list pollution levels as hazardous at prolonged exposure.

China has cited its ongoing reliance on heavy industry as the reason it failed to meet some of its 2011 air and water pollution reduction targets.”

* China’s ‘most polluted city’ breathes cleaner air

As Western organisations know, “what you don’t measure you cannot manage” and “incentives matter”. So China’s local authorities are beginning to realise, as evidenced at Linfen. Assuming this notion is being espoused across China, then it is very good news indeed for the environment.

China Daily: “Fan Lifen clearly recalls the days when her hometown was shrouded in darkness, with the sun barely visible through a thick curtain of smog.

“The situation would worsen in the winter, when households would burn coal for heating,” recalls Fan, a native of the city of Linfen in North China’s Shanxi province.

Rapid industrialization and urbanization in the past two decades have saddled cities like Linfen with heavy environmental burdens, damaging the health of local residents and fueling complaints.

However, Linfen is making efforts to turn its situation around.

“The air in Linfen has improved tremendously,” said Liu Dashan, spokesman for the Shanxi Provincial Environmental Protection Bureau.

The dramatic turnaround started when Linfen was listed as the “most polluted” among 113 major Chinese cities for three consecutive years from 2003 to 2005.

The local government has since launched a cleanup campaign, closing 1,056 factories and imposing stricter environmental standards on those that are still operating, according to Mayor Yue Puyu.

Substandard mines have been shut down and smaller ones have been merged into competitive mining conglomerates, Yue said.

Residents have been weaned off of coal burning, with natural gas heating introduced to more than 85 percent of the city’s households, said Yang Zhaofen, director of the city’s environmental protection bureau.

The changes were made possible by changing the way the performance of local officials is evaluated, with promotions and other rewards linked to their efforts to improve the city’s environment.

Officials have not only closed down heavily polluting factories, but also taken action to add “green” features to the city. A large park was opened on the banks of the Fenhe River last year, helping to absorb pollutants and purify the air.

Over the years, China’s economic growth has been fueled by over exploitation of natural resources, resulting in environment degradation. A worsening environment has prompted the government to exert greater efforts on environmental protection, replacing the practice of achieving growth at all costs.

President Hu Jintao said in a speech delivered to the 18th Communist Party of China (CPC) National Congress on Thursday that China should “give high priority to making ecological progress” and “work hard to build a beautiful country and achieve lasting and sustainable development.”

Linfen is a part of Shanxi’s efforts to repair its environment. The province, which provides over 70 percent of China’s coal, is slowly turning toward sustainable development.

More than 3,000 mines have been shut down since reforms were initiated in 2008, according to Wang Hongying, chief of the institute of macroeconomics under the provincial development and reform commission.

In addition to consolidating coal mines, the province has also made changes to the coal tax and fostered substitute industries, Wang said.

“We have set an example for other provinces. Although difficulties may emerge in the future, reforms will continue and we have high hopes for them,” Wang said.”
