Guangxi, one of the major battlefields in China’s poverty alleviation campaign, has been making painstaking efforts to improve education for poverty-stricken children, as schooling is believed to be the best way to empower the youngsters to lift their families out of poverty. The region has taken various measures in this regard, including granting students stipends, improving school facilities and nutritional conditions of rural students, and helping more students from rural and impoverished areas have access to higher education. As many households from inhospitable areas have moved into relocation sites built for poverty alleviation in the county seats, relocated children can study in schools in and near resettlements, instead of trekking hours back and forth in mountains for schooling. The faculty is a key to education. The regional government has called in capable teachers to help schools in rural areas, and has been committed to guaranteeing payment to teachers and filling vacancies of teachers in rural areas through special programs. Reducing poverty must begin with reducing ignorance. Therefore, giving rural children a good education is an important task in poverty relief, and also a crucial means to stop poverty being passed on through generations.

BEIJING, April 6 (Xinhua) — Chinese people used mobile payment 3.25 times a day in 2019 on average, according to a report released by Chinese card payment giant China UnionPay.
The report, based on a survey of more than 60,000 people, showed that over 20 percent of respondents used mobile payment more than five times a day in 2019.
Customers involved in the survey spent more than 2,900 yuan (about 408 U.S. dollars) each month on average via mobile payment, up 11 percent year on year, the report said.
The survey, jointly conducted by China UnionPay, 17 commercial banks and 18 payment entities, collected about 62,000 questionnaires, with around 70 percent of the respondents aging between 25 and 45 years old.
Owners of micro and small businesses were the most active users of mobile payment, which had deeper penetrations in scenarios including buses, metro systems, parking lots and gas stations in 2019, the report said.
People also had better awareness of risk prevention, with the proportion of respondents experiencing online fraud and reporting losses down 16 percentage points and 26 percentage points, respectively over one year earlier, said the report.

BEIJING (Reuters) – Bank of China’s New York branch will enable Chinese firms to receive payment in yuan rather than dollars from their sales on U.S. e-commerce platforms this year, the official Xinhua news agency reported on Sunday.
Pledging to introduce more services for small and medium-sized enterprises engaged in cross-border trade between the United States and China, executives from the branch said payment in yuan would be possible by tapping new functions of e-MPay, a cross-border payment system launched by the branch in 2016.
The branch is developing a system using an existing platform to “facilitate trade finance for e-commerce players,” said Xu Chen, president and chief executive officer of Bank of China USA, Xinhua reported, without providing further details.
The system will adhere to U.S. anti-money laundering rules through artificial intelligence and cyber security technologies, Xu added.
Bank of China has run into problems with overseas anti-money laundering regulations in the past. In February 2017, it agreed to pay a 600,000 euro ($688,000) fine to settle a case involving its Milan branch. Prosecutors had alleged more than 4.5 billion euros was smuggled to China from Italy between 2006 and 2010.
A unit of fellow state-owned bank Industrial and Commercial Bank of China (ICBC) last year settled money laundering charges in the United States.
