Nasa reverses conference’s ban on Chinese scientists – BBC News

The US space agency has said it will allow Chinese scientists to attend an astronomy conference in California next month, reversing an earlier ban.

Nasa put the earlier ban down to a misinterpretation of its policy on foreign nationals.

Chinese officials had called the rejection of Chinese scientists\’ applications a form of discrimination.

The event for scientists who research planets beyond the solar system will be held at Ames Research Center.

The bar on Chinese scientists, revealed earlier this month, was prompted by new counter-espionage legislation restricting foreign nationals\’ access to Nasa facilities, Nasa spokesman Allard Beutel told the BBC.

The conference will be attended by US and international researchers who work on Nasa\’s Kepler space telescope programme.

China’s Arms Industry Makes Global Inroads – NYTimes.com

From the moment Turkey announced plans two years ago to acquire a long-range missile defense system, the multibillion-dollar contract from a key NATO member appeared to be an American company’s to lose.

For years, Turkey’s military had relied on NATO-supplied Patriot missiles, built by the American companies Raytheon and Lockheed Martin, to defend its skies, and the system was fully compatible with the air-defense platforms operated by other members of the alliance.

There were other contenders for the deal, of course. Rival manufacturers in Russia and Europe made bids. Turkey rejected those — but not in favor of the American companies. Its selection last month of a little-known Chinese defense company, China Precision Machinery Export-Import Corp oration, stunned the military-industrial establishment in Washington and Brussels.

The sale was especially unusual because the Chinese missile defense system, known as the HQ-9, would be difficult to integrate with existing NATO equipment. China Precision is also subject to sanctions from the United States for selling technologies that the United States says could help Iran, Syria and North Korea develop unconventional weapons. A State Department spokeswoman said this month that American officials had expressed to the Turkish government “serious concerns” about the deal, which has not yet been signed.

Industry executives and arms-sales analysts say the Chinese probably beat out their more established rivals by significantly undercutting them on price, offering their system at $3 billion. Nonetheless, Turkey’s selection of a Chinese state-owned manufacturer is a breakthrough for China, a nation that has set its sights on moving up the value chain in arms technology and establishing itself as a credible competitor in the global weapons market.

“This is a remarkable win for the Chinese arms industry,” said Pieter Wezeman, a senior researcher at the Stockholm International Peace Research Institute, which tracks arms sales and transfers.

In the past, Chinese companies have been known mainly as suppliers of small arms, but that is changing quickly. From drones to frigates to fighter jets, the companies are aggressively pushing foreign sales of high-tech hardware, mostly in the developing world. Russian companies are feeling the greatest pressure, but American and other Western companies are also increasingly running into the Chinese.

For China, Turkey missile deal a victory even if it doesn’t happen | Reuters

Turkey‘s $4 billion order for a Chinese missile defense system is a breakthrough for China in its bid to become a supplier of advanced weapons, even though opposition from Washington and NATO threatens to derail the deal.

The winning bid from the China Precision Machinery Import and Export Corp (CPMIEC) to deliver its FD-2000 air defense missile system in a joint production agreement with Turkey is the first time a Chinese supplier has won a major order for state-of-the-art equipment from a NATO member. U.S., Russian and Western European manufacturers were also in the fray.

The decision last week to award the contract to CPMIEC, a company that is under U.S. sanctions for dealings with Iran, North Korea and Syria, surprised global arms trade experts and senior NATO officials.

“It is quite significant I would say, if it materializes,” said Oliver Brauner, a researcher on China’s arms exports at the Stockholm International Peace Research Institute (SIPRI).”It would certainly be a landmark deal.”

Turkey signaled on Monday that it could back away from its decision after Washington said it had “serious concerns” about the deal with a sanctioned company for a system that would not be compatible with NATO’s other weapons and networks.

And, in a reminder that Ankara faces stiff opposition from its alliance partners in Europe, a NATO official in Brussels said it was important that equipment ordered by member countries is compatible.

“It is premature at this stage to say whether Turkey’s acquisition will be able to operate with the NATO Integrated Air and Missile Defence System,” the official said.

NATO’s disappointment with Turkey is heightened by the fact that the United States, Germany and the Netherlands each sent two Patriot batteries earlier this year after Ankara asked for help in beefing up its air defenses against the threat of missiles from Syria.

Ankara could call off the air defense deal under pressure, but some Chinese and foreign commentators suggested it would still be a symbolic victory for Beijing.

They say Turkey’s willingness to choose the FD-2000 over established rivals confirms the rapid technical improvement and competitiveness of China’s missile and aerospace sector.

Chinese military experts say the system performed well in live tests for the Turkish Defence Ministry.

It also signals that China’s sprawling defense industry is poised to become a low cost supplier of high technology weaponry alongside its rapidly expanding sales of basic military equipment including small arms, artillery, armored vehicles, general purpose vehicles and older generation missiles.

China in space: How long a reach?

The Economist: “THE Soviet Union in 1961. The United States in 1962. China in 2003. It took a long time for a taikonaut to join the list of cosmonauts and astronauts who have gone into orbit around Earth and (in a few cases) ventured beyond that, to the Moon. But China has now arrived as a space power, and one mark of this has been the International Astronautical Federation’s decision to hold its 64th congress in Beijing.

The congress, which is attended by representatives of all the world’s space agencies, from America and Russia to Nigeria and Syria, is a place where eager boffins can discuss everything from the latest in rocket design and the effects of microgravity on the thyroid to how best an asteroid might be mined and how to weld metal for fuel tanks.

All useful stuff, of course. But space travel has never been just about the science. It is also an arm of diplomacy, and so the congress serves too as a place where officials can exchange gossip and announce their plans.

And that was just what Ma Xingrui, the head of the China National Space Administration (CNSA) and thus, in effect, the congress’s host, did. He confirmed that an unmanned lunar mission, Chang’e 3, will be launched in the first half of December. This means, if all goes well, that before the year is out a Chinese rover will roam the surface of the Moon. It will collect and analyse samples of lunar regolith (the crushed rock on the Moon’s surface that passes for soil there). It will make some ultraviolet observations of stars. And it will serve to remind the world that China intends—or at least says it intends—to send people to the Moon sometime soon as well.

Mr Ma also confirmed that China plans to build a permanent space station by 2020. Such manned stations are expensive and scientifically useless, as the example of the largely American International Space Station (ISS), currently in orbit, eloquently demonstrates. But they do have diplomatic uses, and that was why Mr Ma reiterated in his speech that foreign guests will be welcome on board his station—in contradistinction to the ISS’s rather pointed ban on taikonauts—though any visitors will first have to learn Chinese. What he did not do, though, was comment on the aspect of China’s space programme that most concerns outsiders, namely exactly how militarised it is.”

China says aims to train astronauts from other countries

Reuters: “China aims to train astronauts from other countries who will conduct missions with their Chinese counterparts, state news agency Xinhua cited a senior official as saying on Monday.

China will also share the technological achievements of its manned space program with other countries, especially with developing ones, Xinhua quoted Wang Zhaoyao, head of the country’s manned space program office, as saying.

“Cooperation should be either bilateral or multilateral, with diversified and flexible models based on peace and a win-win cooperation,” he said.

The move will happen “at a proper time”, Wang told an international seminar in Beijing. Xinhua gave no other details.

China successfully completed its latest manned space mission in June, when three astronauts spent 15 days in orbit and docked with an experimental space laboratory critical in Beijing’s quest to build a working space station by 2020.

China is still far behind established space superpowers, the United States and Russia, which decades ago learned the docking techniques China is only now mastering.

It is already working with Russia in the field of astronaut training, has a cooperative relationship with the European Space Agency and has begun talking to its opposite numbers in the United States, Wang added.

Beijing insists its space program is for peaceful purposes, but the U.S. Defense Department has highlighted China’s increasing space capabilities and said Beijing is pursuing a variety of activities aimed at preventing its adversaries from using space-based assets during a crisis.

Wang said that China “will consistently adhere to the principle of peaceful use, equality, mutual benefit and common development in the construction of its manned space station”.

China aims to land its first probe on the moon at the end of this year.

China Launches Three ASAT Satellites

Washington Free Beacon : “China’s military recently launched three small satellites into orbit as part of Beijing’s covert anti-satellite warfare program, according to a U.S. official.

The three satellites, launched July 20 by a Long March-4C launcher, were later detected conducting unusual maneuvers in space indicating the Chinese are preparing to conduct space warfare against satellites, said the official who is familiar with intelligence reports about the satellites.

One of the satellites was equipped with an extension arm capable of attacking orbiting satellites that currently are vulnerable to both kinetic and electronic disruption.

“This is a real concern for U.S. national defense,” the official said. “The three are working in tandem and the one with the arm poses the most concern. This is part of a Chinese ‘Star Wars’ program.”

China’s 2007 test of an anti-satellite missile shocked U.S. military and intelligence leaders who realized the U.S. satellites, a key to conducting high-performance warfare, are vulnerable to attack. Officials have said China could cripple U.S. war-fighting efforts by knocking out a dozen satellites. Satellites are used for military command and control, precision weapons guidance, communications and intelligence-gathering.

The official discussed some aspects of the Chinese anti-satellite (ASAT) program on condition of anonymity after some details were disclosed in online posts by space researchers.

“The retractable arm can be used for a number of things – to gouge, knock off course, or grab passing satellites,” the official said.

The three satellites also could perform maintenance or repairs on orbiting satellites, the official said.

Details of the small satellite activity were first reported last week in the blog “War is Boring.”

The posting stated that one of the satellites was monitored “moving all over the place” and appeared to make close-in passes with other orbiting satellites.

“It was so strange, space analysts wondered whether China was testing a new kind of space weapon — one that could intercept other satellites and more or less claw them to death,” the report said.

The U.S. official said: “It is exactly what was reported: An ASAT test.”

According to space researchers who tracked the satellites movements, one of the satellites on Aug. 16 lowered its orbit by about 93 miles. It then changed course and rendezvoused with a different satellite. The two satellites reportedly passed within 100 meters of each other.

One space researcher was quoted in the online report as saying one satellite was equipped with a “robot-manipulator arm developed by the Chinese Academy of Sciences.”

The Chinese appear to be testing their capability for intercepting and either damaging or destroying orbiting satellites by testing how close they can maneuver to a satellite, the U.S. official said.

“They are learning the tactics, techniques and processes needed for anti-satellite operations,” the official said.

The Chinese have given a code name to the satellites and numbered the satellites differently. Chinese state-run media identified the satellites as the Chuang Xin-3 (Innovation-3); the Shi Yan-7 (Experiment-7); and Shi Jian-15 (Practice-15). The Shi Jian-15 is believed to be the satellite with the robotic arm. The official said the designation used in the blog, SY-7, was not correct.”
