“One country, two systems” principle proves feasible, achievable, popular in Macao SAR: liaison office director in Macao

MACAO, Dec. 6 (Xinhua) — The “one country, two systems” principle has proved to be feasible, achievable and popular in the Macao Special Administrative Region (SAR) since Macao returned to the motherland in 1999, said Fu Ziying, director of the Liaison Office of the Central People’s Government in the Macao SAR.

Fu told Xinhua in a recent interview that the Macao SAR government, along with all walks of life, has comprehensively and precisely understood and implemented the “one country, two systems” principle and strictly abided by China’s Constitution and the Basic Law of the Macao SAR since Macao’s return to the motherland.

The Macao SAR government has ensured the steady and practical implementation of the “one country, two systems” principle by devoting to developing economy, improving people’s wellbeing, upholding inclusiveness and mutual support and promoting the unity of the compatriots in Macao under the banner of loving both the motherland and the region, thus opening a new horizon in practicing the “one country, two systems” with Macao characteristics.

Fu eulogized Macao’s success in implementing the “one country, two systems” principle in three aspects.

Firstly, for the past 20 years, the authority of China’s Constitution and the Basic Law has been firmly safeguarded in Macao and the executive-led system has been running smoothly.

The Macao SAR government and all walks of life have always firmly safeguarded the authority of China’s Constitution and the Basic Law by holistically combining upholding the principle of “one country” with respecting the differences of the “two systems,” and maintaining the power of the central government with ensuring the high degree of autonomy of the Macao SAR, ushering in a new era of good political situation in Macao.

The national sovereignty, security and interests are well safeguarded and the capability and level of law-based governance has been significantly promoted in Macao, Fu said.

Secondly, Macao has witnessed rapid economic development and continued improvement of people’s livelihood, with people feeling more satisfied and happier, Fu said.

Macao, by making good use of the advantages of the “one country, two systems” principle, has achieved a leaping development in economy, Fu said.

Over the past 20 years, Macao has witnessed the fastest development in its history, with outstanding performance in various macroeconomic sectors, Fu said.

With the full efforts from the SAR government in building long-term efficient mechanisms in social security, housing, education, health, human resources and disaster prevention and reduction, the social welfare and people’s livelihood have been greatly improved since Macao’s return to the motherland, said Fu,

Thirdly, Macao’s success could be seen in its harmony and inclusiveness in society, where both loving the motherland and the region has become the mainstream value, according to Fu.

He said education on the country’s Constitution and the Basic Law is deep-rooted in the society, as the “one country, two systems,” “Macao people governing Macao” and the high degree of autonomy are well-accepted by residents in Macao.

Fu said Macao has attached great importance to cultivating patriotism among the youth, with patriotic education legalized in Macao in 2006.

The development of the socialism with Chinese characteristics had entered a new era, so is the cause of the “one country, two systems,” said Fu.

Under the leadership of Chinese President Xi Jinping, the practice of “one country, two systems” is included in the Chinese Dream.

In the future, Macao should further exploit the advantages of “one country, two systems” principle, seize the opportunities brought about by the Belt and Road Initiative and the construction of the Guangdong-Hong Kong-Macao Greater Bay Area.

“We will always comprehensively and precisely understand and implement the principle of ‘one country, two systems’,” said Fu.

Fu called on Macao to participate in the country’s reform and opening-up cause more actively so as to help boost the country’s people-to-people exchanges with other countries.

He highlighted the importance of the construction of the Greater Bay Area, hoping that Macao would, by participating in the development, further expand its industries and promote people’s livelihood so as to maintain the economic and social stability.

“Remain true to the original aspiration of the principle of ‘one country, two systems,’ Macao, the land of lotus, will for ever glisten,” Fu added.

Interview: Chinese premier’s visit to further deepen Thailand-China ties, says Thai PM

BANGKOK, Nov. 2 (Xinhua) — The upcoming visit by Chinese Premier Li Keqiang to Thailand will further deepen the comprehensive strategic cooperative partnership between China and Thailand, Thai Prime Minister Prayut Chan-o-cha told Xinhua recently.

Li is scheduled to attend the 22nd China-ASEAN (10+1) leaders’ meeting, the 22nd ASEAN-China, Japan and Republic of Korea (10+3) leaders’ meeting, and the 14th East Asia Summit in the Thai capital Bangkok and pay an official visit to Thailand.

Prayut expressed his welcome to Li’s visit in the written interview, adding that in recent years, the bilateral comprehensive strategic cooperative partnership has continued to deepen on the basis of mutual respect, mutual trust, mutual-benefit and win-win cooperation.

The two sides have witnessed frequent exchange of visits by high-ranking officials and deepened communication, which were demonstrated by the rapid delivery of key connectivity projects such as the Thai-Chinese high speed rail and the high speed rail project linking three airports in Thailand, said Prayut.

Both Thailand and China attach great importance to infrastructure and connectivity construction and have achieved notable results in bilateral economic cooperation, Prayut added.

Noting that as this year’s rotating chair of ASEAN, Thailand has proposed the “Connecting the Connectivities” approach, Prayut said that Thailand has been striving to push forward the building of the Thai-Chinese high speed rail project and enhance the synergy between China’s Guangdong-Hong Kong-Macao Greater Bay Area and Thailand’s Eastern Economic Corridor (EEC).

The Thai prime minister said that he expected China and ASEAN to reach an agreement on dovetailing the Belt and Road Initiative and the Master Plan on ASEAN Connectivity 2025 during their upcoming meeting in Bangkok, adding that such move will contribute to speeding up the regional connectivity process.

He also said both countries could tap the potential of regional cooperation frameworks or initiatives such as Lancang-Mekong cooperation mechanism to strengthen cooperation.

The Thai government welcomes Chinese enterprises to invest in Thailand’s EEC, and will strongly support Thai-Chinese cooperation in technological innovation, e-commerce and other areas while learning from China’s experience in poverty-elimination, environmental protection and smog control, said the prime minister.

Prayut said the Thai side hopes that Li’s visit will further deepen the comprehensive strategic cooperative partnership between the two countries and boost the development of Thailand’s 20-year national strategy and the “Thailand 4.0” strategy, so as to help the country better deal with the ever-changing global economic and political situation.

On ASEAN-China ties, Prayut said the development of the strategic partnership between the two sides in the past decade has demonstrated that the relationship is the most fruitful one between ASEAN and its dialogue partners and also one of the important pillars in maintaining regional peace, stability, prosperity and sustainable development.

ASEAN and China have deepened cooperation and realized mutually beneficial and win-win results in various fields this year, including connectivity, smart cities, and people-to-people exchanges, which are priority areas defined in the China-ASEAN Strategic Partnership Vision 2030, he said.

Prayut said that Thailand believes that China will support ASEAN in community building, support ASEAN’s central role in regional cooperation and its bigger role in building an open and inclusive regional cooperation framework.

Vice premier stresses education, healthcare for Greater Bay Area

BEIJING, Oct. 12 (Xinhua) — Chinese Vice Premier Sun Chunlan has called for efforts to boost social causes such as education and healthcare in south China’s Guangdong Province to better serve the Guangdong-Hong Kong-Macao Greater Bay Area.

Sun, also a member of the Political Bureau of the Communist Party of China Central Committee, made the remarks during a three-day research tour in Guangdong that ended Saturday.

She visited major higher education and medical institutions in the province and presided over a symposium in Shenzhen, asking local departments to make more specific policies and measures to serve the construction of the Greater Bay Area, enhance their coordination and help push the development of the area to a new level.

Sun urged efforts to optimize the structure of higher education of the Greater Bay Area and encouraged universities in Guangdong to open up their resources in scientific research to universities and research institutes in Hong Kong and Macao.

She also asked for further cooperation and exchanges of talent in medical care within the Greater Bay Area, better implementation of the policies that grant Hong Kong and Macao’s medical institutions and doctors access to the mainland, and deeper cooperation in traditional Chinese medicine.

Li Xi, a member of the Political Bureau of the CPC Central Committee and secretary of the CPC Guangdong Provincial Committee, attended the events along the tour.

Xi extends Seniors’ Day greetings

BEIJING, Oct. 7 (Xinhua) — President Xi Jinping wished senior citizens nationwide a happy Double Ninth Festival, also known as Chongyang Festival, which falls on Monday.

Xi extended the greetings Sunday in reply to a letter written earlier by 30 senior residents in Macao.

The senior residents are serving in a professional elderly service center established in 2007, where Xi used to pay a visit in January 2009 as the vice president of China.

“You have experienced the successful practice of ‘one country, two systems’ in Macao,” Xi said. “I am glad that you devote yourselves to public welfare undertakings after retirement.”

Xi expressed his hope that the senior residents could tell young people in Macao more stories happening before and after Macao’s return to the motherland and encourage them to pass on the fine tradition of loving the motherland and loving Macao to make contributions to the development of Guangdong-Hong Kong-Macao Greater Bay Area and to work together in making Macao more beautiful.

In their letter to Xi, the senior residents spoke of the changes since Macao’s return to the motherland, and expressed their pride to be Chinese and determination to pass on the tradition of loving the motherland and Macao.

Across China: Guangzhou incubator gives HK and Macao entrepreneurs a leg-up

GUANGZHOU, Sept. 19 (Xinhua) — After exploring registering a company in Shenzhen and Zhuhai in 2013 and 2015, ChiMan Chan, a Hong Kong entrepreneur, finally made the plunge and launched a business on the Chinese mainland in 2017 when he came across the Tianhe District Service Center for Hong Kong and Macao Youth Entrepreneurship.

The service center, a non-profit organization which acts as an incubator for emerging enterprises, is located in the heart of Guangzhou’s bustling CBD, Zhujiang New Town.

Since it was established in 2017, the center has embraced more than 2,200 young entrepreneurs from the two Special Administrative Regions, and 45 Hong Kong and Macao enterprises have settled down at the center.

Thanks to the assistance from the center, Chan is now the founder and chief executive officer of Deming ProDevelop, an engineering consultant agency with four offices scattered across the Guangdong-Hong Kong-Macao Greater Bay Area.

In Chan’s view, the service center played an instrumental role in his company’s current success. “Without the help of the service center, there is no way we could have thrived to such an extent on the Chinese mainland,” Chan said.

Establishing a business is tough in itself, but for newcomers to the mainland, the application and registration process can especially present a massive initial hurdle, according to Chan. Luckily, the service center reduced some of that pressure for him.

Chen Jingzhan, director of the center’s entrepreneurship and innovation department, said many Hong Kong and Macao entrepreneurs that have set their eyes on development on the mainland often face similar headaches.

“It’s not just a matter of investing enough time to complete the registration process. Without professional guidance, many Hong Kong and Macao newcomers to the mainland simply do not know where to start,” said Chen, adding that is where the service center comes in.

Not only does the center help entrepreneurs get started, but it also offers support as they continue to develop through free registration, entrepreneurship, policy, intellectual property rights, law, and market resource consulting services.

To enterprises that meet specific requirements, the center even provides office space for two to three people free of charge, with aims of “reducing the operational costs associated with startups, and offering more development opportunities to Hong Kong and Macao enterprises,” said Chen.

Since the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area was released in February, more and more youths from Hong Kong and Macao have set their sights on Guangdong.

Ye Zhengqiao, a young entrepreneur from Hong Kong, is one of them. Drawn to the Greater Bay Area after graduating from university in the U.S., Ye now is the founder of Geometry Technology Co., Ltd., a company that has launched an online intelligent pet platform. Ye’s platform lists pet-related service providers and product sellers in a one-stop online solution for pet owners in China.

Ye said the construction of the Guangdong-Hong Kong-Macao Greater Bay Area has given young people like him “more confidence and opportunity.” He said he believes “the rate of success in Guangdong is higher than in Hong Kong,” and that the Greater Bay Area gives young people “more room to try new things with lower capital requirements.”

The concept behind the Greater Bay Area also provided the inspiration for ChiMan Chan’s business. While working on a project related to the construction of the Hong Kong-Zhuhai-Macao Bridge, the Greater Bay Area’s most iconic feat of engineering, Chan saw the potential for deepened cooperation and wanted to build a bridge of his own: a platform to connect Chinese mainland engineers and their Hong Kong, Macao and overseas counterparts.

Chen hopes more services like those on offer at the Tianhe District Service Center for Hong Kong and Macao youth entrepreneurship will be offered to young Hong Kong entrepreneurs, both in the mainland and in Hong Kong itself.

Ye Zhengqiao agrees that the mainland offers new pathways to Hong Kong and Macao youths, adding that he hopes more young people from the two SARs can latch on to the new possibilities provided by the Greater Bay Area, and “come to the mainland more often to appreciate the opportunities available.”

Hong Kong gov’t to start work immediately on building platform for dialogue: Carrie Lam

HONG KONG, Aug. 20 (Xinhua) — The Hong Kong Special Administrative Region (HKSAR) government will start work immediately on building a platform for dialogue among all walks of life, the HKSAR Chief Executive Carrie Lam said Tuesday.

While meeting the press, Lam said she hopes all sides can show understanding and respect toward each other, and conduct dialogues in an open and direct manner with people of all classes with different political stances and backgrounds in a bid to find a way out for Hong Kong.

Lam said she and the heads of the government bureaus are willing to go directly to communities and talk with people.

On the economic situation in Hong Kong, Lam said the economic figures for the first half of the year did not fully reflect the severity of the downside risks.

A raft of measures with total government spending of 19.1 billion Hong Kong dollars (2.43 billion U.S. dollars) have been rolled out to support growth and relieve the burden on businesses and individuals.

If necessary, the HKSAR government will adopt more such measures to support the economy before the release of the policy address or the government budget, Lam said.

Lam pledged that the HKSAR government will keep monitoring the economic situation, make necessary preparations and propose effective measures.

The HKSAR government will act more boldly to deal with deep-seated problems and both high-level and grassroots officials will give priority to the need of residents when proposing specific measures, Lam said.

During the past two years, the HKSAR government has taken effective measures in its policy address in areas such as housing, land and education to advance the economy and improve people’s livelihood, Lam said.

Lam also responded positively to the new policy support for Shenzhen by the central government.

China will build the southern city into a pilot demonstration area of socialism with Chinese characteristics, according to a document issued recently by the Communist Party of China Central Committee and the State Council.

The city’s development toward a pilot demonstration area will also be a boon to the complementary cooperation between Shenzhen and Hong Kong, Lam said.

Of all cities in the Guangdong-Hong Kong-Macao Greater Bay Area, the relationship between Hong Kong and Shenzhen is the closest, she said.

“The two are very good partners,” Lam said, adding that the two have built a high-level cooperative mechanism and are jointly developing a technological and innovation park.

Lam also said the Independent Police Complaints Council is working on an independent investigation into the causes and facts of the recent confrontations and violence, adding that a report will be submitted to her in six months and will also be available to the public.

“I hope that this is a very responsible response to the aspirations (of public) for better understanding of what has been taking place in Hong Kong,” she added.

Across China: “Sino-British Street” seeks rejuvenation

SHENZHEN, May 25 (Xinhua) — A southern Chinese trade hub boasting special links with Hong Kong is hoping the enhanced efforts to build the g will revitalize its tourism industry and local economy.

Chung Ying Street, or “Sino-British Street,” straddles the Hong Kong Special Administrative Region and the mainland city of Shenzhen and has been a special zone where local residents from both sides are allowed to cross the border freely.

It was once a boomtown popular among mainland visitors, who entered with a special permit to snatch duty-free goods from Hong Kong, but fell into decline after travel to Hong Kong was made easier for mainlanders.

The street derived from a small village, which was divided by the “Sino-British” borderline after Hong Kong became a British colony in the 19th century.

Sha Jintao, a 73-year-old resident, remembers how the street became a boomtown as China opened up and tightened links between the mainland and Hong Kong.

“When I was a child, there were only a few farmers and fishermen living on the mainland side of the street, while the Hong Kong side bustled with shops and businesses,” Sha said.

But as Shenzhen rose as a forefront of China’s reform and opening up starting in the late 1970s, the street became the center of changes. New shops and factories propped up with the inflow of Hong Kong investments, and the fancy commodities from its Hong Kong stores wooed in large numbers of mainland tourists.

Historical records show the number of tourists flocking into the 250-meter-long street peaked at 100,000 a day in the 1980s. As many as 89 jewelry stores opened in its heyday and sold 5 tonnes of gold jewelry in half a year.

SURVIVAL CRISIS

The heyday was however short-lived. After Hong Kong returned to the motherland in 1997, the street began to lose its appeal, as shopping in Hong Kong was made much easier for mainland tourists. Its daily visitors dropped below 10,000 after 2003, when mainlanders were allowed to independently travel to Hong Kong.

Many stores closed due to a loss of customers, and some survived by selling fake jewelry, winning the street much notoriety, recalled Sha, who then headed the local neighborhood committee.

Sha said the ephemeral boom was limited to the era when most Chinese had limited access to the outside world, so as the country opened its door wider, the street’s function as a “window” faced an inevitable doom.

“Now with a smartphone, a consumer could easily buy goods from across the globe,” he said, referring to China’s cross-border e-commerce boom. “So if is just for the purpose of shopping, why take the trouble of traveling to the Chung Ying Street?”

The street is now more of a cultural site, dotted with relics and museums displaying its history, but locals are hopeful that the ongoing construction of the Guangdong-Hong Kong-Macao Greater Bay Area will usher in another golden era for their neighborhood.

China has planned to turn the greater bay area, which encompasses Hong Kong, Macao and nine cities in Guangdong Province, into the world’s largest bay area in terms of GDP by 2030.

Earlier this month, the city government of Shenzhen said it will upgrade its ports with Hong Kong to boost the greater bay area development. The Shatoujiao Subdistrict, where the Chung Ying Street is located, was reserved for a new cooperation zone featuring tourism and consumption.

Optimism is running high in the community. New industries like artificial intelligence (AI), health and high-end shipping service have taken root in Yantian District, which administers Shatoujiao, and Sha is buzzing around to connect business people from Hong Kong and Shenzhen.

“Shatoujiao and its Chung Ying Street have boasted the one-of-the-kind advantage in Shenzhen-Hong Kong cooperation. We’ll work hard to turn the blueprint of the greater bay area into a reality here,” said Chen Qing, party secretary of Yantian.

Chinese leaders stress high-quality development

BEIJING, March 6 (Xinhua) — Senior Chinese leaders on Wednesday urged for more efforts to advance high-quality development.

Li Keqiang, Wang Yang and Han Zheng — members of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee — made the remarks at the annual “two sessions” of the country’s top legislative and political advisory bodies.

Joining panel discussions by deputies to the 13th National People’s Congress (NPC) from southwest China’s Guangxi Zhuang Autonomous Region, Premier Li Keqiang stressed following the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as China’s development faces more and graver risks and challenges in 2019.

He called for efforts to keep the economic growth within an appropriate range and promote high-quality development, and urged solid implementation of the planned tax and fee cuts to reduce burden on the real economy.

At the joint panel discussions of political advisors from economy and agriculture sectors, Wang Yang, chairman of the Chinese People’s Political Consultative Conference National Committee, told them to focus on major and difficult tasks, such as high-quality development and supply-side structural reform, and to deepen their investigations and researches. Wang also urged the advisors to guide the people in correctly interpreting the changes in economy and boost their confidence in development.

Vice Premier Han Zheng joined the panel discussions by lawmakers from Hong Kong. He expressed the support to Hong Kong’s bid to build itself into an international innovation and technology hub, and encouraged the people of Hong Kong, especially the youth, to start up businesses and work in the Guangdong-Hong Kong-Macao Greater Bay Area.

Han also joined panel discussions by lawmakers from Macao. He said that Macao will be supported in its efforts to expand new development space, and to develop its tourism and exhibition industries.
