India plans expanded missile export drive, with China on its mind | Reuters

India has stepped up efforts to sell an advanced cruise missile system to Vietnam and has at least 15 more markets in its sights, a push experts say reflects concerns in New Delhi about China’s growing military assertiveness.

Selling the supersonic BrahMos missile, made by an Indo-Russian joint venture, would mark a shift for the world’s biggest arms importer, as India seeks to send weapons the other way in order to shore up partners’ defenses and boost revenues.

The government of Prime Minister Narendra Modi has ordered BrahMos Aerospace, which produces the missiles, to accelerate sales to a list of five countries topped by Vietnam, according to a government note viewed by Reuters and previously unreported.

The others are Indonesia, South Africa, Chile and Brazil. The Philippines is at the top of a second list of 11 nations including Malaysia, Thailand and United Arab Emirates, countries which had “expressed interest but need further discussions and analysis”, the undated note added.

A source familiar with the matter would only say the note was issued earlier this year.New Delhi had been sitting on a 2011 request from Hanoi for the BrahMos for fear of angering China, which sees the weapon, reputed to be the world’s fastest cruise missile with a top speed of up to three times the speed of sound, as destabilizing.

Indonesia and the Philippines had also asked for the BrahMos, which has a range of 290 km and can be fired from land, sea and submarine. An air-launched version is under testing.

As per the latest data on international arms transfers released by Stockholm International Peace Research Institute (SIPRI), the volume of Indian imports of major weapons rose by 111% between 2004-08 and 2009-13, and its share of the volume of international arms imports increased from 7% to 14%.

The major suppliers of arms to India in 2009-13 were Russia (accounting for 75% of imports) and the US (7%), which for the first time became the second largest arms supplier to India, said SIPRI. As earlier reported by TOI, the US has already bagged defence deals close to $10 billion over the last decade in the lucrative Indian defence market, with the latest being the $1.01 billion one for six additional C-130J “Super Hercules” aircraft.

China replaces Britain in the top five arms-dealing countries between 2008 and 2012, a group dominated by the United States and Russia, which accounted for 30 percent and 26 percent of weapons exports, SIPRI said.”

* India displaces China as world’s largest arms importer

Times of India: “India has become the worlds biggest importer of arms, displacing China by accounting for 10 per cent of global arms sales volumes. Over the past five years, Indias imports of major weapons increased by 38 per cent between 2007-11, a Swedish security think tank said with Asia topping other regions in arms imports.

The Stockholm International Peace Research Institute SIPRI in its new report said that India was closely followed by China and Pakistan whose weapons imports constituted 5 per cent each of global sales. Pakistan took delivery of “significant numbers of combat aircrafts during this period : 50 JF-17s from China and 30 F-16s from US,” SIPRI said. The Swedish think tank said China which had been world’s top arms importer in 2006-2007 has now dropped to fourth place, attributing this to improvements in the country’s arms industry and its rising arms exports.

SIPRI said China is now world’s sixth largest world exporter of weapons behind the US, Russia, Germany, France and UK.But “while the volume of Chinas arms export is increasing, this is largely a result of Pakistan importing more arms from China. “Beijing has not achieved a major breakthrough in any other significant market,” the report said. According to SIPRI estimates India is likely to spend more than USD 100 billion on weapons and systems in the next 15 years.”
