ASKED what they think of Lu Hao, their governor, residents of Harbin, capital of the north-eastern province of Heilongjiang, often reply with the word xiaozi. This roughly translates as “young whippersnapper”.

Mr Lu’s youthfulness is indeed striking. Born in 1967, he is the youngest of China’s current provincial governors. He was also the youngest to hold most of his previous positions. Those include factory boss at a large state-owned enterprise, deputy mayor of Beijing and leader of the Communist Youth League, an important training ground for many a national leader.

China’s system of political succession produces occasional surprises, such as the purge three years ago of another provincial leader, Bo Xilai, on the eve of what appeared to be his likely elevation to the pinnacle of power, the Politburo Standing Committee, alongside Xi Jinping, who is now president. But at least since the Communist Party began institutionalising succession arrangements in the 1990s, high-flyers have often been easy to spot. Mr Lu is one of them.

His stint at the youth league was of greatest portent. The organisation is something like an American fraternity club (without the misbehaviour)—its members form close ties which are often maintained in their later careers. Its leaders have a tendency to move into high national office. Hu Yaobang, a party chief in the 1980s, grew to prominence in the league, as did Hu Jintao, Mr Xi’s predecessor. Li Keqiang, the current prime minister, is also an ex-head of the league. Mr Lu’s stint in that role from 2008-13 made him an obvious rising star. His subsequent promotion to a provincial governorship confirmed this impression.

Youth is on his side. The next rung on the ladder to the top may be induction into the 25-member Politburo, possibly as early as 2017. But it will not be until around the time of the party’s 20th congress in 2022—a year after its 100th birthday—that Mr Xi will retire and Mr Lu will have a chance to shine, likely as one of the (now seven) members of the Standing Committee. He will then be 55, a year older than Mr Xi was when he joined the body in 2007. That would give Mr Lu a good few years at the top: Standing Committee members are expected to retire around 70. He would be a member of what party officials already call the “sixth generation” of Communist leaders (the first having been led by Mao Zedong, Mr Xi representing the fifth).

There are several other likely members of the upcoming generation. They include Hu Chunhua, Mr Lu’s predecessor as head of the youth league who is now the party boss of the southern province of Guangdong; and Sun Zhengcai, the party chief of Chongqing, a south-western region. One rising star has already fallen, however. Su Shulin was thought to have bright prospects until he was removed as governor of coastal Fujian province after being snared in a corruption investigation in October.

China’s media often drop hints of who to watch. Mr Lu’s appointment as Heilongjiang’s governor (a few months after he became the youngest full member of the party’s 370-strong Central Committee) was accompanied by a flurry of celebratory articles in the party’s main mouthpiece, the People’s Daily, and other newspapers. They emphasised Mr Lu’s youth, impeccable work ethic and solid record of excellent performance in his previous jobs.

Xi Jinping Visits Tasmania, Is Given (Authentic) Lavender-Filled Teddy Bear – China Real Time Report – WSJ

What does one give to China’s visiting head of state as a keepsake to mark the occasion? Angela Merkel went with an old map that had a less-than-politically correct interpretation of China’s borders. Vladimir Putin presented an example of Russia’s cutting-edge consumer technology. Nahendra Modi handed over a bound copy of the Bhagavad Gita, a sacred Hindu text, in Chinese.

Alighting from his flight to Hobart, the capital of the Australian state of Tasmania, schoolchildren presented President Xi Jinping with a lavender stuffed teddy bear (at 48 seconds). Mr. Xi didn’t appear surprised or puzzled by why he was bring presented with potpourri. Then again, Bobbie Bear is a minor celebrity in China, and has done more than anyone to put Tasmania on the map for Chinese tourists.

Mr. Xi didn’t get to visit Bridestowe Lavender Estate which produces the bears – and where he would have been limited to buying one bear only, a measure taken by the farm’s management late last year to ensure sufficient supply to satisfy the busloads of Chinese tourists. Factories in China have produced knock-offs in numbers that far exceed the farm’s own production capacity, says owner Robert Ravens, which means a visit to Tasmania is the only way to be sure the bear you buy is real.

For Tasmania, Bridestowe holds potential of what China – hungry for clean and healthy produce, and with tourists increasingly willing to travel off the beaten track – can do for a struggling economy.

On Monday, Australian Prime Minister Tony Abbott announced at a dinner for the Chinese first couple at Parliament House that Bridestowe Lavender Estate had won the inaugural Australia-China Achievement Award for entrepreneurship. The award went to the farm for its “pro-active and innovative market entry into China and promoting Tasmania as a destination for Chinese tourists.”

Mr. Xi and his wife’s taking custody of Bobbie rounds out a busy schedule of cuddling as many Australian marsupials as possible. And while Bobbie might not have the same novelty value as Australia’s menu of unique fauna, it’s likely the only one the first couple will be taking home with them.

‘Four Dishes, One Soup’ Not Enough For Sino-Russian Gas Deal Celebration – China Real Time Report – WSJ

Say you’re the leader of the world’s No. 2 economy. You just signed a massive energy deal with your Russian counterpart that has major political and economic implications – and that, under international protocol, calls for a big-time state wingding. At the same time, you’re pushing a government austerity platform to convince your people that their leaders aren’t corrupt fat cats living large off the people.

What to do?

That’s the dilemma Chinese President Xi Jinping faced this week after he reached a 30-year, potentially $400 billion gas supply deal with Vladimir Putin. His answer, it seems, was to split the difference. The state dinner that followed the high-profile deal-signing had enough fancy dishes, tipple and desserts to fail the sort of austerity test Mr. Xi might apply to, say, a banquet thrown by county-level officials in a tier-three burg.

Still, experts said, the wines steered more to the local than to the Bordeaux, and the whole affair fell short of what you might get at a fancy wedding.

After 10 years of difficult negotiation, China and Russia signed a landmark natural-gas contract on Wednesday. The night before, Chinese President Xi Jinping and his wife Peng Liyuan hosted a dinner in Shanghai welcoming more than 300 guests from 46 countries, including Russian President Vladimir Putin.

What dishes were served during the 90-minute dinner?

The dinner was definitely more elaborate than the “four dishes and one soup” set promoted by Xi Jinping as a form of domestic cost-cutting. There were four plates of desserts alone—implying that the anti-corruption rules don’t always apply when it comes to state events, as China doesn’t want to lose face on diplomatic occasions. The six appetizers included mashed green beans, spicy cabbage, sliced whitebait, a pea dish and bamboo shoots with green onions. The five dishes and one soup served included shrimp balls, fried and braised beef, macadamia nuts with greens, flatfish with bean curd sauce, luffa with green beans and mushroom with fish maw. Other dishes included moulded pudding, vegetable dumplings and plates of fruit.

This dinner was intended to be a creative combination of Chinese and western-style cooking, one that highlighted fresh ingredients from southern regions of the Yangtze River. The executive chef behind it, Su Dexing, was also the chief cook for the state banquet during the APEC meeting in 2001, according to Shanghai International Convention Center staff.

As at many state events, China’s ubiquitous luxury liquor Maotai was also served, along with a dry red and dry white wine produced by Cofco Wines & Spirits. According to prices advertised on e-commerce websites, such red and white wine would likely cost between 400-600 yuan ($64-96) per bottle and 300 yuan per bottle, respectively.

Although abundant, the dinner was still simple compared to other options available in Shanghai, where wedding banquets can easily cost a minimum of 500 yuan per person, excluding liquor. In 5-star hotels, such meals might cost more than double that amount.

Fashion contest the focus of ‘first lady diplomacy’ during Michelle Obama’s China visit | South China Morning Post

The closely watched day spent together by the first ladies of China and the United States have sparked lively online discussions this week. Comparison of the two women kicked off the moment Peng Liyuan, the glamorous singer wife of Xi Jinping, welcomed her counterpart Michelle Obama at a Beijing high school on Friday morning.

That the two have much in common is obvious: both women, in their early 50s, are lauded for their sense of style, are highly-educated and managed successful careers before their husbands became leaders. Both are active in charity initiatives in public health, and both have daughters.

Commenting on everything from their choice of outfits to the details of their visits, the curious online public were amazed by the juxtaposition of these two women with strong personalities.

Thomas Ye, a widely followed fashion blogger on Chinese social media platforms who tweets under “Gogoboi”, graded their attire:

“Fashion contest first round: Michelle Obama’s casual black waistcoat, shirt and wide-legged trousers were eclipsed by a dignified Peng, exemplified by her formal navy blue suit, decorated with a red purse. Top points to Peng,” he wrote on Sina Weibo over the weekend.

The second round, however, went to Obama, who “hit back” with a joyful red dress by designer designer Naeem Khan  when she showed up for a banquet at the Diaoyutai State Guesthouse on Friday evening.

Several official media outlets joined the discussion.

The official China Daily said in a photo caption showing their dresses: “The first ladies of China and the US … have much in common: They are symbols of glamour in their own countries and stand uneclipsed by their more powerful husbands. They are loved by the public not because of their spouses but for who they are. Each woman has created a ‘power centre’ – a kind of soft power – from a combination of femininity and self-assertion”.

China once again embraced the idea of “first lady diplomacy” since Xi Jinping took power in 2013, in the hope of giving a soft touch to the country’s rising assertiveness. The country’s last visible “first lady” was the charismatic Wang Guangmei, wife of Liu Shaoqi, who held the presidency between 1959 and 1966.

Peng’s increasing popularity with the public – thanks to her gracious manners and elegant style gained through her years as a professional performer – raises questions about the extent of her role.

After a long journey from Washington, US first lady Michelle Obama landed in Beijing on Thursday evening, starting her long-awaited trip to China with a big smile and a wave.

When Obama, in an elegant black dress, stepped out of the plane with her mother and two teenager daughters, dozens of reporters that had waited in the airport for hours incessantly clicked their camera shutters.

Though nobody from the delegation spoke to the media, the first lady’s brief debut spread quickly on Chinese media and micro blogs, where users discussed what she would wear and eat, and how she will interact with Chinese first lady Peng Liyuan.

“It is another innovation in the history of Chinese diplomacy” and helps both sides’ leaders strengthen their personal relations, said Ruan Zongze, vice-president of the China Institute of International Studies.

Ruan was referring to the latest “creative” laid-back meeting between President Xi Jinping and his US counterpart, Barack Obama, at the Sunnylands resort in California last June, soon after Xi assumed office.

Peng, Xi’s wife, accompanied her husband on the Sunnylands visit but did not meet Michelle Obama, who was in Washington. Her absence left some Chinese disappointed and more excited about the “make-up” meeting.

On Friday, Michelle Obama, a Harvard-educated lawyer, is to spend almost the whole day with Peng. The two first ladies will visit a high school in Beijing, stroll inside the Forbidden City, eat Peking duck and watch a performance together.

“The meeting of the two first ladies shows that China is more open and is getting more involved with the international community,” Ruan said.

Buyers lured by local goods

Chinese customers are no longer swayed by the lure of foreign brands and would instead prefer to buy more brands that are made in China, a survey said.

According to the 2013 China customers’ loyalty study conducted by marketing research firm Epsilon, six out of the 10 Chinese respondents endorsed foreign brands. However, there is a growing preference to buy products that are made in China. Local-brand supporters have grown to 43 percent from 31 percent in 2011, the report said.

Such trends are already visible in the Chinese fashion industry. In March, China’s first lady Peng Liyuan sparked off a craze for Chinese brands after dressing up in Chinese-made apparel for diplomatic visits.

Her elegant dressing code was dubbed by netizens as “Liyuan style”. Analysts argued that Peng’s support for domestic labels had stirred interest in local products and also helped attach a new, sophisticated image to Chinese-made clothes.

“Since local brands started to improve quality, establish appeal and step up their sophistication, they have garnered a bigger share from Chinese shoppers,” said Viven Deng, client services director of Epsilon China.

Chinese brands have started to win hearts not only from buyers pursuing extensive product features, but also from picky local consumers who previously stuck to foreign labels, she added.

Qi Lulu, a Beijing college student, who used to be a customer of leading international clothing brands such as Burberry and Polo Ralph Lauren, said she now focuses more on local brands.

“I buy dresses online, and I have found some domestic brands that have exquisite taste,” the 22-year-old woman said. Recently, Qi fell in love with a Beijing brand called Liebo, which featured traditional Chinese flavors and colorful patterns.

Self-branded products from other industries, such as cars and consumer electronics, are also growing in popularity. More Chinese people said they would support Chinese-made cars, especially after the Diaoyu Island dispute between China and Japan. Currently, Japan is still the major car vendor in the Chinese car market.

With a more than 1.1 billion mobile population in hand, China has grown into the world’s biggest smartphone market. The country manufactured the most number of smart devices, 224 million units, across the world last year.

Four out of the top five smartphone vendors in the Chinese market are domestic brands, with the South Korea-based Samsung Electronics Co the only international player in the list.

Huawei Technologies Co and ZTE Corp even successfully ranked as the world’s third and fifth smartphone manufacturer in the fourth quarter last year, according to research firm IDC Corp.”

The last time a Chinese leader went abroad on an official visit with is wife was probably in the 1940s when Gen Chiang Kaishek was accompanied by his wife Madame Soong Meiling. She so charmed the US, esp President Roosevelt, that she was regarded as China’s unofficial ambassador to the US. The inclusion of the Chinese ‘first lady’ by President Xi is no accident. It is the new leadership’s proclamation that they are breaking with the past in more ways than one. They are no longer just ‘sons of revolutionaries’ but power owners in their own right, leading the world’s second nation which, within the next few decades, will become the world’s first nation.

We don’t know if Premier Li will  also take his wife abroad. But he has sent his own signal as long ago as August 2011 by making a major speech in Hong Kong in fluent English. Another break with tradition where Chinese leaders always addressed foreign events in Chinese no matter how fluent they were in that country’s tongue. This is global diplomacy of the 21st Century. Recognising that English is the international language of trade, commerce, education, technology and, now, of diplomacy.

Stepping off the aircraft in Moscow – the first stop of President Xi Jinping‘s maiden foreign trip since assuming office – Peng’s glamorous appearance and obvious affection for her portly husband caused Chinese microbloggers to swoon.

“So beautiful, Peng Liyuan, so beautiful! How composed, how magnanimous,” wrote one user on China’s popular Twitter-like service Sina Weibo.

“Who could not love such a lady as this and be insanely happy with her?” wrote another.

Taobao, an online shopping site similar to eBay and Amazon, quickly began offering for sale coats in the same style of Peng’s, advertising it as “the same style as the first lady’s”.

Others wondered what brand her bag and shoes were.

“Her shoes are really classic, and who designed her bag?” wrote a third Weibo user.

Peng is best known in China as a singer, and for many years was arguably better known and certainly more popular than her husband.

People who have met her and know her say that Peng is vivacious and fun to be around, though she was ordered to take a back seat after Xi became vice president in 2007 as he was being groomed for state power.

But she is expected to be given high-profile events of her own to attend on Xi’s sweep through Russia, Tanzania, South Africa and the Republic of Congo on a week-long trip, as the government tries to soften the image of China abroad.

Peng has won praise for her advocacy for pet causes, most notably for children living with HIV/AIDS, and may visit charities related to this while abroad.

Unlike the baby-kissing politicians of the West, China’s Communist Party works hard to keep its top leaders from appearing too human – to the point that for many, even their official birthdates and the names of their children are regarded as a state secret.

Xi and Peng are different. Their romance has been the subject of dozens of glowing reports and pictorials in state media.

“When he comes home, I’ve never thought of it as though there’s some leader in the house. In my eyes, he’s just my husband,” Peng gushed in an interview with a state-run magazine in 2007, describing Xi as frugal, hardworking and down-to-earth.

Peng is Xi’s second wife, and the two have a daughter studying at Harvard under an assumed name. Xi divorced his first wife, the daughter of a diplomat.”

The Daily Beast: “A U.S. president married to a Hollywood celebrity would spark a full-blown media frenzy in America. But China, for one, is not fazed. In 2007, when now president Xi Jinping was named to the Politburo Standing Committee of the Chinese Communist Party (CCP), his wife, Peng Liyuan—a glamorous and wildly popular singer—quietly disappeared from public view.

Peng, 50, is known for singing soaring patriotic songs in praise of the Communist Party, often while clad in glittering floor-length ball gowns and occasionally in Chinese ethnic minority costume (think Barbra Streisand in Native American garb). She was born in Shandong province, enrolled at Shandong University of Art and Design at age 14, and joined the People’s Liberation Army in 1980, at 18. In 1986 she married Xi Jinping. Her daughter, Xi Mingze, was born in 1992 and stays invisible too (she studies at Harvard under an assumed name).

Peng’s star began to ascend in 1983, when she performed in state broadcaster China Central Television’s inaugural new year’s gala, today the most viewed TV program in the world. (Celine Dion performed at this year’s). Peng sang in the gala almost every year until 2007.

I was working in Beijing for a Chinese government-overseen magazine in 2007. We tried to run a profile describing Xi as “the son of a veteran revolutionary and the husband of Peng Liyuan, a famous singer,” but our censor asked us to delete that line. When we resisted, she forwarded us an email in bold red font from her superior at the Ministry of Commerce, stressing that we weren’t allowed to write about the personal lives of government officials, “especially family background or marital life.” To commit this “rudimentary political error,” he wrote, was to “touch a high-voltage line.”

Chinese government officials have many reasons to avoid revealing their personal sides. Many analysts say the CCP’s power relies on a façade of unity, and that means disappearing into a monolithic, faceless abstraction. Xi’s predecessor Hu Jintao was known for his blandness, but a video unearthed late last year of a smiling, animated Hu in 1984 suggests that his evolution toward inscrutability was purposeful.

It’s also posited that Chinese culture encourages conformity; there is an oft-quoted Chinese expression, “The bird that sticks out its neck gets shot.” Moreover, the idea of a high-profile first wife conjures the ghost of Jiang Qing, Mao’s wife who was also a performer and is widely considered responsible for China’s horrific Cultural Revolution. And, as exposés on the family wealth of Wen Jiabao and Xi have revealed, digging into the personal lives of China’s political elite tends to unearth skeletons.

In the face of this kind of competition, a little stardust from China’s new First Lady might be the Party’s best weapon.

Fast-forward to now: the Financial Times just reported that Peng will not only accompany Xi to the BRICS summit in Durban, South Africa, this month, but will speak there. “She can help China build soft power,” said a source in the piece. Peng also became a Goodwill Ambassador for tuberculosis and HIV/AIDS—a controversial subject in China—for the World Health Organization last year and won a splashy $160,000 China Arts Award in December.

Is Xi Jinping –and the Party at large—embracing American-style politicking? It’s widely opined that Bo Xilai, the charismatic Chongqing Party secretary purged last year, was brought down for being too threateningly populist. Yet, Xi Jinping seems to be styling himself in Bo’s mold. He’s made highly publicized visits around China the last few weeks, intended to echo Deng Xiaoping’s 1992 “southern tour” that jump-started China’s economy, and inspired enthusiastic tea-leaf readings that he’ll be a reformer. Though Bo was kicked down, perhaps the party has learned from his talents.

Pressure is on for the CCP to burnish its image. Overly outsize stars within—or married to—the party can be reined in, but society at large is developing a celebrity culture, and that’s a threat too. More and more, people look up to leaders from business, pop culture, and the Internet. Alibaba founder Jack Ma inspires Steve Jobs–like reverence in China. Real-estate tycoon Zhang Xin is affiliated with the World Economic Forum and the Council on Foreign Relations and is becoming a thought leader. And the rabid following behind Li Yang, founder of Crazy English, is downright cultlike.

These people have the power to influence the masses and could do so in dangerous ways. Kai-Fu Lee, former president of Google China, has microblogged veiled criticisms of the government on his Weibo account, which has over 32 million followers. Yang Lan, the “Oprah of China,” has griped about China’s media censorship (“There are frustrations”) to overseas publications like Marie Claire. And the most popular blogger in China is Han Han, known for his cynical attitude toward Chinese politics and society.

In the face of this kind of competition, a little stardust from China’s new first lady might be the party’s best weapon.”
