* Guangzhou hawker’s rough treatment in front of her child sparks online fury

SCMP: “Anger spread across China’s social media on Wednesday after photographs surfaced of a dramatic altercation between a street vendor and security officials next to a busy Guangzhou expressway.

Photos on Sina Weibo show a female hawker being jostled by urban management enforcers, or chengguan, as her crying child watches, petrified and confused.

The photos, taken by a Southern Metropolis Daily photographer suggest the woman, dressed in a red top, may have resisted arrest after they ordered her to leave.

In one picture, a uniformed officer can be seen grabbing the woman by the back of her neck. She was then restrained with plastic handcuffs and dragged away to a police car.

The woman managed to get free for a moment to embrace her daughter before she was carried away by another security official. A photo showed the toddler clinging to her mother, who had her hands tied behind her back.

According to an article in the Daily, the vendor’s husband rushed to the scene and demanded an explanation. His request was ignored.by Guangzhou’s urban management authorities.

They denied “grabbing” the woman’s neck and said they were only following proper procedures for hawker-control. They said that after the woman refused to leave, she started yelling and even hit them. The officials called the police, according to the article.

Chengguan, whose jobs are to regulate street-hawking and get rid of hawkers without legitimate licences, are low-level, paramilitary-like security officials. They operate seperately from the police. They have been frequently called “government thugs” by some mainlanders..

The incident triggered an outcry across Chinese social media, with many criticising the hawker-control officials for using excessive violence in restraining the woman and even worse, in front of her child.”

* As Graduates Rise in China, Office Jobs Fail to Keep Up

NY Times: “This city of 15 million on the Pearl River is the hub of a manufacturing region where factories make everything from T-shirts and shoes to auto parts, tablet computers and solar panels. Many factories are desperate for workers, despite offering double-digit annual pay increases and improved benefits.

Mr. Wang near his rented apartment in the Tianhe district of Guangzhou. He is thinking of quitting his job as a security guard to look for work that would allow him to use his degree.

Wang Zengsong is desperate for a steady job. He has been unemployed for most of the three years since he graduated from a community college here after growing up on a rice farm. Mr. Wang, 25, has worked only several months at a time in low-paying jobs, once as a shopping mall guard, another time as a restaurant waiter and most recently as an office building security guard.

But he will not consider applying for a full-time factory job because Mr. Wang, as a college graduate, thinks that is beneath him. Instead, he searches every day for an office job, which would initially pay as little as a third of factory wages.

“I have never and will never consider a factory job — what’s the point of sitting there hour after hour, doing repetitive work?” he asked.

Millions of recent college graduates in China like Mr. Wang are asking the same question. A result is an anomaly: Jobs go begging in factories while many educated young workers are unemployed or underemployed. A national survey of urban residents, released this winter by a Chinese university, showed that among people in their early 20s, those with a college degree were four times as likely to be unemployed as those with only an elementary school education.

It is a problem that Chinese officials are acutely aware of.

“There is a structural mismatch — on the one hand, the factories cannot find skilled labor, and, on the other hand, the universities produce students who do not want the jobs available,” said Ye Zhihong, a deputy secretary general of China’s Education Ministry.

China’s swift expansion in education over the last decade, including a quadrupling of the number of college graduates each year, has created millions of engineers and scientists. The best can have their pick of jobs at Chinese companies that are aiming to become even more competitive globally.

But China is also churning out millions of graduates with few marketable skills, coupled with a conviction that they are entitled to office jobs with respectable salaries.

Part of the problem seems to be a proliferation of fairly narrow majors — Mr. Wang has a three-year associate degree in the design of offices and trade show booths. At the same time, business and economics majors are rapidly gaining favor on Chinese campuses at the expense of majors like engineering, contributing to the glut of graduates with little interest in soiling their hands on factory floors.

“This also has to do with the banking sector — they offer high-paying jobs, so their parents want their children to go in this direction,” Ms. Ye said.

Reuters: “Used car sales in China grew faster than new car sales for a second straight year in 2012, and should account for half of all sales within seven years as the world’s biggest autos market matures.

While new cars still outsold used vehicles by more than 3 to 1 last year, they are sputtering after a period of breakneck growth, and the potential for the pre-owned market to be the industry’s growth engine is prompting foreign automakers to open more used-car outlets.

A key target for them are buyers like Jiang Meng, a 32-year-old office worker in the southeastern city of Guangzhou, who this month went shopping for a sport utility vehicle, and hadn’t considered a second-hand car until she came across a used car dealer run by Nissan Motor Co’s (7201.T) local joint venture.

“I wanted an SUV, but I wasn’t sure of getting a used one until I stepped into the store. There are so many models and they offer a warranty,” said Jiang, who traded in her 2-year-old Nissan Tiida sedan for a 4-year old silver Qashqai. The deal cost her 25,000 yuan ($4,000). A new Qashqai is priced at around 189,000 yuan.

“The car was very clean inside and outside and it drives very well. Many of my friends thought it’s new,” she said.”

* China censorship storm spreads, Beijing paper publisher resigns in protest

Another editor stands for press freedom. Brave man, indeed.

SCMP: “In the aftermath of a rare confrontation between Chinese journalists and Communist Party censors, the publisher of a large Beijing-based newspaper has resigned.

Dai Zigeng, the Communist Party-appointed publisher of the Beijing News, announced his resignation on Tuesday night after a heated argument with propaganda officials over the publication of a controversial editorial, three senior editors at the paper told the Post on Wednesday.  They were all at the scene and heard Dai tell his Communist Party bosses, “I now verbally submit my resignation to you,” in the early hours on Wednesday.

It remains unknown whether Dai’s resignation has been officially accepted by Beijing propaganda authorities.

The Beijing News has a daily circulation of more than half a million, according to its Web site.

The editorial in question, originally published in the nationalistic tabloid Global Times on Sunday, was seen as an official response to the recent strike and protest at the Guangzhou-based Southern Weekly. It blames the clashes at the Guangzhou paper on freewheeling journalists and “hostile foreign forces”. Global Times is a subsidiary publication of the Communist Party’s mouthpiece, People’s Daily.

Propaganda authorities had ordered an unknown number of daily newspapers throughout the country to run the editorial in their Tuesday editions, but only a small number of newspapers complied on that day. Dai and his staff had refused to publish the editorial after they received orders from Beijing Party censors to do so. But a Beijing propaganda official threatened to disband the newsroom and close the newspaper if they continued to disobey.

The Beijing News ran the Global Times editorial on page A20 in Wednesday’s edition . But page editors refused to put their names at the bottom of the page in protest, editors told the Post.”

* PM2.5 air pollutants causing more deaths than estimated, study says

Once again China is showing that it is not complacent about the nature of its environment. And often after such a study, money will be made available to rectify the situation.

SCMP: “The health risks of microscopic air pollutants have been grossly underestimated on the mainland, with nearly 8,600 premature deaths expected this year in four major cities, a study has revealed.

And premature deaths are “just a tiny fraction” of the adverse health impacts of tiny airborne particles, less than 2.5 microns in diameter, known as fine particle matter 2.5 (PM2.5).

The startling findings were included in a report by Greenpeace East Asia and Peking University’s school of public health which, for the first time, focused on PM2.5 health hazards in urban areas.

Environmentalists have hailed the study, released yesterday, as ground-breaking, with data linking poor air quality to deadly diseases.

Noting that the World Bank once put the number of premature deaths on the mainland as a result of air pollution at more than 200,000, Professor Pan Xiaochuan, of Peking University, said the study focused on a single pollutant and had not taken into account the long-term health impact of PM2.5, which could be far more dangerous.

The study’s estimation of combined economic losses caused by premature deaths, put at 6.8 billion yuan (HK$8.34 billion), was also likely to be far lower than the real figure owing to limited access to official statistics, he added.

Fine particles have long been known to pose greater health risks than more than a dozen other air pollutants. They damage lung tissue and the cardiovascular system, cause lung cancer and other deadly diseases, and lead to a higher mortality rate.

Based on official mortality figures in 2010 and limited PM2.5 monitoring data in Beijing, Shanghai, Guangzhou and Xian, mostly from environment-related research institutes, the study showed a more than 10 per cent rise in premature deaths caused by PM2.5 pollution in the four cities over the past two years.

More than two-thirds of the 8,572 premature deaths this year caused by the microscopic pollutant occurred in Beijing and Shanghai. Although Beijing’s air pollution problem was worse, Shanghai saw the most deaths linked to PM2.5 – 3,317.”

* Japanese Car Plants in China: Who’s Feeling the Heat?

WSJ: “Explosive anti-Japanese sentiment in China forced Toyota, Honda and Nissan to idle factories across the country this month. Media reports suggest that fresh shutdowns may be coming again in October.

Halting production is never good news. But who’s got the bigger headache – the Japanese or the Chinese?

There is no question that Toyota, Nissan and Honda will lose sales and market share to competitors. It’s already happening. And lost sales matter because China accounts for 15% of global profits at Toyota and Honda and as much as 25% at Nissan.

And yet, the pain could become even greater for China.

All Japanese cars made in China are produced at joint-venture factories owned on a 50-50 basis with Chinese partners. When the plant doors close, Chinese executives who run those joint ventures will immediately confront two frightening realities: a dramatic drop in revenue and tens of thousands of idle workers.

Take Hong Kong-listed Guangzhou Automobile Co for example. GAC, a subsidiary of the powerful Guangzhou municipality, runs world-class car assembly joint ventures with Honda and Toyota that employs just under 13,000 people.

Guangzhou Honda and Guangzhou Toyota also buy car parts from hundred of suppliers based in Guangdong province that employ tens of thousands of more people. Honda and Toyota products are sold through more than 900 dealers owned by Chinese business people. Count several more thousands of jobs there.

As China steps its way through a delicate political transition expected to formally begin in October, the last thing the leadership in Guangzhou wants to deal with is a crush of workers with too much time on their hands. If an argument between workers at a Foxconn 2038.HK +0.78% plant in Taiyuan can trigger rioting by thousands, imagine what might happen should Guangzhou workers start wondering about future job security.

Guangzhou Automobile isn’t an isolated case.”
