* Outsourcers turn to China to plug India’s skills gap

The Times: “India is running out of the skilled engineers needed to man its giant software industry, forcing companies to hire staff overseas, especially from China, one of the industry’s pioneers has warned.

Kris Gopalakrishnan, the co-founder and executive chairman of Infosys, said that the outsourcing sector was facing a manpower shortage. India, he said, was not producing enough properly trained engineering graduates to meet expanding global demand for its services.

The country may have a population of more than 1.2 billion people, but the dearth of trained graduates is driving up salaries in its IT industry by 15 per cent a year. That, in turn, is eroding the sub-continent’s global competitiveness and forcing companies such as Infosys, Tata Consulting Services and Wipro to invest in finding foreign workers.

“A lot of the tertiary education in India is done by private colleges and there are significant quality issues there,” Mr Gopalakrishnan said.

India produces about 700,000 engineering graduates every year, but of these only about 25 per cent are sufficiently well trained to be considered for a job in IT, Mr Gopalakrishnan said.

Infosys — whose customers include BP, GlaxoSmithKline and Tesco — was planning to treble its workforce in China from 3,500 to more than 10,000 to help cope with constraints at home, where most of its 155,000 staff work.

“Apart from China, there are not many countries in the world where we can recruit large enough numbers,” Mr Gopalakrishnan added. Infosys, which generated revenues of $7 billion last year, already operates large software development and outsourcing operations in Shanghai, Dalian, Beijing, Hangzhou and Jiaxing. The wages in China are higher than in India but are rising at a more modest pace of about 10 per cent annually.

Infosys has also been expanding its overseas presence in other low-cost countries, such as the Philippines, and has explored opportunities in Egypt.

In expanding fields such as data analytics, there are only about 50,000 engineers in India with the right programming skills. Demand is at least five times that number, according to Heidrick & Struggles, a recruitment company.

India’s software and outsourcing industry employs about three million people directly, an increase of 188,000 from a year ago. It generated $75.8 billion in exports in 2012-13, making it India’s largest single export industry, and is continuing to grow at more than 10 per cent a year even as India’s overall rate of economic growth has nearly halved over the past three years, to just over 5 per cent.

Mr Gopalakrishnan said that as well as hiring overseas, Infosys was trying to improve the quality of education in India by funding teacher training programmes at 350 engineering colleges. The group has also built a private campus in the southern city of Mysore capable of training 14,000 students.

“We will have to continue to invest heavily in education and training,” he said.”

BBC: “A security check on a US company has reportedly revealed one of its staff was outsourcing his work to China.

The software developer, in his 40s, is thought to have spent his workdays surfing the web, watching cat videos on YouTube and browsing Reddit and eBay.

He reportedly paid just a fifth of his six-figure salary to a company based in Shenyang to do his job.

Operator Verizon says the scam came to light after the US firm asked it for an audit, suspecting a security breach.

According to Andrew Valentine, of Verizon, the infrastructure company requested the operator’s risk team last year to investigate some anomalous activity on its virtual private network (VPN) logs.

“This organisation had been slowly moving toward a more telecommuting oriented workforce, and they had therefore started to allow their developers to work from home on certain days. In order to accomplish this, they’d set up a fairly standard VPN concentrator approximately two years prior to our receiving their call,” he was quoted as saying on an internet security website.

The company had discovered the existence of an open and active VPN connection from Shenyang to the employee’s workstation that went back months, Mr Valentine said.

And it had then called on Verizon to look into what it had suspected had been malware used to route confidential information from the company to China.

“Central to the investigation was the employee himself, the person whose credentials had been used to initiate and maintain a VPN connection from China,” said Mr Valentine.”

* Flextronics CEO Sees Hope for U.S. Tech Production

Yet another article on manufacturing moving back to Western countries. This is particularly where the cost of labour is a small fraction of the total cost of production – eg in high-tech products. 

WSJ: “The CEO of Flextronics International Ltd.,  a Singapore-based company that helped hundreds of firms move manufacturing of electronic parts and products to Asia, says it is getting “easier to justify” production in the U.S.

The difference in labor costs is narrowing and local officials in America have been giving more financial incentives to companies setting up plants in the U.S., Mike McNamara, chief executive of Flextronics, said in an interview Friday. Mr. McNamara said he could even imagine some smartphones being made in the U.S. eventually. But he cautioned that the return of manufacturing to the U.S. is likely to be a “slow and evolving process” rather than a flood. Many obstacles remain, including relatively high U.S. taxes, health-care expenses and regulatory costs, he said.

“In Asia, if I want to get something done, we just go and get it done,” he said. An Asian plant with 5,000 employees could be set up in 90 days, he said, but it takes much longer in the U.S., partly for regulatory reasons. Flextronics has plants in 30 countries, including the U.S.

Apple Inc.  raised hopes for a revival of U.S. manufacturing a month ago by announcing plans to build some Mac computers in the U.S. for the first time in about a decade. Flextronics says Apple is one of its customers, but Mr. McNamara declined to comment on whether his company could be involved in the Mac initiative. Apple declined to comment on exactly where and how those computers will be made.

In the first decade of this century, Mr. McNamara said, manufacturers flocked to low-wage countries. Over the next decade, he said, more are likely to adopt regional manufacturing strategies, making goods closer to where they are sold. That can reduce transport and inventory costs; it also allows companies to respond faster to changes in demand and more effectively protect technological secrets.

Asian plants typically have more flexibility to set up new production lines quickly, which is important for products with short life cycles like smartphones. Still, as products become more customized and companies try harder to keep rivals from copying technology, Mr. McNamara said, some phone makers who want to make products to order for local customers eventually may produce certain types of smartphones in the U.S.

Flextronics, founded in 1969 in Silicon Valley and incorporated in Singapore in 1990, provides design, logistics and manufacturing services for several hundred companies. Mr. McNamara said Flextronics is the world’s second-largest company in that business, after Hon Hai Precision Industry Co.,  known as Foxconn and based in Taiwan.”

* VanceInfo, HiSoft to merge to create China outsourcing leader

Reuters: “VanceInfo Technologies Inc and smaller rival HiSoft Technology International Ltd agreed to merge to create what they said would be the largest China-based offshore IT services provider by revenue.

Shares of VanceInfo, with a market value of $444 million as of close on Thursday, fell as much as 13 percent on the New York Stock Exchange, while those of hiSoft, with a market value of $373 million, fell 7 percent on the Nasdaq on Friday.

VanceInfo and HiSoft shareholders will each own about 50 percent of a company, valued at about $875 million under the terms of the tax-free, all-stock deal, the companies said.

“I think it is good news for Vance, it might not be good news for hiSoft,” Roth Capital Partners analyst Kun Tao said.”
