China Daily: “China to issue new plan for air pollution control

A national plan for air pollution control could be outlined as early as this week, said 21cbh.com, a professional financial news website Tuesday.

The outline will target the reduction of air pollution on a national scale by establishing clear standards of air quality in different regions.

Coal plants, motor vehicles and dust that produce fine particulate matter will be the focus of strict control in the outline initiated by the Ministry of Environmental Protection, according to multiple sources who told the news website.

The overall plan has undergone multiple revisions and will be submitted to the State Council, China’s cabinet, for review by the end of this month, the Shanghai Securities News quoted Yang Tiesheng, deputy director of the energy saving department under the Ministry of Industry and Information Technology, as saying on May 22.

The specific measures put forward by the plan include stipulating the declining rates of atmospheric pollutants such as PM2.5 (particles smaller than 2.5 microns in diameter), sulfur dioxide, nitrogen oxide in cities, the reduction of coal consumption throughout the country, as well as the promotion of using clean energy such as natural gas, while banning coal-fired power plants in cities and minimizing heavy-polluting vehicles.

The Yangtze River Delta region and the Pearl River Delta region will be the key areas of the new air pollution prevention campaign.

Roughly one million heavy-polluting vehicles, popularly known as “yellow label cars”, will be prohibited from driving on roads in Beijing, Tianjin municipality and Hebei province, which would reduce half of the PM2.5 by vehicle emissions alone, said one environmental expert as quoted by the news website.

The outline stipulates that air quality must “make substantial progress” in the upcoming five years rather than the next 20 years, a standard previously adhered to by big cities such as Beijing, according to a source from the National Development and Reform Commission, China’s economic planning body.

Grade II air quality stipulates the average concentration of PM2.5 over a 21 hour period should be between 35 to 75 milligrams per cubic meters, according to the latest standard made by the Ministry of Environmental Protection in 2012.”

On one side are the regular people suffering from exposure to toxic rivers and contaminated food; on the other, greedy factory owners and recalcitrant officials. Not visible in that black-and-white picture are China’s emerging ranks of environmental activists—some full-time nongovernmental organization workers and others simply volunteers responding ad hoc to threats to their health and livelihood. China’s first environmental NGO, Friends of Nature, was allowed to legally register in 1994, and since then thousands more have followed in its footsteps.

A new book edited by Oxford University lecturer Sam Geall, China and the Environment: The Green Revolution, traces the evolution of green activism in China. Geall is also executive editor of the online magazine ChinaDialogue.net. In an interview with Bloomberg Businessweek, he shared his perspective on civil society in an authoritarian country—and how technology changes the picture.

Who are China’s environmentalists? How would you characterize today’s green advocates?

Journalists and broadcasters founded many of China’s most prominent green NGOs—after all, they witnessed the scale of the unfolding environmental crisis. China actually has a long history of civil society, which was suppressed during the Mao era. But the past 20 years have seen a flourishing of green NGOs. Now there are thousands registered, and many more unregistered. Today all sorts of people get involved in China’s environmental campaigns, from university students and middle-class urban residents protesting against the construction of polluting petrochemical factories or incinerators, to villagers in the countryside angry about pollution ruining their crops and their health.”

* China moves cautiously ahead on nuclear energy

Bulletin of the Atomic Scientists: “From 2005 to 2011, China rapidly developed its nuclear power capacity. In 2010 alone, it began operations at two new reactors and broke ground on 10 more, accounting for more than 60 percent of new reactor construction worldwide and making the Chinese nuclear industry by far the fastest-growing in the world. By the end of 2010, China had 14 nuclear reactors in operation with a total capacity of about 11 gigawatts electric, or GWe. That was still a relatively small amount — in contrast, the United States had 104 commercial reactors with a total capacity of about 100 GWe in 2010 — but China was pursuing ambitious plans to rapidly expand.

China Nuclear Energy

Then came the tsunami and earthquake that led to Japan’s Fukushima Daiichi meltdown in March 2011, the world’s worst nuclear accident since the Chernobyl disaster in 1986. After Fukushima, China changed course dramatically, slowing the pace of nuclear development to focus on safety. The slower pace is reassuring, but to really be a leader on nuclear safety, China should speed up the adoption of new laws on nuclear energy and enhance the independence and authority of nuclear safety regulators.

Putting the Brakes On. According to a government plan issued in 2007, China planned to install a total nuclear capacity of 40 GWe by 2020, which would account for about 3 percent of electricity generation nationwide. Many officials and experts expected that the number would actually increase further, to more than 80 GWe.

In its initial, March 2011 reaction to Fukushima, though, China’s State Council, the nation’s governing body, decided to suspend approval of new nuclear power stations, conduct comprehensive safety inspections of existing plants, and review all nuclear projects including those under construction. In October 2012, after concluding the inspections and reviews, the State Council issued a new plan that represents a serious and cautious reevaluation of safety issues and the pace of development. Called the Medium- and Long-term Nuclear Power Development Plan (2011-2020), its proposals include:

A return to normal construction at a controlled and orderly pace.

Permission for a limited number of new nuclear power reactors to be built in coastal sites that have been comprehensively evaluated.

A ban on new inland nuclear power projects, because the government fears a shortage of cooling water should accidents occur at such plants.

A requirement that all new projects meet the safety standards of the world’s most advanced nuclear reactors, known as third generation or Gen III reactors. Compared to earlier technology, these new designs incorporate improved fuel technology, superior thermal efficiency, passive rather than active safety systems, and standardized designs aimed at reducing maintenance and capital costs.

Based on the new plan, China will only approve a few new reactor construction projects before 2016. China now expects to grow its total nuclear capacity to 58 GWe by 2020, rather than the more than 80 GWe previously expected.

The government resumed approval of new nuclear power projects in December 2012, just as the new plan was issued. Several inland nuclear power projects where significant preparation work had already begun will be suspended, with some of their equipment likely transferred to coastal sites. While the pace of Chinese nuclear development will slow in the near term, the country’s long-term goals haven’t changed significantly. China continues to emphasize nuclear power as a crucial part of its energy mix. A government white paper issued in October 2012 observed that “as nuclear power is a high-quality, clean, and efficient modern energy resource, its development is of great importance for optimizing the nation’s energy structure and ensuring national energy security.” The white paper put China’s nuclear energy target at 40 GWe by 2015.”

* India, Germany sign six new pacts

Times of India: “India and Germany on Thursday inked six key MoUs including that for putting together 7 million for next four years towards joint research in the field of higher education and a pact for a soft loan of 1 billion for strengthening the green energy corridor.

A pact to promote German as a foreign language was also signed by the two sides following the 2nd round of inter-governmental consultations in Berlin.

Under pacts signed, both Germany and India have committed to 3.5 million each towards working on joint research and innovation programmes.

According to officials, under the strengthening of German language collaboration, currently 30,000 children in Kendriya Vidyalaya are learning German and under the pact they will try to increase the capacity.”

* China begins underground water safety investigation

Xinhua: “China has conducted investigations and research on the condition of underground water to determine the extent of pollution, a senior official from China’s top economic planning agency said Thursday.

“Based on the results we’ve collected so far, the safety of underground water is generally guaranteed, particularly the safety of drinking water from underground,” Du Ying, deputy head of the National Development and Reform Commission (NDRC), said at a press conference.

“But we can’t rule out the possibility that the pollution of underground water will worsen,” Du told the press on the sidelines of the annual session of the Chinese People’s Political Consultative Conference National Committee, the top political advisory body.

He said the pollution of underground water is a problem not only in cities but also in rural areas, and is spreading from shallow aquifers to deeper aquifers.

Many Chinese were infuriated after some chemical plants in east China’s Shandong Province were exposed to have illegally discharged toxic water underground directly, thus threatening the safety of underground water.

Du said the State Council, or China’s cabinet, together with the local government, has sent out teams to investigate the pollution reports.

“Our investigation into the reported pollution is still under way and no conclusion has been reached,” Du said.”

* China to push compulsory insurance for polluting industries

Reuters: “China will force heavily polluting industries to participate in a compulsory insurance program to ensure they can adequately provide compensation for damage, the government said on Thursday.

Companies that must participate in the scheme include mining and smelting industries, lead battery manufacturers, leather goods firms and chemical factories, the Environment Ministry and China Insurance Regulatory Commission said in a joint statement.

Petrochemical companies and firms that make hazardous chemicals and hazardous waste would also be encouraged to participate, it added.

Special environmental protection funds would be allocated to companies taking out the insurance, and they would be given priority for bank lending, the statement said.

Companies which don’t apply for the insurance may face negative environmental impact assessments and credit downgrades, which could hamper their development, it added.

A pilot insurance program currently covered more than 2,000 companies across a dozen provinces and had underwritten some 20 billion yuan ($3.21 billion) in risk, the government departments said.

“Using the tool of insurance … is conducive towards pushing companies to raise their environmental risk management and reduce incidents of polluting accidents,” it added.

The insurance scheme follows a spate of rules aimed at cleaning up the country’s notoriously filthy environment.

* China’s Environmental Protection Racket

WSJ: “Beijing’s choke-inducing air – which blanketed the city for nearly a week before being cleared away by a bout of sorely-needed wind on Friday — prompted Premier Wen Jiabao to call for action to protect the environment and public health.

If the premier and his colleagues can see through the smog on the policy front, they might consider something that has been all but overshadowed by the capital’s plight: the sorry track record of the environmental watchdog in little Nantong in east China’s Jiangsu province.

The problems in Nantong are a tale of environmental protection gone seriously wrong in a country where money clearly talks. They may also be small but critical components of an increasingly toxic environment.

According to a series of newspaper reports, online versions of which appear to have vanished into the country’s not-so-thin air, more than 30 environmental and other officials from the Nantong area were implicated in a scandal that involves bribery and turning a blind eye to pollution problems. Thanks to the reporting of the Shanghai-based China Business News (in Chinese here and here), it’s now fairly clear that Nantong environmental officials were running something closer to an environmental protection racket.

The newspaper, which had been following the story since the summer of last year, reported earlier this month that the scandal had reached the highest level of the local environmental protection bureau. Contacted by the Wall Street Journal, an official with the Nantong Environmental Protection Bureau was unable to elaborate beyond the official posting on the Nantong discipline inspection committee’s website, which stated that former bureau director Lu Boxin was found guilty of accepting bribes and sentenced to 12 years in prison (in Chinese).

This brief report, posted under the banner headline of “Study the Spirit of the 18th Communist Party Congress, Promote and Deepen the Anti-corruption Campaign and the Building of Clean Government,” said that the bribes were taken on more than one occasion.”

* Tibet to invest $563m to protect environment

China Daily: The government of the Tibet autonomous region plans to invest more than 3.5 billion yuan ($563 million) in 2013, 10.5 percent more than last year, in environmental protection.

According to the draft budget of 2013, which the regional finance department submitted for the legislature’s approval on Thursday, the investment will also support the building of an ecological safety screen on the plateau.

More than 3.23 billion yuan will be used for major forestation projects and for compensating and rewarding locals who protect and grow grass and forests and conserve wetlands, lakes and water resources.

More than 50 million yuan will be allocated to support environmental improvement projects and preserve resources, according to the draft budget.

According to the autonomous region’s environmental protection department, the plateau’s fragile and sensitive environment faces a worsening situation of land desertification, soil erosion and threats to deteriorating biodiversity.

New challenges are emerging from increasing urban pollution related to tourism, traffic and mining.

However, environmental protection has also received “unprecedented” attention over the past five years, the department said.

The State Council, China’s cabinet, listed the protection and building of a safety screen of environment in Tibet as a State-level major eco-project in February 2009.

The project aims to pour in 15.5 billion yuan to basically finish building the screen by 2030.”

SCMP: “China had a chance to avoid environmental disasters some 40 to 30 years ago, the country’s first environmental protection chief has lamented amid worsening air and water pollution.

But Professor Qu Geping, who has overseen environmental policymaking since the early 1970s, said pollution had run wild as a result of unchecked economic growth under a “rule of men”, as opposed to the rule of law. Their rule imposed no checks on power and allowed governments to ignore environmental protection laws and regulations.

“I would not call the past 40 years’ efforts of environmental protection a total failure,” he said. “But I have to admit that governments have done far from enough to rein in the wild pursuit of economic growth … and failed to avoid some of the worst pollution scenarios we, as policymakers, had predicted.”

Qu, 83, was China’s first environmental protection administrator between 1987 and 1993. He then headed the National People’s Congress environment and resource committee for 10 years.

After three decades of worsening industrial pollution resulting from rapid urbanisation and industrialisation, China has accumulated huge environmental debts that will have to be paid back, Qu said.

He said recently he regretted that some of the very forward-looking strategies – emphasising a more balanced and co-ordinated approach to development and conservation, that were worked out as early as 1983 – were never put into serious practice when China was still at an early stage of industrialisation.

In 1970, premier Zhou Enlai had invited a Japanese journalist to give a lecture to senior government officials on the lessons Japan had learned from a series of heavy metal pollution scandals that killed several hundred people during a period of rapid industrialisation in the 1950s and 1960s, Qu said.

“But looking back, China fell into the same trap again,” he said. “In some cases, the problems are even worse now given the country’s huge population and the vast scale of its economy.”

* PM2.5 air pollutants causing more deaths than estimated, study says

Once again China is showing that it is not complacent about the nature of its environment. And often after such a study, money will be made available to rectify the situation.

SCMP: “The health risks of microscopic air pollutants have been grossly underestimated on the mainland, with nearly 8,600 premature deaths expected this year in four major cities, a study has revealed.

And premature deaths are “just a tiny fraction” of the adverse health impacts of tiny airborne particles, less than 2.5 microns in diameter, known as fine particle matter 2.5 (PM2.5).

The startling findings were included in a report by Greenpeace East Asia and Peking University’s school of public health which, for the first time, focused on PM2.5 health hazards in urban areas.

Environmentalists have hailed the study, released yesterday, as ground-breaking, with data linking poor air quality to deadly diseases.

Noting that the World Bank once put the number of premature deaths on the mainland as a result of air pollution at more than 200,000, Professor Pan Xiaochuan, of Peking University, said the study focused on a single pollutant and had not taken into account the long-term health impact of PM2.5, which could be far more dangerous.

The study’s estimation of combined economic losses caused by premature deaths, put at 6.8 billion yuan (HK$8.34 billion), was also likely to be far lower than the real figure owing to limited access to official statistics, he added.

Fine particles have long been known to pose greater health risks than more than a dozen other air pollutants. They damage lung tissue and the cardiovascular system, cause lung cancer and other deadly diseases, and lead to a higher mortality rate.

Based on official mortality figures in 2010 and limited PM2.5 monitoring data in Beijing, Shanghai, Guangzhou and Xian, mostly from environment-related research institutes, the study showed a more than 10 per cent rise in premature deaths caused by PM2.5 pollution in the four cities over the past two years.

More than two-thirds of the 8,572 premature deaths this year caused by the microscopic pollutant occurred in Beijing and Shanghai. Although Beijing’s air pollution problem was worse, Shanghai saw the most deaths linked to PM2.5 – 3,317.”
