‘Lemon’ or not, Trump is stuck with Phase 1 China trade deal

WASHINGTON (Reuters) – U.S. President Donald Trump has little choice but to stick with his Phase 1 China trade deal despite his anger at Beijing over the coronavirus pandemic, new Hong Kong security rules, and dwindling hopes China can meet U.S. goods purchase targets, people familiar with his administration’s deliberations say.

The U.S.-China trade negotiations took more than two years, heaped tariffs on $370 billion of Chinese products, whipsawed financial markets and dimmed global growth prospects well before the coronavirus outbreak crushed them.

In recent weeks, suggestions that Trump may cancel the deal have emanated from the White House almost daily, and businesses, investors, and China trade watchers are hanging on to every word and tweet.

But on Friday, when Trump said the United States would start dismantling trade and travel privileges for Hong Kong, he did not mention the deal. Stock markets heaved a sigh of relief, with the S&P 500 .SPX reversing losses.

Talking tough on China and criticizing the Obama administration’s more measured approach is a key part of Trump’s re-election strategy. Sticking with the pact may mean accepting that China is likely to fall short of purchase commitments for U.S. agricultural goods, manufactured products, energy and services – goals that many said were unrealistic here even before the pandemic.

Canceling the deal, though, would reignite the nearly two-year U.S.-China trade war at a time U.S. unemployment is at its worst since the 1930s Great Depression.

The next U.S. step would likely be reviving previously planned but canceled tariffs on some $165 billion worth of Chinese consumer goods, including Apple (AAPL.O) cellphones and computers, toys and clothing – all ultimately paid by U.S. companies and passed on to consumers. Beijing would retaliate with tariffs on U.S. goods, fueling more market turmoil and delaying recovery.

“He’s stuck with a lemon. He gets an empty agreement if he sticks with it, and he gets more actions that create an economic drag and more volatility if he abandons it,” said one person briefed on the administration’s trade deliberations.

U.S. goods exports here to China in the first quarter were down $4 billion from the trade war-damaged levels a year earlier, according to U.S. Census Bureau data.

The Peterson Institute of International Economics estimates here that during the first quarter, China made only about 40% of the purchases it needed to stay on target for a first-year increase of $77 billion over 2017 levels, implying an extremely steep climb in the second half.

Leaving the deal now would not buy a lasting political bounce for Trump in manufacturing-heavy swing states with five months to go before the presidential election, analysts say.

COMPLEX RELATIONSHIP

Trump blames China for failing to contain the coronavirus and has repeatedly said the deal, including its pledges to boost U.S. exports to China by $200 billion over two years, no longer means as much to him with U.S. coronavirus deaths now over 100,000 and job losses piling up.

Trump said on Friday that China was “absolutely smothering Hong Kong’s freedom,” but refrained from harsh sanctions that could put the trade deal in jeopardy, taking milder steps to revoke the territory’s separate travel and customs benefits from China.

Claire Reade, a former U.S. trade negotiator, said Trump’s “peripheral steps” would not deter Beijing from proceeding with the security law, as it regards Hong Kong as a core national security issue.

“Probably the most significant thing from the trade perspective is that the Phase 1 trade deal is – for now anyway – unaffected,” said Reade, senior counsel with Arnold and Porter law firm in Washington.

White House Economic Adviser Larry Kudlow criticized Beijing last week, but on trade told CNBC: “It’s a complex relationship. The China Phase 1 trade deal does continue to go on for the moment and we may be making progress there.”

U.S. Trade Representative Robert Lighthizer has recently cited here “continuing progress” in the deal, after China welcomed U.S. blueberries, barley, beef and dairy products. He has touted the deal’s dispute settlement mechanism, which provides for regular consultations on compliance with Beijing’s commitments on intellectual property protections, financial services, agriculture standards and purchases.

U.S.-China flashpoints on Hong Kong, Taiwan and other issues did not derail negotiations that resulted in new concessions from China, said Jamieson Greer, who served as Lighthizer’s chief of staff until April.

“Some of these security and human rights challenges have certainly complicated the atmosphere, but the trade agreement can still provide a set of rules governing important aspects of the trade relationship,” said Greer, now an international trade partner at the King and Spalding law firm.

Another person familiar with USTR thinking said the agency “needs to make Phase 1 look good. They want to show that progress is being made. The president looks at the China relationship much more broadly.”

China Focus: Return capsule of China’s experimental manned spaceship comes back successfully

JIUQUAN, May 8 (Xinhua) — The return capsule of the trial version of China’s new-generation manned spaceship successfully returned to the Dongfeng landing site in north China’s Inner Mongolia Autonomous Region at 1:49 p.m. (Beijing Time) Friday, according to the China Manned Space Agency (CMSA).

The test was a complete success, the agency said.

Following the instructions from the Beijing Aerospace Control Center, the experimental spaceship applied the brake and entered the return orbit at 12:21 p.m., and its return capsule separated with its service capsule at 1:33 p.m.

After it re-entered the atmosphere and reached the designated altitude, the two deceleration parachutes and three main parachutes on the return capsule opened, slowing the flight speed of the spacecraft to the driving speed of an urban vehicle. Before touching down, its six airbags were deployed and inflated to help it land softly, according to the China Aerospace Science and Technology Corporation (CASC).

At 1:49 p.m., the return capsule landed safely. The search team found it in a timely manner and confirmed that the capsule structure was intact.

China launched the trial version of the new spaceship without a crew by the Long March-5B carrier rocket from the Wenchang Space Launch Center in southern China’s island province of Hainan on Tuesday.

The experimental spaceship flew in orbit for two days and 19 hours, during which it carried out a series of space science and technology experiments, including space 3D printing, said CMSA.

It also tested key technologies including the heat shielding and control during its re-entry into the atmosphere, as well as multi-parachute recovery and partial reuse, CMSA said.

The new-generation manned spaceship is an advanced space transport vehicle adapted to multiple tasks. It can be used not only in low-Earth orbit missions to support the construction of China’s space station but also for deep-space exploration, such as manned lunar exploration, CMSA said.

INNOVATIVE DESIGN

Developed by the China Academy of Space Technology (CAST) under the CASC, the test spaceship is nearly 9 meters tall and about 4.5 meters at its widest point. It weighs more than 20 tonnes.

Different from the three-capsule structure of Shenzhou spaceships currently in use, the new spacecraft comprises a return capsule, which is the command center and the living place for astronauts, and a service capsule, which provides power and energy, according to the CAST.

In Shenzhou spaceships, astronauts have to go back and forth between two smaller capsules for life and work. The return capsule of the new ship has a larger sealed space. In the future, it can be partitioned to set up a work area, entertainment area, dining area and bathroom, so as to provide a more comfortable living environment for astronauts.

The capsule can also be equipped with large screens for entertainment and display instruments connected with wearable devices so that astronauts can enjoy colorful space travel and be kept informed of the ship’s conditions.

The new design can also shorten the spaceship development cycle and cut the development costs, which will show a significant advantage in the future with space exploration activities more and more frequent, said Yang Qing, a designer of the experimental spaceship with the CAST.

Researchers have integrated the power supply, propulsion, fuel resources and other subsystems all into the service capsule, so that the same return capsule can be paired with different service capsules to meet variant needs of multiple tasks, including the space station operation and subsequent manned space missions.

The return capsule is designed to be reusable. Star sensors, computers and other high-value equipment have been moved from the service capsule to the return capsule so that they can be recycled after returning to Earth.

The return capsule is wrapped in two items of “clothing.” The inner layer is made of new metal materials and acts as a “wall” around the “driving cab.” The outer layer is made of a new type of light heat-resistant material, which can withstand ablation of thousands of degrees Celsius in the process of re-entry and return, according to Guo Bin, a member of the development team of the experimental spaceship with the CAST.

The new heat-resistant materials, adopted for the first time, are lighter than the traditional materials by 30 percent but have a greater heat-shielding capacity. They are also replaceable to improve the reusable rate of the capsule, Guo said.

The return capsule also uses a non-toxic propulsion system, consisting of 12 monopropellant-powered engines with the largest thrust in the world, which are applied for the first time in China to make the capsule safer and reusable, Guo said.

NEW DREAM SHIP

China started its manned space program in 1992 and has so far witnessed 11 astronauts enter space and return safely.

However, when the country eyes on the moon and the deeper space, Shenzhou spaceships and Tianzhou cargo spacecraft are no longer enough to meet its greater dreams.

Engineers started to create the new test spaceship from January 2017 and completed it in just three years after making many technological breakthroughs.

It can transport both people and goods, greatly expanding the capability and application of China’s manned spacecraft, Yang said.

It can be called a “space bus” as it is able to send six to seven astronauts at a time into low-Earth orbit. It can also be converted into a “space truck” according to new mission requirements, delivering a large number of supplies to the space station or bringing back space engineers’ test samples to Earth, Yang said.

The reliability, safety, comfort, economy and intelligence of the new spaceship have been greatly improved.

When in orbit, the ship’s “brain” — the guidance, navigation and control systems — can control the flight independently without relying on instructions from the ground. Through the combination of high-performance computers and sensors, the ship can fulfill emergency orbit entry, orbit raising and lift control autonomously, enabling it to cope with various emergencies quickly and calmly.

If a “health problem” occurs, the new spaceship can make a diagnosis itself through its intelligent system to locate the lesion and remove it temporarily or permanently. It will then share the work of the malfunctioning part by optimizing and recombining the functions of other parts, which can greatly simplify the ground control and support work.

In addition to the non-toxic monopropellant-powered engines, the new spacecraft adopts a series of advanced technologies, including the distributed integrated electronic system, solar cells with high conversion efficiency and multi-terminal human-computer interaction system, which improve its overall performance by leaps and bounds.

The engineers also installed a data acquisition system in the test spaceship, which will help provide scientific reference for the development and optimization of the follow-on versions of the new spaceship.

“The new and old spaceships will compliment each other. Just as trucks, buses and vans are all available on the road, there should be more transport means between space and Earth, and the new ship will enrich the selections,” Yang said.

Think-tank report on Uighur labor in China lists global brands

BEIJING (Reuters) – Tens of thousands of ethnic Uighurs were moved to work in conditions suggestive of “forced labor” in factories across China supplying 83 global brands, and Australian think tank said in a report released on Sunday.

The Australian Strategic Policy Institute (ASPI) report, which cited government documents and local media reports, identified a network of at least 27 factories in nine Chinese provinces where more than 80,000 Uighurs from the western region of Xinjiang have been transferred.

“Under conditions that strongly suggest forced labor, Uighurs are working in factories that are in the supply chains of at least 83 well-known global brands in the technology, clothing and automotive sectors, including Apple, BMW, Gap, Huawei, Nike, Samsung, Sony and Volkswagen,” the think-tank said in the introduction to its report.

The ASPI report said the transfers of labor were part of a state-sponsored program.

It says the workers “lead a harsh, segregated life,” are forbidden to practice religion, and are required to participate in mandarin language classes.

It also says the Uighurs are tracked electronically and restricted from returning to Xinjiang.

China’s Foreign Ministry on Monday said reports the government had violated the Uighurs’ rights were untrue.

“This report is just following along with the U.S. anti-China forces that try to smear China’s anti-terrorism measures in Xinjiang,” spokesman Zhao Lijian at a regular press briefing on Monday.

The United Nations estimates over a million Muslim Uighurs have been detained in camps in Xinjiang over recent years as part of a wide-reaching campaign by Chinese officials to stamp out terrorism.

The mass detentions have provoked a backlash from rights groups and foreign governments, which say the arbitrary nature of the detentions violates human rights.

China has denied the camps violate the rights of Uighurs and say they are designed to stamp out terrorism and provide vocational skills.

“Those studying in vocational centers have all graduated and are employed with the help of our government,” said the Foreign Ministry’s Zhao, “They now live a happy life.”

The 83 global brands mentioned in ASPI’s report either work directly with the factories or source materials from the factories, it said, citing public supplier lists and the factories’ own information.

One of the factories, O-Film Technology Co Ltd, which has manufactured cameras for Apple Inc’s (AAPL.O) iPhones, received 700 Uighur laborers as part of the program in 2017, a local media article cited by the report said.

Apple referred Reuters to an earlier statement that said “Apple is dedicated to ensuring that everyone in our supply chain is treated with the dignity and respect they deserve. We have not seen this report but we work closely with all our suppliers to ensure our high standards are upheld.”

The other companies mentioned in the introduction to ASPI’s report – BMW (BMWG.DE), Gap Inc (GPS.N) , Huawei Technologies Co Ltd, Nike Inc (NKE.N), Samsung and Sony Corp (6758.T) did not respond to requests for comment on Monday.

O-Film Technology did not respond to a request for a comment either.

Volkswagen told Reuters in a statement that none of the listed companies is a direct supplier. It said the company holds “direct authority” in all parts of its business and “respects minorities, employee representation and social and labor standards.”

The report said a small number of the brands, including Abercrombie & Fitch Co [ANF.N], advised vendors to terminate their relationships with these companies in 2020, and others denied direct contractual relationships with the suppliers.

ASPI describes itself as an independent think-tank whose core aim is to provide insight for the Australian government on matters of defense, security and strategic policy.

This Is What Happens to Your Clothes When You Donate Them in the West – India Real Time – WSJ

As heaps of castoff clothes from the U.S. cascade down a conveyor belt, rows of sari-clad women frantically sort the garments by type—T-shirts in one barrel, women’s jeans in another. They pluck out sweatpants, underwear, sweaters, coats, and even furs.

The jumble is part of the thousands of tons of used clothing that arrive each month in this western Indian port, a hub in the vast global network that purchases secondhand clothes in rich countries and resells them throughout the developing world.

“I don’t understand why people throw away all these clothes,” says one of the sorters, as she sits on a warehouse floor during a break. “Maybe they don’t have time to wash them.

”In fact, the glut springs from the rise of fast fashion, which has flooded the world with inexpensive clothing, often produced in some of the same low-wage countries where it later ends up sold in market stalls or reprocessed into goods like blankets or pillow stuffing.

To some, this a virtuous circle, minimizing waste while providing jobs and a source of low-cost clothes for the poor. Even retailers such as Hennes & Mauritz AB and others have gotten into the act, collecting worn apparel to recycle. Since it began collecting used clothing at its stores in 2013, H&M has recycled more than 20,000 tons of it.
