Japan and India vow to boost strategic ties during summit | Reuters

Japan and India agreed on Monday to strengthen strategic ties as Asia’s second and third biggest economies keep a wary eye on a rising China, and said they would accelerate talks on the possible sale of an amphibious aircraft to India’s navy.

Japanese Prime Minister Shinzo Abe and his Indian counterpart Narendra Modi also agreed to speed up talks on a so-far elusive deal on nuclear energy cooperation, welcoming what they called “significant progress” in the negotiations.

“The two prime ministers reaffirmed the importance of defense relations between Japan and India in their strategic partnership and decided to upgrade and strengthen them,” Abe and Modi said in a statement after a summit in Tokyo.

Modi, on his first major foreign visit since a landslide election win in May, arrived on Saturday for a five-day trip aimed at capitalizing on a personal affinity with Abe to bolster security and business ties in the face of an assertive China.

In a sign of their warm ties, the two leaders greeted each other with a bear hug when they met on Saturday in Japan’s ancient capital of Kyoto for an informal dinner. Modi is one of three people that Abe follows on Twitter, while the Indian leader admires Abe’s brand of nationalist politics.

“The 21st century belongs to Asia … but how the 21st century will be depends on how strong and progressive India-Japan ties are,” Modi told Japanese and Indian business executives earlier in the day.

“The 18th century situation of expansionism is now visible,” Modi said, referring to incidents such as encroachment of others countries’ territories and intruding in other countries’ seas, in a veiled reference to China, with which India shares a long disputed border.

“Such expansionism would never benefit humanity in the 21st century,” he said.

Sino-Japanese ties have also been chilled by a row over disputed isles, feuds over the wartime past, and mutual mistrust over defense policies as China seeks a bigger regional role and Abe loosens the constraints of Japan’s post-war pacificism.

Abe is keen to expand Japan’s network of security partnerships with countries such as India and Australia to cope with the challenge presented by China.

As China becomes, again, the world’s largest economy, it wants the respect it enjoyed in centuries past. But it does not know how to achieve or deserve it

MATTHEW BOULTON, James Watt’s partner in the development of the steam engine and one of the 18th century’s greatest industrialists, was in no doubt about the importance of Britain’s first embassy to the court of the Chinese emperor. “I conceive”, he wrote to James Cobb, secretary of the East India Company, “the present occasion to be the most favourable that ever occurred for the introduction of our manufactures into the most extensive market in the world.”

In light of this great opportunity, he argued, George Macartney’s 1793 mission to Beijing should take a “very extensive selection of specimens of all the articles we make both for ornament and use.” By displaying such a selection to the emperor, court and people, Macartney’s embassy would learn what the Chinese wanted. Boulton’s Birmingham factories, along with those of his friends in other industries, would then set about producing those desiderata in unheard-of bulk, to everybody’s benefit.

That is not how things turned out. The emperor accepted Macartney’s gifts, and quite liked some of them—a model of the Royal Sovereign, a first-rate man o’ war, seemed particularly to catch his fancy—but understood the whole transaction as one of tribute, not trade. The court saw a visit from the representatives of King George as something similar in kind to the opportunities the emperor’s Ministry of Rituals provided for envoys from Korea and Vietnam to express their respect and devotion to the Ruler of All Under Heaven. (Dealings with the less sophisticated foreigners from inner Asia were the responsibility of the Office of Barbarian Affairs.)

The emperor was thus having none of Macartney’s scandalous suggestion that the Son of Heaven and King George should be perceived as equals. He professed himself happy that Britain’s tribute, though admittedly commonplace, should have come from supplicants so far away. But he did not see it as the beginning of a new trading relationship: “We have never valued ingenious articles, nor do we have the slightest need of your country’s manufactures…Curios and the boasted ingenuity of their devices I prize not.” Macartney’s request that more ports in China be opened to trade (the East India Company was limited to Guangzhou, then known as Canton) and that a warehouse be set up in Beijing itself was flatly refused. China at that time did not reject the outside world, as Japan did. It was engaged with barbarians on all fronts. It just failed to see that they had very much to offer.

In retrospect, a more active interest in extramural matters might have been advisable. China was unaware that an economic, technological and cultural revolution was taking place in Europe and being felt throughout the rest of the world. The subsequent rise of colonialist capitalism would prove the greatest challenge it would ever face. The Chinese empire Macartney visited had been (a few periods of collapse and invasion notwithstanding) the planet’s most populous political entity and richest economy for most of two millennia. In the following two centuries all of that would be reversed. China would be semi-colonised, humiliated, pauperised and torn by civil war and revolution.

Now, though, the country has become what Macartney was looking for: a relatively open market that very much wants to trade. To appropriate Boulton, the past two decades have seen the most favourable conditions that have ever occurred for the introduction of China’s manufactures into the most extensive markets in the world. That has brought China remarkable prosperity. In terms of purchasing power it is poised to retake its place as the biggest economy in the world. Still home to hundreds of millions mired in poverty, it is also a 21st-century nation of Norman Foster airports and shining solar farms. It has rolled a rover across the face of the moon, and it hopes to send people to follow it.

And now it is a nation that wants some things very much. In general, it knows what these things are. At home its people want continued growth, its leaders the stability that growth can buy. On the international stage people and Communist Party want a new deference and the influence that befits their nation’s stature. Thus China wants the current dispensation to stay the same—it wants the conditions that have helped it grow to endure—but at the same time it wants it turned into something else.

Finessing this need for things to change yet stay the same would be a tricky task in any circumstances. It is made harder by the fact that China’s Leninist leadership is already managing a huge contradiction between change and stasis at home as it tries to keep its grip on a society which has transformed itself socially almost as fast as it has grown economically. And it is made more dangerous by the fact that China is steeped in a belligerent form of nationalism and ruled over by men who respond to every perceived threat and slight with disproportionate self-assertion.

Japanese Prime Minister Avoids Controversial War Shrine – Businessweek

On Friday morning, while several members of his cabinet marked the anniversary of World War II’s end by visiting a controversial shrine in Tokyo, Japanese Prime Minister Shinzo Abe wisely decided to sleep in. He had caused a storm last December by paying a visit to the Yasukuni Shrine, which honors Japan’s war dead. By skipping Yasukuni, Abe may have improved the chances of a summit with Chinese President Xi Jinping that could help defuse tensions between the two countries.

The shrine has long been a problem for Chinese and Koreans. The Chinese media often refers to the shrine as “notorious.” “Each and every visit here by officials upsets and incenses Japan’s neighboring countries,” says a Xinhua commentary published on Friday. The shrine is a symbol “of the brutality of Japanese rule and military expansion,” Lee Won Deog, a professor of Japanese studies at Kookmin University in Seoul, told Bloomberg News. By visiting Yasukuni anyway, Japanese politicians show that “Japan continues to overlook the pain it caused its neighbors during its imperial expansion.”

A look at the shrine’s website shows why visits are so sensitive. In describing the shrine and the almost 2.5 million people it honors, Yasukuni does whitewash Japan’s history of aggression toward its neighbors. Some of the souls enshrined at Yasukuni died as Imperial Japan colonized Korea and Taiwan, occupied Manchuria, and brutalized many parts of China. But according to Yasukuni’s narrative, they died “to protect their country,” and “all sacrificed their lives to the public duty of protecting their motherland.” The shrine “is a place for Japanese people to show their appreciation and respect to those who died to protect their mother country, Japan.”

And what about the World War II-era war criminals enshrined there? Yasukini says not that they were convicted, but rather, that some “were labeled war criminals” (emphasis added) and executed after trials by the victorious Allies.

Some Japanese politicians worry about the way the shrine talks about Japan’s past militarism. Yasukuni “pays homage to war criminals, and exhibitions within its walls extol wars,” former Japanese Prime Minister Tomiichi Murayama said in an interview with the China Daily published on Thursday. “I think the best solution is that prime ministers and cabinet members shun the shrine.”

Abe, though, is trying to have it both ways: He didn’t visit today, but two members of his cabinet did—and the prime minister sent a donation through an aide.

China Demands that Japan Return the Plundered Honglujing Stele – Businessweek

Islands. Airspace. Antiquities. Until now, China has concentrated its attention on the first two as it fights against Japan for dominance in East Asia. In focusing on the wrongs done by Imperial Japan before and during World War II, China’s government has escalated its claims to uninhabited islands in the East China Sea controlled by Japan and has designated airspace in the area as its own.

The dispute has had humorous moments, such as the time officials invoked Voldemort.  The conflict has potential to become far more dangerous, though, with ships and planes from both sides provoking one another. On Tuesday, for instance, Chinese Coast Guard vessels patrolled near the islands, called the Senkaku by Japan and Diaoyu by China.

China’s foreign ministry voiced “strong dissatisfaction and resolute opposition” last week to a white paper published by Japanese Prime Minister Shinzo Abe’s government that had expressed concern over China’s behavior in the East China Sea and South China Sea. Over the weekend, China’s defense ministry followed with a statement accusing Japan of looking for excuses to re-militarize.

China has plenty of ways to poke its neighbor. Determined to leave no grievance unaired, China has opened a fresh front in its battle against Japan: A group has  demanded the return of a 1,300-year-old relic that Japanese soldiers whisked away from China’s northeast a century ago.  The Honglujing Stele, three meters wide, 1.8 meters tall, and two meters thick, dates back to the Tang Dynasty and now belongs to Japan’s Emperor, according to the official Xinhua news agency.

A group called the China Federation of Demanding Compensation from Japan is now demanding that the Emperor give it back. Stolen items such as the Honglujing Stele “have done great damage to Sino-Japanese ties,” Wang Jinsi, the federation official in charge of recovering cultural relics, told Xinhua. “They should be returned to their rightful owner.”

That may be, but Wang’s group has chosen an interesting time to make its point. As Xinhua points out, Japanese troops went on a rampage in the mainland in the 50 years between China’s defeat in the First Sino-Japanese War and the end of the Second World War, with Japan stealing some 3.6 million relics. Only now is the Chinese group calling on the imperial family to return one of them.

Rising inflation, weak industrial output dampen hopes of economic turnaround in India

New economic data casts dark clouds over economic revival

The Consumer Price Index increased from 7.46%  in June to 7.96% in July, according to data released by the government on Tuesday. The CPI measures the change in market price levels for a representative basket of goods and services purchased by households. Meanwhile, overall factory output has decelerated by 1.8% in June to 3.4% due to a sharp decrease in the manufacturing activity.

China expects to test-fly next year its first domestically developed seaplane, which is intended to be the world’s largest amphibious aircraft, according to an executive at the company working on it.

Trial production of the TA-600 aircraft, formerly known as Dragon-600, will start in Zhuhai, Guangdong province, around the end of this year or the beginning of 2015, as the design has been completed, said Fu Junxu, a senior manager of China Aviation Industry General Aircraft, a subsidiary of Aviation Industry Corp of China, the country’s leading aircraft maker.

Fu said contractors will deliver large parts to the company before the end of this year, and the aircraft’s maiden flight is planned to take place in 2015.

The aircraft, with a maximum takeoff weight of 53.5 metric tons and a maximum range of more than 5,000 kilometers, will be larger than a Boeing 737 and could be used for a variety of operations such as passenger transport, marine environmental monitoring, firefighting and maritime search and rescue, Fu said.

Powered by four turbine engines, the TA-600 will be the world’s largest amphibious aircraft, surpassing Japan’s Shin Maywa US-2. It is designed to carry up to 50 people during search and rescue missions.

The company’s market research estimates there is demand for 60 of the seaplanes in China.

The country began developing the aircraft five years ago, Fu said.

Wang Ya‘nan, deputy editor-in-chief of Aerospace Knowledge magazine, said the TA-600 would fill a vacancy of modern seaplanes in China, which has long ignored the development of such aircraft.

“The old saying ‘A thousand days the country nurtures its soldiers and all for one day’s battle’ applies to the development of amphibious aircraft. People say such equipment is becoming useless, but will eventually realize they are indispensable in maritime operations,” Wang said, referring to the continuing search for the missing Malaysia Airlines flight MH370.

“If the Chinese navy had such large, modern seaplanes as the TA-600, it would be much easier for it to search at sea,” he said.

Rescue agencies are among the largest operators of seaplanes due to their efficiency and their ability to both locate and rescue survivors of emergencies at sea. Land-based aircraft cannot rescue people, and many helicopters are limited in their capacity to carry passengers and in their fuel efficiency compared to fixed-wing aircraft, Wang said.

China now has at most five SH-5 maritime patrol amphibious aircraft, which are old and cannot perform modern maritime tasks, Wang added.

With End of China’s One-Child Policy, There Hasn’t Been a Baby Boom – Businessweek

Last November, China announced the loosening of its restrictive one-child population policy: Couples would soon be permitted to have two children so long as one parent was an only child. Government planners predicted that roughly half of China’s 11 million eligible couples would chose to have a second child within five years, and investors predicted a boom in sales of diapers, baby formula, and educational toys in China.

The policy change has been rolled out in 29 of China’s 33 provinces and regions, yet by the end of May only 271,000 applications for permission to have a second child had been submitted. Many came from older mothers concerned not to lose their chance. At an agency in Beijing’s Tuanjiehu neighborhood that connects parents with maternity nannies, staff said that the majority of requests pertaining to second children came from women in their late 30s.

Six months into the new policy is still too early to judge the ultimate impact. But experts now express more modest expectations. “Every metric thus far indicates the loosening isn’t leading to a baby boom,” says Mei Fong, author of a forthcoming book on China’s population policies. With rising costs of urban living, Chinese couples are deliberately limiting family size for reasons similar to those depressing fertility in Taiwan, Japan, Korea, Singapore, and Western countries.

China food scandal spreads, drags in Starbucks, Burger King and McNuggets in Japan | Reuters

The latest food scandal in China is spreading fast, dragging in U.S. coffee chain Starbucks, Burger King Worldwide Inc and others, as well as McDonald’s products as far away as Japan.

McDonald’s Corp and KFC’s parent Yum Brands Inc apologized to Chinese customers on Monday after it emerged that Shanghai Husi Food Co Ltd, a unit of U.S.-based OSI Group LLC, had supplied expired meat to the two chains.

On Tuesday, Starbucks said some of its cafes previously sold products containing chicken originally sourced from Shanghai Husi, a firm that was shut down on Sunday by local regulators after a TV report showed staff using expired meat and picking up meat from the floor to add to the mix.

A Tokyo-based spokesman at McDonald’s Holdings Co (Japan) Ltd said the company had sourced about a fifth of its Chicken McNuggets from Shanghai Husi and had halted sales of the product on Monday. Alternative supplies of chicken have been found in Thailand and China, he added. The company’s shares briefly fell as much as 1.4 percent to a 15-month low before closing down 0.4 percent.

China’s food watchdog said it ordered regional offices to carry out spot checks on all firms which had used Shanghai Husi products, and would inspect all of parent OSI’s sites around China to see if enough has been done to ensure food safety. It said the case could be handed over to the police.

The regulator’s Shanghai branch said in a statement on Tuesday it had demanded production, quality control and sales records from OSI. It added it already ordered McDonald’s to seal over 4,500 boxes of suspected meat products and Yum’s Pizza Hut to seal over 500 boxes of beef.

Fast-food chain Burger King and Dicos, China’s third-ranked fast food chain owned by Ting Hsin International, said they would remove Shanghai Husi food products from their outlets. Pizza chain Papa John’s International Inc said on its Weibo blog that it had taken down all meat products supplied by Shanghai Husi and cut ties with the supplier.

With Tensions Rising, Japanese Investment in China Plummets – Businessweek

Another consequence of the worsening Sino-Japanese relations: Japanese investment into China dropped by nearly half in the first six month of 2014, according to a new report by China’s Ministry of Commerce. As recently a 2012, Japanese investment posted growth of 16.3 percent, reaching $7.28 billion. The decline actually started last year, with a 4.3 percent drop.

Zhang Jifeng, director of the Japanese economy department in the Chinese Academy of Social Sciences, told the China Daily that Japan’s entrepreneurs are “waiting and watching.” He added: ”They’re profoundly aware of the connection between the political climate and their commercial performance [in China]. They don’t want to put their assets at risk.”

China and Japan are in a dispute over the ownership of the uninhabited Diaoyu Islands in the East China Sea. Japanese Prime Minister Shinzo Abe further angered Beijing in December when he visited Tokyo’s Yasukuni shrine, a temple that honors Japanese soldiers but also its war criminals. Earlier this month Japan’s cabinet passed a resolution reinterpreting its pacifist constitution so its military can defend its allies.

Scientists Say Water Shortages Threaten China’s Agriculture – Businessweek

China has a fifth of the globe’s population but only 7 percent of its available freshwater reserves. Moreover, its water resources are not evenly distributed. The lands north of the Yangtze River—including swaths of the Gobi desert and the grasslands of Inner Mongolia—are the driest, but more than half of China’s people live in the north.

Water is not well managed in China. Nearly two-thirds of water withdrawals in China are for agriculture. Due to the use of uncovered irrigation channels (leading to evaporation) and other outdated techniques, a significant portion of that water never reaches the field.

A new paper by scientists in China, Japan, and the U.S. published in the Proceedings of the National Academy of Sciences sounds the alarm: “China faces … major challenges to sustainable agriculture,” the authors write. Failure to conserve water resources could threaten China’s food security, a longtime priority for the country’s leaders.
