Xi meets Italian prime minister

BEIJING, April 27 (Xinhua) — Chinese President Xi Jinping on Saturday met with Italian Prime Minister Giuseppe Conte, who attended the Second Belt and Road Forum for International Cooperation in Beijing.

China highly commends Italy’s signing of a memorandum of understanding with China on jointly building the Belt and Road, taking the lead among major Western countries, according to Xi.

The country is ready to work with Italy in advancing the Belt and Road Initiative (BRI), and make the bilateral relations a model of Belt and Road cooperation between China and European countries, Xi said.

Xi called on both sides to firmly grasp the strategic significance of the bilateral ties, step up coordination and collaboration in improving global governance system and safeguarding free trade and multilateralism, and forge a new form of international relations featuring mutual respect, fairness, justice and win-win cooperation.

Conte said the speeches delivered by Xi at the forum helped the international community understand the significant benefits of the BRI for the world.

Italy is firmly committed to participating in the BRI, he said, adding that the initiative is a good opportunity for the world and more countries will join.

Italy welcomes Chinese companies to invest in the country, and will not adopt discriminatory policies against them, Conte said, calling on the two countries to reinforce solidarity and cooperation, and safeguard multilateralism.

BEIJING, April 26 (Xinhua) — Chinese President Xi Jinping on Friday met with United Nations (UN) Secretary-General Antonio Guterres, who is attending the Second Belt and Road Forum for International Cooperation in Beijing.

China firmly upholds multilateralism, the international system with the UN at its core, and the international order based on international law, and promotes the building of a community with a shared future for humanity, Xi said.

The more complex and grim the situation is, the more important it is to manifest the authority and role of the UN, Xi said, adding that China will continue to support the UN.

Noting that the Chinese people not only pursue a good life for themselves, but also work for common interest and harmony of the world, Xi said the Belt and Road Initiative (BRI) embodies the idea of mutual benefit, and is in line with the UN’s sustainable development concept.

Describing the UN as an important partner in promoting the BRI, Xi said that China is ready to work with the UN to advance the initiative in an all-round way while following the principle of delivering shared benefits through extensive consultation and joint contribution.

Guterres said President Xi’s speech delivered at the forum on Friday morning is very important, as it elaborates the interrelationship between the BRI and global development agenda.

He spoke highly of China’s major measures for further reform and opening up.

China firmly upholds multilateralism, and safeguards equity and justice, as well as the purposes and principles of the UN Charter, the UN chief said, adding that China has played an important role in stabilizing, and brought certainty, confidence and hope to the world.

Calling on countries around the world to seize the opportunities brought about by the BRI cooperation and achieve win-win outcomes, Guterres said history will prove that China’s development is not only an irresistible historical trend, but also a major contribution to human progress.

BEIJING, April 26 (Xinhua) — Chinese President Xi Jinping and his wife Peng Liyuan hosted a banquet Friday evening in honor of guests attending the Second Belt and Road Forum for International Cooperation in Beijing.

“On behalf of the Chinese government and Chinese people, my wife and also in my own name, let me extend warm welcome to all guests,” Xi said while proposing a toast at the banquet.

“Today’s gathering makes us recall the beautiful memories in our hearts,” Xi said, adding that “no matter how the international environment changes, the sincere friendship will last forever and the mutually beneficial cooperation will be the eternal melody in our hearts.”

The occasion inspires the participants via exchanges of ideas and insights, he said, calling for fostering global partnerships and creating a bright future of common development.

“Today’s gathering reminds us of the heavy responsibilities on our shoulders,” Xi told the guests that as the world is now undergoing profound changes unseen in a century, “may we all live up to our missions and the times.”

“We should all have faith that people of all countries deserve a better future, and the joint building of the Belt and Road will surely bring about a better world,” he said.

Li Keqiang, Li Zhanshu, Wang Yang, Wang Huning, Zhao Leji, Han Zheng and Wang Qishan also attended the banquet.

After the banquet, Xi and his wife accompanied the guests in watching a gala.

Europe wants to deal with China as a group – German minister

BEIJING (Reuters) – Major European Union countries want to deal with China as a group rather than sign bilateral agreements as individual states, German Economy Minister Peter Altmaier said on Friday, attending a summit in Beijing on China’s Belt and Road plan.

European countries have generally signalled their willingness to participate in China’s programme to re-create the old Silk Road joining China with Asia and Europe.

But key states like France and Germany have said China must in turn improve access and fair competition for foreign firms.

Italy in March became the first major Western government to back China’s initiative, even as some EU leaders cautioned Rome against rushing into the arms of Beijing.

 

“In the big EU states we have agreed that we don’t want to sign any bilateral memorandums but together make necessary arrangements between the greater European Economic Area and the economic area of Greater China,” Altmaier said when asked if he could see Germany signing a similar bilateral agreement to Italy.

A spokesman for Altmaier’s office later said he was talking about general arrangements and not specifically the Belt and Road.

The minister said he was encouraged by Chinese President Xi Jinping’s pledge to pursue free trade, multilateralism and sustainability as part of Belt and Road.

“We will take this promise seriously” and make suggestions on how to achieve these goals in both Asia and Europe, he said.

China is a partner and a competitor at the same time and the EU must define its interests, Altmaier said.

“And for that we need an industry strategy. For that we need our own connectivity strategy,” he added.

Xi meets Indonesian vice president

BEIJING, April 25 (Xinhua) — Chinese President Xi Jinping on Thursday met with Indonesian Vice President Jusuf Kalla, who is here to attend the Second Belt and Road Forum for International Cooperation.

Xi received a letter from Indonesian President Joko Widodo handed over by Kalla, and asked Kalla to convey his sincere greetings to the Indonesian president.

“I proposed the 21st Century Maritime Silk Road during my visit to Indonesia,” Xi said, adding that the two countries have made new progress in bilateral relations and achieved remarkable results in cooperation in various fields over the past few years by taking the Belt and Road Initiative as an opportunity.

Aligning the joint building of the Belt and Road and Indonesia’s Global Maritime Axis is the overall framework of the bilateral cooperation in the new era, Xi said.

Both sides should identify key areas and directions for cooperation as soon as possible, and implement key projects such as the Jakarta-Bandung High-Speed Railway, he said.

“I have proposed to build a new model of international relations featuring mutual respect, fairness, justice and win-win cooperation, with an aim to give a Chinese solution to the problems in today’s world,” Xi said.

That is in line with the “Ten Principles of Bandung Conference” jointly advocated by China and Indonesia 64 years ago, Xi said.

The two sides should communicate and coordinate closely, jointly safeguard the legitimate rights and interests of developing countries, and build a community with a shared future for humanity, Xi said.

Kalla said that Indonesia is an important partner in international cooperation under the Belt and Road Initiative, and is willing to strengthen exchanges and cooperation with China in trade, investment, education and other fields.

Indonesia is willing to work with China to firmly uphold multilateralism, and jointly promote global and regional peace, stability and prosperity, Kalla said.

Chinese, Chilean presidents hold talks

BEIJING, April 24 (Xinhua) — Chinese President Xi Jinping and his Chilean counterpart Sebastian Pinera held talks in Beijing on Wednesday ahead of the Second Belt and Road Forum for International Cooperation.

China and Chile should take joint pursuit of the Belt and Road Initiative as a new opportunity to deepen political mutual trust and pragmatic cooperation, and push the China-Chile comprehensive strategic partnership to a new level, Xi said.

Xi said the two countries should promote the upgrading of bilateral trade and investment, and strengthen cooperation in areas such as mining, clean energy, telecommunication, e-commerce, technological innovation and Antarctic science.

Efforts should be made to better hold a series of celebrations next year that will mark the 50th anniversary of China-Chile diplomatic relations, and boost people-to-people ties, he said.

China supports Chile in hosting the UN climate change summit and Asia-Pacific Economic Cooperation (APEC) Economic Leaders’ Meeting this year, and will work with Chile to push forward the construction of the Free Trade Area of the Asia-Pacific and uphold multilateralism as well as the multilateral trading system, said Xi.

The nature of cooperation between China and Latin American and Caribbean countries is South-South cooperation, and the two sides should continue to support and help each other, complement each other with respective strengths, pursue win-win cooperation, so as to achieve common development and rejuvenation, and jointly forge a community with a shared future between China and Latin America, he said.

Pinera said Chile and China had achieved marked progress in bilateral relationship since the two countries established diplomatic ties.

Chile supports joint pursuit of the Belt and Road Initiative to enhance connectivity among regions, Pinera said.

Chile hopes to learn from China’s achievements in innovation-driven development and green development, and expand bilateral cooperation in such areas, he said.

Pinera also noted that Chile would enhance coordination and cooperation with China on regional and multilateral affairs, and continue to play an exemplary role in promoting relations between Latin America and China.

After the talks, the two leaders witnessed the signing of bilateral cooperation documents.

Exclusive: In rare move, French warship passes through Taiwan Strait

WASHINGTON (Reuters) – A French warship passed through the strategic Taiwan Strait this month, U.S. officials told Reuters, a rare voyage by a vessel of a European country that is likely to be welcomed by Washington but increase tension with Beijing.

The passage, which was confirmed by China, is a sign that U.S. allies are increasingly asserting freedom of navigation in international waterways near China. It could open the door for other allies, such as Japan and Australia, to consider similar operations.

The French operation comes amid increasing tensions between the United States and China. Taiwan is one of a growing number of flashpoints in the U.S.-China relationship, which also include a trade war, U.S. sanctions and China’s increasingly muscular military posture in the South China Sea, where the United States also conducts freedom of navigation patrols.

Two officials, speaking on condition of anonymity, said a French military vessel carried out the transit in the narrow waterway between China and Taiwan on April 6.

One of the officials identified the warship as the French frigate Vendemiaire and said it was shadowed by the Chinese military. The official was not aware of any previous French military passage through the Taiwan Strait.

The officials said that as a result of the passage, China notified France it was no longer invited to a naval parade to mark the 70 years since the founding of China’s Navy. Warships from India, Australia and several other nations participated.

China said on Thursday it had lodged “stern representations” with France for what it called an “illegal” passage.

“China’s military sent navy ships in accordance with the law and the rules to identify the French ship and warn it to leave,” defence ministry spokesman Ren Guoqiang told a regularly scheduled media briefing, while declining to say if the sailing had led to the withdrawal of France’s invitation to the parade of ships this week.

“China’s military will stay alert to firmly safeguard China’s sovereignty and security,” he said.

Colonel Patrik Steiger, the spokesman for France’s military chief of staff, declined to comment on an operational mission.

The U.S. officials did not speculate on the purpose of the passage or whether it was designed to assert freedom of navigation.

MOUNTING TENSIONS

The French strait passage comes against the backdrop of increasingly regular passages by U.S. warships through the strategic waterway. Last month, the United States sent Navy and Coast Guard ships through the Taiwan Strait.

The passages upset China, which claims self-ruled Taiwan as part of its territory. Beijing has been ramping up pressure to assert its sovereignty over the island.

Chen Chung-chi, spokesman for Taiwan’s defence ministry, told Reuters by phone the strait is part of busy international waters and it is “a necessity” for vessels from all countries to transit through it. He said Taiwan’s defence ministry will continue to monitor movement of foreign vessels in the region.

“This is an important development both because of the transit itself but also because it reflects a more geopolitical approach by France towards China and the broader Asia-Pacific,” said Abraham Denmark, a former U.S. deputy assistant secretary of defence for East Asia.

The transit is a sign that countries like France are not only looking at China through the lens of trade but from a military standpoint as well, Denmark said.

Last month, France and China signed deals worth billions of euros during a visit to Paris by Chinese President Xi Jinping. French President Emmanuel Macron wants to forge a united European front to confront Chinese advances in trade and technology.

Chinese president, premier send condolence messages to Sri Lanka over deadly attacks

BEIJING, April 21 (Xinhua) — Chinese President Xi Jinping and Premier Li Keqiang on Sunday sent condolence messages to their Sri Lankan counterparts, respectively, after multiple deadly attacks shook the country.

In his message to Sri Lankan President Maithripala Sirisena, Xi said that he was shocked to know the series of explosions in Sri Lanka, which have caused large casualties.

“I, on behalf of the Chinese government and people, as well as myself, send my deep condolences to the victims, and my sincere sympathy to the injured and families of the victims,” he added.

The Chinese government and people will firmly stand by the people of Sri Lanka and firmly support the Sri Lankan government’s effort to maintain national security and stability, Xi said.

On the same day, Chinese Premier Li Keqiang also sent condolences to Sri Lankan Prime Minister Ranil Wickremesinghe over the attacks.

Xi to address Belt and Road forum next week: FM

BEIJING, April 19 (Xinhua) — Chinese President Xi Jinping will deliver a keynote speech at the second Belt and Road Forum for International Cooperation (BRF) to be held from April 25 to 27 in Beijing, State Councilor and Foreign Minister Wang Yi announced Friday.

Leaders including heads of state and government from 37 countries will attend the forum’s roundtable summit, Wang told a press briefing.

Wang said 12 thematic forums and a CEO conference would be held on April 25, the opening ceremony and a high-level meeting on April 26, and the leaders’ roundtable on April 27.

Xi will attend the opening ceremony and deliver a keynote speech. He will also chair the leaders’ roundtable and brief media from home and abroad about the outcomes after the roundtable, Wang said, adding that Xi and his wife Peng Liyuan will also hold a welcoming banquet for the leaders and representatives.

According to Wang, the 37 countries are Austria, Azerbaijan, Belarus, Brunei, Cambodia, Chile, Cyprus, Czech Republic, Djibouti, Egypt, Ethiopia, Greece, Hungary, Indonesia, Italy, Kazakhstan, Kenya, Kyrgyzstan, Laos, Malaysia, Mongolia, Mozambique, Myanmar, Nepal, Pakistan, Papua New Guinea, the Philippines, Portugal, Russia, Serbia, Singapore, Switzerland, Tajikistan, Thailand, the United Arab Emirates, Uzbekistan and Vietnam.

The secretary-general of the United Nations and the managing director of the International Monetary Fund will attend the forum, Wang said, adding that senior representatives of France, Germany, Britain, Spain, Japan, the Republic of Korea and the European Union will also participate.

Noting that the BRF is the top-level platform for international cooperation under the framework of the Belt and Road Initiative, Wang said the conference next week would be of landmark significance.

The theme of the second BRF is “Belt and Road Cooperation, Shaping a Brighter Shared Future.” Wang said the main purpose is to promote the high-quality development of Belt and Road cooperation, which is the common aspiration of countries participating in the initiative.

Speaking highly of the fruitful results yielded since the initiative was launched in 2013, Wang said the second BRF was greatly welcomed worldwide with some 5,000 participants from more than 150 countries and 90 international organizations having confirmed their attendance, covering areas from five continents and different walks of life such as government, civil society, business and academia.

According to Wang, this year’s forum will have 12 thematic forums, twice of that during the first forum in 2017, and the CEO conference will be held for the first time. A joint communique will be released after the leaders’ roundtable and other consensus reached during the forum will be issued in a report.

The Belt and Road Initiative, proposed by Xi in 2013, aims at enhancing all-around connectivity through infrastructure construction, exploring new driving force for the world economic growth, and building a new platform for world economic cooperation, according to Wang.

Stressing that Xi and leaders from other countries blueprinted the initiative in 2017, Wang said the progress in the past two years shows that the initiative conforms to the trend of the times featuring peace, development, cooperation and win-win and accords with the common aspiration of openness and joint development of all countries.

“As the host country, we will maintain close communication and coordination with all parties to prepare for the forum with openness, inclusiveness and transparency, upholding the principle of consultation and cooperation for shared benefits,” Wang said.

He said the forum would voice the firm support for multilateralism and an open world economy, enrich the principles of cooperation of the Belt and Road Initiative, build a network of partnership, and establish more mechanisms for high-quality development.

Bilateral, trilateral and multilateral cooperation has been reinforcing each other under the initiative, laying a solid foundation for a closer and more wide-ranging partnership, he said.

Wang said China will showcase the outcomes and introduce the measures of its reform and opening-up to the world, adding that this will allow China to share the dividends of its economic growth, promote the Belt and Road Initiative, and bring more opportunities to the development of all countries as well as the building of the Belt and Road.

“I believe that the forum will inject stronger impetus into the world economy, open even broader horizon for the development of the countries, and contribute to the building of a community with a shared future for humanity, ” said Wang.
