U.S., Chinese warships narrowly avoid collision in South China Sea | Reuters

A U.S. guided missile cruiser operating in international waters in the South China Sea was forced to take evasive action last week to avoid a collision with a Chinese warship maneuvering nearby, the U.S. Pacific Fleet said in a statement on Friday.

The incident came as the USS Cowpens was operating near China\’s only aircraft carrier, the Liaoning, and at a time of heightened tensions in the region following Beijing\’s declaration of an Air Defense Identification Zone farther north in the East China Sea, a U.S. defense official said.

Another Chinese warship maneuvered near the Cowpens in the incident on December 5, and the Cowpens was forced to take evasive action to avoid a collision, the Pacific Fleet said in its statement.

China-Taiwan Relations Thaw Even as Beijing Alienates Most of Asia – Businessweek

China’s tense relationships with its neighbors have recently grown even worse. Ties with Japan, already frosty over an island dispute, soured further after Beijing announced a new air defense zone in the East China Sea that overlaps with Japan’s. The expanded China zone also covers territory claimed by South Korea, but Korean air force planes are ignoring it. In the South China Sea, site of another island quarrel with the Philippines, Vietnam, Malaysia, and Indonesia, the Chinese were late and stingy in sending relief to the Philippines after Typhoon Haiyan: First they offered $100,000 in aid, then a still-puny $1.6 million. Out west, the Chinese foreign ministry cautioned India not to complicate the Sino-Indian relationship after President Pranab Mukherjee visited a Himalayan region that China considers part of Tibet.

But when it comes to China’s ties with Taiwan, traditionally its most fraught relationship, Beijing’s leaders couldn’t be friendlier. Consider the schedule of Chen Deming. As head of the Association for Relations Across the Taiwan Straits, Chen is the official responsible for negotiating with the island, even though he’d never been there until last month. In late November he arrived for an eight-day visit to meet with the mayor of Taipei, the governor of the central bank, and the honorary chairman of the ruling Kuomintang, or Chinese Nationalist party.

Taiwanese officials marked the occasion by making it easier to do business with China. Taiwan President Ma Ying-jeou raised the daily quota of visitors from the mainland by 50 percent, to 3,000, while the two sides increased the number of direct flights across the Strait by almost 25 percent, to 828 per week.

Japan’s Abe Seeks Asia Alliances to Counter China – Businessweek

Prime Minister Shinzō Abe is the first Japanese premier to visit all 10 members of the Association of Southeast Asian Nations. In late November, Emperor Akihito will make the first visit by a Japanese monarch to India. Not on either dignitary’s itinerary—China. And that’s no accident.

Abe, a foreign-policy hawk who’s clashed with the Chinese over the ownership of some Japanese-controlled islands, wants to shore up relations with the swath of nations forming a semicircle around China. Some have their own beefs, including India, which shares a disputed border with China. Abe will visit India next year, and in mid-December will host Asean leaders. It’s all part of his campaign to thwart China’s rulers, who, as he wrote in a column last December, see the South China Sea as “Lake Beijing.”

This is powerful but dangerous talk. China is throwing its considerable weight around more in the region, and it may react aggressively if its neighbors push back too hard. As all sides buy more warships, missiles, and fighter jets, such confrontations could escalate. “Nobody has said this is surrounding China,” says Chiaki Akimoto, director of RUSI Japan, an arm of Britain’s Royal United Services Institute, a think tank. What Abe wants “is just a friendship network with nations around China.”

India buys third aircraft carrier amid rivalry with China | World news | theguardian.com

India has heightened its rivalry with China by taking possession of its third aircraft carrier, a refurbished Soviet-era vessel.

The £1.4bn ($2.3bn) aircraft carrier, handed over on Saturday at a north Russian shipyard, will help India to counterbalance the expansion of the Chinese navy.

The 45,000-tonne ship, built in the final years of the Soviet Union and named the Admiral Gorshkov, will be escorted by warships to India on a two-month voyage from Russia\’s northern coast. It has been renamed INS Vikramaditya.

A recent upgrade means the carrier, originally designed to carry Yak-38 vertical take-off aircraft, has been re-equipped to carry Mig-29K fighter jets. It can carry up to 30 aircraft and will have a crew of around 2,000.

China and India, the world\’s most populous countries, co-existed peacefully for centuries but relations became strained after the Communist party won the Chinese civil war in 1948. There were three conflicts between the neighbours in the second half of the 20th century, although since 1987, Sino-Indian trade has grown rapidly. India views China\’s relations with Pakistan with suspicion and China is concerned over Indian activity in the South China Sea. In March this year, tensions between troops were defused after a three-week standoff along their disputed border.

India signed the deal to buy the carrier in 2004 after a decade of negotiations. Its reconditioning was to be finished in 2009, but the price was increased and delivery postponed until 2012 under a new agreement, according to the Indian navy.

The handover was later delayed by another year.

India\’s first, British-built, aircraft carrier was bought in the 1960s and was decommissioned in 1997. Another ex-British carrier, the INS Viraat, is reaching the end of its service.

In August, India launched its first home-built carrier. The 37,500-tonne INS Vikrant is expected to undergo extensive trials in 2016 before being inducted into the navy by 2018.

India is the world\’s largest arms buyer and Russia\’s biggest arms customer, buying about 60% of its arms needs from there. But it has started to look for new suppliers and aims to build more hardware itself as part of plans to spend $100bn in the next 10 years on modernising its military. It has recently rolled out new military purchase rules to attract local companies into the sector.

The INS Vikramaditya was commissioned into the Indian navy at the Sevmash shipyard in Severodvinsk, on the White Sea, in a ceremony attended by the Russian deputy prime minister, Dmitry Rogozin, and Indian defence minister, AK Antony.

China put its first-ever aircraft carrier, another retooled Soviet-made craft called the Liaoning, into service in 2011 amid tensions with Japan over contested islands and a show of strength in the South China Sea.

In the past year China has been involved in a series of territorial spats with Japan over islets in the East China Sea; and with the Philippines, Vietnam and others over the South China Sea, the location of essential shipping lanes and important natural resources, including oil and gas.

China’s meager aid to the Philippines could dent its image | Reuters

To many, China‘s $200,000 against the US’s $20m will look more like an insult than aid. Even the UK has pledged £5m. Let’s hope it is a case of mis-reporting!

The world\’s second-largest economy is a growing investor in Southeast Asia, where it is vying with the United States and Japan for influence. But China\’s assertiveness in pressing its claim to the disputed South China Sea has strained ties with several regional countries, most notably the Philippines.

China\’s government has promised $100,000 in aid to Manila, along with another $100,000 through the Chinese Red Cross – far less than pledged by other economic heavyweights. Japan has offered $10 million in aid and is sending in an emergency relief team, for instance, while Australia has donated $9.6 million.

\”The Chinese leadership has missed an opportunity to show its magnanimity,\” said Joseph Cheng, a political science professor at the City University of Hong Kong who focuses on China\’s ties with Southeast Asia. \”While still offering aid to the typhoon victims, it certainly reflects the unsatisfactory state of relations (with Manila).\” China\’s ties with the Philippines are already fragile as a decades-old territorial squabble over the South China Sea enters a more contentious chapter, with claimant nations spreading deeper into disputed waters in search of energy supplies, while building up their navies. Vietnam, Malaysia, Brunei and Taiwan also claim parts of the South China Sea, making it one of the region\’s biggest flashpoints. The Association of South East Asian Nations (ASEAN), a 10-nation grouping that includes the Philippines, has been talking to China about a binding code of conduct in South China Sea to ease the friction, but Beijing\’s frugal aid hints at a deeply entrenched rivalry that could make forging consensus difficult.

Even China\’s state-run Global Times newspaper, known for its nationalistic and often hawkish editorial views, expressed concern about the impact on Beijing\’s international standing. \”China, as a responsible power, should participate in relief operations to assist a disaster-stricken neighboring country, no matter whether it\’s friendly or not,\” the paper said in a commentary. \”China\’s international image is of vital importance to its interests. If it snubs Manila this time, China will suffer great losses.\””

Japan’s Giant New Destroyer Sends A Clear Message To China, The World

Business Insider: “Sixty-eight years to the day of the Hiroshima bombing, Japan unveiled its new naval “destroyer” that happens to have a flat-top – dubbed “Izumo” — capable of carrying various rotary-wing aviation units, reports Eric Talmadge of ABC.

The Izumo has been in construction since 2009.

The new boat comes as Chinese officials say the country is in “no rush” to sign a code of conduct guiding military behaviour in the contested South China Sea.

From ABC:

[S]ome experts believe the new Japanese ship could potentially be used in the future to launch fighter jets or other aircraft that have the ability to take off vertically. That would be a departure for Japan, which has one of the best equipped and best trained naval forces in the Pacific but which has not sought to build aircraft carriers of its own because of constitutional restrictions that limit its military forces to a defensive role.

The “constitutional restrictions” refer to the American-written post-World War II Japanese Constitution which stipulated — among other things — a ban on the construction of certain military equipment. To this day, Japan euphemistically refers to its army as a Self-Defence Force.

Still, a restless Beijing patrolling more and more in the South China Sea, as well as an unpredictable North Korea, have caused alarm in some Japanese citizens. They’ve been pushing for more military spending, some say for fear that American sequester means a shorter reach for Washington in the island disputes.

Japan’s most recent defence white paper covered an increased budget and mentioned Chinese encroachment directly, “China has attempted to change the status quo by force based on its own assertion, which is incompatible with the existing order of international law.”

Two of the aims of Japan’s first increase in defence spending in 11 years were, according to the WSJ, “developing the ability to launch pre-emptive attacks on enemy bases abroad and the creation of an amphibious force similar to the U.S. Marine Corps.”

This even amid the widely touted U.S. “pacific pivot” and recent news of the Philippines sending a refurbished American Coast Guard cutter to join up with another used U.S. cutter in patrolling the contested seas.

China’s appetite for natural resources is growing though, so more Americans and cutters are unlikely to deter their claims. From Reuters:

Friction over the South China Sea, one of the world’s most important waterways, has surged as China uses its growing naval might to more forcefully assert its vast claims over the oil- and gas-rich sea, raising fears of a military clash.

Japan’s new flat-top doesn’t have slingshots for fixed wing aircraft — yet — but certainly the helicopters the boat carries will help patrol what Japan takes to be its sovereign territory.

Nonetheless, they say the boat is primarily for relief from natural disasters, something Japan has had no shortage of over the last few years.

In September, China will host the 10-member Association of Southeast Asian Nations (ASEAN) for talks on a maritime Code of Conduct regulating passage in the South China Sea.”

China to expand imports from ASEAN members

Is this action based on genuine economic reasons or is it partly to diffuse China‘s tension with many ASEAN countries involved with the on–going maritime territorial disputes?

China Daily: “China pledged to increase its imports from the Association of Southeast Asian Nations as bilateral trade started to favor China in the second half of 2012, Vice-Minister of Commerce Gao Yan told a news briefing on Tuesday.

China will enhance trade facilitation through cooperation with ASEAN members in areas including customs and quality checking while sending purchasing groups for agricultural products from ASEAN members, Gao said.

In addition, exhibitions, including the 10th CAEXPO to be held September 3-6 in Nanning, Guangxi Zhuang autonomous region, will serve as opportunities for ASEAN exporters to expand their sales to China, she added.

China is the biggest trade partner of ASEAN and bilateral trade hit $400.1 billion in 2012, with Chinese exports totaling $204.3 billion and imports of $195.8 billion, leaving a trade surplus of $8.5 billion. China previously had a trade deficit with ASEAN, Gao said.”

Confrontation over the South China Sea ‘doomed’, China tells claimants

Reuters: “Countries with territorial claims in the South China Sea that look for help from third parties will find their efforts “futile”, China’s Foreign Minister Wang Yi warned on Thursday, adding that the path of confrontation would be “doomed”.

Beijing’s assertion of sovereignty over a vast stretch of the South China Sea has set it directly against Vietnam and the Philippines, while Brunei, Taiwan and Malaysia also lay claim to other parts of the sea, making it Asia’s biggest potential military troublespot.

At stake are potentially massive offshore oil reserves. The seas also lie on shipping lanes and fishing grounds.

Wang didn’t name any third countries, but the United States is a close ally of Taiwan and the Philippines, and has good or improving relations with the other nations laying claim to all or part of the South China Sea.

“If certain claimant countries choose confrontation, that path will be doomed,” Wang said after a speech at the annual Tsinghua World Peace Forum.

“If such countries try to reinforce their poorly grounded claims through the help of external forces, that will be futile and will eventually prove to be a strategic miscalculation not worth the effort.”

The Philippine military said this week it had revived plans to build new air and naval bases at Subic Bay, a former U.S. naval base that American forces could use to counter China’s creeping presence in the South China Sea.

Wang’s comments came days before the minister is due to attend a meeting of foreign ministers of the Association of Southeast Asian Nations grouping in Brunei from Saturday to Tuesday.

The 10-member ASEAN hopes to reach a legally binding Code of Conduct to manage maritime conduct in disputed areas. For now a watered-down “Declaration of Conduct” is in place.

The path to a Code of Conduct will be slow and deliberate, Wang said, adding that the Declaration of Conduct was a commitment made by China and the 10 ASEAN countries and China would continue to abide by it.

“The right way is to fully implement the Declaration, and in this process, move forward with the Code in a gradual way,” Wang said.”

It is most confusing for this state of affairs when the country continues to declare at every opportunioy that it has peaceful intentions and wants to co-exist peacefully with everyone, especially its neighbours.

The Economist: “FOR an emerging power that makes much of the peacefulness of its rise, China is engaged in what looks suspiciously like aggression on an alarming number of fronts. India says Chinese soldiers have set up camp 19km (12 miles) on its side of the “line of actual control” (LAC) that separates Ladakh in its state of Jammu & Kashmir from China, in the absence of an agreed border. Japan reports that Chinese maritime surveillance vessels are every day circling the disputed Senkaku or Diaoyu islands in the East China Sea. And on April 26th China demanded that the Philippines “withdraw all its nationals and facilities” from a number of islands and reefs in the South China Sea, where they have been, in some cases, for decades. In all these cases China can with some justification claim it is responding to provocation. That, however, is scant comfort to its increasingly anxious neighbours.

Of the three territorial disputes it is the rekindling of the one with India that comes most as a surprise. Two long sectors of the border are contested. In the east, China briefly occupied part of what is now the state of Arunachal Pradesh, south of Tibet, in a bloody punitive war in 1962. In the west, the Aksai Chin, a high plateau the size of Switzerland, is occupied by China but claimed by India as part of Ladakh. In both sectors, patrols from each side often stray into what the other sees as its territory. They do not, however, pitch tents, as China’s soldiers have in this incursion. It is the most serious confrontation on either end of the border since 1986. After that stand-off, the two countries agreed to set the quarrel to one side, in an endless negotiation on the demarcation of the LAC, as they concentrated on building trade and other ties. A drive a decade ago to reach a political settlement soon ran into the sand. But neither side has an interest in forcing the issue.

Now above all, when China is embroiled in the other disputes, and the region is tense because of North Korea’s erratic bellicosity, it seems incomprehensible that China should want to resurrect yet another squabble. China of course denies it has done anything of the kind, insisting its soldiers are on its side of the LAC. It may, however, feel provoked. Ajai Shukla, an Indian defence analyst, has pointed out that the Indian army has been undertaking what he calls its “third surge towards the Sino-Indian border”. The previous two were in the late 1950s—leading to the 1962 war—and in 1986, leading to the present stalemate. Now, once again, says Mr Shukla, India has been “thickening” its presence in Arunachal Pradesh and in Aksai Chin, with more soldiers, weaponry and infrastructure.

So China may feel India is exploiting both the inexperience of its new leaders who took over last November, and the pressure China is under on other fronts. It may harbour similar suspicions about Japan and its “provocations” over what China calls the Diaoyu islands. Its patrols near the islands were prompted by Japan’s ignoring its warnings not to “nationalise” three of the islands by buying them from their private owner last September.

More recently—in late April—ten Japanese boats carrying about 80 right-wing activists sailed towards the islands. And members of the cabinet of Japan’s prime minister, Shinzo Abe, angered China by visiting the Yasukuni shrine—where high-ranking war criminals are among the enshrined war-dead. Part of China’s response was to reiterate that the Diaoyus are one of its “core interests”—the issues, like Taiwan and Tibet, over which it might go to war. In a joint communiqué signed by Barack Obama in 2009, America and China promised to respect each other’s core interests.

The demand directed at the Philippines, that it withdraw from disputed islands, was also a reaction—to the Philippines’ taking its dispute with China to the International Tribunal on the Law of the Sea. China rightly points out that, although the law of the sea sets rules about the waters and exclusive economic zones around islands, it says nothing about sovereignty over them.

On that question, China seems intent on imposing its own view. In addition to verbal attacks on the Philippines, it this week started tourist cruises around the Paracel archipelago (Xisha in Chinese). This is still claimed by Vietnam, which was evicted by China from the islands in 1974. China’s rows with the Philippines and Vietnam have been the most active of its many disputes in the sea. But in late March it also antagonised Brunei and Malaysia, by sending a naval flotilla where those two nations have claims, at the southern tip of China’s expansive “nine-dashed line”, a vague cartographic claim dating from the 1930s.

Individually, China’s actions can be seen as pragmatic reactions to different pressures. But, taken together, they bring two dangers. First, they make China seem embarked on a concerted campaign to establish new “facts on the ground” (or water) to strengthen its position in future negotiations or conflicts. More likely, they show almost the opposite: that China’s foreign-policy chiefs lack the clout to impose a co-ordinated, calibrated response to coincidental provocations. Rather than picking off its adversaries one by one, China is taking them all on at once. The impression of an aggressive rising power is hard to shake off.”

* Southeast Asia to reach out to China on sea disputes

Reuters: “Southeast Asian nations stepped up efforts on Thursday to engage China in talks to resolve maritime tensions, agreeing to meet to try to reach common ground on disputed areas of the South China Sea ahead of planned discussions in Beijing later this year.

Efforts by ASEAN to craft a code of conduct to manage South China Sea tensions all but collapsed last year at a summit chaired by Cambodia, a close economic ally of China, when the group failed to issue a closing statement for the first time.

Cambodia was accused of trying to keep the issue off the agenda despite a surge in tension over disputed areas and growing concern about China’s assertive stance in enforcing its claims over a vast, potentially energy-rich sea area.

Thursday’s initiative came as the 10-member Association of Southeast Asian Nations (ASEAN) tried to patch up differences that shook the group last year, but struggled to make progress on long-held plans to agree on a dispute-management mechanism.

Thailand, which has the role of ASEAN coordinator with China, called for the talks ahead of an ASEAN-China meeting expected in August to commemorate 10 years since they formed a “strategic partnership”.”
