Grocery retailing in India: A long way from the supermarket | The Economist

ON THE morning of Dussehra, a Hindu festival, Amar Singh is explaining why he stocks “exotic” produce, such as broccoli and iceberg lettuce, at his vegetable stall in Thane, a commuter city north of Mumbai. “I have to keep the customer in my grasp,” he says. Mr Singh has traded hereabouts for 20 years, and seems unperturbed by the supermarket chains whose branches have recently sprouted nearby. They are cheaper, he says, but they cannot match him on quality. As he speaks he sorts a tray of beans, discarding stringier ones. His assistant, Dabloo, has spent the early hours going through sacks of produce at a wholesale market to pick the best stuff.

The 10m-12m small traders like Mr Singh are a protected species. Complex and changeable rules governing foreign direct investment have made it tricky for rich-world chains to set up shop in India. They might count themselves lucky. India’s home-grown supermarkets account for only 2% of food and grocery sales and are struggling to make a profit. Revenues have not kept pace with rising rents. The Thane branch of Reliance Fresh, one of India’s big chains (see table), shut up shop recently. More closures seem likely. The bet made by the chains was that as India became richer, its consumers would abandon kerbside stalls and kiranas (small family-owned shops) for air-conditioned stores with wide aisles and broad ranges. Why has it not paid off?

In large part it is because supermarkets are not a compelling draw in terms of price and service. Most shoppers in India buy dairy products, vegetables and fruit either daily or every two to three days, and the traditional trade has a lock on these frequent purchases, according to research by the Boston Consulting Group (BCG). Its hold weakens a bit (and the appeal of supermarkets correspondingly tightens) on rich consumers and for less regular purchases: packaged foods; soaps, detergents and other groceries; and staples, such as rice and grains (see chart). But in general even affluent consumers prefer traditional stores, because they are closer to home, are usually open longer and offer credit to familiar customers. Many will deliver free of charge.

Traditional traders are also seen as cheaper. In fact, says Abheek Singhi of BCG, a full basket of goods is 3-4% cheaper at the supermarket, in part because it will sell a few vegetables and some staples as loss-leaders. Mr Singh’s stall sells tomatoes at 50 rupees a kilogram. In the local D-Mart, a low-frills supermarket, they sell for just 42 rupees. Yet Mr Singh has a fair claim to having the reddest variety. The chains ought to be able to offer keener prices on branded goods by squeezing their suppliers. But none of the supermarkets has enough muscle to push around Unilever or Procter & Gamble in negotiations. And India has a law that mandates a maximum retail price for packaged goods, which allows manufacturers a degree of control over retailers’ margins.

The supermarkets can offer a greater variety of groceries than the neighbourhood mom-and-pop store or stall-trader. But that is not as big a competitive edge as it may seem, says BCG’s Mr Singhi. Supermarkets compete with clusters of kiranas, which together can offer most of the same products. Next door to Mr Singh’s stall in Thane kiranas sell confectionary, fresh eggs and poultry.

UK supermarket giant Tesco announces India entry – Businessweek

British supermarket giant Tesco has announced a joint venture in India with a company owned by Tata Group to invest in a chain of grocery stores.

It marks the first multinational entry into India’s vast but underserved retail and supermarket sector since the country allowed such investment in 2012.

Tesco said Friday it would invest 85 million pounds ($140 million) to take a 50 percent share of Tata-owned Trent Hypermarket Ltd, which operates the Star Bazaar chain. It said the chain would operation 12 stores in southern and western India selling food and groceries, home and personal products, plus fashion and accessories.

* India minister Chidambaram promises more reforms

After months of inaction, India is starting to make economic reforms again, despite the widespread protests from both opposition parties and retailers. Perhaps, the government realises it has no option given the prolonged severe economic slowdown in India.

BBC: “India’s finance minister has promised more reforms after it opened up its retail sector to foreign supermarket chains and cut diesel subsidies.

P Chidambaram also told the BBC that it was unfair to single India out for corruption, but said more was being done to tackle the problem.

Mr Chidambaram is one of the most important figures in the government.

The government is facing criticism of the reforms it announced last month to try to boost the slowing economy.

Opponents say the measures, which include opening up India’s massive retail sector to competition from foreign supermarkets, will hurt the poor.

Last month, the government also announced a 14% rise in the price of diesel, which is heavily subsidised in India, and reduced the subsidy on cooking gas cylinders.

But some economists and large investors say the government is not going far enough, and warn that India still faces the threat of a credit rating downgrade.

In a BBC interview on Wednesday, Mr Chidambaram promised more reforms to come.

He also said that the government was doing more about accusations of corruption.

Asked if he had ever accepted a bribe himself, the minister denied it.

But corruption remains one of the issues troubling many would-be investors, both Indian and foreign.

And after months of apparent paralysis, with the government unable to get any major legislation passed, it still has a lot to prove.

* India opens retail to global supermarkets

BBC News: “India’s government has once again cleared a controversial plan to open up its lucrative retail sector to global supermarket chains.

Last year, the government suspended a similar plan after fierce opposition from its allies and political rivals.

International firms such as Walmart and Tesco will now be able to buy up to a 51% stake in multi-brand retailers.

Analysts say the government has reintroduced the measure in an effort to revive a flagging economy.

Prime Minister Manmohan Singh is reported to have told cabinet colleagues that “the time for big bang reform has come; we have to go down fighting”.

Strong opposition

The decision was one of several key reforms announced by the government. It also approved a plan to allow foreign airlines to buy 49% stakes in local carriers, in the hope that this will boost the country’s troubled aviation sector.

The decision to open up India’s lucrative retail sector to international supermarket chains has come as a major surprise. It was among a slew of key economic reforms announced by the government and is seen as vital to reviving the country’s slowing economy.

For months the decision has been held up by political gridlock, especially because it was opposed by the government’s own allies. But it now appears the government has decided to bite the bullet, especially as its own credibility – and that of Manmohan Singh – is at an all-time low following a series of financial scandals.

Much will now depend on Mr Singh’s ability to keep his disparate coalition together, as opposition to these measures is expected to be fierce.

Many will see this as a final throw of the dice, not just to revive the economy and boost confidence among investors but also ahead of the national elections due in 2014.

It also follows Thursday’s dramatic 14% rise in the price of diesel, which is heavily subsidised in India.

The government was forced to back down on retail reform after the cabinet first undertook to open up the retail sector last November.

The move had been strongly opposed by tens of thousands of small businesses and cornershops who fear they will be put out of business.

But this latest move has already been welcomed by economists who say it will transform the way Indians shop and will boost the economy.

The opposition Bharatiya Janata Party and the Communists labelled it a “betrayal of democracy”.
