Xinhua Headlines: World’s factory turns to domestic market amid global coronavirus recession

— As the continued global spread of COVID-19 is weighing on the world economy, China’s foreign trade is under considerable downward pressure.

— Many export-oriented companies in China are turning to the domestic market for a lifeline while grappling with dropping overseas orders as major markets remain in the grip of the pandemic.

FUZHOU, May 9 (Xinhua) — Walking back and forth between shelves of neatly stacked shoes, some 20 live streamers dashed at the instructions of their followers on the phone, grabbing a shoe now and then from the shelves for a close-up in front of the camera.

At around eight o’clock every night, the supply chain platform 0594 in the city of Putian, east China’s Fujian Province, springs to life as live streamers flock to the exhibition area to sell shoes produced by the local manufacturers, many of which are troubled by the cancellations or delays of overseas orders amid the global coronavirus pandemic.

“To get rid of the excess inventory, many manufacturers in Putian are turning to live streaming to explore the domestic market,” said Chen Xing, general manager of 0594. “We are now cooperating with over 40 manufacturers and there will be more of them joining us in the future.”

The platform is also building an internet celebrity incubator and has so far organized seven rounds of influencer training courses enrolling more than 200 attendees.

Huang Huafang, 39, signed up for the two-day crash course in late March and soon after started her first live streaming session. She works from around 2 p.m. to 10 p.m., attracting over 500 followers and selling more than 20 pairs of shoes every day.

Though she is not a well-known live streamer, she is optimistic about the future. “There is a long way to go, but I believe live streaming is a trend. It is an essential skill for anyone who wants to market online,” said Huang.

According to Chen, the platform 0594 sold almost 130,000 pairs of shoes in April alone. As the domestic economic outlook continues to pick up, the sales target of May has been set at 200,000 pairs.

Like manufacturers in Putian, a city with a large number of export-oriented enterprises, many Chinese factories are turning to the domestic market for a lifeline, while grappling with dropping overseas orders as major markets remain in the grip of the pandemic.

ADAPT OR DIE

With decades of experience in manufacturing and developing products for overseas clients, some export-oriented companies in China are rolling out products catering to the domestic market.

After months of gloomy business, Wu Songlin, general manager of Putian-based Hsieh Shun Footwear Co., Ltd., heaved a sigh of relief as trucks loaded with therapeutic shoes tailored to the home market left his factory.

It was the first shipment for the domestic market since Wu and his partners started the company in 2010. In the past, his company only had two clients, one from Europe and the other from Japan. Business used to run smoothly and life was good.

But his factory was on the brink of a shutdown in March when the coronavirus pandemic started to ravage the global economy. No new orders came in and shipments of existing orders were requested to be delayed until June.

“Orders were canceled after completion of production, and our capital flow is stuck in our inventory. The pressure is mounting to keep the factory running,” Wu said. “By the end of June, workers would be left with no work to do as soon as we complete the existing orders.”

After losing almost all their orders from overseas clients, the desperate shoemaker turned to the domestic market. He called one of his old business partners and secured an order for massage footwear, which is selling like hot cakes in the domestic market as health tops the agenda in the time of the novel coronavirus.

The factory produced 10,000 pairs of massage shoes in April, and the number is expected to reach 30,000 in May, enough to keep the production lines running.

Thanks to the company’s quick adaptation, about 200 workers kept their jobs in the factory, while 20 percent were furloughed and the remaining workers were arranged to work in other companies as part of the city’s employee sharing program.

“If domestic orders keep coming in, our operation will hopefully get back to normal by September when the monthly output of massage shoes will reach 90,000,” Wu said. “By then the company will live and thrive without any orders from overseas customers.”

But switching to another market is not easy, explained Wu. In the past, export-oriented factories were only in charge of manufacturing, while brands would take care of sales, promotion as well as customer support.

“If you are selling to the domestic market, you need to have your own brand and marketing capacity,” he said. “Working with e-commerce platforms could be one way out, but it’s more important to understand domestic consumers and meet their needs.”

CUSTOMIZE THE FUTURE

For years, many export-focused manufactures have been trying to climb up the value chain and tap the uncharted waters of the domestic market. As the pandemic continues to spread, there is a strong push for them to embrace customized manufacturing.

In an experience store located in downtown Putian, customers line up waiting to have their feet measured on a smart device. After a few seconds, they get their readings on the phone, and a few swipes and clicks later, they place their orders with unique features, colors, and shapes.

Adjacent to the experience store, there is a flexible manufacturing workshop, which gives quick responses to orders and produces shoes following the customized demands of individual buyers.

SEMS, a longstanding sports footwear manufacturer that has established a partnership with several international brands, started to adopt flexible manufacturing years ago in an effort to adapt to the evolving domestic market.

Customization gives consumers the benefit of products that fit their needs, and at the same time allows factories to utilize improved workflows and technology to maintain high output and omit the process of inventory and distribution, said Zhu Yizhen, the executive vice president of the company.

“Currently we only sell over 100 pairs of customized shoes a day, but we are at the dawn of a new era,” Zhu said. “We hope more companies awaken to the developing trend and join in the practice of mass customization.”

Customer to manufacturer, or C2M, which allows consumers to place orders directly to factories for customized products, has become a buzzword among export-oriented manufacturers hoping to reach domestic consumers amid the pandemic.

Li Junjie, who runs a ceramic flowerpot plant in Fujian’s Dehua County, one of the manufacturing centers of ceramics in China, did not sell a single pot to his overseas customers since the coronavirus outbreak in late January.

The factory used to export 30 percent of its flowerpots to the United States and Spain, but Li managed to make up for the lost deals by selling on domestic e-commerce platforms. Instead of bulk orders placed by foreign clients, domestic consumers tend to purchase customized products in small amounts.

With the big data provided by e-commerce platforms, Li can tell which items will be a hit so as to increase their production and develop new products based on a thorough analysis of different consumer groups.

“Our online sales almost doubled over the past year, and we have sold over 100,000 customized pots this year, thanks to the C2M business model,” Li said.

Li’s company is one of many Chinese small and medium-sized enterprises (SMEs) that have benefited from the e-commerce giant Alibaba’s Spring Thunder Initiative, which is aimed at helping export-focused SMEs expand into new markets.

The initiative will also help some SMEs to transform and develop their business in the Chinese market through measures such as resource support, fee reductions, and fast-track processing.

Wuhan declared free of Covid-19 as last patients leave hospital after months-long struggle against coronavirus

  • City at centre of outbreak finally able to declare itself clear of disease after months in lockdown and thousands of deaths

The city of Wuhan, the initial epicentre of the coronavirus pandemic, no longer has any Covid-19 patients in hospital after the last 12 were discharged on Sunday.

Their release ended a four-month nightmare for the city, where the disease was first detected in December. The number of patients being treated for Covid-19, the disease caused by a new coronavirus, peaked on February 18 at 38,020 – nearly 10,000 of whom were in severe or critical condition.

“With the joint efforts of Wuhan and the national medical aid given to Hubei province, all cases of Covid-19 in Wuhan were cleared as of April 26,” Mi Feng, a spokesman for the National Health Commission said on Sunday afternoon.

The announcement came only one day after the city discharged the last patient who had been in a severe condition. That patient also was the last severe case in Hubei province.

The last patient discharged from Wuhan Chest Hospital, a 77-year-old man surnamed Ding, twice tested negative for Sars-CoV-2, the virus that causes Covid-19, and was released at noon on Sunday.

“I missed my family so much!” Ding told Changjing Daily.

Another unidentified patient exclaimed as he left the hospital: “The air outside is so fresh! The weather is so good today!”

Wuhan faced a long journey to bring its patient count down to zero.

The city of 11 million, the capital of Hubei province and a transport hub for central China, was put under a strict lockdown on January 23 that barred anyone from entering or exiting the city without official approval for 76 days until it was officially lifted on April 8.

Residents were ordered to stay in their apartments as the city stopped public transport and banned private cars from city streets. As the epidemic worsened, more than 42,000 medical staff from across the country were sent to the city and to Hubei province to help ease the burden on the local health care system.

Wuhan was the hardest hit city in China, accounting for 50,333 of the 82,827 locally transmitted Covid-19 cases recorded in China. More than 4,600 died in the country from the disease.

On March 13, the city reported for the first time that there were no new suspected cases of the infection, and five days later there were no confirmed cases.

The number of discharged patients bottomed out at 39.1 per cent at the end of February, gradually climbing to 92.2 per cent by last Thursday.

“Having the patients in the hospital cleared on April 26 marks a major achievement for the city’s Covid-19 treatment,” the Wuhan Health Commission said in a statement.

However, having no severe cases in hospital does not mean all the discharged patients will require no further treatment as they may still need further care.

“Clearing all the severe cases marks a decisive victory for the battle to safeguard Wuhan,” health minister Ma Xiaowei told state broadcaster China Central Television on Saturday.

“Some patients who have other conditions are being treated in specialised hospitals. It has been properly arranged.”

Ten patients aged between 42 and 85 who have been declared coronavirus-free are still in intensive care at the city’s Tongji Hospital where they are being treated for kidney problems and other complications arising from Covid-19. Some still need ventilators to help them breathe.

These 10 patients are under 24-hour care, with 190 nurses on four-hour rotations. There are other patients in a similar condition in two other hospitals in Wuhan, according to the Hubei Broadcasting and Television Network.

However, the discharge of the last batch of Covid-19 patients does not mean that the risk of infection is gone.

The city reported 20 new cases of people testing positive for Sars-CoV-2, the official name for the coronavirus that causes the disease, but who do not yet show symptoms.

There are 535 such carriers under medical observation. Past data shows some of these asymptomatic carriers will develop symptoms, and so will be counted as Covid-19 patients under China’s diagnosis and treatment plan.

China’s coronavirus infection curve has flattened out with about 694 imported cases of Covid-19 on top of about 800 locally transmitted ones now under treatment.

The national health commission spokesman warned that people still need to be on high alert as the virus is continuing to spread around the globe, with no sign yet of a slowdown.

“[We] must not drop our guard and loosen up. [We] must discover cases in time and deal with them quickly,” Mi said, citing the continued pressure from cases imported by people returning from overseas.

“The next step will be to implement the requirements of the central government and continue to guard against imported cases and a rebound of domestic transmitted cases.”

Pilot shortages could ground China’s plans to develop combat-ready carrier fleet

A shortage of naval pilots is holding back Beijing’s ambitions to develop a truly combat-ready fleet, military analysts have said.

China officially commissioned its second aircraft carrier the Shandong last week, which means it will need at least 70 pilots, along with more supporting flight officers.

However, plans to further expand its fleet to five or six carriers – as well as the more advanced technology that will be used on these vessels – mean the need to train more pilots will become more urgent in the future.

Chinese President Xi Jinping has initiated a sweeping modernisation drive across all branches of the People’s Liberation Army and said “the need to build up a strong navy has never been more pressing”.

But Collin Koh, a research fellow at the S Rajaratnam School of International Studies at Singapore’s Nanyang Technological University, said there was a bottleneck in the recruitment and training of naval pilots.

“The implications of carrier-borne aviation are still relatively unfamiliar to the PLA, especially when there’s an urge to scale up training tempo and recruitment in order to fulfil the top directives of building a viable carrier programme,” he said.

China’s training programme for all military pilots is still developing – particularly when it comes to the naval aviation arm, which was only founded in May 2013.

China’s new carrier set to have smaller jet force than expected

China’s first aircraft carrier, the Liaoning, was commissioned in September 2012, but the first successful fighter landing on the ship did not happen until two months later.

The first successful night landing was not reported by state media until May 2018, almost four years later.

It appears to have taken even longer to fully train helicopter pilots, with the first successful day landing taking place in November 2018, according to China’s Naval Aviation University, and the first night landing in June this year.

The training programme has also been marred by a string of fatal accidents along the way, although Koh said these had been unreported to avoid deterring prospective recruits.

Days after China marked the 70th anniversary of the foundation of the People’s Republic with a huge military parade in Beijing on October 1, three airmen were killed when a transport helicopter crashed in central Henan province.

Just eight days later there was another crash on the Tibetan Plateau, where a J-10 fighter jet on a low-altitude flying drill crashed into a mountain. The pilot was reported to have survived.

“The attrition rate of carrier-borne pilot training, including those who might have been injured or killed in the line of duty, isn’t that well publicised by the PLA,” said Koh.

Li Jie, another Beijing-based military expert, said although the navy is short of pilots now, the problem could be solved within two to three years.
“The insufficient number of carrier-borne warplanes and the substantial training needed for a qualified naval pilot are the two main reasons why China is so short of pilots now. But as China places more and more emphasis on the education and training of the pilots, the problem will be gradually ironed out, ” said Li.
First made-in-China carrier officially enters service

The Naval Aviation University, which is responsible for the training of future naval pilots, has been working with three of the country’s leading universities – Peking, Tsinghua and Beihang – to identify and recruit future pilots.

The authorities have also set up Naval Aviation Experimental Classes in high schools across the country. Each class recruits 50 students, who enjoy a national subsidy and will be put in a priority list to be admitted as a naval pilot.

Chinese, US scientists develop AI technology to help detect submarines in uncharted waters

Scientists from China and the United States have developed a new artificial intelligence
-based system that they say will make it easier to detect submarines in uncharted waters.
The technology builds on earlier work by the team, led by Dr Niu Haiqiang from the Institute of Acoustics at the Chinese Academy of Sciences in Beijing, which saw them develop a deep-learning algorithm that could improve the speed and precision of detection.
The algorithm, however, needs a large amount of data to work, so its use is limited to waters that have already been fully charted. In contrast, the upgrade works in all waters, charted or otherwise.

Niu and his colleagues, who included scientists from the Scripps Institution of Oceanography at the University of California San Diego, started by developing a simulator to generate a wide range of virtual environments from which the algorithm was able to learn.
Once it had assimilated that information, the simulator was able to analyse real-life data taken from the world’s oceans and seas, the team said in a paper published in the July issue of The Journal of the Acoustical Society of America.
It is now able to help a single hydrophone locate more than 80 per cent of underwater targets within an uncharted area with a margin of error of less than 10 metres (33 feet), the paper said.

The researchers said the new technology should allow them to track any sound-emitting source – be it a nuclear submarine, a whale or even an emergency beeper from a crashed aircraft – using a simple listening device mounted on a buoy, underwater drone or ship.

The scientists worked together to improve the sensitivity and accuracy of passive underwater surveillance technology, according to the academy’s website.

Locating targets in unfamiliar waters is challenging because the AI relies on environmental data parameters such as underwater currents and seabed landscapes.

But obtaining such information is not easy, and often impossible.

For instance, the United States does not allow China to collect information in waters close to its west coast, while Beijing forbids the US from getting too close to its military facilities in the South China Sea.

Professor Zhang Renhe, a researcher at the Institute of Acoustics who was not involved in the study, said the latest development was encouraging.

“AI can be a useful assistant to underwater target recognition,” he said. “In a way it is similar to the speech recognition technology on our mobile phones.”

But he said scientists were still wrestling with exactly how the technology worked.

“It is like a black box with some inner workings that are still unexplained,” he said.

Researchers were now working on ways to combine the new AI technology with the physical models for underwater target detection that have been developed in recent decades, Zhang said.

“This is a new frontier for fundamental science,” he said. “It requires international cooperation.”
