Chinese vice premier stresses major projects construction, stabilizing investment

BEIJING, March 26 (Xinhua) — Chinese Vice Premier Han Zheng on Thursday called for efforts to advance the construction of major projects and give full play to investment in stabilizing economic growth.

Accurate measures should be taken to solve the problems of labor shortage, transportation and supply of raw materials to accelerate the normal operation of key projects, Han said while addressing a teleconference on the construction of major projects and stabilizing investment.

Han said financial support such as local special bonds should prioritize key areas and major projects. The construction of “new infrastructure” projects such as 5G networks should be strongly encouraged to ramp up new business modes such as the digital economy.

He also urged efforts to ensure the use of land and sea of key projects, streamline project approval procedures and strengthen project management.

More work should be done to implement key foreign-funded projects, speed up the introduction of policies for further opening-up and continue optimizing the business environment, he added.

China, Kazakhstan to expand cooperation in multiple areas, boost ties

BEIJING, Nov. 4 (Xinhua) — Chinese Vice Premier Han Zheng met with Kazakhstan’s First Deputy Prime Minister Alikhan Smailov Monday in Beijing, who also co-chaired the 9th meeting of the China-Kazakhstan Cooperation Committee.

Han, also a Standing Committee member of the Political Bureau of the Communist Party of China Central Committee, said the development of bilateral ties had been healthy and steady to become a model of relations between neighboring countries.

Earlier this year, China and Kazakhstan upgraded their relations to a permanent comprehensive strategic partnership, which Han said marked a new phase of bilateral relations.

The China-Kazakhstan Cooperation Committee, as an intergovernmental mechanism, makes overall planning for, coordinates and guides bilateral cooperation.

Han said since the last meeting of the committee, the two countries had deepened the synergy of their development strategies, accelerated trade, investment and industrial cooperation, strengthened financial cooperation, and continuously enhanced cooperation in security, environmental protection, energy, technology and mining.

Noting the solid foundation, huge potential and broad prospects of bilateral cooperation, Han said the two countries should promote cooperation in industrial capacity, transportation, agriculture and energy.

He called on the two sides to jointly implement the synergy between the Silk Road Economic Belt and Kazakhstan’s “Bright Road” new economic policy, strengthen innovation-driven cooperation and carry out digital industry, blockchain and biotechnology cooperation to create new growth points.

He said the two sides should carry out more facilitation measures to constantly optimize the business environment and guarantee the rights and interests of enterprises from both countries.

Smailov said Kazakhstan is ready to work with China to promote cooperation in trade, finance, energy, agriculture, transportation, logistics and infrastructure to benefit the two peoples.

Vice premier calls for high-quality development in Chongqing

CHONGQING, Oct. 16 (Xinhua) — Vice Premier Han Zheng has called on southwest China’s Chongqing Municipality to promote high-quality development and continue to break new ground in all areas.

Han, also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, made the remarks during a research trip to Chongqing on Monday and Tuesday.

Chongqing should play a key role in advancing the large-scale development of the western region, promoting the joint construction of the Belt and Road Initiative and the green development of the Yangtze River Economic Belt.

During his visit to an auto research and development center and a new-energy vehicle (NEV) manufacturer, Han stressed more input in research to make breakthroughs in key auto parts, and called for the building of homegrown auto brands, wider application of NEVs in urban public transport and the sustainable development of the industry.

Efforts should be made to foster intelligent industries, popularize intelligent technologies and knowledge, and develop intelligent economy, he added.

In his visit to a semi-conductor firm, Han encouraged local companies to enhance their competitiveness and asked local authorities to further improve the business environment.

China, Singapore agree to enhance BRI, trade cooperation

CHONGQING, Oct. 15 (Xinhua) — China and Singapore on Tuesday announced that the upgraded version of the China-Singapore Free Trade Agreement will take effect on Oct. 16.

The two sides made the announcement after four bilateral cooperation mechanism meetings co-chaired by Chinese Vice Premier Han Zheng and Singaporean Deputy Prime Minister Heng Swee Keat in Chongqing.

The four meetings were the 15th China-Singapore Joint Council for Bilateral Cooperation Meeting, the 20th China-Singapore Suzhou Industrial Park Joint Steering Council Meeting, the 11th China-Singapore Tianjin Eco-City Joint Steering Council Meeting and the third China-Singapore (Chongqing) Demonstration Initiative on Strategic Connectivity Joint Steering Council Meeting.

During the meetings, the two sides comprehensively reviewed the implementation of the high-level consensus and the process of practical cooperation.

The two sides exchanged views on the high-quality joint construction of the Belt and Road, promoting regional development and cooperation, and upholding multilateralism and free trade, and made plans for the direction and focus of their cooperation in the future.

The two sides agreed to enhance connectivity, financial support, third-party cooperation, law and judicial cooperation under the framework of the Belt and Road Initiative, increase investment in the new land-sea corridor and promote upgrading of major cooperation projects.

The two sides agreed to improve regional free trade arrangements, promote regional integration, enhance multilateral economic and trade cooperation, and push forward the building of an open world economic system.

Prior to the four meetings, Han met with Heng.

Commending the positive development momentum of bilateral relations, Han, also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, called on the two sides to implement the important consensus reached by the leaders of the two countries that have established strategic guidance of the development of bilateral relations. The two countries should make good use of the mechanism meetings to deepen cooperation in various fields, Han said.

“China’s reform will not stop, but will only accelerate. China’s door of opening-up will not be closed, but will only open wider,” said Han, adding that China welcomes Singapore to participate in its process of reform and opening-up in a larger scope, wider areas and at a deeper level.

Han said China and Singapore must work with each other to guard against the headwinds of unilateralism and protectionism, and resolutely safeguard the international system based on multilateralism and international laws, with the UN as its core.

Heng extended congratulations on the 70th anniversary of the founding of the People’s Republic of China and spoke highly of China’s great development achievements.

He said the friendship between Singapore and China has remained unshakable and become increasingly stronger over the years.

Heng said Singapore attaches great importance to the building of cooperation mechanisms and is ready to work with China to promote cooperation to a new height and to upgrade bilateral relations to a new level. Singapore stands ready to work with China to jointly safeguard the rules-based multilateral trading system and address global challenges.

After the mechanism meetings, Han and Heng witnessed the signing of a series of cooperation documents covering exchanges and training, technological innovation, smart city and intellectual property.

Xi announces opening of Beijing Daxing International Airport

BEIJING, Sept. 25 (Xinhua) — Chinese President Xi Jinping on Wednesday announced the official opening of the Beijing Daxing International Airport.

Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, attended the opening ceremony of the airport on Wednesday morning.

Xi stressed that the new airport, which was built in less than five years and put into operation smoothly, has shown China’s prowess in engineering construction.

It is also a display of the political advantages of the CPC leadership and China’s socialist system that can mobilize all sources to make great achievements, said Xi.

While inspecting the rail transit of Daxing Airport Express at Caoqiao station, Xi stressed that urban rail transit marks the direction for future transportation development in large modern cities, and the development of rail transit is an effective way to solve “big city malaise” and to build green and smart cities.

Beijing should continue to develop rail transit in a bid to build a modern international metropolis, Xi said.

Then Xi took the subway heading for the Beijing Daxing International Airport.

On the way, he inquired in detail about the design and production of the rail trains, ticket prices, baggage consignment and connection with other traffic lines.

Xi stressed that transportation should precede urban modernization, and the Daxing International Airport should fully play its role in serving the coordinated development of the Beijing-Tianjin-Hebei region.

After his arrival at the airport, Xi heard a report on the construction of the airport integrated transportation system and commended the construction of supporting transportation facilities for the airport.

He said that building a comprehensive transportation system with internal and external traffic connections is essential to improving the operational efficiency of the airport.

Advanced management concepts and modern information technology should be employed to make the management and operation more intelligent and convenient, he said.

When inspecting the airport’s platforms and check-in hall, Xi called the airport a significant landmark project of Beijing which would contribute to the coordinated development of the Beijing-Tianjin-Hebei region.

He urged the three areas to seize the opportunity to strengthen coordination and cooperation and accelerate the pace of promoting regional high-quality development.

Xi also stressed the need to construct more advanced aviation hubs and more improved comprehensive transportation systems.

At the check-in counters, Xi saw how self-service paperless check-in was done, acknowledged the airport’s application of modernized facilities to provide passengers with convenient services and urged more efforts to develop the airport into a world-class aviation hub.

At the International Departure area, Xi met with delegates responsible for airport construction and operation.

Xi said that the new airport has demonstrated the great ambition and strategic vision of the Chinese people and displayed the spirit and modern craftsmanship of the nation.

He encouraged builders to march forward and persist in making new contributions.

Chinese Vice Premier Han Zheng also attended the ceremony, saying that the opening of the airport is of great significance to enhancing the international competitiveness of China’s civil aviation industry, better serving the country’s opening up and promoting the coordinated development of the Beijing-Tianjin-Hebei region.

In December 2014, China started building the Beijing Daxing International Airport with a terminal area of 700,000 square meters, four runways and 268 aircraft stands. Flight checks were successfully completed in February this year.
