* Trade Groups: Foreign Firms Giving Up on India

Wall Street Journal: “A group of international trade and industry associations claiming to represent some 250,000 companies have written to Prime Minister Manmohan Singh strongly criticizing the proposal, tucked away in the budget, to tax transactions potentially as far back as 1962.

“This is now prompting a widespread reconsideration of the costs and benefits of investing in India,” the letter said, adding that confidence in doing business here has been undermined. Hello China, Brazil, and Indonesia in other words.

The controversial proposal, which would impose tax on the exchange of an Indian asset by two companies outside India, already has sparked howls of protest among foreign companies. It would reverse a recent Supreme Court ruling on the issue in favor of Vodafone Group PLC of the U.K. and be retroactive in its impact. It would potentially affect hundreds of corporate acquisitions. Many foreign companies say they now feel singled out for financial punishment as the government seeks to narrow its troublingly high fiscal deficit.”

* More Chinese investments in India soon

Times of India: “China has committed to facilitating Indian exports into Chinese markets to address the yawning trade imbalance between the two countries. Chinese president Hu Jintao said this to Manmohan Singh in his hour-long meeting with the PM at the end of the BRICS summit on Thursday. This will be Hu’s last summit as Chinese president.

In return, the PM invited Chinese investment in manufacturing and infrastructure projects in India. Chinese companies are kept out of several strategic sectors, but there is a significant change in the Indian government’s approach to Chinese investment.

With the two leaders kicking off a year of friendship celebrations, the overwhelming sense from the meeting was that the two nations are determined to get along, despite many difficulties and differences of outlook. Singh and Hu announced “expanded” foreign office consultations, and launched three new dialogues with China – on West Asia, Central Asia and Africa. India and China pursue markedly different policies in Africa, though with the same stated aims.”

In the 50s, PM Nehru and PM Chou met and agreed Panchsheel, the five principles of peaceful coexistence. The press coined a phrase Hindi Chini bhai bhai, meaning Indians and Chinese are brothers.  It looked like the slogan was reflecting reality until in the late summer of 1962, due to the long-standing border dispute (legacy of British Raj) Chinese tanks rolled over the Himalyas and reached the oil fields of Assam in the East and also in Ladakh in the west.  Since then matters have thawed. BRIC (and now BRICS) was invented. This news release is good news, at least for India and China.

* BRICS flexing muscle – to set up joint bank, call for dialogue on Iran & Syria

Times of India: “Seeking to reinforce their growing economic heft with diplomatic clout, the BRICS grouping Thursday pitched for a bigger say in global governance institutions, including the UN and the IMF, and told the West that dialogue was the only way to resolve the Iranian nuclear issue and the Syria crisis.

Brazil, Russia, India, China and South Africa, which comprise nearly half the world’s population and a growing share of global GDP, signed two pacts to spur trade in their local currencies. They also agreed to set up a working group for a joint development bank to promote mutual investment in infrastructure.

Prime Minister Manmohan Singh of India and Presidents Hu Jintao China, Dmitry Medvedev Russia, Dilma Rousseff Brazil and Jacob Zuma South Africa ended the fourth BRICS summit by renewing the pitch for reforming global governance institutions and closer coordination on global issues.The five leaders stressed on the restructuring of the world order to accommodate emerging economies and developing countries and for promoting sustained and balanced global economic growth.”

and to hold wide-ranging bilateral talks with Prime Minister Manmohan Singh.The Chinese President is accompanied by a high-profile delegation comprising Foreign Minister Yang Jiechi, State Councillor Dai Bingguo, senior ministers and business leaders.

Mr. Hu will meet Russian President Dmitry Medvedev on Wednesday before participating in the BRICS summit on Thursday. Mr. Hu, along with the presidents of Russia, Brazil and South Africa, will attend a banquet hosted by President Pratibha Patil in the evening.

Prime Minister Manmohan Singh will hold talks with the Chinese President on Thursday, on various issues including bridging the trade deficit and fast-tracking the new confidence-building measures. The two leaders are expected to declare 2012 as the year of India-China friendship and unveil initiatives to bolster cultural exchanges and people-to-people contacts.

India is expected is to raise the issue of huge imbalance in bilateral trade which has exceeded $70 billion, with the surplus heavily in China’s favour.”

* Anna Hazare demands withdrawal of UPAs Lokpal Bill

The Hindu: “Even as the political parties failed to arrive at a consensus on the Lokpal Bill at a meeting convened by Prime

Minister Manmohan Singh here on Friday, social activist Anna Hazare urged the government to withdraw, what he said “was a useless Bill that was too weak to effectively tackle corruption.”

Indicating his intention to launch a bigger anti-corruption agitation than last year if the government did not bring in a strong Lokpal Bill, Mr. Hazare said: “Today, there was an all-party meeting, but no decision was taken because of the failure of the parties to arrive at a consensus. Now, we think whether the government brings Jan Lokpal [formulated by India Against Corruption] or not, we will go to the people’s Parliament.”

Charging the government with “betrayal,” Mr. Hazare said the United Progressive Alliance (UPA) government had gone back on several assurances. He added that the proper thing would have been to discuss all versions of the Bill, including a comprehensive and effective Jan Lokpal in the all-party meeting.”

* Indian government committed to an effective Lokpal: Manmohan Singh

Times of India: “Prime Minister Manmohan Singh on Friday said that the United Progressive Alliance UPA government is committed to an effective Lokpal to check corruption. “Our government stands committed to an effective Lokpal legislation,” Manmohan Singh said at an all-party meeting on the Lokpal bill with Rajya Sabha members. “We look forward to benefiting from the wisdom and guidance of all leaders present here in the task that we have set for ourselves,” he said.

The Lokpal bill could not be passed in the Rajya Sabha during the winter session last year due to opposition moving a number of amendments and the government insisting that it needed time to study them. The bill could not be put to vote even after hours of debate on the last day of the winter session.

The opposition had charged the government with shying away from a vote.”

The Lokpal (People’s Ombudsman) is the embodiment of the efforts of anti-corruption activist Shri Anna. Its protracted delay is causing not only the opposition but the person in the street to doubt the sincerity of the government in enacting the bill.

* Indian PM Manmohan terms Rail Budget forward-looking

The Hindu: “Prime Minister Manmohan Singh on Wednesday hailed as “forward-looking” the Rail Budget which has proposed hike in passenger fares in various ranges in different categories.

“The Railway Minister has presented a forward-looking budget with emphasis on safety and modernisation of the Indian Railways,” Dr.

Singh said in a statement. He said the budget has been formulated against the background of the Railways’ responsibilities in meeting the demands of the 12th Five Year Plan.

Presenting his first budget, Railway Minister Dinesh Trivedi announced hike in passenger fares ranging from 2 paisa per kilometre to 30 paisa per kilometre in various categories of trains while noting that the Railways was passing through a “difficult phase”. He also announced introduction of 75 express trains, 21 passenger trains and extension of 39 trains besides increase in the frequency of 23 trains.”

* Indian state assembly votes shakes Congress’ Gandhi dynasty

The Times, London: “Voters in India’s most populous state decisively rejected Rahul Gandhi yesterday, dealing a blow to his hopes of becoming the fourth generation of the Nehru dynasty to rule the country.

The 41-year-old son of Rajiv Gandhi, the assassinated former Prime Minister, led the Congress party’s campaign in Uttar Pradesh (UP), spending nights with the poorest villagers to counter accusations that he is too privileged to understand their concerns.

But Congress suffered devastating results in four of five state elections. It came fourth in UP, lost control in Goa, failed to win Punjab, was neck and neck in Uttarakhand and managed a clear victory only in the remote northeastern state of Manipur.

The poor showing will make it harder for the weakened ruling party to force through national reforms that could boost economic growth, which has slipped below 7 per cent, in the teeth of opposition from its coalition allies. The Indian stock market slumped at the prospect of two more years of “policy paralysis”.

Congress had been pinning its hopes of winning the national election due in 2014 on the youthful appeal of Mr Gandhi, who has been carefully insulated from the troubles that dog the national Government led by 79-year-old Manmohan Singh.”

Just when India needs more reform, the Congress party falters badly in four out of five state elections.  This was to be the forerunner to 2014 national elections. So Congress has a little over a year to catch up.

* Indian PM calls for greater cooperation between India and Africa on climate change

In geopolitical terms, India is lagging behind China in wooing Africa. This is despite a longer history of involvement mainly engendered by British colonialism that imported 100s of thousands of Indian labourers into Africa. Most of whom, a few generations later rose to become the commercial and middle class citizens. Though in Uganda, they ere thrown out by Idi Amin to Britain’s benefit where the Indians have established themselves as excellent business people and professionals at all levels.

Extract from the Hindu: “Noting that economies of developing countries are impacted by climate change, Prime Minister Manmohan Singh on Monday pitched for greater cooperation between Asian and African countries to address short and long term challenges in this regard.

“I believe that in the future we will need to tackle the short term and long term environmental challenges that our economies face,” Dr. Singh said while addressing the inaugural function of Golden Jubilee Celebrations of Afro-Asian Rural Development Organisation in New Delhi.

Exhorting the scientists and experts to reflect on suitable technology to address the issue, Dr. Singh said, “Our scientists and experts have to reflect on technologies and processes that are most suitable for our rural conditions and circumstances, both in Africa and in Asia.” Underlining the need for African and Asian countries to work jointly, he said, “We have to work together to build a favourable international regime that enables us to access funds and green technologies for rural growth“. …

Noting that three quarters of world’s poor live in Asia and Africa, the Prime Minister said, “Rural reconstruction and poverty eradication are fundamental to our plans for sustainable development and inclusive growth.”

* Indian government action ref nuclear plants

The Hindu: “Close on the heels of the publication of Prime Minister Manmohan Singh’s assertion in an interview in the latest issue of journal Science that some United States-based NGOs are behind the agitation against the Kudankulam nuclear power plant, the Centre on Friday announced the revocation of the licences of three NGOs.

MESSAGE TO MOSCOW

Simultaneously, India told Russia, which is collaborating with India in the 2,000-MW plant, that the government was engaged in consultations with all stakeholders and appreciated Moscow’s patience.

At ‘Comprehensive Foreign Office Consultations,’ Foreign Secretary Ranjan Mathai told Russia’s First Deputy Foreign Minister Andrei Denisov on Thursday that India was consulting various domestic constituencies and working on the opening of the first 1,000 MW unit, a process that would pave the way for operationalising the second unit six months later.

The Centre has offered half of the electricity to be produced to Tamil Nadu, where four more units have been planned.”
