A court in Kiev has rejected an appeal by Chinese investors to unfreeze the shares of a Ukrainian aircraft engine maker, a setback for the Chinese company that sought to buy the Ukrainian firm in a deal opposed by the United States.
China’s Skyrizon Aircraft Holdings bought a majority stake in Motor Sich, but the shares were frozen in 2017 pending an investigation by Ukraine’s security service (SBU). Washington wants the deal scrapped.
The US and China have competed for influence in Ukraine since its relations with Moscow soured when Russia annexed the Crimea peninsula in 2014.
In its ruling, the court kept the shares frozen, citing the SBU investigation into whether selling Motor Sich sabotages national security by allowing sensitive technology into foreign hands. The ruling was dated March 13, shared with the parties this week.
Skyrizon plans further appeals, said a lawyer involved in the case, speaking anonymously due to the political sensitivity of the case. Zelensky’s office, the US embassy and the Chinese embassy did not respond to requests for comment. Motor Sich and the SBU declined to comment.

Motor Sich severed ties with Russia, its biggest client, after the annexation of Crimea. The wrangle over its future has held up efforts to find new markets, and supporters of a quick resolution say it is now operating at less than half capacity.
“Motor Sich has become a hostage to the geopolitical situation,” former prime minister Anatoliy Kinakh, chairman of an industrial union which has called for the government to resolve the dispute quickly, said.
The state’s anti-monopoly committee has launched its own investigation and says it is waiting to receive more documents before deciding whether to sanction the sale.
President Volodymyr Zelensky’s administration has had to balance strengthening ties to Beijing with keeping the United States, its biggest military aid donor, onside. In recent weeks, Beijing and Washington have both offered aid to Ukraine to fight the
coronavirus.
At the moment it is a very difficult task when we have the biggest powers in the world and their interests are in conflict in Ukraine,” Oleksandr Danylyuk, a former top security official under Zelensky, said.

BEIJING, March 9 (Xinhua) — Most of the more than 50,000 coronavirus disease (COVID-19) patients in China who have recovered and been discharged from hospital received traditional Chinese medicine (TCM) treatment, a health official said Monday.
Yu Yanhong, deputy head of the National Administration of Traditional Chinese Medicine, told a press conference that the combination of TCM and Western medicine in COVID-19 treatment has been proved effective by the huge number of recovered patients.
TCM has been involved in the treatment of 74,603 confirmed COVID-19 cases nationwide, accounting for 92.5 percent of the total, according to official data.
Compared with those only treated with TCM or Western medicine, an expert team confirmed that the integrated treatment of TCM and Western medicine can more quickly improve the symptoms such as fever, cough and fatigue, as well as effectively reduce the chances of mild and regular symptoms developing into severe or critical ones, so as to improve the recovery rate and reduce the mortality rate.
TCM treatment focuses on improving the body’s natural defenses against an epidemic and its own ability to repair itself while maintaining the overall balance, Yu said.
TCM clinical treatment is personalized and targeted based on the differences in geography, climate and a patient’s physical condition, said Zeng Yixin, deputy director of the National Health Commission.
A circular issued by the commission also encouraged the promotion of effective TCM treatment plans at the community-level epidemic prevention and control, giving full play to the unique role of TCM.

NEW DELHI (Reuters) – India’s ruling party was projected to lose a key state election on Tuesday, the vote count showed, in its first electoral test since deadly anti-government protests erupted nearly two months ago.
The Hindu-nationalist Bharatiya Janata Party (BJP) led by Prime Minister Narendra Modi won a bigger majority in a general election in May, but it has lost a string of state elections since then.
The protests, in which at least 25 people have been killed, erupted across the country in mid-December, after the BJP passed a new citizenship law critics say violates India’s secular constitution and discriminates against minority Muslims.
In counting for state polls held in India’s capital New Delhi, data from India’s Election Commission showed the liberal Aam Aadmi Party, led by the city’s chief minister, Arvind Kejriwal, leading 57 out of 70 seats.
The BJP ran a campaign accusing protesters of supporting India’s arch-rival Pakistan and was projected to win 13 seats, up from three in 2015 but far below its own expectations. The party’s local chief Manoj Tiwari had predicted it would win a majority.
AAP activists in distinctive white boat-shaped caps danced outside party headquarters in New Delhi as the result became clear, TV channels showed.
Neelanjan Sircar, an assistant professor at Ashoka University near New Delhi, said that local issues, including delivery of basic services like education and health, appeared to sway voters towards the AAP, even as the BJP ran a polarising campaign on the back of Modi’s image.
“Modi is a larger than life character at the national level, which obviously gives the BJP a huge advantage in national politics,” Sircar said.
“But it doesn’t translate to state level politics, where the BJP often doesn’t have a charismatic face.”
Bespectacled former bureaucrat Kejriwal, 51, formed AAP in 2012 amid an anti-corruption movement that swept India.
The party won a stunning victory in 2015 state elections in the capital, wiping out the BJP and Congress, the party that has ruled India for half its post-independence history.
The Congress – the main opposition at national level – was projected to win no seats in Delhi on Tuesday, data showed, reflecting the deep decline in its fortunes.

The counting of votes finally concluded in Madhya Pradesh as the Election Commission of India declared the results with Congress winning 114 seats, one short of halfway mark in the 230 seat assembly. The BJP was close behind with 109 seats, Bhujan Samaj Party 2, Samajwadi Party 1 and the Independents 4.
Madhya Pradesh proved to be a marathon cliffhanger as the state witnessed a see-saw battle between the BJP and the Congress till midnight.
In a late night drama, the Congress had declared that they had won the state with a clear majority. In a press conference held at 2:30 am, top Congress leaders Kamal Nath, Jyotiraditya Scindia and Digvijaya Singh said they had written a letter to the Governor to invite them to prove their majority.
“With utmost happiness, I wish to inform you that Congress has won clear majority. We have written a letter to the Governor to invite us so that we can prove our majority before him,” he told media.
Kamal Nath had sought an appointment with Governor Anandiben Patel but was asked to wait till the final results came in.
