The Hindu: “Calls to reshape ‘increasingly unsustainable’ trade model amid growing imbalance

China has called for a move to boost mutual investments with India as a measure to strengthen trade ties and reshape what officials have acknowledged is an increasingly unbalanced and strained business relationship, as trade talks between both countries begin in New Delhi on Monday.

The Chinese Commerce Ministry told The Hindu in a written interview ahead of the visit of Commerce Minister Chen Deming, who will lead the Chinese delegation in Monday’s talks, that the relatively strong foreign exchange reserves of both countries and an increasing desire of businesses to go overseas should drive the future of trade ties.

“There is great space for China and India to cooperate in mutual investment,” the Commerce Ministry said.

Both countries will hold the ninth round of the Joint Economic Group (JEG) dialogue in New Delhi on Monday. India’s trade deficit and Chinese concerns about the investment environment in India, particularly in the power and telecom sectors, is expected to be at the focus of the talks.

In an apparent attempt to ease concerns about strains in the trade relationship, Chinese officials have suggested a new approach. Boosting mutual investments would be one way of shifting the relationship from the current model. Trade over the past decade, which has grown from a few billion dollars to US$ 74 billion last year when China became India’s biggest trade partner, has largely been driven by Chinese appetite for Indian ores and Indian need for Chinese machinery.”

* India allows Pakistan investment

BBC News: “India has announced that it will allow investment from Pakistan in what is seen as a boost for bilateral economic ties.

The commerce ministry said a citizen or a company of Pakistan is permitted to make investments in India.

However, no such investments can be made in defence, space or atomic energy, the ministry said.

India and Pakistan resumed formal peace talks last year after they were broken off following the 2008 Mumbai attacks.

India blamed the attacks on Pakistan-based militants.

A commerce ministry release on Wednesday said all foreign direct investment proposals from Pakistan would need the clearance of the country’s Foreign Investment Promotion Board (FIPB).

“It is a great decision… Now Pakistan should also implement the most favoured nation (MFN) trading status to India,” Rajiv Kumar of the Federation of Indian Chambers of Commerce and Industry (FICCI) was quoted as saying by the state-run Doordarshan news channel.

Earlier this year, Pakistan indicated that it would offer India MFN trading status, which India has already extended to Pakistan.

The move is part of a pledge made last year to liberalise trade with India. Formal trade between the countries is worth $2.7bn a year, while informal trade, by way of smuggling, is believed to be three times that, experts say.”

* China Buys Spanish Assets

WSJ: “A debt-laden Spanish construction firm became the latest European company to unload assets onto eager Chinese buyers, as Europes debt woes force firms to look to China for cash.

State Grid Corp., China’s government controlled power-grid operator, said Tuesday it would buy high-voltage electricity transmission assets in Brazil from Spain’s Actividades de Construccion y Servicios SA  for 1.86 billion reais ($938.2 million), including debt. The deal is State Grid’s second investment in Brazil and its fourth major investment overseas, and is the most recent in a string of deals in which a European company has looked to exit an investment amid financial troubles facing the region. ACSs standing has weaken because of its debts and the falling value of investments made during Spain’s boom years. Chairman Florentino Pérez, who is also the president of Spain’s soccer club Real Madrid CF, led ACS’s expansion when liquidity was abundant and Spain’s economy was booming on the back of a real-estate bubble that imploded about five years ago. As credit dried up, ACS began to cut down on debt by shedding assets. ACS currently has more than €9.33 billion ($11.70 billion) in debt, about a half of what it had a few years ago.

Other southern European companies have also been selling their crown jewels abroad to raise cash. Portugal, for example, is attracting significant investments from China because of its presence in former colonies that are resurfacing as high-growth markets, rich in natural resources. In December, fellow state-controlled power giant China Three Gorges Corp. won a 21% stake in EDP-Energias de Portugal SA— which has significant Brazil operations—with a €2.69 billion bid.
