Literary Leaders: Why China’s President is So Fond of Dropping Confucius – China Real Time Report – WSJ

Generous girths aside, Winston Churchill and Chinese President Xi Jinping would seem to have little in common. One was popularly elected, while the other gained power by means of a shadowy process few understand. One was a giant who made his name leading his country through war, while the other’s legacy is still very much in the making.

But the two do share one characteristic besides their robust builds: a fondness for literary allusions.

In the same way Churchill littered his legendary speeches with references to the Bible and nods to Shakespeare, Mr. Xi has displayed a tendency to lard his writings and public statements with quotations from classical Chinese literature.

On Thursday, the overseas edition of the People’s Daily devoted itself to cataloging the Chinese leader’s literary references, running a full-page spread dedicated to explaining 13 allusions spanning the later part of Mr. Xi’s career. The aim, it said, was to explain the Chinese leader’s thoughts on “the question of cultivating morality among leading cadres.”

Some analysts have interpreted Mr. Xi’s embrace of the classics as a move akin to Churchill’s borrowing from “Henry V” in his World War II speeches: an effort to use pride in a venerable cultural tradition to rally the nation at a time of crisis.

China is not facing war, but Mr. Xi and other Chinese leaders have portrayed the Communist Party as facing a raft of daunting challenges: endemic corruption, hostility abroad and an exceedingly tricky economic transition opposed by entrenched special interests. Having long ago traded in Marxism for the market, analysts say, the party is now trying to shore up its legitimacy by associating itself with a Confucian tradition it once lambasted as feudal and backwards.

Some of Mr. Xi’s references cited by the People’s Daily have more obvious resonances with today’s politics than others.

One quote Mr. Xi used from the Confucian “Book of Rites” in a 2007 essay speaks directly to his current efforts to clean up the behavior of China’s wayward bureaucrats: “Nothing is more visible than what is hidden, and nothing is more obvious than what is minute. Therefore a gentleman is careful of himself even when alone.”

In other instances, however, Mr. Xi’s allusions are less pointed, instead evoking an inchoate political anxiety. Such was the case during a 2013 visit to the Central Party School, when he quoted a line from the “Book of Songs,” another Confucian classic: “In fear and trembling, as if walking on thin ice, as if approaching a deep abyss.”

Mr. Xi is by no means the first Chinese leader to weave classical literature into his essays and speeches. Nor is he the first to attempt to leaven the Communist Party’s rhetoric with a sprinkling of Confucianism. Mr. Xi’s predecessor Hu Jintao similarly borrowed from Confucius when he introduced the notion of a “harmonious society” more than a decade ago, notes Sam Crane, a professor of Asian Studies at Williams College. But Mr. Xi, Mr. Crane says, “is being more explicit and direct in his classicism.”

The People’s Daily spread, he adds, is “a rather obvious attempt to bolster [Xi’s] image as a proper gentleman in old Confucian terms: well read, morally upright and finding moral inspiration in the classic texts.”

In a country where even mundane conversations are often shot through with pithy aphorisms taken from classical literature, it makes sense for Mr. Xi show off his sophistication. Yet there could be some danger in reviving the classical texts, which are often vague, shot through with allegory and open to a wide range of interpretations.

Take, for example, this famous quote from Confucius’ Analects that appears in an essay by Mr. Xi on poverty alleviation: “It’s easier to rob an army of its general than it is to rob a common man of his purpose and will.”

According the People’s Daily, Mr. Xi intention in evoking the passage was to encourage officials to cultivate the willpower necessary to “push ahead in the face of innumerable challenges.” But Mr. Crane notes that it might be read differently, particularly in light of the upcoming 25th anniversary of the crackdown on student protesters in Tiananmen Square.

“We should not assume that the state is the articulator of those purposes and will,” he says. “And, indeed, 25 years ago there was a rather massive divergence in the expression of popular purposes and state power.”

Wheat vs. Rice: How China’s North-South Culinary Divide Shapes Personality – China Real Time Report – WSJ

In China, as in many countries, the north-south divide runs deep. People from the north are seen as hale and hearty, while southerners are often portrayed as cunning, cultured traders. Northerners are taller than southerners. The north eats noodles, while the south eats rice—and according to new research, when it comes to personality, that difference has meant everything.

A study published Friday by a group of psychologists in the journal Science finds that China’s noodle-slurping northerners are more individualistic, show more “analytic thought” and divorce more frequently. By contrast, the authors write, rice-eating southerners show more hallmarks traditionally associated with East Asian culture, including more “holistic thought” and lower divorce rates.

The reason? Cultivating rice, the authors say, is a lot harder. Picture a rice paddy, its delicate seedlings tucked in a bed of water. They require careful tending and many hours of labor—by some estimates, twice as much as wheat—as well as reliance on irrigation systems that require neighborly cooperation. As the authors write, for southerners growing rice, “strict self-reliance might have meant starvation.”

Growing wheat, by contrast, the north’s staple grain, is much simpler. One Chinese farming guide from the 1600s quoted in the study advised aspiring farmers that “if one is short of labor power, it is best to grow wheat.”

To produce their findings, the authors evaluated the attitudes of 1,162 Han Chinese students in Beijing and Liaoning in the north and in Fujian, Guangdong, Yunnan and Sichuan in the south. To control for other factors that distinguish the north and south—such as climate, dialect and contact with herding cultures—the authors also analyzed differences between various neighboring counties in five central provinces along China’s rice-wheat border.

According to the authors, the influence of rice cultivation can help explain East Asia’s “strangely persistent interdependence.” For example, they say South Korea and Japan have remained less individualistic than Western countries, even as they’ve grown more wealthy.

The authors aren’t alone in observing the influence various crops have on shaping culture. Malcolm Gladwell in his 2008 book “Outliers” also drew connections between a hard-working ethic (measured by a willingness to fill out long, tedious questionnaires) to a historical tradition of rice cultivation in places such as South Korea, Taiwan and Japan, given that the farming of such crops is arguably an equally tedious chore.

But what will happen to such differences after people move away from tending such crops, as is now happening across China? The study cites findings that U.S. regions settled by Scottish and Irish herders show more violence even long after most herders’ descendants have found other lines of work as evidence that cultural traits stubbornly resist change, even over time. (Herders, psychologists theorize, are ready to put their lives on the line to protect their animals against thieves or attack.)

“In the case of China,” the authors conclude, “only time will tell.”

The Mystery Shrouding China’s Communist Party Suicides – China Real Time Report – WSJ

Being a government official in China is not for the faint of heart, the thin-skinned or the fragile of mind.

A recent state media report has reverberated online and in the Communist Party press by revealing that at least 54 Chinese officials died of “unnatural causes” in 2013, and that more than 40 percent of those deaths were suicides (in Chinese).

For some, those numbers raise questions about the burden placed on officials as a result of the Party’s anti-corruption crusade. But others see the recent rash of suicides as further evidence of the lack of political openness in China.

The latest victim was Xu Ye’an, the deputy chief of China’s national-level Bureau for Letter and Calls—the agency that handle petitions from disgruntled citizens. According to local media reports (in Chinese), Xu killed himself in his office, those the circumstances of his death remain unclear.

Then there was Zhou Yu, a senior police official in Chongqing and a major player in the anti-gang crackdown there a few years ago. He was found in a hotel room having apparently hanged himself (in Chinese).

There was also the deputy director of a neighborhood construction management office in a small city in Zhejiang province, who was responsible for overseeing building inspections at a time when an entire apartment building collapsed, was reported to have committed suicide in disgrace (in Chinese).

That Chinese officials have had to deal with pressure is nothing new.

A survey in 2009 found that more than 80% of Party officials reported psychological fatigue and mental imbalance (in Chinese). High-level officials even went so far then to tell the Party-run People’s Tribune about the “five ways to death” facing those who worked in the government: “without fortitude, you’ll scare easily; without a good physique, you’ll die from overwork; without capacity for liquor, you’ll die from drink; without a good disposition, you’ll be worried to death; without a good heart, you’ll die from being angry.”

What is different is that these strains on the rank-and-file appear to have gotten even more oppressive amidst Beijing’s demands that cadres labor harder, govern more effectively, and behave better. As one essay last week noted (in Chinese), the emphasis for officials these days is on “‘work, work, work,’ ‘assessment, evaluation, assessment,’ ‘management, management, management’.” Cadres, according to the author, now resemble “men used as beasts.”

Website PlateCulture Helps Create Pop-Up Indian Restaurants Across Asia – India Real Time – WSJ

Sunil Dembla arrived at his upscale Bangkok home one recent Tuesday evening to find strangers around his dining room table.

So, he kicked off his shoes and began pouring red wine.

The guests were waiting for the famous chicken biryani, fish tikka and prawn curry made by Mr. Dembla’s wife, Anchaal. In the meantime, the couple’s daughters Neha, 18, and Karina, 14, were chatting with the group like seasoned hostesses.

For on this evening, the Demblas’ Phrom Pong home had become a cozy restaurant — with eight paying customers — thanks to a year-old website called PlateCulture.

Think of it as an Airbnb for foodies in parts of Asia: Keen home chefs open their home to interested diners, who pay a per-head fee for a family-style meal.

Guests, who can book solo or as a group, get the home-cooked cuisine and intimacy of a dinner party, without any work. Hosts get a chance to show off their culinary prowess and open up their homes to prospective friends — as Mrs. Dembla puts it, “expand recipe book and social circle at the same time.”

The Mumbai-born Mrs. Dembla’s menu was traditional Indian, with a few Thai twists added in a salute to her adopted home of Bangkok — for example, her aloo tikki potato croquettes were skewered with stems of fresh lemongrass.

“When we have guests, the food is fancier,” says Mr. Dembla, far from annoyed at coming home to a house full of visitors. “Who can complain about that?”

From Hong Kong With Love: A Toilet Map for Mainland Tourists – China Real Time Report – WSJ

A nasty row over whether children should be allowed to urinate in public has dampened Chinese enthusiasm for travel to Hong Kong, according to a WSJ poll.

Last month, tempers in Hong Kong flared after locals reacted furiously to the sight of a young mainland Chinese child urinating on the street while traveling with his parents in the former British colony, which prides itself on its immaculate subway and high levels of public cleanliness. The incident sparked protests, as well as angry debate.

This week, a WSJ poll of 1,065 Chinese-language readers found 79% of respondents say such events have made them less likely to visit the former British colony. Another 17% said it hadn’t made a difference to them, while 4% said they weren’t sure.

Still, one microblogger is hoping that an illustrated guide to Hong Kong’s toilets can help give relations between Hong Kong and mainland Chinese tourists a boost.

The online guide, titled From Hong Kong with Love: A Complete Manual on Finding a Toilet in Hong Kong, specifically covers the Mongkok area, where the most recent incident involving public urination and a mainland Chinese tourist took place. The dense commercial neighborhood is especially popular with mainland Chinese tourists.

The author of the guide, who identifies himself as being from Hong Kong, said he spent half a day taking pictures and taking notes in Mong Kok. “Every mainland friend who come to Hong Kong for travel or business should find it useful,” he said. “It may be naïve, but a thousand miles’ travel begins with one step,” he wrote.

Fake Government Busted in China – China Real Time Report – WSJ

This must take top prize.

“China has seen its share of counterfeits, from fake Apple stores to fake reporters to fake Gucci. Now add fake government to that list.

State media recently reported that a “People’s Government of Dengzhou” set up in central Henan province was toppled after it was found, in fact, to be a fraud.

According to reports, the government was set up late last year by three residents who had gone so far as to counterfeit fake government seals and issue papers in the bogus government’s name. They also tried to build up their own “civil service,” sending out recruitment ads that attracted more than 10 applicants before the real government shut it down.

Apparently the trio wanted to independently annul their existing government on the basis of its “nonperformance.” They located the headquarters of their faux government adjacent to the real one.

This isn’t the first time Dengzhou has made headlines for unusual political news. Four years ago, government mouthpiece China Daily wrote a story about the city titled “Democracy takes root in rural areas.” It chronicled Dengzhou’s measures to involve more residents in the vetting of proposals relating to villages in the region, in what the publication called an “innovative experiment” that was also hailed at the time by then-Vice President Xi Jinping.

No one, evidently, thought the farmers would get quite so innovative.

In the end, the would-be bureaucrats were outed after they served a property developer a suspension notice and tried to levy penalties for illegal construction in the area. The developer got suspicious, and the trio were rounded up. They have been charged with the forging of government documents. Attempts to reach them for comment weren’t successful.

China’s Campaign Against Foreign Words | World Affairs Journal

My guess is that this anti-English jargon campaign will be just as successful as the French one a few years ago.

“Twice in late April, People’s Daily railed against the incorporation of acronyms and English words in written Chinese. “How much have foreign languages damaged the purity and vitality of the Chinese language?” the Communist Party’s flagship publication asked as it complained of the “zero-translation phenomenon.”

So if you write in the world’s most exquisite language—in my opinion, anyway—don’t even think of jotting down “WiFi,” “MBA,” or “VIP.” If you’re a fan of Apple products, please do not use “iPhone” or “iPad.” And never ever scribble “PM2.5,” a scientific term that has become popular in China due to the air pollution crisis, or “e-mail.”

China’s communist culture caretakers are cheesed, perhaps by the unfairness of the situation. They note that when English absorbs Chinese words, such as “kung fu,” the terms are romanized. When China copies English terms, however, they are often adopted without change, dropped into Chinese text as is.

This is not the first time Beijing has moaned about foreign terms. In 2010 for instance, China Central Television banned “NBA” and required the on-air use of “US professional basketball association.” The irony is that the state broadcaster consistently uses “CCTV” to identify itself, something that has not escaped the attention of China’s noisy online community.

In response to the new language campaign, China’s netizens naturally took to mockery and sarcasm last month. They posted fictitious conversations using ungainly translations for the now shunned foreign terms. On Weibo, China’s microblogging service, they held a “grand competition to keep the purity of the Chinese language.” The consensus was that People’s Daily was once again promoting the ridiculous and impractical, as the substituted Chinese translations were almost always longer and convoluted.

The derision has not stopped China’s policymakers from taking extraordinary steps to defend their language. In 2012, the Chinese government established a linguistics committee to standardize foreign words. In 2013, it published the first ten approved Chinese translations for terms such as WTO, AIDS, and GDP, ordering all media to use them. A second and third series of approved terms are expected this year. How French.

There is a bit of obtuseness in all these elaborate efforts. As People’s Daily, China’s most authoritative publication, talks about foreign terms damaging “purity and vitality,” it forgets that innovation, in the form of borrowing, is the essence of vitality. And as for “purity,” the Chinese people are not buying the Communist Party’s hypocritical argument. “Do you think simplified Chinese characters pure?” asked one blogger.

The party, starting in the early Maoist era, replaced what are now called “traditional” Chinese characters for a set of “simplified” ones, thereby making a wholesale change of the script. The new set of characters may be easier to write, but the forced adoption meant that young Chinese in the Mainland can no longer read classic works in their own language unless they have been transcribed into the new characters.

The party, it seems, is just anti-foreign. “Since the reform and opening up, many people have blindly worshipped the West, casually using foreign words as a way of showing off their knowledge and intellect,” said Xia Jixuan from the Ministry of Education, quoted in People’s Daily. “This also exacerbated the proliferation of foreign words.”

Are foreign words inherently bad? In China, unfortunately, we are seeing further evidence of the closing of Communist Party minds.

Philanthropy: China’s Carnegie | The Economist

“THE problem of our age is the proper administration of wealth,” wrote Andrew Carnegie in 1889. More than a century later, the citizens of supposedly Communist China could hardly disagree. Carnegie, one of the wealthiest men of America’s Gilded Age, soon set about giving his money away, and on April 24th Jack Ma, one of the wealthiest men of China’s Gilded Age, suggested he would start to do the same. Mr Ma and Joseph Tsai, co-founders of Alibaba, an online marketplace, announced the creation of philanthropic trusts that could be worth as much as $3 billion. “Somebody has to do something,” says Mr Ma of China’s environmental and health-care problems. “Our job is to wake people up.”

It is easy to be cynical about this. The gift is a move taken straight out of a Silicon Valley public-relations playbook, ahead of Alibaba’s expected initial public offering this year, which could value the company at $150 billion. But it could still have a remarkable effect not just on China’s fast-expanding class of super-rich, but also on its government.

China’s wealthy are a notoriously stingy lot. When two of America’s best-known philanthropists, Bill Gates, who has advised Mr Ma, and Warren Buffett, visited the country in 2010, a meeting they held was notable for the number of Chinese tycoons who stayed away. Of 122 billionaires around the world who have signed the Giving Pledge promoted by Messrs Buffett and Gates, promising to give away half their wealth by the end of their lives, not a single one is Chinese, even though China now has 358 billionaires, one-fifth of the global total.

The main reason for this is fear: many have made their money in the shadows of a supposedly socialist country, so few of China’s rich are keen to identify themselves publicly. China’s princelings, related to the leadership, are often the least enthusiastic of all, especially when the regime of Xi Jinping, China’s president, is condemning corruption, albeit selectively. Having made his money more publicly, Mr Ma may be an exception, but his foundation still adds pressure on other Chinese tycoons. Mr Xi should help, by publicly applauding Mr Ma and by making all donations tax-deductible.

It is also a prompt for Mr Xi to promote civil society. With its countryside teeming with poor children needing education and old people needing health care, the regime has decided to give non-governmental organisations (NGOs) more freedom to operate, under party scrutiny. Mr Xi needs to let them play a larger, more independent role. This highlights the party’s central dilemma: it is scared of allowing independent groups of citizens to flourish and help solve problems, and yet that is exactly what China needs. As long as civil society is kept weak, China’s social problems will get worse. Passing a new charity law, stalled for years, to clarify charities’ legal status would be a useful step in the right direction.

The question for Mr Ma is how far he is prepared to nudge the regime in this direction. His public stance is, sensibly, that he wants to work with the government, not confront it. But the areas he is likely to focus on—education, health care and the environment—matter enormously, and technology can spur political change. Mr Ma recently launched kits for smartphone users to crowdsource data on poor water quality across China, a sly dose of insurrection. Carnegie became famous not just for the money he gave away and the example he set to other philanthropists, but for the way he prompted the American government to embrace education, civic programmes and social reform. Mr Ma’s money and example can do the same for China, if only the Communist Party will allow it.

Chinese College Grads Choose Jobs Over More Study – Businessweek

As China’s college students prepare for graduation, more are aiming to join the job market than ever before.

Job seekers in Hong Kong

More than 76 percent of those surveyed say they plan to begin working immediately after graduation, up from 73.6 percent last year and 68.5 percent in 2012. Meanwhile, about one-fifth say they will continue with higher education and 4 percent plan to start their own businesses.

That’s shown in an annual survey by Zhaopin.com, one of China’s largest job-seeking websites, which was released on April 15. Zhaopin canvassed more than 52,000 college students across China, 70 percent of which were in their final year as undergraduates, with the remainder being graduate students.

How Women Lost Out as China’s Property Market Boomed – Businessweek

In 2005, Zhang Yuan and her husband bought an apartment in Beijing for $30,000. Seven years later, in 2012, the same apartment was worth $317,000. Zhang, a professional woman in her 30s, and her husband both contributed money to the down payment and mortgage payments. Only her husband’s name appears on the property deed.

At the time the young couple bought their home, Zhang wasn’t thinking much about legal formalities. Men—still regarded as the ostensible heads of households in China—have commonly registered property in their own names.

Since China’s Supreme Court issued a new interpretation of the country’s Marriage Law in 2011, Zhang’s has had second thoughts. The law now stipulates that if a couple divorces and only one person’s name is on the deed, that person—usually a “he”—walks away with full ownership of the marital home.

Since she took two years off work to care for her young child, Zhang has had trouble climbing back onto the career ladder. Today she worries more about money—and her financial dependence on her husband.

According to a 2012 Horizon Research and IFeng.com survey of homeowners in China’s leading cities, men’s names appear on property deeds for marital homes 80 percent of the time, while women’s names appear on just 30 percent of them. “The law is so unfair to women,” Zhang told sociologist Leta Hong Fincher, author of a new book, Leftover Women: The Resurgence of Gender Inequality in China.

The upshot, as Fincher’s book argues, is that China’s women have a claim that is tenuous, at best, to the country’s burgeoning real estate wealth. “Chinese women have largely missed out on what is arguably the biggest accumulation of residential real-estate wealth in history, valued at around 3.3 times China’s [gross domestic product], according to figures from the bank HSBC,” she writes. “That amounted to over $27 trillion at the end of 2012.”
