Vice premier calls for high-quality development in Chongqing

CHONGQING, Oct. 16 (Xinhua) — Vice Premier Han Zheng has called on southwest China’s Chongqing Municipality to promote high-quality development and continue to break new ground in all areas.

Han, also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, made the remarks during a research trip to Chongqing on Monday and Tuesday.

Chongqing should play a key role in advancing the large-scale development of the western region, promoting the joint construction of the Belt and Road Initiative and the green development of the Yangtze River Economic Belt.

During his visit to an auto research and development center and a new-energy vehicle (NEV) manufacturer, Han stressed more input in research to make breakthroughs in key auto parts, and called for the building of homegrown auto brands, wider application of NEVs in urban public transport and the sustainable development of the industry.

Efforts should be made to foster intelligent industries, popularize intelligent technologies and knowledge, and develop intelligent economy, he added.

In his visit to a semi-conductor firm, Han encouraged local companies to enhance their competitiveness and asked local authorities to further improve the business environment.

Vice premier calls for solid progress in Xiongan New Area development

XIONGAN, Oct. 10 (Xinhua) — Vice Premier Han Zheng has called for solid progress in the high-quality development of the Xiongan New Area in north China’s Hebei Province.

Han, also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, made the remarks during a research trip to Xiongan Wednesday.

Hailing the smooth progress in the development of the new area, Han said authorities should provide more incentives to guide high-quality resources including education and healthcare into the area, while efforts should be made to make Xiongan more intelligent.

Calling the building of the area “a strategy that will have lasting importance for a millennium to come and a significant national event,” Han stressed high standards and solid progress in the area’s development.

Environmental protection and treatment should be a priority while particular attention should be given to improving the ecology of the Baiyangdian Lake in Xiongan, he said.

Reforms and innovation should be carried out in the new area, which will gradually be granted provincial-level authority for economic and social management, Han added.

China announced plans in 2017 to establish the Xiongan New Area, located about 100 km southwest of Beijing. It is a key move in pushing the coordinated development of the Beijing-Tianjin-Hebei region.

Foreign experts’ support will not be forgotten: Chinese premier

BEIJING, Sept. 30 (Xinhua) — Chinese people will not forget foreign experts’ support and assistance to China’s development over the 70 years since the founding of the People’s Republic of China (PRC), said Chinese Premier Li Keqiang.

Li made the remarks Monday when meeting at the Great Hall of the People with a group of foreign experts who received the Friendship Award, given annually by the Chinese government to honor outstanding foreign experts in China.

The meeting was also attended by vice premiers Han Zheng and Liu He and State Councilor and Foreign Minister Wang Yi.

Speaking highly of the awardees’ contributions to China, Li said that over the past 70 years, some foreign experts made significant efforts to help China overcome early difficulties, while some introduced advanced technologies, experience and management concepts to China since the beginning of the country’s reform and opening-up.

He noted that China will continue to expand international cooperation in technological innovation, further open up sci-tech projects to foreign experts and encourage them to lead and take part in the country’s sci-tech programs.

China will pursue a more proactive, open and effective policy on training competent professionals, provide more convenience for foreign experts in all respects and create a market-based, legalized and international business environment, Li said.

“We welcome more foreign talent and enterprises to China to start businesses and innovate,” he continued.

The awardees thanked Li and the Chinese government, delivered congratulations on the PRC’s 70th founding anniversary and said they will continue to play a positive part in China’s modernization and the development and progress of the human society.

They then attended a reception held Monday evening at the Great Hall of the People to celebrate the 70th anniversary of the founding of the PRC.

A total of 100 foreign experts from 31 countries received the Friendship Award this year.

China-ASEAN ties enter new stage of all-round development: vice premier

NANNING, Sept. 21 (Xinhua) — Relations between China and countries of the Association of Southeast Asian Nations (ASEAN) have entered a new stage of all-round development, Chinese Vice Premier Han Zheng said Saturday.

Han, also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, made the remarks at the opening ceremony of the 16th China-ASEAN Expo in Nanning, capital of south China’s Guangxi Zhuang Autonomous Region.

Stressing that ASEAN is a key area in Belt and Road construction, Han said China is willing to work with ASEAN countries to pursue a higher level strategic partnership and build a closer community with a shared future.

China is ready to work with ASEAN to construct the Belt and Road and implement the Master Plan on ASEAN Connectivity 2025 under the guidance of the China-ASEAN Strategic Partnership Vision 2030, Han said.

While stepping up efforts to implement the protocol on upgrading the China-ASEAN Free Trade Area, China will join hands with relevant parties to complete the Regional Comprehensive Economic Partnership, according to the vice premier.

With platforms such as the China International Import Expo and the China-ASEAN Expo injecting strong momentum into common development, China will cooperate with ASEAN in building economic and trade cooperation zones and the China-Indochina Peninsula Economic Corridor.

In addition, efforts will be made to boost the connectivity of infrastructures and deepen innovation cooperation in spheres such as e-commerce, digital trade and 5G internet, Han said.

Xi Focus: Xi stresses ecological protection and high-quality development of Yellow River

ZHENGZHOU, Sept. 19 (Xinhua) — Chinese President Xi Jinping called for concerted efforts to promote ecological protection and high-quality development of the Yellow River.

Xi, also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, made the remarks while chairing a symposium Wednesday during his inspection tour to Henan Province.

NATIONAL STRATEGY

“The protection of the Yellow River is critical to the great rejuvenation and sustainable development of the Chinese nation,” said Xi, adding that it is a major national strategy.

Noting that the peace of the Yellow River is significant to the stability of China, Xi said Chinese people have struggled against the floods and droughts of the Yellow River since ancient times, and the Party and the state have attached great importance to the harnessing and development of the Yellow River after the founding of New China in 1949.

Originating in Qinghai Province, the Yellow River, known as China’s “Mother River” and the cradle of the Chinese civilization, runs through nine provinces and autonomous regions including Shaanxi and Henan before emptying into the Bohai Sea in east China’s Shandong Province.

The river got its name Huanghe in Chinese because of its yellow, muddy water, which appears as it runs through the Loess Plateau in northwest China.

The 5,464-km-long waterway feeds about 12 percent of China’s population, irrigates about 15 percent of arable land, supports 14 percent of national GDP, and supplies water to more than 60 cities.

Xi also pointed out difficulties and problems in protecting the Yellow River, including fragile ecological environment, severe condition of the water resources preservation and development quality that needs to be improved.

SOUL OF CHINESE NATION

Calling for strengthened protection of the ecological environment of the Yellow River basin, Xi said that differences between the upper, middle and lower reaches of the river should be fully considered, given that the Yellow River ecosystem is an organic whole.

Further efforts should be made to ensure the long-term stability of the Yellow River, Xi said, stressing that although the river has not seen major dangers for many years, we should not relax vigilance.

Over the past 2,500 years, the Yellow River has broken its dikes 1,600 times and has made 26 major changes in its course in the lower reaches.

Xi also stressed better use of water resources, with rational planning of the population, urban and industrial development to resolutely curb unreasonable water demand.

When pursuing high-quality development in the region, authorities should actively explore new ways with regional characteristics and participate in the construction of the Belt and Road to promote higher level of opening-up, Xi noted.

Meanwhile, Xi called for preserving, inheriting and carrying forward the Yellow River culture.

“The Yellow River culture, as an important part of the Chinese civilization, is the root and soul of the Chinese nation,” Xi said, calling for telling well the “Yellow River story” to pool spiritual strength for the realization of the Chinese dream of the great rejuvenation of the Chinese nation.

For over 3,000 years, some major dynasties in Chinese history built their capitals in the river basin, making the region the centers of politics, economy and culture in the country.

The Yellow River witnessed the birth of the four era-defining inventions in ancient China — printing techniques, papermaking, gunpowder and the compass, which all emerged in the drainage basin.

At Wednesday’s meeting, Vice Premier Han Zheng, also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee called for efforts to earnestly study and implement the spirit of Xi’s speech and strive to make new progress in the ecological protection and high-quality development of the Yellow River basin.

Premier Li underlines tax cuts to benefit enterprises, boost market vitality

BEIJING, May 10 (Xinhua) — Chinese Premier Li Keqiang on Friday called for more efforts to implement tax and fee cuts in a bid to let enterprises enjoy concrete benefits and further boost the vitality of market entities.

Li, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remarks at a symposium on the implementation of reducing taxes and fees.

Larger-scale tax and fee reductions are a key measure to improve the business environment and boost the vitality of market entities, which not only contribute to steady economic growth and stable employment but also encourage enterprises to increase investment on innovation and enhance competitiveness, Li said.

As a key task for this year, tax and fee cuts have been carried out and are proceeding as expected, Li said, demanding more efforts to ensure the complete implementation of related policies.

At the meeting, several entrepreneurs shared their opinions and made suggestions on tax and fee reductions.

The tax burden for the manufacturing sector should be lowered significantly and industries which create many jobs such as construction should also see tax reductions.

Li urged efforts to ensure the tax burden for all industries is lowered and micro and small enterprises should see a substantive reduction of their tax burden.

Measures, including stricter market supervision, will be taken to guarantee the effects of tax and fee cuts.

Besides tax and fee-reduction policies, China plans to unveil more measures to deepen reform and opening-up, encourage entrepreneurship and innovation as well as foster fair competition to withstand economic hardship amid downward pressure, he said.
