China’s Unsinkable Aircraft Carriers – China Real Time Report – WSJ

What should the U.S. do about China’s increased assertiveness in the South China Sea? As the Brookings Institution’s Michael O’Hanlon writes:

Beijing claims almost the whole sea—land formations, seabeds and open waters alike—and of late has been literally creating new facts on the ground, constructing 2,000 acres of artificial islands where only shoals or sand bars once existed. Beijing now says those efforts are nearly complete but acknowledges plans to place military assets on the islands, some of which may include substantial airfields.

Washington is deeply concerned and should continue pushing back against any Chinese enforcement of its “nine-dash line” claim to 85% of the region’s map. But the U.S. can’t stop China from building or modestly militarizing its new islands, nor should it try. Even if it rattles nerves from Tokyo to Manila, Hanoi and Washington, Beijing’s campaign is little more than an asymmetric way of establishing regional military presence—and one that even mimics American behavior over the years.

China military says two more top officers probed for graft | Reuters

China’s Defense Ministry said on Tuesday that two more former senior officers were being investigated for corruption, as part of a sweeping campaign against graft which has already felled dozens of senior people.

In a brief statement, the ministry said that Kou Tie, former commander of the Heilongjiang military region in northern China, had been put under investigation last November for suspected “serious discipline violations”. He was handed over to military prosecutors last month.

The other officer was named as Liu Zhanqi, a former communications division commander for the paramilitary People’s Armed Police, also suspected of “serious discipline violations”, common wording for corruption. He was handed to military prosecutors last month as well.

The ministry gave no further details. Neither case had been reported before.

Weeding out graft in the military is a top goal of President Xi Jinping, chairman of the Central Military Commission, which controls China’s 2.3 million-strong armed forces.

Serving and retired Chinese military officers have said military graft is so pervasive it could undermine China’s ability to wage war, and dozens of senior officers have been taken down.

The anti-graft drive in the military comes as Xi steps up efforts to modernize forces that are projecting power across the disputed waters of the East and South China Seas, though China has not fought a war in decades.

Taiwan offers South China Sea peace plan | Reuters

Taiwan proposed a peace initiative on Tuesday to resolve territorial disputes in the South China Sea that it says will reduce tensions that have put Beijing at odds with its neighbors and the United States.

The South China Sea Peace Initiative announced by President Ma Ying-jeou called on claimants to temporarily shelve their disagreements to enable negotiations on sharing resources.

Ma’s plan is similar to a 2012 proposal for the East China Sea, which allowed Taiwan and Japan to jointly fish in the contested waters.

However it appeared unlikely the plan would be accepted by China, which claims most of the South China Sea and has rebuffed earlier attempts at multilateral negotiations.

“We believe Chinese people on both sides of the Strait have a duty to jointly protect China’s territorial sovereignty and maritime rights and interests and safeguard the stability of the South China Sea region,” said Hua Chunying, a spokeswoman for China’s Foreign Ministry, when asked about the plan on Tuesday.

China views self-governed Taiwan as a renegade province.

Taiwan has so far played a marginal role in disputes between China and its neighbors in the South China Sea, through which $5 trillion in ship-borne trade passes every year.

China, the Philippines, Vietnam, Malaysia, Taiwan and Brunei all have overlapping claims in the South China Sea. China said on Monday it had lodged a complaint with the United States over a U.S. spy plane that flew over parts of the disputed sea.

Ma’s remarks in a keynote speech at an international law conference in Taipei were the most public comments by Taiwan since the United States, its biggest ally, raised concerns over the speed and breadth of China’s land reclamation in the area.

“We demand that freedom of navigation and overflight be respected in the South China Sea,” said Ma, who urged a peaceful resolution “before a major conflict breaks out”.

Taiwan normally maintains a low-key approach to such issues but has coast guard and military facilities in the area, including an airstrip and soon-to-be-completed port on Taiping Island, also known as Itu Abu, the largest natural land mass in the disputed Spratlys archipelago.

“I believe the mainland side understands the spirit and principle of our South China Sea peace initiative,” Taiwan Foreign Minister David Lin told reporters after Ma’s speech.

The rival claims by Taiwan and China go back to before they split in a civil war in 1949 after the defeated Nationalists fled to the island from the Communists.

Banyan: Where all Silk Roads lead | The Economist

NOT content with both purifying the Chinese Communist Party which he heads and with reforming his country, China’s president, Xi Jinping, also wants to reshape the economic and political order in Asia. With the flair that Chinese leaders share for pithy but rather bewildering encapsulations, his vision for the continent is summed up in official jargon as “One Belt, One Road”. As Mr Xi describes it, most recently last month at the Boao Forum, China’s tropical-beach imitation of Davos’s ski slopes, the belt-road concept will “answer the call of our time for regional and global co-operation”. Not everybody is convinced. Some see it as no more than an empty slogan; others as a thinly disguised Chinese plot to supplant America as Asia’s predominant power. Both criticisms seem misplaced. Mr Xi is serious about the idea. And it is less a “plot” than a public manifesto.

Mr Xi first floated the idea in 2013, in Kazakhstan. He mooted a “a Silk Road economic belt” of improved infrastructure along the main strands of what, centuries ago, was the network of overland routes used by silk traders and others to carry merchandise to and from China through Central Asia and Russia to northern Europe and Venice on the Adriatic. In Indonesia, Mr Xi proposed “a 21st-century maritime Silk Road”, reaching Europe by sea from cities on China’s south-eastern seaboard via Vietnam, Indonesia itself, India, Sri Lanka, east Africa and the Suez Canal. At the time, the proposals sounded rather fluffy—the sort of thing travelling leaders often trot out, harking back to a distant past of supposedly harmonious exchanges.

In the past few months, however, the idea has been given a real push. China has gone further toward putting its money where Mr Xi’s mouth is. It has promised $50 billion to its new Asian Infrastructure Investment Bank, which despite American opposition has sparked a race in which 47 countries have applied to join as founding shareholders. China has earmarked a further $40 billion for a “Silk Road fund”, to invest in infrastructure along the land belt and the maritime road. One motive for this splurge is self-interest. Chinese firms hope to win many of the engineering projects—roads, railways, ports and pipelines—that the new “connectivity” will demand. Improved transport links will benefit Chinese exporters. And helping its neighbours’ development will create new markets. That China seems to have realised this has led to comparisons with the Marshall Plan, America’s aid to help western Europe rebuild after the second world war.

China does not like that analogy, since it sees the Marshall Plan as part of America’s containment of the Soviet Union. It insists that its initiatives are for the benefit of all of humanity and are—favourite catchphrase—“win-win”. But it certainly hopes money and investment can win friends. Yan Xuetong, a prominent Chinese international-relations expert, has argued that the country needs to “purchase” friendly relationships with its neighbours.

In Central Asia, battered by low oil prices and plummeting remittances from migrant workers in Russia, the prospect of greater Chinese involvement is welcomed. Russia itself, though wary of China’s steady erosion of its influence in the former Soviet states of the region, is now too dependent on Chinese goodwill to do other than cheer. On the maritime route, however, suspicion of Chinese intentions is rife. Its arrogant behaviour in the South China Sea, where it is engaged in a construction spree to turn disputed rocks into disputed islands, has given the impression that it feels it can simply bully its smaller neighbours.

So the initial reaction in South-East Asia to the belt and road has been sceptical. In Malaysia, where the government’s usual response to a proposal from China is to applaud first and ask questions later, the defence minister, Hishamuddin Hussein, has said the maritime Silk Road has “raised questions” and that it must come across as a joint (that is, regional) initiative, rather than as a solely Chinese one. Indonesia’s president, Joko Widodo, who says he wants to turn his country into a “global maritime fulcrum”, was doubtful at first. But he now seems inclined to help—unsurprisingly since his own plan involves massive investment in ports and other infrastructure to which, he hopes, China will contribute. A visit to China last month yielded a joint statement promising a “maritime partnership” and describing his and Mr Xi’s visions as “complementary”. But Mr Joko had also made clear before arriving in Beijing that Indonesia did not accept China’s territorial claims in South-East Asian waters.

In India, another new leader, Narendra Modi, the prime minister, has his own approach to these issues. He visited Sri Lanka, Mauritius and the Seychelles last month, three Indian Ocean countries to which he promised greater co-operation and spelled out India’s own interests as a maritime power. This was not presented as a riposte to China’s plans. But in January Mr Modi and Barack Obama produced a joint “strategic vision”. Implicitly, India’s response to China’s maritime ambitions has been to reinvigorate ties with small neighbours and to cleave closer to America.

China, Vietnam clash again over South China Sea claims | Reuters

China and Vietnam have clashed again over competing claims in the South China Sea, after Vietnam submitted its position to an arbitration tribunal initiated by the Philippines over the festering dispute that involves several countries.

China has said repeatedly it will not participate in the case at the Permanent Court of Arbitration at The Hague, branding it an underhand attempt to exert political pressure over territory which is inherently Chinese.

China’s foreign ministry, in a statement released late on Thursday, called on Vietnam to respect China’s sovereignty, which it said had historical basis.

China will not change its position of not taking part in the arbitration, the ministry said.

Vietnam’s foreign ministry said it had submitted its point of view to the court to ensure it pays attention to “our legal rights and interests”.

Vietnam has historical proof and the legal basis to support its claims, and rejects China’s “unilateral” claims, it added.

China has warned Vietnam before against getting involved in the arbitration case, the first time China has been subjected to international legal scrutiny over the waters.

Anti-Chinese violence flared in Vietnam in May after a $1 billion (£635.8 million) deepwater rig owned by China’s state-run CNOOC oil company was parked 240 km (150 miles) off the coast of Vietnam.

Since then, though, China has sought to make amends with Vietnam.

Summitry: The Chinese order | The Economist

FOR the past week China’s state media have conveyed an almost imperial choreography playing out in the Great Hall of the People, in Zhongnanhai, the Chinese leaders’ compound next to the Forbidden City in Beijing, and at Yanqi Lake just outside the capital. Every day, on television and in newspapers, President Xi Jinping (above, right) is portrayed receiving lines of grateful world leaders. And every day he is seen arranging prosperity, ordering peace or, in an agreement with Barack Obama, America’s president, (above, left) on carbon emissions, even saving the planet. It escaped no visitor that not since Mao Zedong has a Chinese leader conducted foreign affairs with such eye-catching aplomb. Yet this was not only Mr Xi’s moment, but also China’s—a diplomatic coming-out party of sorts.

On several fronts, a country known for a somewhat reactive diplomacy has made the running. China was host this week to the Asia-Pacific Economic Co-operation—APEC, a regional trade gathering that rarely makes waves. Yet in quick succession China declared free-trade agreements with South Korea and Australia, two sizeable Asian economies, all but signed. It announced a breakthrough with America by promising at last to eliminate tariffs on information-technology products. And to the delight of Asian leaders and of Vladimir Putin, president of Russia (reviled in the West but made welcome in Beijing), Mr Xi announced $40 billion in investments to cement a new commercial “Silk Road” that will run overland through Central Asia and Russia eventually to Europe and by sea through South-East Asia to the Middle East and Africa.

Most strikingly, on November 11th Mr Xi urged APEC’s 21 members to move towards a Free Trade Area of the Asia-Pacific (FTAAP). The commitment to “study” the idea over the next two years is in effect to launch it, and for all that an eventual FTAAP is unlikely to be notable for its high standards, the announcement was intended to stand in contrast to the predicament of the 12-nation Trans-Pacific Partnership, sponsored by America, which remains bogged down in negotiations between America and Japan despite earlier hopes of a breakthrough announcement at APEC.

On security matters, Mr Xi appeared to be making the running, too. There had been a “meeting of minds”, according to Benigno Aquino, president of the Philippines, over disputed reefs in the South China Sea. Most striking, though, was an agreement for China to resume high-level contacts with Japan. China has rationed these, and in 2012 began actively challenging Japan’s control of the Senkaku islands (known as the Diaoyu islands to China) in the East China Sea; ties had been frozen entirely since Japan’s prime minister, Shinzo Abe, visited Tokyo’s Yasukuni shrine last December. The shrine, honouring Japan’s war dead, has militarist overtones.

Yet on November 7th China and Japan announced a four-point agreement to reduce tensions (see article). The signal agreement was later sealed when Mr Xi met Mr Abe for the first time as president. Admittedly, the withering handshake and puckery expression he offered Mr Abe lent the impression of a dog owner obliged to pick up another pooch’s turd.

That breakthrough was downplayed in state media, perhaps because Chinese ultranationalists might perceive in it a climbdown from China’s hard line over the islands, and towards Japan in general. But given much more prominence was the summit between the Chinese and American presidents, their second full one after that at Sunnylands in California in 2013. Again, there were welcome breakthroughs in co-operation. One was the agreement on information technology, which should now clear the way for a World Trade Organisation pact on IT products. Another was that both sides agreed to find common confidence-building and other measures to help avoid misunderstandings or accidental military confrontations on or above the East China Sea and South China Sea, where the United States shadows China’s increasingly assertive military presence.

But the biggest surprise was the agreement on greenhouse gases. China and America are the two biggest polluters, together accounting for 44% of global carbon emissions. Without their commitment to cut emissions, any global target is meaningless. On November 12th Mr Obama announced a “historic” agreement in which America will cut emissions by 26-28% by 2025, compared with 2005 levels, while China promises its emissions will peak around 2030. It gives a big boost to getting a global deal on carbon emissions at a crucial gathering in Paris next year. For China, a huge guzzler of coal, setting a date for emissions to peak is a first, even though it is five years later than the Americans would have liked. To bring down emissions after 2030, it aims for a big growth in nuclear power and for a fifth of its electricity to come from non-fossil fuels.

China offers ASEAN friendship treaty as South China Sea tension bubbles | Reuters

China’s Prime Minister Li Keqiang proposed a “friendship” treaty with Southeast Asian countries on Thursday but reiterated that territorial disputes in the South China Sea should be settled directly between the countries involved.

China, Taiwan and four Association of Southeast Asian Nations (ASEAN) have competing claims in the sea where concern is growing of an escalation in disputes even as the claimants work to establish agreements to resolve them.

“China … stands ready to become the first dialogue partner to sign with ASEAN a treaty of friendship and cooperation,” Li told leaders at a summit of East Asian countries in Myanmar.

The treaty is seen as an attempt by Beijing to dispel any notion it is a threat.

Li added China was willing to sign legal documents with more countries in the region on good-neighborliness and friendship.

Still, the Chinese premier reiterated Beijing’s resolve to safeguard its territorial sovereignty and its position that disputes concerning the South China Sea should be settled directly rather than collectively or through arbitration.

The competing maritime claims have formed an undercurrent of tension at the East Asian and ASEAN summits in Myanmar this week.

The Philippines, one of the ASEAN claimants, has previously irked Beijing by seeking international arbitration over China’s claims to about 90 percent of the South China Sea.

Diplomatic sources from the Philippines reacted coolly to China’s treaty proposal, saying that it lacked substance and was similar to a 2012 proposal made by Manila and ignored by Beijing.

Li will meet the heads of ASEAN countries behind closed doors later on Thursday, with Southeast Asian leaders hoping to persuade their giant neighbor to take a less bellicose approach to overlapping claims in the South China Sea.

The Philippines and Vietnam have sought closer U.S. ties to counter what they see as China’s aggression in the region.

Talks gather pace on sale of Indian patrol vessels to Vietnam | Reuters

Talks are gathering pace on the sale of Indian naval patrol vessels to Vietnam, an Indian official said, the first significant military transfer to Hanoi as it improves its defences in the South China Sea where it is embroiled in a territorial dispute with China.

The four patrol ships will be provided to Vietnam under a $100 million defence credit line and represent a push by the nationalist government in New Delhi to counter Beijing’s influence in South Asia by deepening ties with old ally Vietnam.

Vietnamese Prime Minister Nguyen Tan Dung held talks with counterpart Narendra Modi on Tuesday, the first meeting since the Indian leader took office in May, promising to turn the country into an economic and military power.

An Indian government official said negotiations for the patrol craft had gathered pace since the credit line was announced last month during the visit of India’s president to Vietnam.

“We expect to see progress on this fairly early as negotiations are continuing between the Vietnamese and our defence suppliers,” the government official involved in discussions said.

Vietnam wants the craft for surveillance off its coast and around its military bases in the Spratly island chain in the South China Sea where it is building a credible naval deterrent to China with Kilo-class submarines from Russia.

Claims by an increasingly assertive China over most of the energy-rich sea have set it directly against U.S. allies Vietnam and the Philippines. Brunei, Taiwan and Malaysia also claim parts of the waters.

Beijing’s placement of an oil rig in disputed waters earlier this year infuriated Vietnam but the coastguard vessels it dispatched to the platform were each time chased off by larger Chinese boats.

Since then, the two sides have sought to repair ties and on Monday, top officials agreed to use an existing border dispute mechanism to find a solution to the territorial dispute.

Dung said Vietnamese defence cooperation with India was the pillar of their strategic partnership.

Made in Vietnam Looks Better and Better for Chinese Shirt Maker – Businessweek

In May, a long-simmering territorial dispute between China and Vietnam turned particularly hot. With Chinese and Vietnamese ships confronting one another in the South China Sea (known in Vietnam as the Eastern Sea), Vietnamese protesters furious with China went on a rampage at home. They attacked companies with Chinese workers or Chinese names, including businesses that were owned not by mainlanders but by companies from Taiwan or other places in Asia.

Despite worries that the anti-Chinese violence would hurt Vietnam’s ability to attract investment dollars from overseas, the unrest hasn’t dissuaded a major Hong Kong-based manufacturer from making Vietnam its top focus for growth. TAL Group is one of the world’s biggest producers of menswear, selling shirts to brands such as Brooks Brothers, L.L.Bean, Eddie Bauer, and Burberry (BRBY:LN). One out of every six dress shirts sold in the U.S. comes from a TAL Group factory, the company says. Today, Vietnam accounts for only 12 percent to 15 percent of its production, but in two years that percentage should grow to 25 percent, according to TAL Chief Executive Officer Roger Lee.

The company’s commitment to Vietnam isn’t limited just to making garments. TAL is also investing in a new business to make textiles in the country. “We believe in Vietnam,” Lee says.

China, Vietnam pledge to ‘address and control’ maritime disputes | Reuters

China and Vietnam have agreed to “address and control” maritime disputes, state media said on Friday, as differences over the potentially energy-rich South China Sea have roiled relations between the two countries and other neighbors.

Ties between the Communist countries sank to a three-decade low this year after China deployed a $1 billion-oil rig to the disputed waters which straddle key shipping lanes.

Vietnam claims the portion of the sea as its exclusive economic zone, and the rig’s deployment sparked a wave of violent protests in Vietnam.

The two countries should “properly address and control maritime differences” to create favorable conditions for bilateral cooperation, Chinese Premier Li Keqiang told Vietnamese Prime Minister Nguyen Tan Dung on Thursday on the sidelines of the Asia-Europe Meeting (ASEM) in Milan.

“Thanks to efforts from both sides, China-Vietnam relations have ridden out the recent rough patch and gradually recovered,” the official Xinhua news agency cited Li as saying.

Xinhua said Dung agreed and endorsed boosting “cooperation in infrastructure, finance and maritime exploration”.

The comments were a reiteration of earlier pledges by leaders from the two countries.

China’s Defense Minister Chang Wanquan held talks with his Vietnamese counterpart, Phung Quang Thanh, on Friday in Beijing, Xinhua reported, during which both sides agreed to “gradually resume” military ties.

The two leaders vowed that the countries’ militaries would “play a positive role in properly dealing with their maritime disputes and safeguarding a peaceful and stable situation”, the news agency said.

China claims almost the entire South China Sea, believed to be rich in deposits of oil and gas resources. Brunei, Malaysia, the Philippines, Taiwan and Vietnam also have claims in the waters where $5 trillion of ship-borne goods pass every year.

Alarmed by China’s military rise and growing assertiveness, Vietnam has broadened its military relationships in recent years, most notably with Cold War-era patron Russia but also with the United States.

Beijing has told Washington to stay out of disputes over the South China Sea and let countries in the region resolve the issue themselves.
