Indian Election Not a ‘Game Changer’ – India Real Time – WSJ

A new Moody’s report argues that the biggest event on India’s political calendar this year will be neutral at best for the country’s creditworthiness—although, at worst, it could heighten existing risks.

India’s national election, due before the end of May, is dominating the country’s newsstands, and has put a freeze on many major policy and investment decisions. Perceptions that the Bharatiya Janata Party’s popular prime ministerial candidate, Narendra Modi, is pro-business have buoyed Indian stock markets even as corporate earnings have disappointed.

But the New York-based credit-ratings agency says the contest between the governing Congress party and the BJP will hardly be decisive for India’s economic prospects.

A strong showing by either of the two major parties “would not be a near-term game changer,” it says in the report. The correlation between economic performance and the party in power is historically quite weak, it notes. What could be a bigger influence is the state of the global economy. Factors such as the budding recovery in the U.S. and Europe, the shaky economic outlook in China, and the Federal Reserve’s withdrawal of monetary stimulus will continue to buffet India and many other big emerging markets.

Modi all set to be anointed BJP PM candidate

The Hindu: “BJP was all set on Friday to declare Narendra Modi as the party’s Prime Ministerial candidate after hectic parleys by senior leaders to convince L.K. Advani, Sushma Swaraj and Murli Manohar Joshi to give up their opposition to him.

BJP Parliamentary Board will meet at 5:30 p.m. at the party headquarters in New Delhi, it was announced.

While Mr. Joshi is said to have been won over, last minute efforts were on to bring around Mr. Advani and Ms. Swaraj.

The decision to convene the panel meeting came after Mr. Rajnath Singh held a meeting with Mr. Advani.

Earlier, BJP leader Nitin Gadkari met party president Mr. Rajnath Singh to discuss the issue. Later, Mr. Gadkari met Mr. Advani to persuade him on Mr. Modi’s name. Ms. Swaraj and Mr. Ananth Kumar also joined the meeting.

Mr. Advani had conveyed his reservations about announcing Mr. Modi’s name at this juncture. He had suggested that the BJP chief ministers should be consulted on the issue and the party should wait till the forthcoming Assembly elections to Madhya Pradesh, Chhattisgarh, Rajasthan and Delhi are over.

The BJP patriarch is of the view that making Modi the Prime Ministerial candidate will put issues like price rise and corruption — on which the BJP has attacked the Congress — on the backburner and make the controversial leader the issue, party sources said.

The sources indicated that the BJP leaders want a unanimous decision on Mr. Modi at the Parliamentary Board meeting and hence had intensified efforts to win over dissenting voices.

Mr. Joshi was asked to return to the capital by a special flight from Sagar, Madhya Pradesh where he had gone to attend a party programme. Though he is not convinced about Mr. Modi being projected as the Prime Ministerial candidate, he has conveyed to the party that he will abide by the majority view in the Parliamentary Board, the sources said.

Mr. Modi got a shot in the arm on Friday when NDA allies Shiv Sena and Shiromani Akali Dal extended their support to him for the Prime Ministerial candidate post.”

* China issues white paper on human rights

China Daily: “The Chinese government on Tuesday released a white paper detailing the progress made in human rights in 2012, stressing its achievements in improving living standards and increasing room for citizens to express their opinions.

“The cause of human rights in China has entered a stage of planned, sustainable, steady and comprehensive development,” says the white paper, published by the State Council Information Office under the title “Progress in China’s Human Rights in 2012.”

Development is the key to solving all existing problems and facilitating the progress of human rights in China, the paper says.

China has combined its human rights endeavors with economic, political, cultural, social and ecological construction, it said.

The country has prioritized people’s rights to subsistence and development and made efforts to promote the comprehensive and balanced development of their economic, social and cultural rights, as well as their civil and political rights, it notes.

“After years of unremitting efforts, China has reached a higher level in terms of people’s living standards, democracy, rule of law, cultural development, social security and environmental protection,” says the white paper.

In 2012, the annual per capita net income for both urban and rural residents increased, hefty investment was directed to poverty reduction programs, housing conditions were improved for both urban and rural residents and the state made proactive efforts to boost employment, according to the white paper.

Practical measures have been taken to ensure citizens’ right to know and right to be heard, according to the white paper.

Deepened reform and the rapid development of information technology have given the public greater power to acquire information and express their opinions, it notes.

The creation of the Regulations on Government Information Disclosure has helped establish a system for disclosing information, the white paper says.

In 2012, more than 90 central government departments made their budgets and expenses for official receptions, vehicles and overseas trips known to the public. The Communist Party of China (CPC) continued to press ahead with making Party affairs public and established a spokesperson system for Party committees, the paper says.

The Internet has become an important channel for citizens to exercise their rights to know, participate, be heard and supervise, as well as become an important means for the government to hear public opinions, according to the white paper.

Democracy building at the grassroots level further expanded citizens’ right to participate, the paper says.

By the end of 2012, direct elections had been held for over 98 percent of village committees across the country, with participation reaching 95 percent.”

A surprising number of people in China have been writing and talking about “revolution”.  First came word, in November, that China’s new leaders have been advising their colleagues to read Alexis de Tocqueville’s classic book on the French Revolution, L’Ancien Régime et la Révolution (The Old Regime and the Revolution), which subsequently has shot to the top of China’s best seller lists.  Just this past week, Chinese scholar Zhao Dinxing, a sociology professor at the University of Chicago, felt the need to publish an article (in Chinese) laying out the reasons China won’t have a revolution (you can read an English summary here).  Minxin Pei, on the other hand, thinks it will.

* Rahul Gandhi to lead Congress poll campaign

Reluctant Rahul finally emerges with key role.

BBC: “Congress party leader, Rahul Gandhi, has been appointed the head of a committee which will look after party activities relating to the 2014 general elections.

Correspondents say this appointment effectively means that Mr Gandhi will lead the campaign for the party.

Party leaders have been demanding a larger role for Mr Gandhi.

Support for Congress in its second term has been hit by economic concerns and corruption cases.

Last month, PM Manmohan Singh inducted 22 new ministers into the government in a major reshuffle, a move seen as an attempt to get younger politicians into the Congress party-led government ahead of general elections.

And, earlier this month, the party held a conclave, attended by 70 leaders, including Mr Gandhi and his mother and party chief, Sonia Gandhi.

The meeting was seen as another attempt to revitalise the party and government ahead of the polls.

Congress spokesman Janardhan Dwivedi said Mr Gandhi will head a party “coordination committee … keeping in view the general elections to be held in 2014″.

Results of elections in the states of Gujarat and Himachal Pradesh are expected by this year-end.

A number of crucial state polls in Madhya Pradesh, Chhattishgarh, Rajasthan and Delhi will be held next year ahead of the general elections.

The two-term Congress government is expected to face a tough general election in 2014, correspondents say.

It has been beset by allegations of corruption and inaction in its present second term.”
