LONDON (Reuters) – China has betrayed the people of Hong Kong so the West should stop kowtowing to Beijing for an illusory great pot of gold, said Chris Patten, the last governor of the former British colony.
Beijing is set to impose new national security legislation on Hong Kong after a sustained campaign of pro-democracy protests last year in the city, which enjoys many freedoms not allowed on mainland China.
“The Hong Kong people have been betrayed by China,” Patten was quoted as saying by The Times newspaper. Britain has a “moral, economic and legal” duty to stand up for Hong Kong, he said.
Patten watched as the British flag was lowered over Hong Kong when the colony was handed back to China in 1997 after more than 150 years of British rule.
Hong Kong’s autonomy was guaranteed under the “one country, two systems” agreement principle enshrined in the 1984 Sino-British Joint Declaration signed by then Chinese Premier Zhao Ziyang and British Prime Minister Margaret Thatcher.
But China’s plans to impose national security laws on Hong Kong risk destroying the Declaration, Patten said. The United States has branded the laws a “death knell” for the city’s autonomy.
“What we are seeing is a new Chinese dictatorship,” Patten said. “The British government should make it clear that what we are seeing is a complete destruction of the Joint Declaration.”
Hong Kong leader Carrie Lam said her government will “fully cooperate” with the Chinese parliament to safeguard national security, which she said would not affect rights, freedoms or judicial independence.
Patten said the West should stop chasing the illusory promise of Chinese gold.
“We should stop being fooled that somehow at the end of the all the kowtowing there’s this great pot of gold waiting for us. It’s always been an illusion,” Patten said.
“We keep on kidding ourselves that unless we do everything that China wants we will somehow miss out on great trading opportunities. It’s drivel.”
The British government did not immediately comment on Saturday.
Prime Minister Boris Johnson’s spokesman said on Friday the government was monitoring the situation and as a party to the Joint Declaration the UK was committed to the upholding Hong Kong’s autonomy and respecting the one country, two systems model.

SEOUL (Reuters) – South Korean and Chinese officials on Tuesday cast doubt on reports North Korean leader Kim Jong Un was ill after media outlets said he had undergone a cardiovascular procedure and was in “grave danger”.
Daily NK, a Seoul-based speciality website, reported late on Monday, citing one unnamed source in North Korea, that Kim was recovering after undergoing the procedure on April 12. The North Korean leader is believed to be about 36.
CNN cited a U.S. official with direct knowledge of the matter as saying Washington was “monitoring intelligence” that Kim was in grave danger after surgery. Bloomberg quoted an unnamed U.S. official as saying the White House was told that Kim took a turn for the worse after the surgery.
However, two South Korean government officials rejected the CNN report without elaborating on whether Kim had undergone surgery. The presidential Blue House said there were no unusual signs coming from the reclusive, nuclear-capable state.
Kim is the unquestioned leader of North Korea and the sole commander of its nuclear arsenal. He has no clear successor and any instability in the country could be a major international risk.
The state KCNA news agency gave no indication of the whereabouts of Kim in routine dispatches on Tuesday, but said he had sent birthday gifts to prominent citizens.
An official at the Chinese Communist Party’s International Liaison Department, which deals with North Korea, told Reuters the source did not believe Kim was critically ill. China is North Korea’s only major ally.
Chinese foreign ministry spokesman Geng Shuang said Beijing was aware of reports about the health of Kim, but said it does not know their source, without commenting on whether it has any information about the situation.
South Korean shares exposed to North Korea tumbled and the Korean won fell on the reports. The won traded down more than 1% against the dollar even as South Korean government sources said Kim was not gravely ill.
U.S. stock futures were trading 0.5% lower, but it was not clear how much of that weakness was owing to the collapse in U.S. oil prices and consequent concerns over global demand.
Daily NK said Kim had been admitted to hospital on April 12, just hours before the cardiovascular procedure, as his health had deteriorated since August due to heavy smoking, obesity and overwork.
It said he was now receiving treatment at a villa in the Mount Myohyang resort north of the capital Pyongyang.
“My understanding is that he had been struggling (with cardiovascular problems) since last August but it worsened after repeated visits to Mount Paektu,” a source was quoted as saying, referring to the country’s sacred mountain.
Accompanied by senior North Korean figures, Kim took two well-publicised rides on a stallion on the snowy slopes of the mountain in October and December.
KIM’S HEALTH KEY TO STABILITY
An authoritative U.S. source familiar with internal U.S. government reporting on North Korea questioned the CNN report that Kim was in “grave danger”.
“Any credible direct reporting having to do with Kim would be highly compartmented intelligence and unlikely to leak to the media,” a Korea specialist working for the U.S. government said on condition of anonymity.
Japan’s top government spokesman, Yoshihide Suga, declined to comment on the reports of Kim’s health.
“We are regularly gathering and analysing information about North Korea with great concern,” he said. “We will keep gathering and analysing information regarding North Korea by collaborating with other countries such as the U.S.”
Kim’s potential health issues could fuel uncertainty over the future of the reclusive state’s dynastic rule and stalled denuclearisation talks with the United States, issues in which Kim wields absolute authority.
With no details known about his young children, analysts say his sister and loyalists could form a regency until a successor is old enough to take over.
Speculation about Kim’s health first arose following his absence from the anniversary of the birthday of its founding father and Kim’s grandfather, Kim Il Sung, on April 15.
On April 12, North Korean state media reported that Kim Jong Un had visited an airbase and observed drills by fighter jets and attack aircraft.
Two days later North Korea launched multiple short-range anti-ship cruise missiles into the sea and Sukhoi jets fired air-to-surface missiles as part of military exercises.
The missile launches were part of the celebrations for Kim’s grandfather, Seoul officials said, but there was no North Korea state media report on his attendance or the tests.

In recent years Kim has launched a diplomatic offensive to promote both himself as a world leader and his hermit kingdom, holding three meetings with U.S. President Donald Trump, four with South Korean President Moon Jae-in and five with China’s President Xi Jinping.
He was the first North Korean leader to cross the border into South Korea to meet Moon in 2018. Both Koreas are technically still at war, as the Korean War of 1950-53 ended in an armistice, not a peace treaty.
Kim has sought to have international sanctions against his country eased, but has refused to dismantle his nuclear weapons programme, a steadfast demand by the United States.

German Chancellor Angela Merkel has downplayed concerns over China’s provision of medical supplies to European countries hit hardest by the Covid-19 pandemic, calling the move a gesture of reciprocity.
The European Union continued to face criticism over its slow reaction to calls for medical supplies from Italy and Spain, amid the encouraging news that new cases in Italy were seeing their slowest rate of increase since the contagion came to light in late February.
“The European Union sent medical equipment to China [when] China asked for help at that time,” Merkel said at a Tuesday press conference, referring to the outbreak’s start earlier this year. “What we are seeing here is reciprocity.”
“As we are having a crisis at this time, we cannot expect everything to be provided in the framework of the EU. We are very pleased about [China’s provision],” Merkel said.
Chinese President Xi Jinping has guaranteed that China will provide Italy and Spain – the two most severely hit European countries – with medical equipment such as face masks, ventilators and protective equipment for medical professionals.
Critics, however, called China’s action part of a propaganda campaign designed to deflect US claims that the coronavirus originated in China.
Spanish Prime Minister Pedro Sanchez reached out to Xi for help obtaining medical supplies in a phone call on Tuesday.
Speaking to reporters, Sanchez confirmed that the matter had come up during the call, just days after the Spanish government had ordered an unprecedented national lockdown to halt the virus’ spread.
Chinese state media reported that Xi had told Sanchez that “China is willing to respond to the urgent needs of Spain and spare no effort to provide support and assistance, and share experience in prevention, control and treatment.”

On Tuesday, a plane from Shanghai landed in the northern Spanish city of Zaragoza, carrying 500,000 masks donated by e-commerce giant Alibaba, AFP reported. (Alibaba owns the South China Morning Post.)
According to a statement, the delivery was part of a donation of 2 million masks and coronavirus test kits to certain countries from Alibaba’s Chinese billionaire founder Jack Ma.
Europe to shut border for month as France braces for 15-day coronavirus lockdown
Xi’s call with Sanchez came a day after one with Italian Prime Minister Giuseppe Conte, in which the Chinese leader similarly pledged to provide Italy with medical support, including teams with expertise in treating Covid-19.
On Tuesday, Italy reported 345 new coronavirus deaths in 24 hours, taking its overall death toll to 2,503.
Spain registered 183 deaths, 53 per cent more than in the previous 24 hours, driving the total number of deaths to 524. More than 2,000 newly infected cases were reported, pushing the total to 11,681.
Elsewhere on Tuesday, France entered a national shutdown, while Belgium, where the EU is headquartered, announced a similar halt to public activities starting on Wednesday.
European Commission President Ursula von der Leyen said all 27 member states have agreed to ban non-EU citizens from visiting the region for the next 30 days. The method of enforcement will be determined by the individual countries, she said.

President Tsai Ing-wen also vowed in a National Day speech to defend Taiwan’s sovereignty, saying her government would safeguard freedom and democracy as Beijing ramps up pressure on the self-ruled island it considers a wayward province.
Tsai, who is seeking re-election in January amid criticism of her policy towards China, referred to the arrangement for the return of the former British colony of Hong Kong to Chinese rule in 1997 as a failure.
Hong Kong has been hit by months of anti-government protests triggered by widespread resentment of what many city residents see as relentless efforts by Beijing to exert control of their city despite the promises of autonomy.
China has proposed that Taiwan be brought under Chinese rule under a similar arrangement, but Tsai said Beijing’s policies towards the island were a danger to regional stability.
“China is still threatening to impose its ‘one country, two systems’ model for Taiwan. Their diplomatic offensives and military coercion pose a serious challenge to regional stability and peace,” Tsai said.
“When freedom and democracy are challenged, and when the Republic of China’s existence and development are threatened, we must stand up and defend ourselves,” Tsai said, referring to Taiwan by its official name.
“The overwhelming consensus among Taiwan’s 23 million people is our rejection of ‘one country, two systems,’ regardless of party affiliation or political position.”
Taiwan’s National Day, marking the anniversary of the start of a 1911 uprising that led to the end of dynastic rule in China and the founding of a republic, was celebrated in Taipei with singing, dancing and parades.
Cold War hostility between the island and the mainland had eased over the past decade or so as both sides focused more on expanding business ties, but relations have cooled considerably since Tsai took office in 2016.
China suspects Tsai and her independence-leaning Democratic Progressive Party of pushing for the island’s formal independence, and this year threatened it with war if there was any such move.
Tsai denies seeking independence and reiterated that she would not unilaterally change the status quo with China.

Despite her assurances, Beijing has stepped up pressure on the island to seek “reunification” and backed up its warnings by flying regular bomber patrols around it.
Beijing also says Taiwan does not have the right to state-to-state relations and is keen to isolate it diplomatically.
Seven countries have severed diplomatic ties with the Taiwan and switched allegiance to Beijing since Tsai coming to power. It now has formal diplomatic ties with just 15 nations.
But Tsai said Taiwan was undaunted.
“The determination of the Taiwanese people to embrace the world has never wavered,” she said, adding that Taiwan must work with “like-minded countries” to ensure peace and stability across the Taiwan Strait.
Tsai said under her watch Taiwan has boosted its combat capabilities with the purchase of advanced weapons and development of home-made aircraft.
Taiwan unveiled its largest defence spending increase in more than a decade in August, aiming to purchase more advanced weapons from overseas.
The island has long been a flashpoint in the U.S.-China relationship.
In July, the United States approved the sale of an $2.2 billion worth of weapons to Taiwan, angering Beijing.
The United States has no formal ties with Taiwan but is bound by law to help provide it with the means to defend itself.

SRINAGAR (Reuters) – Indian forces have killed the leader of an al Qaeda affiliated militant group in Kashmir, police said on Friday, triggering protests in parts of the disputed region.
Zakir Rashid Bhat, 25, was trapped by security forces in a three-storey house in southern Kashmir late on Thursday, said a senior police officer, adding that the house was set ablaze during the operation.
“As we were clearing debris from the house, he tried to get up. Our troops fired at him and he was killed,” said the officer, who declined to be named because he was not authorised to speak to media.
For decades, separatists have fought an armed conflict against Indian rule in Kashmir, with the majority of them wanting independence for the Himalayan region, or to join New Delhi’s arch rival Pakistan.
India has stepped up an offensive against militants in the Muslim-majority region since a suicide attack in February killed 40 Indian troopers in Kashmir and brought India and Pakistan to the brink of war.
Pakistan denies giving material support to militants in Kashmir but says it provides moral and diplomatic backing for the self-determination of Kashmiri people.
Protests by supporters of Bhat broke out in parts of Kashmir on Thursday and there were reports of demonstrations early on Friday, the police officer said.
Fearing more unrest, authorities said schools were closed and railway services suspended in the affected areas.
Any large scale unrest in the region would be a challenge for Indian Prime Minister Narendra Modi as he prepares for a second term after winning a general election on Thursday.
Bhat, a former commander of the Hizbul Mujahideen, the largest of the militant groups fighting against Indian rule in Kashmir, founded his own group and declared its association with al Qaeda in 2017.
Also known as Zakir Musa, he was seen as a successor to Burhan Wani, a popular Hizbul Mujahideen commander whose death in 2016 sparked clashes that left 90 civilians dead.
