Indian army bagpipe bands’ swaying march – help!

Dear reader: can anyone enlighten me?

The Indian Military Pipe band perform during the 2010 Commonwealth ...

I am a keen fan of military parades and march pasts.  I regularly watch on TV the annual Trooping of the Colour in London and sometimes the very long Independence Day parade at the Red Fort in Delhi.

Recently, I noticed that the Indian army bagpipe bands tend to sway as they march. See https://www.youtube.com/watch?v=9fkT6SdD9LQ and https://www.youtube.com/watch?v=fgW0HnY9crA  Bands without bagpipes do not sway.

I tried to check via Google if the Pakistani army bagpipe bands did the same and couldn’t find any example.  So, my conclusion is that it was not a habit formed during the Raj but developed indigenously after Independence.

So the question: when and why did the Indian army bagpipe bands develop this swaying action?

Why India’s monsoon is difficult to forecast | The Economist

METEOROLOGISTS are forecasting a bumper monsoon for India this year. This is good news for the more than 600m people—about half of India’s population—who depend on the rains it brings. Knowing when and where the monsoon will arrive is especially important for farmers; even now, two-thirds of India’s fields lack irrigation. But forecasting the monsoon remains fantastically difficult, especially as four in every ten monsoons are classified as abnormal anyway. What makes India’s monsoon so unpredictable?

The word monsoon derives from mausam in Hindi (and originally from Arabic), meaning “weather”. Monsoon climates typically have two very distinct seasons: wet and dry. In India, the onslaught of the rains begins when moist air is carried northwards from the Indian ocean during the summer. The winds transporting the main or “south-west” monsoon come from an area south of the equator which is characterised by high atmospheric pressure. As the air gathers moisture during the journey, atmospheric convection forms huge storm clouds which arrive first in southern India around early June (as they did this year). The monsoon creeps north and west, showering Pakistan and north India about a month later. By September it is in retreat, and has normally withdrawn from the south of the country by December. Many factors seem to affect the duration and intensity of the monsoon. One is El Niño, a climatic phenomenon associated with warmer temperatures in the tropical Pacific ocean. Last year the monsoon proved disappointing while El Niño was in full swing: total rainfall between June and September was 14% below the 50-year average. How exactly the phenomenon interacts with the monsoon is not well understood, however, as even large Niños in the past have coincided with normal monsoons.

Anthropogenic emissions also seem to affect rain patterns. India is the world’s fourth-biggest emitter of greenhouse gases. The insulating effect of such emissions helped make last year the hottest on record; this year looks set to be even more scorching. A warmer atmosphere probably means even greater variability in the monsoon. Rainfall extremes are expected to increase, thanks in part to the fact that a warmer atmosphere can hold more moisture (about 7% more, for every degree Celsius of warming). Air pollution complicates matters further. It is a terrible problem in India, contributing to more than 600,000 early deaths a year. Cooking at home, and the smoke it releases, accounts for much of the trouble. Aerosols such as black carbon interact with sunlight. Some of these tiny particles—many less than a tenth the width of a human hair—scatter light, while others absorb it. In the former case, this prevents the light from warming the earth’s surface. In the latter, absorbing the light causes the particles to warm the air around them. Both alter the heating of the atmosphere, and therefore the heating of the land relative to the ocean—the process which drives the monsoon.

Scientists are using a variety of techniques to better forecast the monsoon, from monitoring changes in land use (because vegetation stores more moisture) to sending underwater robots into the Bay of Bengal (to learn more about the salinity and temperature of the ocean). Their research could improve climate models and farming practices—but improved water-storage facilities, better irrigation and more access to insurance schemes might have to make up for the gaps in knowledge that will persist.

U.S. Design Company Redesigns the Cycle Rickshaw to Make it ‘Sexy’ – India Real Time – WSJ

It is not quite reinventing the wheel, but one company is trying to overhaul an old-fashioned form of public transport–the cycle rickshaw.

Funded by the Asian Development Bank, Colorado-based Catapult Design has produced a new, flashy design for the vehicle — ubiquitous in Indian and other South Asian cities — that includes electrical assistance and gears for tricky hills.

Cycle rickshaws, or pedicabs, in South Asia provide backbreaking but vital work for the drivers who pedal passengers often on short “last mile” trips from other forms of transport to their final destination.

Dhaka, Bangladesh’s capital, has half a million cycle rickshaws alone, Bradley Schroeder, who is leading the $340,000 project to develop an open-source design of the pedicab, said. But the design hasn’t improved much in 40 years.

The ADB will spend $150,000 on manufacturing 60 prototype vehicles and testing them in Nepal’s capital Kathmandu, and Lumbini, a tourism hotspot in the Himalayan nation and the birthplace of Buddha, over the coming months.

Half of the new rickshaws will be pedal-only, and the rest will have built-in electrical assistance provided by a lithium-ion battery, the company said.

Most rickshaws are currently made from tubular steel and if they have electrical assistance, it is provided by a heavy car battery, Mr. Schroeder said. Exposed parts of the rickshaw’s mechanics mean that clothes such as saris can become caught and cause accidents.

The new design is made from stainless steel and the mechanics are fully enclosed and include gears. The lithium batteries are more lightweight and the electrics comply with European Union standards, he added. The vinyl cover on the rickshaw provides protection from the elements.

“We wanted to make the body very sexy,” Mr. Schroeder said. The designers talked about adding seatbelts but decided against it since the the speeds were so low.

The new cabs are more expensive – they will cost $750, compared with about $400 for an average rickshaw. That cost, Mr. Schroeder says, is a result of the reduced weight and the addition of smartphone vehicle-hailing and driver-evaluation technologies as well as touch screens that can deliver tour guides to passengers.

“Weight is everything in the pedicab industry,” Mr. Schroeder wrote in an emailed response. The lighter model will mean that the pedicab will have a top speed of 15.5 miles an hour, but, Mr. Schroeder wrote, “essentially the vehicle will go as fast as the wallah (driver) can pedal and since the vehicle is lighter and now has gears, the wallah should be able to go faster.”

The drivers of the rickshaws for the trial in Nepal will be taken from the existing pool of the cities’ rickshaw chauffeurs, Mr. Schroeder said.

His team spent several months interviewing drivers, owners and garages. “There are a lot of questions, it’s not always easy. But over time we win them over and they are happy,” he said.

“They live on the fringes of society and are very concerned about making money every day,” he said. “They can see their industry is in decline.’

But although the cycle rickshaw is steeped in tradition, its drivers aren’t resistant to change.

“If you show them a 3-D printed model of the design, they’re blown away,” Mr. Schroeder said.

After the trial, Mr. Schroeder hopes a bicycle, motorcycle or auto company picks up the unpatented design and uses it to manufacture the product.

GDP data to show economy racing, realities less rosy | Reuters

India will release data on Monday showing it remains one of the fastest growing economies in the world, but economists are struggling to reconcile that rosy picture with ground realities like weak exports, investment, and flat corporate order books.

The median estimate from a Reuters poll of economists put GDP annual growth at 7.3 percent in the quarter through December, just below 7.4 percent in July-September.

If the data comes in line with expectations, it would be faster than 6.8 percent growth posted by China in the same quarter.

However, very few economists are ready to take the official data at face value, reckoning that it overestimates the pace of expansion in Asia’s third-largest economy.

“There are inconsistencies between the picture presented by new GDP series and many other tried and trusted real activity indicators,” said Rupa Rege Nitsure, group chief economist, L&T Finance Holdings, Mumbai.

Until a year ago, India was struggling to break out of the longest stretch of below 5 percent growth in a quarter of a century. But a change made a year ago to the method GDP is calculated transformed the lumbering South Asian giant overnight into one of the fastest growing major economies.

Yet, merchandise exports have been falling for the past 13 months. Rural spending is subdued on weak wage growth and two successive droughts.

Corporate order books are flat. While finished goods inventory to sales ratio is showing no improvement, raw material inventory to sales ratio has worsened.

With factories running nearly 30 percent below their capacity, firms are not in a hurry to invest in new plants and machinery. Festering problem of bad loans, meanwhile, has impeded credit flow and delayed full transmission of interest rate cuts.

There are some encouraging signs, however. Robust growth in indirect tax receipts suggest a nascent revival in manufacturing sector. Foreign direct investment is up. Low inflation, thanks largely to a crash in global commodity prices, has helped bolster urban demand.

ChemChina, Camfin to launch tender offer for rest of Pirelli | Reuters

An investment vehicle controlled by China National Chemical Corp (ChemChina) said it will launch a mandatory tender offer for remaining shares in Pirelli (PECI.MI) after on Tuesday taking control of the Italian tyremaker through a deal struck in March.

ChemChina in March agreed to become the majority owner of the world’s fifth-largest tyre manufacturer as part of a 7.3 billion euro ($8 billion) deal.

On Tuesday, Marco Polo Industrial Holding, a company created to facilitate the Chinese takeover, concluded its acquisition of a stake in Pirelli from Italian holding company Camfin, triggering the mandatory takeover bid.

A Camfin spokeswoman said the tender offer was expected to be launched in September.

State-owned ChemChina holds a 65 percent stake in Marco Polo, with the remainder in the hands of Camfin investors, who include Pirelli boss Marco Tronchetti Provera, Italian banks UniCredit (CRDI.MI) and Intesa Sanpaolo (ISP.MI), and Russia’s Rosneft (ROSN.MM).

The tender offer will be launched at 15 euros per share with the goal to acquire all of Pirelli’s share capital and de-list the tyremaker from Milan’s stock exchange. Marco Polo also decided to launch a voluntary tender offer on Pirelli’s savings shares.

In a separate statement, Tronchetti Provera, who will remain Pirelli’s chief executive, said Camfin would invest more than 1 billion euros in the tender offer and will keep a central role in the tyremaker’s future shareholder structure, along with ChemChina.

He reiterated the Chinese investment would boost the company’s international growth, particularly in the industrial tyre sector.

“In this segment, the integration with ChemChina will allow immediate growth in volumes and market share that Pirelli alone would have taken years to achieve,” he said.

India Lags Behind Pakistan, Nepal on Sanitation – India Real Time – WSJ

Indian Prime Minister Narendra Modi has made sanitation a priority for his country, saying he would rather build toilets than temples and setting a goal for every home in the country to have a place to go to the bathroom by 2019.

But new data show India is lagging behind its neighbors in providing access to adequate sanitation.

“Progress on Sanitation and Drinking Water,” a report published by the United Nations Children’s Fund and the World Health Organization this week, says that advancements in meeting Millennium Development Goals, or MDGs, by 2015 in relation to sanitation have faltered worldwide. The report says 2.4 billion people still don’t have access to improved sanitation.

 

Mr. Modi launched his Clean India, or Swachh Bharat, campaign last year for good reason. Research shows that the practice of open defecation is linked to a higher risk of stunting in children and the spread of disease. A World Health Organization report said in 2014 that 597 million people in India still relieved themselves outdoors.  And the new WHO/Unicef report says that the Southern Asia region has the highest number of people who defecate in the open.

The new data show that despite recent efforts, over the past 25 years, India has been losing the regional race to improve sanitation.

Its neighbors, Nepal, Bangladesh and Pakistan led the way with the greatest percentage-point change in the proportion of the population with access to improved sanitation facilities between 1990 and 2015.

Pakistan’s percentage point change was 40–64% of people have use an improved sanitation facility. In Nepal, a country in which just 4% of people had access to improved sanitation facilities in 1990, access rose by 42 percentage points to 46%. Bangladesh improved its score by 27 percentage points — 61% now have access to improved sanitation facilities.

India meanwhile, had a lower 23 percentage point increase in the same period – bringing the number of people with access to improved sanitation facilities to 40%.

And Sri Lanka is way ahead, with 95% of people having access to improved sanitation.

India’s Modi Makes Ramadan Call to Pakistan’s Sharif – India Real Time – WSJ

In the latest gesture between the two nuclear-armed neighbors, Indian Prime Minister Narendra Modi called his Pakistani counterpart Nawaz Sharif to greet him ahead of the Muslim holy month of Ramadan, which starts this week.

During the conversation, which lasted for around five minutes, Mr. Modi announced the release of detained Pakistani fishermen as “an act of goodwill,” Mr. Sharif’s office said in a statement Tuesday evening.

The released Pakistani fishermen “will be able to be with their families to observe this blessed month,” Mr. Modi said on social networking site Twitter. Details on the number of fishermen to be released and the timing were not disclosed.

In response, Mr. Sharif said in a statement that the two nations should “forget their differences and talk of war, and move towards peace and tranquility.”

Pakistan and India should co-exist peacefully as they are neighbors, and they should not let their bilateral differences become hurdles in that path,” the statement added.

Mr. Modi first extended an olive branch to Pakistan when he invited Mr. Sharif to his swearing-in ceremony after his election last year, but since then, the fragile ties have soured with inflammatory remarks from both sides.

 

During a visit to Bangladesh earlier this month, Mr. Modi accused Pakistan of creating “nuisance” and “constantly troubling” India by promoting terrorism. Meanwhile, Indian military action along its eastern border with Myanmar last week rattled Pakistani leaders, who accused India of backing terrorist attacks on their land and slandering Pakistan at international forums.

Further, Pakistan last month refused to grant visas to Indian yoga instructors ahead of the first International Day of Yoga. India retaliated by rejecting the visa application of a Pakistani official to travel to New Delhi.

India and Pakistan have fought three wars since the partition of British India in 1947. Two of those conflicts were over the disputed region of Kashmir. New Delhi accuses Pakistan of sponsoring extremist groups that target India, while Islamabad accuses India of supporting terror outfits on their soil.

Cricket has often served as a diplomatic tool to ease relations though.

In February, Mr. Modi called Mr. Sharif to convey his best wishes for the 2015 Cricket World Cup. And in March, he again called the Pakistani prime minister to inform him about the visit of the Indian foreign secretary to his country as part of a tour of India’s neighbors.

Analysts feel Mr. Modi’s telephone call Tuesday could help resume dialogue between the two hostile nations.

“It is an optimistic development, a sign of goodwill in breaking the ice with Pakistan,” said Lalit Mansingh, a former Indian foreign secretary and one-time ambassador to the U.S.

But, “there is far too much a negative experience between the two countries to call it a diplomatic breakthrough,” Mr. Mansingh added.

Referring to Tuesday’s telephone call, Mr. Sharif said it reflected Mr. Modi’s wish “for good ties.”

India seals nuclear energy pact with Sri Lanka, hopes to push back Chinese influence | Reuters

India sealed a nuclear energy agreement with Sri Lanka on Monday, its first breakthrough with the new government of the tiny Indian Ocean island where China has been building ports and highways in a diplomatic push in recent years.

Under the deal, India will help Sri Lanka build its nuclear energy infrastructure, including training of personnel, the Indian foreign ministry said.

Later, India could also sell light small-scale nuclear reactors to Sri Lanka which wants to establish 600 MW of nuclear capacity by 2030, a Sri Lankan official and an Indian analyst said.

The deal came as Sri Lankan President Maithripala Sirisena began a visit to India, his first trip abroad since he swept to power in January, which has provided New Delhi with an opening to repair ties that had become tense under his predecessor.

“The bilateral agreement on civil nuclear cooperation is yet another demonstration of our mutual trust,” Indian Prime Minister Narendra Modi said in a statement.

India had grown increasingly wary of former president Mahinda Rajapaksa‘s pursuit of closer ties with China, which became a key supporter of the island’s economy after its 26-year-civil war ended in 2009.

China has built a seaport in the south of the country and signed a deal to develop a $1.5 billion port next to the commercial port in Colombo, raising fears Beijing is seeking influence in the island state with which New Delhi has had historical ties.

Ties worsened further after the Rajapaksa government allowed Chinese submarines to dock last year.

Modi said the two countries also agreed to expand defense cooperation, but gave no details. “This is my first visit and it has given very fruitful results,” Sirisena said.

Since coming to power last year, Modi has reached out to neighbors, offering to build power stations and ports, in a bid to push back against China.

Next month he plans to travel to Sri Lanka and the Maldives where too Beijing is seen to be expanding its diplomacy as part of a strategy to build a network of ports in the Indian Ocean through which much of its trade and energy supplies transit.

Sirisena has pledged to pursue a more global foreign policy.

China Breaks India Monopoly on Nepal Economy as Investment Grows – Businessweek

In the dusty outskirts of Kathmandu, south of the Himalayan mountain range that holds the world’s highest peaks, Chinese engineers in orange hard hats oversee construction of Nepal’s first eight-lane highway.

The $45 million upgrade of a road circling the Nepalese capital is one of dozens of projects helping China challenge India’s dominance in a country that is sandwiched between them. Until recently, the Himalayas served as a natural barrier that prompted Nepal to trade more across its flat border with India.

“China is growing in importance,” Ram Sharan Mahat, Nepal’s Finance Minister, said in a Dec. 4 interview in Kathmandu. “Because of new trade horizons and the cheap pricing of Chinese goods, Chinese trade vis-a-vis Nepal is growing.”

South Asia’s hydro-politics: Water in them hills | The Economist

IT IS a thrill trekking beside the upper Marsyangdi river in northern Nepal. On view are spectacular waterfalls and cliffs, snowy Himalayan peaks, exotic birds and butterflies. But just where tourists and villagers delight in nature, hydropower engineers and economists have long been frustrated; in such torrents they see an opportunity that for too long has been allowed to drain away.

Himalayan rivers, fed by glacial meltwater and monsoon rain, offer an immense resource. They could spin turbines to light up swathes of energy-starved South Asia. Exports of electricity and power for Nepal’s own homes and factories could invigorate the dirt-poor economy. National income per person in Nepal was just $692 last year, below half the level for South Asia as a whole.

Walk uphill for a few hours with staff from GMR, an Indian firm that builds and runs hydropower stations, and the river’s potential becomes clear. An engineer points to grey gneiss and impossibly steep cliffs, describing plans for an 11.2km (7-mile) tunnel, 6 metres wide, to be blasted through the mountain. The river will flow through it, before tumbling 627 metres down a steel-lined pipe. The resulting jet—210 cubic metres of water each second—will run turbines that at their peak will generate 600MW of electricity.

The project would take five years and cost $1.2 billion. It could run for over a century—and produce nearly as much as all Nepal’s installed hydropower. Trek on and more hydro plants, micro to mighty, appear on the Marsyangdi. Downstream, China’s Sinohydro is building a 50MW plant; blasting its own 5km-long tunnel to channel water to drive it. Nearby is a new German-built one. Upstream, rival Indian firms plan more. They expect to share a transmission line to ill-lit cities in India.

GMR officials in Delhi are most excited by another river, the Upper Karnali in west Nepal, which is due to get a 900MW plant. In September the firm and Nepal’s government agreed to build it for $1.4 billion, the biggest private investment Nepal has seen.

Relations between India and Nepal are improving. Narendra Modi helped in August as the first Indian prime minister in 17 years to bother with a bilateral visit. Urged by him, the countries also agreed in September to regulate power-trade over the border, which is crucial if commercial and other lenders are to fund a hydropower boom. Mr Modi was back in Kathmandu for a summit of the South Asian Association for Regional Co-operation, on November 26th and 27th. Governments think the normally rudderless body could find a purpose in energy integration—though the talks were poisoned by poor relations between Pakistan and India. Another big Indian hydro firm agreed with Nepal’s government, on November 25th, to build a 900MW hydro scheme, in east Nepal, known as Arun 3. Research done for Britain’s Department for International Development suggests four big hydro projects could earn Nepal a total of $17 billion in the next 30 years—not bad considering its GDP last year was a mere $19 billion.

All Nepal’s rivers, if tapped, could feasibly produce about 40GW of clean energy—a sixth of India’s total installed capacity today. Add the rivers of Pakistan, Bhutan and north India (see map) and the total trebles.  Bhutan has made progress: 3GW of hydro plants are to be built to produce electricity exports. The three already generating produce 1GW out of a total of 1.5GW from hydro. These rely on Indian loans, expertise and labour.

Why a Himalayan cross-border hydropower rush now? In Nepal projects were once scuppered by local politics, a ten-year civil war, suspicion of India and a lack of regulation that put off creditors. Slowly, such problems are being tackled. The war ended in 2006. It helps, too, that the terms of the projects look generous to the host. For Upper Karnali, GMR will set aside 12% of electricity production, free, for Nepali consumers. It will also give Nepal a 27% stake in the venture. After 25 years of operation the plant will be handed to Nepal.

A second reason, says Raghuveer Sharma of the International Finance Corporation (part of the World Bank), was radical change that opened India’s domestic power market a decade ago. Big private firms now generate and trade electricity there and look abroad for projects. India’s government also presses for energy connections over borders, partly for the sake of diplomacy. There has even been talk of exporting 1GW to Lahore, in Pakistan—but fraught relations between the two countries make that a distant dream.
