China’s top political advisor to visit Egypt, Oman, Laos

BEIJING, Nov. 7 (Xinhua) — China’s top political advisor Wang Yang will pay official visits to Egypt, Oman and Laos, Foreign Ministry spokesperson Geng Shuang announced here Thursday.

Invited by Speaker Ali Abdel-Aal of the Egyptian Parliament and Chairman Yahya bin Mahfoudh Al Manthri of State Council of Oman, Wang Yang, chairman of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC), will pay official visits to Egypt and Oman from Nov. 10 to 16, Geng said.

Invited by member of the Political Bureau of the LPRP Central Committee and President of the Lao Front for National Construction Saysomphone Phomvihane, Wang, also a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, will pay an official visit to Laos from Nov. 16 to 19, Geng added.

Premier Li urges efforts to promote stable economic growth, improve people’s livelihood

XI’AN, Oct. 15 (Xinhua) — Chinese Premier Li Keqiang has stressed deepening reform and opening-up to facilitate steady economic growth and continuously improve people’s livelihood.

Li, also a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remarks during his inspection tour in the cities of Xi’an and Xianyang in northwest China’s Shaanxi Province from Monday to Tuesday.

In his visit to a community in Xi’an, Li stressed that the renovation of old residential communities can improve the livelihood of people, especially those with financial difficulties, and is conducive to boosting effective investment and consumption.

In this regard, Li called for efforts to upgrade community facilities and enhance public services such as elderly care and childcare.

When visiting a restaurant, Li said measures should be taken to guarantee the supply of pork and stabilize vegetable prices to ensure the basic livelihood of those facing difficulties. He also urged the implementation of policies of cutting taxes and fees for private businesses.

The country will make unswerving efforts to open up wider, give equal treatment to both domestic and overseas businesses registered in China, continuously improve the business environment, and intensify the protection of intellectual property rights, said the premier during his visit to Samsung China Semiconductor Co., Ltd.

Commenting on the great development potential of China’s western regions, Li urged greater efforts to create a good business environment, pledging more targeted policy support.

At the construction site of the Yinchuan-Xi’an high-speed railway, the premier underscored the acceleration of key infrastructure projects in west China and encouraged effective investment in spurring development and improving people’s livelihood.

Li, while visiting a startup community, urged efforts to improve the business environment for entrepreneurship and innovation.

Exhibition opens to mark 70th anniversary of PRC founding

BEIJING, Sept. 23 (Xinhua) — A grand exhibition of achievements in commemoration of the 70th anniversary of the founding of the People’s Republic of China (PRC) opened Monday at the Beijing Exhibition Center.

Premier Li Keqiang, also a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, attended the opening ceremony and delivered a speech.

The exhibition comprehensively reflects the practices, achievements and experience of the past 70 years, which witnessed great improvements in the country’s economy and people’s living conditions, said Li.

It also records the continuous rise of China’s international status and influence, as well as China’s contribution to the cause of world peace and development, according to Li.

Noting that China remains the largest developing country in the world, Li called for more efforts to secure even greater victories in the future.

The country should work for high-quality development, comprehensively deepen reform, and build a market-oriented international business environment based on the rule of law, said Li, adding that it will implement a proactive policy of opening up to the outside world and promote economic globalization.

The opening ceremony was presided over by Wang Huning, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and a member of the Secretariat of the CPC Central Committee.

About 1,000 people attended the opening ceremony.

Chinese premier stresses reform, opening-up in revitalizing NE China

DALIAN, July 1 (Xinhua) — Implementing the policy of reform and opening-up is a crucial step toward the revitalization of northeast China, Chinese Premier Li Keqiang said Monday.

Li, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remarks during his tour in Dalian, a coastal city in northeast China’s Liaoning Province.

The province should maximize the market’s decisive role in allocating resources while strengthening governmental regulation, Li said, calling for more efforts to improve the business environment by reducing administrative burdens and enhancing services.

Hailing Liaoning’s excellent geographic conditions for opening-up, Li said it should be dedicated to deepening domestic and international cooperation and pioneering the revitalization of the northeastern region.

In his visit to an innovation center for major equipment manufacturing, Li emphasized the significance of innovation in revitalizing northeast China, encouraging scientific researchers to produce more market-oriented products and push forward the upgrading of the industry.

At Dalian University of Technology, Li stressed the employment of university graduates and urged Chinese universities to place more emphasis on vocational training and education.

Top political advisor calls for efforts to promote China-Africa cooperation

BEIJING, June 19 (Xinhua) — China’s top political advisor Wang Yang on Wednesday called on the newly established China-Africa Friendship Group of the national political advisory body to contribute to building a closer China-Africa community with a shared future.

Wang, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee and chairman of the Chinese People’s Political Consultative Conference (CPPCC) National Committee, made the remarks while meeting here with members of the friendship group.

The members are in Beijing to attend the inauguration ceremony of the group and its first plenary session.

Wang said the group was the first friendship group between China and other countries under the CPPCC approved by the CPC Central Committee, and that its establishment was a groundbreaking event in the history of CPPCC’s foreign exchanges.

He urged the friendship group to implement the CPC Central Committee’s policy on China’s relations with Africa and to help deliver the outcomes of the 2018 Beijing Summit of the Forum on China-Africa Cooperation.

He also called on the group to make efforts to promote the CPPCC’s foreign exchanges.

Premier Li underlines tax cuts to benefit enterprises, boost market vitality

BEIJING, May 10 (Xinhua) — Chinese Premier Li Keqiang on Friday called for more efforts to implement tax and fee cuts in a bid to let enterprises enjoy concrete benefits and further boost the vitality of market entities.

Li, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remarks at a symposium on the implementation of reducing taxes and fees.

Larger-scale tax and fee reductions are a key measure to improve the business environment and boost the vitality of market entities, which not only contribute to steady economic growth and stable employment but also encourage enterprises to increase investment on innovation and enhance competitiveness, Li said.

As a key task for this year, tax and fee cuts have been carried out and are proceeding as expected, Li said, demanding more efforts to ensure the complete implementation of related policies.

At the meeting, several entrepreneurs shared their opinions and made suggestions on tax and fee reductions.

The tax burden for the manufacturing sector should be lowered significantly and industries which create many jobs such as construction should also see tax reductions.

Li urged efforts to ensure the tax burden for all industries is lowered and micro and small enterprises should see a substantive reduction of their tax burden.

Measures, including stricter market supervision, will be taken to guarantee the effects of tax and fee cuts.

Besides tax and fee-reduction policies, China plans to unveil more measures to deepen reform and opening-up, encourage entrepreneurship and innovation as well as foster fair competition to withstand economic hardship amid downward pressure, he said.

Summit demonstrates China’s leapfrog into digital world

FUZHOU, May 6 (Xinhua) — China on Monday sounded another heartening note for its development of information technologies, as both companies and the government rush to harness the nationwide tech boom to raise efficiency, buoy public satisfaction and even tackle corruption.

The second Digital China Summit opened Monday in eastern China’s Fujian Province, shedding light on the latest information technologies that have penetrated the country’s government, industries and society.

The Chinese government has expected information technologies to nurture new economic engines and upgrade old industries as the country shunts from the high-speed economic growth to the path of high-quality development.

Huang Kunming, a member of the Political Bureau of the Communist Party of China (CPC) Central Committee, in a keynote speech at the summit called for advancing the building of a digital China and smart society, stressing the role of information technology in promoting high-quality development.

Huang, also head of the Publicity Department of the CPC Central Committee, said China’s advantages in internet technology innovation, technology application and as a huge market should be transformed into advantages in developing a digital economy.

The official called for achieving breakthroughs in core technologies, enhancing protection of intellectual property rights, advancing information infrastructure construction and narrowing digital gaps between urban and rural areas.

A report reviewing the country’s digital development in 2018 was also issued at the summit, pointing to rapid growth in sectors including electronic information manufacturing, software service, communications and big data.

The report published by the Cyberspace Administration of China said the country last year recorded more than 9 trillion yuan (1.3 trillion U.S. dollars) in online retail. China’s digital economy reached 31.3 trillion yuan in scale, accounting for one-third of the national GDP in 2018.

Provincial-level e-government platforms have also slashed time for getting government permits by an average of 30 percent, noted the report.

Trendy technologies from driverless vendor vehicles and facial recognition security checks to 5G networks are being used at the event in the city of Fuzhou. A number of tech companies are displaying their cutting-edge products including Baidu’s driverless vehicles, Huawei’s AI chip “Ascend” and Foxconn’s “future factories.”

Pony Ma, CEO of China’s Internet giant Tencent, said at the summit that the company, by working with Fujian police, has used its facial recognition technology to help 1,000 families find missing family members in the past two years.

Hu Xiaoming, president of Ant Financial that runs the popular online payment network Alipay, said at the event that one of every four Chinese now handles government services on Alipay, making it the country’s largest platform that offers access to government services.

E-GOVERNMENT

One of the major highlights at the summit’s exhibition area are the many e-government apps, which have mushroomed across China to incorporate a wide range of government and public services. They are part of the government’s efforts to cut red tape to benefit residents and businesses alike.

In Fuzhou, the host city of the event, a citizen’s typical day now revolves around the e-Fuzhou app, which allows users to buy bus tickets, pay tuition fees and manage social security accounts without the need of visiting government offices.

A slew of digital technology applications, including the big data credit inquiry system, the online tax bureau, and the paperless customs clearance system, have also been developed in the province over the years.

Dingxi, one of the least developed cities in west China’s Gansu Province, has a booth displaying an online monitoring platform, which it launched last year to allow villagers to scrutinize the management of poverty-relief funds and report any signs of corruption.

“We went door-to-door to teach villagers how to use mobile phones to check the subsidies they are entitled to and the sum other families actually received,” said Yang Sirun, an inspector with the city’s discipline inspection commission.

“In the past, some wealthy families feigned poverty to claim subsistence allowances, while some officials fraudulently pocketed subsidies in the names of families that had moved away. The new platform can easily expose such ‘micro corruption,'” Yang said.

The official said since its launch, over 3,400 officials and residents have voluntarily turned in their illegal gains for fear of being reported. “Many hidden problems were also found during the collation of data from different departments, which proves big data’s power in fighting corruption,” he said.

The summit from May 6 to 8 aims to serve as a platform for issuing China’s policies on IT development and displaying the achievements and experience of e-government and the digital economy.

More than 1,500 officials, company representatives and scholars are attending the event, which is co-organized by the Cyberspace Administration of China, National Development and Reform Commission, Ministry of Industry and Information Technology and Fujian provincial government.

Political advisors propose stepping up cultivation of preschool teachers

BEIJING, April 12 (Xinhua) — Chinese political advisors during a consultation session Friday offered proposals on stepping up the cultivation of preschool teachers.

The biweekly session held by the National Committee of the Chinese People’s Political Consultative Conference (CPPCC), China’s top political advisory body, was presided over by Wang Yang, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee and chairman of the CPPCC National Committee.

Wang stressed the importance of stepping up the cultivation of preschool teachers, who assume the dual functions of child care and education and play an important role in promoting the healthy growth of children and sound development of preschool education.

While hailing achievements China has made in preschool education since the 18th National Congress of the CPC, political advisors at Friday’s event said preschool education is still a weak point in China’s education system. Its development remains unbalanced and inadequate and still lacks of quality preschool teachers as well as easily accessible, affordable kindergartens.

Some political advisors proposed that the government should fulfill its responsibility in promoting preschool education development, and meanwhile, give full play to the role of the market.

They called for a substantial increase of funds to be allocated by the government for preschool education as well as innovating the mechanism of funding for preschool education, and encouraging running of kindergartens with social resources.

China should increase the number of university students who are enrolled to free preschool education programs and foster more quality professional kindergarten teachers, according to the political advisors.

They said a system for preschool teachers to receive regular training should be established, and the systems governing their qualification, promotion and pay should be reformed, among the country’s efforts to create an atmosphere where preschool teachers are well respected.

They also called for stepping up legislation regarding preschool education, to provide legal guarantee for preschool teachers.
