First directory of Beijing’s traditional ‘siheyuan’ courtyard homes to be published | South China Morning Post

The first ever official directory of siheyuan – the traditional courtyard homes of Beijing – is expected to be published by the end of this year.

Nearly 1,000 siheyuan have been logged, with owners’ details, floor plans, photographs, and accounts of their construction.

The directory, compiled by the Office of Beijing Geographical History, will provide the fullest record yet of what were the capital’s most important dwellings before the modern era.

But 100 have been omitted because their owners refused to collabourate.

Tan Liefei, the office’s deputy director and an editor of the directory, said some of these were well preserved, “structurally very complete” contained valuable ancient artifacts.

But they were owned or used by organisations or individuals who were not “cooperative” to the survey, he said.

However, more than 10 courtyards built in the Qing Dynasty had been discovered in the mountains, he added.

They were well preserved with grand structures and sophisticated decorations, some rivalling similar buildings in urban areas.

It is believed that Beijing has a total of more than 3,000 courtyard houses, but how to preserve them has become a controversial subject.

While some argue that they should be commercialised and converted into hotels or restaurants, some say their structures and interior decorations should be strictly preserved and used for non-profit purposes such as museums.

The condition of many siheyuan has deteriorated overt the years, with families adding illegal structures such as additional rooms or kitchens.

But well preserved and updated siheyuan have become the residences of the privileged, with average prices exceeding 100 million yuan (HK$126 million).

China’s ‘New Silk Road’ Vision Revealed | The Diplomat

On Thursday, China’s state-owned Xinhua News Agency unveiled an ongoing feature entitled “New Silk Road, New Dreams.” The series promises to “dig up the historical and cultural meaning of the Silk Road, and spread awareness of China’s friendly policies towards neighboring countries.” The first article [Chinese] was titled  “How Can the World Be Win-Win? China Is Answering the Question.”

The Xinhua series promises the clearest look so far at China’s vision for its Silk Road Economic Belt as well as the Maritime Silk Road. One of the most intriguing pieces released Thursday was a map showing China’s ambitious visions for the “New Silk Road” and “New Maritime Silk Road.” It’s the clearest vision to date of the scope of China’s Silk Road plan.

According to the map, the land-based “New Silk Road” will begin in Xi’an in central China before stretching west through Lanzhou (Gansu province), Urumqi (Xinjiang), and Khorgas (Xinjiang), which is near the border with Kazakhstan. The Silk Road then runs southwest from Central Asia to northern Iran before swinging west through Iraq, Syria, and Turkey. From Istanbul, the Silk Road crosses the Bosporus Strait and heads northwest through Europe, including Bulgaria, Romania, the Czech Republic, and Germany. Reaching Duisburg in Germany, it swings north to Rotterdam in the Netherlands. From Rotterdam, the path runs south to Venice, Italy — where it meets up with the equally ambitious Maritime Silk Road.

The Maritime Silk Road will begin in Quanzhou in Fujian province, and also hit Guangzhou (Guangdong pronvince), Beihai (Guangxi), and Haikou (Hainan) before heading south to the Malacca Strait. From Kuala Lumpur, the Maritime Silk Road heads to Kolkata, India then crosses the rest of the Indian Ocean to Nairobi, Kenya (the Xinhua map does not include a stop in Sri Lanka, despite indications in February that the island country would be a part of the Maritime Silk Road). From Nairobi, the Maritime Silk Road goes north around the Horn of Africa and moves through the Red Sea into the Mediterranean, with a stop in Athens before meeting the land-based Silk Road in Venice.

The maps of the two Silk Roads drive home the enormous scale of the project: the Silk Road and Maritime Silk Road combined will create a massive loop linking three continents. If any single image conveys China’s ambitions to reclaim its place as the “Middle Kingdom,” linked to the world by trade and cultural exchanges, the Xinhua map is it. Even the name of the project, the Silk Road, is inextricably linked to China’s past as a source of goods and information for the rest of the world.

China’s economic vision is no less expansive than the geographic vision. According to the Xinhua article, the Silk Road will bring “new opportunities and a new future to China and every country along the road that is seeking to develop.” The article envisions an “economic cooperation area” that stretches from the Western Pacific to the Baltic Sea.

Despite this expansive goal, it’s not quite clear yet exactly what will tie together the disparate countries along the New Silk Road (both on land and at sea). China has discussed building up infrastructure (especially railways and ports) along the route, yet the Xinhua article specifically says the vision includes more than simply speedy transportation. China envisions a trade network where “goods are more abundant and trade is more high-end.” Beijing expects the economic contact along the Silk Roads to boost productivity in each country. As part of this vision, China has repeatedly stressed its economic compatibility with many of the countries along the planned route, and offered technological assistance to countries in key industries.

China also envisions the Silk Road as a region of “more capital convergence and currency integration” — in other words, a region where currency exchanges are fluid and easy. Xinhua notes that China’s currency, the renminbi, is becoming more widely used in Mongolia, Kazakhstan, Uzbekistan, Vietnam, and Thailand. Yet the article does not call for the renminbi to become the Silk Road’s primary currency, but rather hopes that local currencies will be the dominant means of economic deals.

From economic exchanges, China hopes to gain closer cultural and political ties with each of the countries along the Silk Road — resulting in a new model of “mutual respect and mutual trust.” The Silk Road creates not just an economic trade route, but a community with “common interests, fate, and responsibilities.” The Silk Road represents China’s visions for an interdependent economic and political community stretching from East Asia to western Europe, and it’s clear that China believes its principles will be the guiding force in this new community. “China’s wisdom for building an open world economy and open international relations is being drawn on more and more each day,” Xinhua wrote.

But for all the ambitious talk, details remain scarce on how this vision will be implemented. Will the land- and sea-based Silk Roads be limited to a string of bilateral agreements between China and individual countries, or between China and regional groups like the European Union and ASEAN? Is there a grander vision, such as a regional free trade zone incorporating all the Silk Road countries?  Or will China be the tie that binds it all together, with no special agreements directly linking, say, Kazakhstan and Germany?

The Mystery Shrouding China’s Communist Party Suicides – China Real Time Report – WSJ

Being a government official in China is not for the faint of heart, the thin-skinned or the fragile of mind.

A recent state media report has reverberated online and in the Communist Party press by revealing that at least 54 Chinese officials died of “unnatural causes” in 2013, and that more than 40 percent of those deaths were suicides (in Chinese).

For some, those numbers raise questions about the burden placed on officials as a result of the Party’s anti-corruption crusade. But others see the recent rash of suicides as further evidence of the lack of political openness in China.

The latest victim was Xu Ye’an, the deputy chief of China’s national-level Bureau for Letter and Calls—the agency that handle petitions from disgruntled citizens. According to local media reports (in Chinese), Xu killed himself in his office, those the circumstances of his death remain unclear.

Then there was Zhou Yu, a senior police official in Chongqing and a major player in the anti-gang crackdown there a few years ago. He was found in a hotel room having apparently hanged himself (in Chinese).

There was also the deputy director of a neighborhood construction management office in a small city in Zhejiang province, who was responsible for overseeing building inspections at a time when an entire apartment building collapsed, was reported to have committed suicide in disgrace (in Chinese).

That Chinese officials have had to deal with pressure is nothing new.

A survey in 2009 found that more than 80% of Party officials reported psychological fatigue and mental imbalance (in Chinese). High-level officials even went so far then to tell the Party-run People’s Tribune about the “five ways to death” facing those who worked in the government: “without fortitude, you’ll scare easily; without a good physique, you’ll die from overwork; without capacity for liquor, you’ll die from drink; without a good disposition, you’ll be worried to death; without a good heart, you’ll die from being angry.”

What is different is that these strains on the rank-and-file appear to have gotten even more oppressive amidst Beijing’s demands that cadres labor harder, govern more effectively, and behave better. As one essay last week noted (in Chinese), the emphasis for officials these days is on “‘work, work, work,’ ‘assessment, evaluation, assessment,’ ‘management, management, management’.” Cadres, according to the author, now resemble “men used as beasts.”

A Silver Lining in Beijing Smog: Soaring Pollution Penalty Revenues – Businessweek

Looking for a silver lining in Beijing’s gray smog? The city’s environmental protection bureau says fees collected from polluters are soaring, already totaling 88 million yuan ($14 million) this year. That’s way up from 8.34 million yuan in penalties levied over the same period last year, according to the China Daily.

The surge in penalties isn’t because the smog’s been worse. In January, the fines went up more than 10-fold for major pollutants, including sulfur dioxide, nitrogen dioxide, and ammonia nitrogen.

The higher fees are already helping encourage companies to retire some of their worst habits. “Many companies used to ignore the old discharge fee because it was simply too insignificant,” said Zhong Chonglei, head of the Beijing Environmental Monitoring Team, at a press conference on May 6. “The increased fee has made many companies realize the importance of emission reduction.”

China detains five activists before 25th anniversary of Tiananmen crackdown | Reuters

China on Tuesday detained five rights activists, three lawyers and a rights group said, after they attended a weekend meeting that called for a probe into the suppression of pro-democracy protests in Tiananmen Square in 1989.

Among those held was Pu Zhiqiang, a prominent free-speech lawyer, who has represented many dissidents, including artist Ai Weiwei and an activist of the “New Citizens’ Movement”, a group that urges Chinese leaders to disclose their assets. He was detained on a charge of “causing a disturbance”, two lawyers said.

He has also opposed the system of forced labor camps, which the government has abolished, and featured prominently in state media for that campaign – unusual for a government critic.

Also detained were dissident Liu Di and Xu Youyu, a professor with the Chinese Academy of Social Sciences, a government think-tank, rights lawyer Shang Baojun said, citing conversations he had with family members of Liu and Xu.

Shang said he did not know what charge Liu and Xu would face as the families have not received their detention notices.

Dissident Hu Shigen and Hao Jian, who teaches at the Beijing Film Academy, were also detained, according to Chinese Human Rights Defenders, a China-based rights advocacy group.

The detentions raised the stakes in a crackdown on dissent and underscored the sensitivity of Chinese leaders to criticism ahead of the 25th anniversary of the crushing of demonstrations around Tiananmen Square in Beijing on June 4, 1989.

Philippines police capture Chinese fishing boat in South China Sea | South China Morning Post

Philippines police seized a Chinese boat near ‘Half Moon Shoal‘ in the South China Sea on Wednesday after it was found to have hauled in 500 turtles. Philippine police confirmed the capture and said the vessel was being towed to southwestern Palawan province.

China’s official Xinhua news agency earlier reported contact had been lost with 11 fishermen in the South China Sea after they were intercepted by “armed men”.

The fishermen were on board the boat Qiongqionghai 09063, which was “intercepted by an unidentified armed vessel at about 10am in waters off” the Spratly Islands, Xinhua said, citing a fishing association in Qionghai on China’s southern island province of Hainan.

Reporters were not immediately able to reach officials in Hainan for comment. It was also not clear from the report if the fishermen were Chinese nationals.

China claims almost the entire oil- and gas-rich South China Sea, rejecting rival claims to parts or all of it from Vietnam, the Philippines, Taiwan, Malaysia and Brunei.

There are frequent tensions in the South China Sea between China and the other claimant nations, particularly Vietnam and the Philippines, both of which say Beijing has harassed their ships in the waters there.

On Tuesday, China warned Vietnam not to disturb activities of Chinese companies operating near disputed islands in the South China Sea, after Hanoi condemned as illegal the movement of a giant Chinese oil rig into what it says is its territorial water.

For many young professionals in Beijing, the dream of owning a home feels increasingly remote. Soaring home prices—driven in large part by the popularity of real estate as an investment vehicle in China—mean that even relatively successful young workers find it hard to climb onto the housing ladder in leading cities.

According to a recent study by the University of International Business & Economics in Beijing, fewer than a quarter of college-educated, employed professionals in Beijing age 34 and younger are homeowners. Those with relatives in the capital city often reside with family members. Others rent apartments—paying, on average, 37 percent of their monthly income in rent.

Of those young respondents who were homeowners in Beijing, fully three-quarters said they received substantial help from their parents or other family members. And of those, 25 percent said their parents had paid the full price of their home outright in cash.

Why China Isn’t Worried About Slowing GDP: Jobs Strength – Businessweek

Even as China’s economy continues to show signs of a slowdown, Beijing has avoided rolling out any big new stimulus programs; that’s in direct contrast to its pump-priming response during the 2008 global financial crisis.

Why the apparent lack of worry? It’s got everything to do with jobs. In the first quarter, China created 3.44 million new urban jobs, 40,000 more than a year earlier. China has said for the full year it wants to create at least 10 million new positions—that target now looks easily reachable.

GDP growth has halved since peaking above 14 percent in 2007. But, with a greater share of output coming from more labor-intensive sectors, and the economy itself much larger, more new jobs are being created today,” wrote economists Mark Williams, Qinwei Wang, and Julian Evans-Pritchard, at London-based Capital Economics, in a May 2 note.

Freedom of information: Right to know | The Economist

IN THE summer of 2013 Wu Youshui sent an open government information (OGI) request to every provincial-level government in China. Mr Wu, a lawyer based in the eastern city of Hangzhou, wanted to know about the fines imposed on violators of the one-child policy. Each year provincial governments collect billions of yuan from couples who have too many children, but how this money is spent is not public knowledge. That leaves the system vulnerable to corruption, says Mr Wu. To expose misconduct and spur public debate, he used the legal mechanism of the OGI regulations, China’s version of a freedom of information act.

When the regulations took effect in 2008 it marked, on paper at least, the beginning of a profound change in how the Chinese government handles some kinds of information. A culture of secrecy had for decades been the mainstay of the authoritarian state. But in the modern era absolute opacity can cause discontent that threatens stability. The government’s failure to disclose information about the spread of SARS, a respiratory disease, in 2003 hurt its standing at home and abroad. A government operating in “sunshine”, as state media have put it, could regain citizens’ trust and, the party hoped, help ease tensions.

The OGI regulations set up two ways of accessing government information. Government offices at local and central level had to issue findings of interest, such as plans for land requisitions or house demolition. The information was to be published on official websites and community bulletin boards and in government journals. Departments also became answerable to citizens. A response to a public request had to come within 15 days. This created a new way for people to contact and monitor the government, says Jamie Horsley of the China Law Centre at Yale Law School. At the last nationwide count, in 2011, roughly 3,000 requests had been filed to central-government departments and 1.3m others to offices at the provincial level. Over 70% led to the full or partial release of information, on everything from pollution to food safety to the tax on air fares. “It is as if there has been a pent-up demand and now people are pushing for the information,” Ms Horsley says.

In an important case in 2012 the All-China Environment Federation, a non-profit organisation with links to the government, took an environment-protection bureau in Guizhou province to court. The bureau had twice failed to give a good answer to an OGI request about a dairy farm that was discharging waste. The court ordered the release of the information within ten days. Such rulings against government departments, once rare, are becoming more common. In 2010 the chance of a citizen winning an OGI-related lawsuit in Beijing was 5%, according to research from Peking and Yale Universities. In 2012 courts ruled with the plaintiff in 18% of cases.

On April 1st the State Council, China’s cabinet, issued new guidelines, requiring that officials pay more attention to disclosing information. The guidelines come as the government is curtailing freedom of expression online and in the press.

Inevitably, plenty of information remains off limits. Article Eight of the regulations says disclosure must not endanger state, public or economic security or social stability, an open-ended list that prompts utmost caution from compliers. State and commercial secrets—however vaguely defined—are out-of-bounds. Last June Xie Yanyi, a Beijing lawyer, applied to the public security ministry for information about the surveillance of citizens. He received a note saying such details were not covered by the law. China’s regulations are more restrictive than those elsewhere. In America a request in the public interest suffices. In China, people must prove a personal need.

Government departments, at all levels, still do not release everything they should. But Mr Wu, the lawyer, found they are less able to opt out without a good reason. Guangdong province’s Health and Family Planning Commission initially rebuffed his OGI request, saying “internal management issues” prevented compliance. Mr Wu tried again. On April 1st Guangzhou Intermediate Court ruled in his favour. The commission was ordered to reprocess his request. He awaits word of its decision.
