Submersible Jiaolong’s new mothership takes to water in central China

WUHAN, Dec. 8 (Xinhua) — A new mothership for China’s manned submersible Jiaolong successfully took to water in the central city of Wuhan on Saturday.

Shenhai Yihao (DeepSea No. 1) is a comprehensive scientific expedition vessel as well as the country’s first self-developed, specially designed mothership for a manned submersible.

It is expected to greatly improve the diving capacity of Jiaolong by lending support including on-site analysis of data and specimen, according to the ship’s manufacturer Wuchang Shipbuilding Industry Group under China Shipbuilding Industry Corporation.

The vessel measures 90.2 meters long and 16.8 meters wide. With a designed displacement tonnage of 4,500 tonnes, it has a cruising capacity of over 12,000 nautical miles, according to Chen Tao, board chairman of the ship builder.

Compared with other motherships for manned submersible in the world, Shenhai Yihao boasts larger lab space, lower underwater noise levels and new environmentally friendly designs, said experts at the launch ceremony.

The ship is expected to be put into service in the first half of 2019, setting off global voyages together with Jiaolong.

Jiaolong set a world record by diving to a depth of 7,062 meters during tests in the Mariana Trench in 2012. Its current mothership, 40-year-old Xiangyanghong 09, has carried Jiaolong for hundreds of dives since 2009.

China’s core AI industry to exceed 145 bln USD by 2030: report

NEW YORK, Dec. 8 (Xinhua) — The value of China’s core Artificial Intelligence (AI) industries could exceed 1 trillion yuan (145.47 billion U.S. dollars) by 2030, with that of AI-enabled industries more than 10 trillion yuan, a latest report by Bloomberg Intelligence (BI) said.

Titled “China’s great tech leap forward”, the report said that China’s push to commercialize AI technologies, supported by the rollout of the world’s biggest 5G network, could position the country as a global leader for technology and innovation.

“Based on the growth trajectory in the past decade, China may overtake the U.S. in global technology-patents share by 2025,” said the report.

AI-related industries may exceed 6 percent of China’s GDP by 2030, according to the report.

In the report, BI analysts said the country’s abundance of data may fuel the acceleration of the industry.

China’s breakneck pace of consumer-lifestyle digitization potentially gives researchers unique access to Chinese-language data generated by its 1.4 billion people as they go about their daily activities both online and offline.

Vey-Sern Ling, senior industry analyst at Bloomberg intelligence, said China may overtake global peers in the commercialization of AI technologies, as large amount of capital is likely to continue pouring into the industry.

According to Tsinghua University, private funding for Chinese AI-related companies in 2017 totaled 27.7 billion dollars, equivalent to 70 percent of global investments in the industry.

Data showed China’s cumulative venture-capital investments in AI startups had already caught up with the United States by 2016.

Ling, also the lead analyst of the report, said the top-down support is an important factor apart from the multi-faceted user data and the funding available in China to the industry’s fast development.

“I don’t think anywhere else in the world you have the government so strongly behind, identifying the technology pillar and bearing full weight,” said Ling.

He added that China’s potential dominance in AI by 2030 may be led by developments in transportation, corporate services, health care and finance.

China vows to continue support for Myanmar’s peace process in Rakhine

YANGON, Dec. 7 (Xinhua) — China will continue its support for Myanmar government’s process of restoring peace and stability as well as promoting development in western Rakhine state, Chinese Ambassador Hong Liang said on Friday.

Hong made the remarks at a donation ceremony to Myanmar’s Union Enterprise for Humanitarian Assistance, Resettlement and Development (UEHRD).

China encourages the Myanmar government’s efforts on the repatriation process of displaced persons, he said.

Myanmar Minister of Social Welfare, Relief and Resettlement Dr Win Myat Aye thanked the Chinese Embassy for the prompt donation, saying that it will help build houses for the returnees and will also take the lead to bring about more donation from others.

Myanmar formed the UEHRD in Oct. last year for the effective performance of a long-term project of freedom from conflict in Rakhine state.

It also established nine private sector task forces to join the mechanism of UEHRD.

China launches Chang’e-4 lunar probe

XICHANG, Dec. 8 (Xinhua) — China’s Chang’e-4 lunar probe was launched in the early hours of Saturday, and it is expected to make the first-ever soft landing on the far side of the moon.

A Long March-3B rocket, carrying the probe including a lander and a rover, blasted off from the Xichang Satellite Launch Center in southwest China’s Sichuan Province at 2:23 a.m., opening a new chapter in lunar exploration.

The scientific tasks of the Chang’e-4 mission include low-frequency radio astronomical observation, surveying the terrain and landforms, detecting the mineral composition and shallow lunar surface structure, and measuring the neutron radiation and neutral atoms to study the environment on the far side of the moon, the China National Space Administration announced.

China has promoted international cooperation in its lunar exploration program, with four scientific payloads in the Chang’e-4 mission developed by scientists from the Netherlands, Germany, Sweden and Saudi Arabia.

Saturday’s launch was the 294th mission of the Long March rocket series.

Chinese president meets DPRK foreign minister

BEIJING, Dec. 7 (Xinhua) — Chinese President Xi Jinping met with Foreign Minister Ri Yong Ho of the Democratic People’s Republic of Korea (DPRK) in Beijing on Friday, calling for more efforts to advance the long-term, healthy and steady development of bilateral relations.

Xi asked Ri to convey his cordial greetings to Kim Jong Un, chairman of the Workers’ Party of Korea (WPK) and chairman of the State Affairs Commission of DPRK.

Xi said that during Kim’s three visits to China this year, the two leaders had a thorough and in-depth exchange of views over major issues including deepening China-DPRK friendly cooperation as well as promoting regional peace, stability and development.

“I’m happy to witness the effective implementation of the important consensus reached by the two sides,” Xi added.

The year of 2019 marks the 70th anniversary of the establishment of the diplomatic ties between China and the DPRK. “The Communist Party of China (CPC) and the Chinese government highly value China-DPRK relations, and this is a principle that China unswervingly adheres to,” Xi said.

“Currently, the relations between the two countries have ushered in a new chapter,” he said.

Talking about celebration activities for the 70th anniversary of the establishment of diplomatic ties between the two countries, he called on the two sides to take the occasion to promote the long-term, healthy and steady development of bilateral relations.

The Chinese side supports the DPRK people to explore a development path suited to its national conditions under the leadership of Kim, and hopes that the DPRK will have a promising future in all its endeavors, the president said.

Xi pointed out that since the beginning of the year, the situation on the Korean Peninsula has taken on positive changes, as evidenced by the fact that the Korean Peninsula issue has come back to the right track of political settlement.

He expressed the hope that the DPRK and the United States meet each other halfway, and accommodate legitimate concerns of the other side, so as to ensure continuous and positive progress in the peace talks over the peninsula issue.

“China will, as always, support the amelioration of inter-Korean relations and facilitate reconciliation and cooperation between the two sides,” Xi said.

The president urged diplomatic services of China and the DPRK to strengthen communication and make concerted efforts to advance China-DPRK relations and the political settlement of the Korean Peninsula issue.

For his part, Ri conveyed Kim’s cordial greetings and best wishes to Xi.

A series of important consensus reached between the two countries’ leaders during Kim’s visits to China this year serves as guidance for elevating the traditional friendly relations to a new level, Ri said.

Ri said the DPRK is willing to work with China to hold well celebration activities marking the 70th anniversary of DPRK-China diplomatic relations next year, consolidate the traditional friendship with China and enhance bilateral cooperation.

He also said the DPRK is committed to denuclearization on the Peninsula, and is ready to keep close communication and coordination with China over peace and stability on the Peninsula and in the region.

China hosts reception to observe International Anti-Corruption Day

BEIJING, Dec. 6 (Xinhua) — A senior discipline official Thursday called for upholding the authority of the United Nations and the principal role of the U.N. Convention against Corruption in global anti-corruption cooperation.

Yang Xiaodu, deputy secretary of the Communist Party of China Central Commission for Discipline Inspection (CCDI) and head of the National Supervisory Commission, made the remarks at a reception to observe the 15th International Anti-Corruption Day, which falls on Sunday.

Yang also called for advancing full and rigorous governance over the Party and combat against corruption in China.

U.N. Secretary-General Antonio Guterres sent a written congratulatory message to the event, reaffirming that the U.N. valued and supported international anti-corruption cause.

Representatives from 125 countries and international organizations in China attended the reception.

China-U.S. dialogue on rule of law and human rights concludes in Beijing

BEIJING, Dec. 6 (Xinhua) — The eighth China-U.S. Dialogue on Rule of Law and Human Rights concluded in Beijing Wednesday.

Jiang Jianguo, deputy head of the Publicity Department of the Communist Party of China Central Committee, addressed the opening session of the three-day event.

Jiang expressed the hope that the dialogue between China and the United States in the field of human rights could comply with the trend and look at the big picture, respect differences and communicate equally, deepen cooperation and enhance mutual trust, in order to play a unique role in promoting the cause of human rights of the two countries and the healthy development of China-U.S. relations.

Huang Mengfu, chairman of China Foundation for Human Rights Development, said the dialogue, initiated in 2009, had become an important platform for non-governmental organizations of both countries to conduct exchanges on human rights, effectively enhancing mutual understanding.

“It reflects the good wishes of both sides to contribute to China-U.S. relations through people-to-people communication and exchanges,” Huang added.

Next year will mark the 40th anniversary of the establishment of diplomatic relations between the two countries, said Stephen A. Orlins, president of the National Committee on U.S.-China Relations.

Orlins said he hoped the dialogue would have a positive influence on relations between the two countries and called for confidence in the future of U.S.-China relations.

Over 50 experts and scholars from China and the United States attended the event. The American representatives visited the Supreme People’s Court and Beijing Internet Court on Wednesday.

China, Cambodia to boost youth ties: officials

BEIJING, Dec. 6 (Xinhua) — Chinese State Councilor and Foreign Minister Wang Yi met with Hun Many, president of the Union of Youth Federations of Cambodia on Thursday, pledging to strengthen exchanges and cooperation on youth.

Wang spoke highly of the friendship between China and Cambodia over the past six decades since the establishment of diplomatic ties.

Noting that China supports Cambodia in safeguarding national sovereignty and independence, and choosing the development path suited to itself, Wang expressed China’s appreciation for Cambodia’s support on issues concerning China’s core interests.

Wang also said he hoped young people from both countries would continue the China-Cambodia friendship.

“As the young generation of Cambodia, we will continue the Cambodian-Chinese friendship and strengthen the exchange and cooperation between the two countries’ youths,” Hun Many said.

China demands immediate release of Huawei CFO

BEIJING, Dec. 6 (Xinhua) — China has lodged solemn representations with Canada and the United States and demanded the immediate release of Meng Wanzhou, chief financial officer of Huawei Technologies Co., Ltd., a Foreign Ministry spokesperson said Thursday.

Meng was provisionally detained by the Canadian Authorities on behalf of the United States of America, when she was transferring flights in Canada, Huawei said in a statement Thursday.

Spokesperson Geng Shuang told a daily news briefing that China has lodged solemn representations with the Canadian and U.S. sides, urging the two countries to clarify the reason they detained Meng, immediately release her and effectively protect her legitimate rights and interests.

China, Cuba sign agreements to promote economic cooperation

HAVANA, Dec. 5 (Xinhua) — China and Cuba on Wednesday signed two agreements to promote economic cooperation during the 14th session of the bilateral business committee, where companies from both nations explored new trade and business opportunities.

Cuba’s Chamber of Commerce (CCC) and the China Council for the Promotion of International Trade (CCPIT) inked a memorandum on a joint action plan for cooperation in 2019.

The document, signed by Chen Zhou, vice president of the CCPIT, and Orlando Hernandez, president of the CCC, includes strategies and actions which will be developed next year with the goal of consolidating links between the two countries’ business communities.

A memorandum of understanding was also signed by Chen and Roberto Verrier, head of the Cuban export and investment promotion agency ProCuba, to strengthen ties between the two institutions.

“Cuban sugar, rum, premium cigars and seafood are increasingly known to Chinese consumers,” said Chen, who attaches great importance to the CCPIT’s work with the Caribbean nation.

He said the joint 2019 Action Plan is a guide for bilateral cooperation as well as the organization of mutual visits, exchange of economic information, legal advice to companies in the two countries and the promotion of opportunities for Chinese provinces and cities.

The official said there is increasing interest from Chinese companies and businessmen to participate in the Mariel Special Development Zone, the island’s flagship foreign investment project.

“The CCPIT promotes ongoing negotiations to establish joint ventures in the ZEDM and open new opportunities for Chinese companies within the Cuban market,” he added.

Chen said that in the future the institution will focus on building an effective and multisectoral platform for the promotion of bilateral trade.

Orlando Hernandez, president of the CCC, acknowledged the importance of economic and commercial links between Beijing and Havana.

“Chinese products are present in a wide range of areas of Cuban life such as health, education, technology and sports, transport, among others,” he said.

The official called on Chinese investments to expand their presence in the island and said there are plenty of opportunities in sectors such as tourism, renewable energy, construction, agriculture, industry and biotechnology.

He also highlighted the importance of the Belt and Road Initiative (BRI) for Cuba and Latin America due to its development prospects for each of the participating nations.

“Cuba hopes to get involved in the BRI with true commitment and believes that it will contribute to attracting further Chinese investment in our country as we update our economic model,” he said.

Hernandez also expressed Havana’s willingness to host the 2021 China-Latin America and Caribbean Business Summit in the Cuban capital.

The session of the Cuba-China business committee included presentations on Cuba’s strategies to attract foreign investment, as well as trade potential between China and Cuba.

China is the Caribbean nation’s second largest trading partner with strong economic ties and cooperation in multiple sectors such as renewable energies, agriculture, tourism, mining, transportation and infrastructure.
