Infrastructure: Aerotropolitan ambitions | The Economist

POLITICIANS in London who have been debating for years over whether to approve the building of a third runway at Heathrow Airport might find a visit to Zhengzhou—an inland provincial capital little known outside China—an eye-opening experience. Some 20,000 workers are labouring around the clock to build a second terminal and runway for the city’s airport. They are due to begin test operations by December, just three years after ground was broken. By 2030, officials expect, the two terminals and, by then, five runways will handle 70m passengers yearly—about the same as Heathrow now—and 5m tonnes of cargo, more than three times as much as Heathrow last year.

But the ambitions of Zhengzhou airport (pictured) are far bigger than these numbers suggest. It aspires to be the centre of an “aerotropolis”, a city nearly seven times the size of Manhattan with the airport not a noisy intrusion on its edge but built into its very heart. Its perimeter will encompass logistics facilities, R&D centres, exhibition halls and factories that will link central China to the rest of the global economy. It will include homes and amenities for 2.6m people by 2025, about half as many as live in Zhengzhou’s main urban area today. Heathrow struggles to expand because of Londoners’ qualms, but China’s urban planners are not bothered by grumbling; big building projects rarely involve much consulting of the public.

Alibaba Tries to Make a Visit to the Doctor Easier – Businessweek

China’s overburdened healthcare system is ripe for reform, and leading technology companies see opportunities in becoming part of the solution.

Take the current system of booking time to see a physician, which is both inefficient and abusive. In order to see a doctor at a leading hospital in Beijing or another major Chinese city, a patient must queue up starting at around 5am and wait in line for several hours just to book an appointment for later that day. Sometimes the patient has the option of buying a hospital slot, typically at an exorbitant fee, from a professional scalper.

In July, Alipay, the popular e-payment system launched by Alibaba Group, began a pilot project to allow patients to book appointments at select hospitals through a smartphone app. A handful of hospitals in Hangzhou, Guangzhou, Kunming, Wenzhou, and Nanchang now participate. It sounds like a simple and intuitive step that should have been tried long ago; notably it’s a technology company, not a medical institution, that’s leading the change.

The party and the media: Learning to spin | The Economist

T WAS not a typical government press conference. A journalist had asked a mayor some pointed questions about the safety of a paraxylene chemical factory planned for her city—the same type of plant that has prompted environmental protests around China. The mayor dodged the question in standard government-speak when the reporter, a portly man in a checked shirt and blue jeans, rudely interrupted her: “Please answer my question directly.” The room erupted with laughter.

This was, it turns out, a class at the China Executive Leadership Academy Pudong (CELAP) in Shanghai—one of five national schools for training Communist Party members. The “mayor” and the “journalist” were both low-level officials from Zhengzhou, an inland city, simulating a real-life situation in a class teaching functionaries how to cope with today’s media.

The party still exerts firm control when it comes to anything sensitive. But outside politics the media landscape has changed completely. Consumer programmes, investigative reporters and a noisy mix of microbloggers and middle-class NIMBYs are holding the party more to account. The classes at CELAP demonstrate that the leadership has understood what is at stake, even if it is still learning how to deal with it. Some of the party’s biggest recent problems have come from mishandling the newly probing media.

The message of the classes is clear: officials must be more responsive to the press and the public even as they toe the party line. Environmental protests, angry villagers talking to global media and spokesmen stumbling in news conferences have become teaching opportunities.
