China plans to remove all expressway toll booths by end of 2019

BEIJING, May 21 (Xinhua) — China has unveiled a guideline to meet the goal of removing all expressway toll booths at provincial borders by the end of this year.

Local governments should work to improve toll collecting systems and promote the application of non-stop electronic toll collection systems, according to the guideline released by the General Office of the State Council.

Meanwhile, related laws and regulations should be optimized, said the guideline.

Through the move, China aims to help solve the issue of expressway traffic congestion, enhance traffic efficiency and reduce logistics costs.

China to mark 70th anniversary of PRC founding with mass activities

BEIJING, May 19 (Xinhua) — China will launch mass activities to celebrate the 70th anniversary of the founding of the People’s Republic of China (PRC).

The activities will take multiple forms across the country with patriotism at the core, according to a circular jointly issued by the General Office of the Communist Party of China Central Committee and the General Office of the State Council.

The activities will include touring urban and rural areas to fathom changes in the country, story-telling by citizens about endeavors to realize their dreams, thematic book reading, cherishing the memory of revolutionary martyrs, and national defense education activities, according to the circular.

The slogans of the 70th anniversary celebration were also unveiled in the circular.

Implementation plan for national ecological civilization pilot zone unveiled

BEIJING, May 12 (Xinhua) — China has unveiled “the Implementation Plan for the National Ecological Civilization Pilot Zone (Hainan),” foreseeing comprehensive experiments of ecological civilization system reform to be carried out in the southern island province.

Jointly issued by the General Office of the Communist Party of China (CPC) Central Committee and the General Office of the State Council, the document vows to bring about a new pattern of harmonious coexistence of man and nature in China’s modernization drive and write a chapter of Hainan for building a Beautiful China.

The pilot zone aims at reaching world leading level in terms of environmental quality and resource utilization efficiency, according to the plan.

The zone will focus on developing a system for building an ecological civilization, optimizing spatial distribution of land, coordinating development and conservation of land and sea, improving environmental quality and resource utilization efficiency, realizing ecological products’ values, promoting green production modes and lifestyle, and other aspects of exploration.

In building the pilot zone, “it will be ensured that the environmental quality of Hainan become only better, not worse, and the people have a greater sense of fulfillment as the environment is beautiful,” says the plan.

By 2020, significant progress will have been made in the building of the pilot zone in Hainan, where the proportion of days with good air quality in cities remains above 98 percent, and the annual average concentration of fine particulate matter, or PM2.5 (particulate matter less than 2.5 micrometers in diameter), are not higher than 18 micrograms per cubic meter, according to the document. Energy consumption per unit of gross domestic product will decrease by 10 percent compared with 2015, and carbon dioxide emissions per unit of gross regional product will decrease by 12 percent compared with 2015, it adds.

The plan foresees that by 2035, the environmental quality and the resource utilization efficiency will be of world leading level in the pilot zone.

China establishes special committee for national nutrition plan

BEIJING, March 6 (Xinhua) — China has created a special committee to implement the country’s national nutrition plan, according to the National Health Commission (NHC).

Jointly established by NHC and 17 other government departments to coordinate and advance nutrition and health related work, the national nutrition and health committee held its inaugural meeting on Feb. 28 in Beijing, said a source of the NHC.

During the meeting, the committee adopted the regulation on its work and the main tasks for 2019 on the national nutrition plan.

Among the key jobs are improving food nutrition and health standards that build upon food safety, and establishing subcommittees at local levels to organize nutrition education and training, to conduct pilot programs and spread scientific knowledge in this regard.

Innovation will also be encouraged in the efforts, while nutrition intervention will be introduced in the campaign to battle poverty.

The national nutrition plan (2017-2030) was released by the General Office of the State Council in July 2017, with the goal of raising awareness of nutrition among the Chinese people, reducing obesity and anemia among students.
