* China’s workforce peak demographics

Well reasoned analysis that goes behind and beyond headline figures – as expected from the EIU.

EIU: “China’s working age population is set to peak in 2013, according to the Economist Intelligence Unit‘s latest demographic projections. However the impact of this milestone on the country’s economy will be different from the experience of other, predominantly rich countries that have already undergone the process. While ageing, the country’s urban workforce will continue to grow. It will also become much better educated.

China Ageing Population

In the developed world, ageing is most commonly associated with shrinking workforces relative to the rest of the population, giving rise to pension cuts, postponed retirement and higher taxes on the young. As an economy still in transition, China need not fret about such issues. For a start, China’s state pension system is far from generous and its coverage low. Rather, the country’s biggest fear is that of worsening labour shortages—a phenomenon that was first reported in the mid–2000s and was subsequently the subject of much attention in the national media. There are two good reasons why these fears are overblown.

Rural fuel

First, China is still in the midst of a massive urbanisation drive. When the working-age populations of Germany and Japan, the world’s largest ageing economies, began to shrink in 1999 and 1995 respectively, the process of massive rural-to-urban migration had already matured. The proportion of the population residing in urban areas, or the urbanisation rate, had more or less stabilised at 73% and 65% respectively.

In contrast, China’s urbanisation rate will only reach 55% this year and is likely to continue rising by around one percentage point (or 13m people) every year, according to our projections. China will only reach Japan’s level of urbanisation by 2022 and Germany’s by 2030. Thus, even though China’s working-age population will shrink overall, the urban working-age population will only peak in 2029 after reaching 695m—135m higher than it was in 2012.

The flip side of this trend is a shrinking rural population. However, China’s rural population has been diminishing for three decades without much adverse impact on agricultural output. That is because its countryside is overpopulated: there are too many farmers working too little land. Indeed, China has even managed to boost agricultural output over the years by investing in machinery and technology.

It is difficult to pinpoint exactly how many more workers the agricultural sector can afford to lose before a large impact on farm output is felt. However, most economists agree that another 100m or so is achievable. Coupled with the fact that the primary sector only accounts for 10% of GDP, it becomes clear that, when it comes to maintaining economic growth, the urban workforce is really the only one that matters.

From factories to classrooms

Second, China’s labour shortages have largely been misdiagnosed. Much ink has been spilt attributing the lack of young workers for unfilled factory vacancies to demographic factors. Yet the number of Chinese aged 16–24 increased from 196m to 210m between 2000 and 2010. The rise in urban areas is even greater. Where, then, did all the young workers go? The answer is simple: they went to school.

The proportion of junior secondary school graduates continuing on to senior secondary school surged from 51% to 88% between 2000 and 2010. At the same time, the proportion of Chinese aged 16–19 that were either employed or seeking employment (the labour participation rate) fell from 57% to 34%. The relationship is clear: rising enrolment rates at schools have played a major role in postponing entry to the workforce.

The surge in school enrolment implies that the supply of young workers entering the job market will not only remain stable as China passes its demographic turning point, but might even grow. Enrolment rates cannot rise forever, and all the would–be teenage workers that were absorbed by the schooling system over the past decade will enter the workforce sooner or later.

As China’s youth becomes better educated, the coming decade will witness the emergence of a two-tiered workforce. One tier will consist of graduates looking for office jobs. The other will remain the country’s “traditional” source of labour: relatively low–skilled rural migrants seeking work in factories and construction yards. The latter group will, however, have aged substantially, creating new challenges for managers and HR departments across the country.

China’s workforce challenge is thus twofold: policymakers need to ensure that there are enough white-collar jobs for graduates, while employers of low-skilled workers will need to come to grips with hiring and managing an older workforce. Failure to do so will have serious consequences. An educated class disillusioned by high unemployment is something China can ill afford at a time of rising social tensions. At the same time, an inability to replace young workers with older ones could spell the end of the golden age of China’s mighty manufacturing sector.

Yet, if the demographic transition is managed successfully, there will be just cause to celebrate. The Chinese economic miracle has pulled more than 200m people out of poverty over the past 30 years. In the last ten, it has allowed 60m children who would otherwise never have finished secondary school to do so. The next task will be to ensure that their studies have not been in vain.”

* China’s taste for pork serves up a pollution problem

This is but an indication of what is going to happen when billions of poor people become affluent enough to want the things that affluent Westerners take for granted.

Fan has lived in Houtonglong village all his 31 years. The water was clear, he says, before the pig farm was built and people’s health began to suffer.

No one consulted the villagers before Shengtai pig farm was built 100 metres from their homes. The farm produces 10,000 animals a year – a relatively small concern in the world of industrialised farming – but there is so much waste to dispose of, the village air is thick with the stench. In the rainy season manure escapes from the farm, covering the roads. Villagers are developing respiratory problems and Fan struggles to raise chickens and ducks, which die soon after hatching.

In the 10 years since the farm arrived, the villagers have tried to get it dislodged. “We pulled down the walls several times, and blocked the gate with mud and trucks,” said Fan, a self-employed businessman. Complaints to the local government have gone unanswered, so Fan turned to internet forums to raise awareness. “We can only hope the farm will stop polluting our environment,” he added. “Our village was once a very beautiful place.”

Pork is China’s favourite meat: last year the country produced 50m tonnes – more than half the world’s total – and as the disposable incomes of China’s 1.3 billion people rise, their appetite is growing. “Pork is wrapped up in ideas of progress and modernity,” said Mindi Schneider, a sociologist at Cornell University. Until the 1990s typical families only ate meat at Chinese new year.

Memories of the devastating famine that killed tens of millions in the early 1960s still weigh heavy on the Chinese psyche. “I’ve heard people talking about eating meat in ‘revenge,'” Schneider said. “It was so limited before. Now it’s like: ‘look at this progress, we can eat as much meat as we want.'”

In 1980 the average Chinese person ate 14kg of meat. Today that person eats over four times more, almost 60kg. In comparison, the average American eats 125kg of meat each year and the average Briton about 85kg.

The livestock industry is transforming accordingly. Seen from a hilltop 200 miles from Houtonglong, the future of Chinese pork production takes the form of 32 identical redbrick pig sheds, shaded by leafy trees.”

The government will increase agricultural subsidies and ensure “reasonable returns” from planting crops, the official Xinhua news agency reported on Dec. 22, citing an annual work conference to set rural policy.

The goals, which include increasing rural incomes by at least as much as those in urban areas, reflect a new leadership’s focus on reforming the land system and addressing wealth disparities as it encourages migration into towns and cities to boost consumption. Li Keqiang, set to take over from Wen Jiabao as premier in March, is championing urbanization as a growth engine.

“A completely new policy approach is emerging under Li Keqiang,” said Yuan Gangming, a researcher in Beijing with the Chinese Academy of Social Sciences. “It’s about giving farmers a bigger share from land deals, it’s about changing local governments’ reliance on revenues from land, and it’s ultimately about a fairer system of sharing China’s economic growth.”

Yuan said he expects the government to be appointed in March to announce “a slew of policy initiatives” from changes to the household registration, or hukou, system to trading in land-use rights as part of Li’s urbanization drive.

The Shanghai Composite Index closed up 0.3 percent. Some Asian markets are closed today, while trading hours are restricted in some others.”

* Wealth gap to be cut, Han Changfu tells Central Rural Work Conference

The new regime seems to be determined to make substantial changes for the better.  This is but one of several declared changes in policy or practice since Xi and LI took over in mid-November.

SCMP: “Beijing will look to boost farmers’ income, protect their land rights and seek more equitable treatment for migrant workers in cities, reports from the annual rural work conference said yesterday.

Agriculture Minister Han Changfu told the two-day Central Rural Work Conference that the government would aim to narrow the gap between rural and urban residents by keeping the annual rate of income growth in the countryside at least 7.5 per cent, according to the People’s Daily. He said urban policies should focus on fostering new sustainable agricultural business models to encourage young migrant workers to return home to farm, Xinhua reported.

Han highlighted a critical “lack of sustainable manpower” in the country’s agriculture sector, with more than 60 per cent of young migrant workers saying they have no plans to return to farming, Caixin reported.

Supporting agricultural development would require maintaining stable land contract management while allowing the orderly transfer of farmers’ land management rights, Han said, according to Xinhua.

The central government would also help expand support to include family farms and specialised co-operatives, he added.

Despite being one of the world’s biggest agricultural producers, China increasingly needs to import food as demand for grain continues to outstrip supply, Han said, according to Caixin. He would not say how much food the country is importing.

The meeting’s participants included academics, businessmen and regulators, and other agriculture sector officials. In addition to ensuring the country’s grain supply, they said steps were needed to ensure farmers can profit during times of rising grain prices and production costs.

The government would also work to better balance urban and rural development, and ensure fair treatment for migrant workers in cities, participants said.”

* China to tighten laws on land grabs in rural stability push

The new leadership is already taking steps to improve conditions for the rural population of China. That is assuming local authorities take heed of central edicts.

Reuters: “China’s cabinet vowed on Wednesday to tighten laws on the expropriation of farmland, warning that the problem risked fuelling rural unrest and undermining the country’s food security.

“Rural land has been expropriated too much and too fast as industrialization and urbanization accelerate,” state news agency Xinhua reported, summing up a meeting of the State Council.

“It not only affects stability in the countryside but also threatens grain security.”

More reforms need to be put in place and a better legal system set up to resolve the problem, including stricter regulation on farmland expropriation, Xinhua said.

The meeting passed a draft law amendment altering rules on how to compensate farmers whose “collectively owned” land is expropriated, the news agency said, without providing details.

“The government must make efforts to beef up support for farmers and place rural development in a more important position,” it added.

While the comments on land seizures do not break new policy ground, they do underscore government jitters about rural discontent as President Hu Jintao prepares to hand over the running of the country to his successor, Vice President Xi Jinping, named Communist Party head this month.

Farmers in China do not directly own most of their fields. Instead, most rural land is owned collectively by a village, and farmers get leases that last for decades.

In theory, the villagers can collectively decide whether to apply to sell off or develop land. In practice, however, state officials usually decide. And hoping to win investment, revenues and pay-offs, they often override the wishes of farmers.

The number of “mass incidents” of unrest recorded by the e government grew from 8,700 in 1993 to about 90,000 in 2010, according to several government-backed studies. Some estimates are higher, and the government has not released official data for recent years.

Conflict over land requisitions accounted for more than 65 percent of rural “mass incidents”, the China Economic Times reported this year, citing survey data.”

* Henan city refuses to stop clearance of graves to make farmland

One of the most honoured traditions of Chinese, reverence for one’s ancestors and tending of the family cemetery is going the way of so many old customs. But not if the people try and stand firm. However, there is no question that farm land is in short supply and so some new solution needs to be found. Is nothing sacred in China?

SCMP: “A city in central Henan province says it will push ahead with grave demolitions after the levelling of millions of tombs sparked outrage.

Two million tombs in Zhoukou, one of the oldest cities on the mainland, have been removed over the past few months under a new provincial government policy to make more land available for agriculture.

A spokesman from the city’s civil affairs bureau, which is in charge of the grave demolitions, said the city government had no intention of halting the campaign, even though the State Council last Friday struck out a clause from regulations that allowed for forced demolition of grave sites.

“We are still clearing graves for farmland and we will definitely continue doing that,” he said. The spokesman said the State Council announcement only meant the civil affairs bureau had no right to carry out compulsory demolitions. “The courts and the police bureau will instead take responsibility for execution,” he said.

The revised version of the funeral and interment control regulation removed a sentence in Article 20 that allowed for forced demolitions.

The amendment, which will come into effect next year, came after an online petition campaign by a group of scholars and thousands of people from Henan.

State-run Xinhua released a report earlier this month praising the demolition project. A Henan reporter said mainland media ignored the petition, launched days before the Communist Party’s 18th national congress.

Jia Guoyong, a playwright originally from Zhoukou, said the new regulation would not stop the demolitions. He said he was shocked to the core when he returned to his hometown at the end of last month.

“I felt I lost my soul,” he said, describing an atmosphere like “the end of the world”, with people crying as tractors demolished graves and buckets of bones spilled everywhere.

An official document released at the start of this year said the province would make cremation compulsory within three years.”

Unless China solves the agricultural productivity soon, it will become a global rather than a Chinese problem.

Pulling together small plots of land to make larger operations and introducing modern mechanical techniques would help boost productivity, vital if China’s agricultural sector is to meet soaring domestic food demand.

But efforts to modernize the sector are struggling to gain traction because many farmers are suspicious about giving up their land, and even for some mechanized farms, there are too few workers.

Guaranteeing food security is a major tenet of the ruling Communist Party. The country is self-sufficient in rice and wheat, but is struggling to meet corn demand and has long given up trying to satisfy soy demand. It is the world’s biggest importer of soybeans, and a major buyer of corn.

It has increased grains output for nine straight years and aims to add 50 million tonnes per year by 2020 to the record 571.21 million tonnes of grain harvested in 2011.

“It now needs the government to come out and manage the land of those who give consent, and improve economies of scale,” said Fu Xuejun, a manager at the Baoquanling farm, owned by the Beidahuang Group, a huge state-owned farming conglomerate in Heilongjiang in northeast China.

Some say China should give up its fixation with self-sufficiency and take advantage of growing grains trade internationally.

“China used to emphasize self-sufficiency because the international environment was not favorable,” said Li Guoxiang, researcher with the Rural Development Institute of the China Academy of Social Sciences (CASS). “Food security should have two aims – one is domestic production and the other is the ability to buy overseas.”

* Water scarcity compounds India’s food insecurity

To add to India’s many owes, now we have a water scarcity issue. This issue also features in the China-India rivalry, as many of the large rivers in north India has the Tibetan plateau as their source.

“Since India’s independence, the mammoth task of feeding its hundreds of millions, most of whom are extremely poor, has been a major challenge to policymakers. In the coming decades, the issue of food insecurity is likely to affect almost all Indians. However, for the poorest amongst us, it could be catastrophic. India ranks 65 of 79 countries in the Global Hunger Index. This is extremely alarming.

In the past few years, uneven weather patterns combined with over exploited and depleting water resources in various parts of India have wreaked havoc on food security, particularly for small and marginal farmers, as well as the rural poor.

The recently launched Global Food Security Index (GFSI) estimates that in 2012, there are 224 million Indians, around 19 percent of the total population, who are undernourished. The same report also estimates that while the Indian government has various institutions designed to deal with the impact of inflation on food prices, it only spends 1 percent of agricultural GDP on research to build food security for the poorest. Overall, India ranked 66th on the GFSI. It is estimated that one in four of the world’s malnourished children is in India, more even than in sub-Saharan Africa.

Water insecurity, further exacerbated by climate change, is arguably the most important factor for India’s food security. India’s total water availability per capita is expected to decline to 1,240 cubic metres per person per year by 2030, perilously close to the 1,000 cubic metre benchmark set by the World Bank as ‘water scarce’.

Factors such as increasing usage, poor infrastructure, and pollution have led to a decline of water quantity and quality in India. Climate change, meanwhile, is expected to cause a two-fold impact.

One, increasing temperatures have hastened the rate of melt of the Himalayan glaciers, upon which major Indian rivers like the Ganges, Indus and Brahmaputra depend.

Second, the effect of climate change on monsoons in India will cause them to become more erratic, arriving earlier or later and lasting for shorter, more intense periods of time. India’s farming communities depend overwhelmingly on the monsoon, as their cropping patterns are built around it. The combined effect of climate change and over exploitation is violating the water cycle, degrading aquifers and  eroding ground water resources.

Over 50 percent of agricultural land in India depends entirely on groundwater. In North and Northeast India, where perennial rivers (rivers that have water year round, i.e. glacier fed rivers in India, such as the Ganges) sustain the agricultural land, have to deal with issues such as flooding caused by climate change impacts such as speedier glacier melt and erratic monsoons.

Meanwhile, farmers in states in West and South India, where rivers are seasonal, have to depend heavily on rapidly depleting groundwater resources.

The worst affected by this type of water-fuelled food insecurity are the small farmers of India. Estimates suggest that between 1995 and 2010, over 2,50,000 farmers in India, mostly from states like Andhra Pradesh and Maharashtra, killed themselves. Most of these farmers were drowning in vicious cycles of debt caused by failed monsoons and increasing droughts.

Responses to this crisis, including the National Action Plan on Climate Change, lay out various solutions and intended interventions, but most focus on the long term. To secure the future of India’s water resources vis-à-vis its agriculture in the future, it is important that certain steps be taken immediately. First and foremost, authorities will have to remove the mindset that water is an endless resource and the solution to water woes is simply a further development of India’s fast depleting groundwater.

Indeed, Dr. Mihir Shah, co-Founder, Samaj Pragati Sahayog (SPS) and member of the Planning Commission of India has stated that the ‘era of further water development may be over’ and emphasized that we have to urgently introduce more efficient water management. In this regard, promotion of irrigation efficiency will be crucial in the future.

Systems such as drip irrigation and System of Rice Intensification (SRI) to farmers across India will be essential. It will also be necessary to promote water conservation methods such as rain water harvesting, which has been successful in urban India, in villages as well.

At the same time, reducing inefficiencies and water wastage through conveyance losses will require governmental and NGO support in actions such as replacing faulty pipes and pumps.  Hence, India needs to invest on improving its water productivity, and any capacity to produce more food like rice with less water will be an important contribution to sustainable water and food security.

In short, India is facing a bleak future of becoming water scarce and painfully food insecure. How exactly are the country’s hundreds of millions, who depend entirely on agriculture for their livelihoods, as well as those that depend on agriculture for their food needs, to make ends meet?

Delaying this issue is simply not an option for India as this could lead to increased instability, poor human development and enhance inter-generational poverty. India needs to ensure food security through sustainable development and create resilience amongst the most vulnerable in the country: the poor.”

* China to spend massively on farmland improvement

Xinhua: “The government will spend 37.36 billion yuan(about 5.93 billion U.S. dollars) to improve the quality of farmland this year, the Ministry of Finance said Thursday.

The fund, which is a part of the country’s comprehensive agricultural development plan, includes 21.92 billion yuan from the central budget and 12.05 billion yuan from local budgets, the ministry said.

The government plans to improve the quality of 15.47 million mu (1.03 million hectares) of medium- and low-yield land and build 13.31 million mu of high-quality farmland by the end of 2012, said the ministry.

The government will also support improvements for 45 water-saving projects in medium-sized irrigation districts, said the ministry.

The projects will add or improve irrigation on 25.82 million mu of land, aiming to increase agricultural production capacity, it said.”

* Thirsty South Asia’s river rifts threaten “water wars”

WSJ: “As the silver waters of the Kishanganga rush through this north Kashmir valley, Indian labourers are hard at work on a hydropower project that will dam the river just before it flows across one of the world’s most militarised borders into Pakistan.

The loud hum of excavators echoes through the pine-covered valley, clearing masses of soil and boulders.

The 330-MW dam shows India’s growing focus on hydropower but also highlights how water is a growing source of tension with downstream Pakistan, which depends on the snow-fed Himalayan rivers for everything from drinking water to agriculture.

Islamabad has complained to an international court that the dam in the Gurez valley, one of dozens planned by India, will affect river flows and is illegal. The court has halted any permanent work on the river for the moment, although India can still continue tunneling and other associated projects.

In the years since their partition from British India in 1947, land disputes have led the two nuclear-armed neighbours to two of their three wars. The next flashpoint could well be water.

“There is definitely potential for conflict based on water, particularly if we are looking to the year 2050, when there could be considerable water scarcity in India and Pakistan,” says Michael Kugelman, South Asia Associate at the Woodrow Wilson International Center for Scholars in Washington.”
