French President Emmanuel Macron tells Chinese leader Xi Jinping talks are needed to calm Hong Kong situation

  • French leader calls for restraint and says he raised the topic ‘on several occasions’ during his visit

French President Emmanuel Macron said he raised human rights and the Hong Kong situation during his talks with his Chinese counterpart Xi Jinping on Wednesday.

Macron’s visit to China concluded with pledges to work together on climate change, but the French leader also said he also called for a de-escalation of the situation in the city through dialogue after months of protests.

Macron, who had promised to raise “taboo” topics during the visit, told a press conference: “I obviously raised this with President Xi Jinping on several occasions.

“We have repeatedly called on the parties involved to [engage in] dialogue, to show restraint, to de-escalate.”

The discussion followed Xi’s meeting with Hong Kong’s embattled Chief Executive Carrie Lam Cheng Yuet-ngor in Shanghai on Monday, where he expressed “high trust” in her and “fully affirmed” support for her response to the unrest that has gripped the city since June.

Earlier the French and Chinese leaders had restated their commitment to protect free trade and pledged their continued support for the Paris Agreement as the United States begins the process of formally withdrawing from the global climate deal.

Macron expressed “regret” over “some countries’ negative attitude” towards environmental protection and the fight against climate change and pledged to work with China to halt the loss of biodiversity.

The French president’s office also released a statement on Wednesday that reaffirmed France and China’s joint support for the “irreversible” Paris Agreement.

With the European Union, China and Russia backing the pact, he added, “the isolated choice of one or another is not enough to change the course of the world. It only leads to marginalisation.”

The two countries also agreed to work together to develop joint nuclear power projects and signed a series of contracts worth US$15 billion.

The deals covered aeronautics, energy and agriculture, including approval for 20 French companies to export poultry, beef and pork to China.

An additional action plan released after the talks said French utility giant EDF and China General Nuclear Power should be encouraged to cooperate on projects in China or third countries, citing the joint efforts by the two companies to build nuclear reactors at the Hinkley Point C station in Britain as an example.

The two sides also committed to signing a contract for the construction of a nuclear fuel recycling plant in China, which would involve French energy giant Orano, by January 31.

Xi took what appeared to be a veiled swipe at the United States, which is still embroiled in a protracted trade war and other confrontations with Beijing.

“We advocate for mutual respect and equal treatment, and are opposed to the law of the jungle and acts of intimidation,” Xi said.

“We advocate for openness, inclusion and for mutually beneficial cooperation, and are opposed to protectionism and a zero-sum game.”

Macron said China and the European Union should work in partnership as the world became more unstable, calling on the two sides to further open up market access.

“We call again for trade multilateralism to respond to distortions that have appeared in the global economy, which have led to a profound rise in inequalities and imbalances that explain the surge of challenges to the international systems,” he said.

“China and Europe also share the same views that the trade war only leads to loss.”

Chinese state news agency Xinhua said the two countries agreed to work together to push forward with plans to assemble Airbus’s A350 model in China.

Meanwhile, Beijing Gas Group and French utility firm Engie will collaborate on a liquefied natural gas terminal and storage in the northern city of Tianjin, while France’s Total will set up a joint venture with China’s Shenergy Group to distribute liquid nitrogen gas by truck in the Yangtze River Delta.

The two countries also agreed to reach an agreement by the end of January 2020 on the cost and location of a nuclear fuel reprocessing facility to be built by Orano, formerly known as Areva.

Wu Libo a professor and director of the Centre for Energy Economics and Strategies Studies at Fudan University, said there was “great potential” for further cooperation between the two countries on nuclear energy.

“France has many useful experiences in the operation and management of nuclear power plants and its plants have long-term safe and stable operation records,” she said.

Jiang Kejun, a senior researcher at the Energy Research Institute of China’s National Development and Reform Commission, said China’s cooperation with France would add credibility to potential third-country projects.

“China has advanced third-generation technology but it’s still a new member in the nuclear power market, while France has developed nuclear energy for a long time, and its EPR reactors – a technology designed and developed in France – are in business operation,” he said.

Jiang said possible markets for the joint projects included Argentina and India, while some Middle Eastern states – such as Saudi Arabia and Qatar – had expressed interest in nuclear energy.

Tong Jiadong, professor of international trade at Nankai University, said that the deals between the two sides helped show that France and China could work together to counteract US unilateralism.

“Objectively speaking, this will form, or at least imply, an opposition to US unilateralism,” Tong said. “China hopes the cooperation between these two countries produces demonstrable effects for other EU member states.”

Ding Chun, a professor of European Studies at Fudan University, said he did not think the EU wanted to “choose a side” between the US and China.

But Ding continued: “If we are talking about free trade and multilateralism, there’s no doubt that the EU and China share a common view and can balance Donald Trump’s unilateralism.”

Spotlight: China, Azerbaijan pledge to strengthen cooperation

BAKU, Sept. 21 (Xinhua) — Li Zhanshu, chairman of the Standing Committee of the National People’s Congress (NPC) of China, and top Azerbaijani officials have agreed here to strengthen bilateral cooperation in various areas.

During an official goodwill visit from Thursday to Saturday, Li met with Azerbaijani President Ilham Aliyev and conveyed Chinese President Xi Jinping’s cordial greetings to him.

Li briefed Aliyev on the great achievements of the People’s Republic of China since its founding 70 years ago, saying that the Communist Party of China is forging ahead on the road of socialism with Chinese characteristics in line with China’s national conditions.

The socialism with Chinese characteristics has now entered a new era, and China under the leadership of Xi is striving to achieve its “two centenary goals” and realize the Chinese dream of the great rejuvenation of the Chinese nation, Li told Aliyev.

China deems Azerbaijan as an important partner in Eurasia and is ready to implement the blueprint made by Xi and Aliyev on the development of bilateral ties, further cement political mutual trust, strengthen practical cooperation in various areas, and jointly safeguard the two countries’ security and development interests, Li said.

Aliyev asked Li to convey his best wishes to Xi and said he had witnessed the great changes in China with his own eyes during his repeated trips to the country and that he admired such achievements.

Azerbaijan-China relations are developing rapidly with a rosy future, he said, adding that his country firmly adheres to the one-China principle, and intends to combat jointly with China the “three forces” of terrorism, separatism and extremism, and improve their coordination and cooperation on international and regional issues.

LEGISLATIVE EXCHANGES

During a meeting with Ogtay Asadov, speaker of the National Assembly of Azerbaijan, Li said his visit was aimed at strengthening cooperation between the two legislatures and implementing the important consensuses reached by the two heads of state.

The Chinese top legislator suggested both sides increase interactions at various levels, exchange experience on governing the countries, and provide legal assurance for bilateral practical cooperation.

Every country has a unique history, national situation and culture, so different civilizations should coexist harmoniously and learn from each other, Li said.

The NPC of China is willing to work with the National Assembly of Azerbaijan to promote cultural and people-to-people exchanges between the two countries, learn from each other, and cement public support for bilateral relations, he said.

Asadov said Li was the first top Chinese legislator to visit Azerbaijan in 19 years and that the trip has injected new vitality into the development of bilateral relations and the interactions between the two legislatures.

Azerbaijan and China have signed many cooperation deals and the two legislatures should help to deliver on the agreements, Asadov said.

An increasing number of Azerbaijani people are interested in Chinese culture and there is a need to promote educational, cultural and youth exchanges, he said.

ECONOMIC COOPERATION

At a meeting with Azerbaijani Prime Minister Novruz Mammadov, Li said Azerbaijan is located at the junction of Europe and Asia and is an important country along the Belt and Road.

Li said China is ready to boost economic and trade exchanges with Azerbaijan and enhance cooperation with the country in jointly building the Belt and Road and achieve more cooperation outcomes in such fields as energy, agriculture, transportation, logistics, tourism and informatization.

He welcomed Azerbaijan to the second China International Import Expo to be held in early November in Shanghai.

Mammadov said his country was among the earliest participants in the Belt and Road Initiative and is ready to expand cooperation with China in various areas.

He welcomed more Chinese investments in Azerbaijan and expected cooperation with China on the construction of a Trans-Caspian International Transport Corridor so that more Chinese goods can hit the Eurasian market via Azerbaijan.

During his stay in Baku, Li also visited the Heydar Aliyev Center and a carpet museum, and laid a wreath at the tomb of former President Heydar Aliyev and the Eternal Flame.

China’s women still waiting for an end to getting groped on public transport

The first time Wanda was groped by a man on a Beijing bus she was a college student, travelling to school in her gym uniform on a summer’s day. Ten years – and numerous examples of sexual harassment on public transport – later, she is still haunted by the memory.

Now 31, Wanda – who asked to be identified only by her first name – remembers every detail of the incident. The bus was not crowded but the man, who appeared to be in his 40s, went straight over to stand uncomfortably close to her.

Then he pressed himself tightly against her and began making a thrusting motion with his lower body. Wanda said she froze, terrified by the encounter and unsure how to act. Just then, the bus took a sharp turn, the man was thrown aside and she quickly moved away.

“Afterwards, for a period, I looked at every adult man I saw as if he was aggressive,” she said.

Since then, Wanda said she had been flashed at in public and just last year was forced to block a man with her purse when he tried to touch her leg on a train.
118 Chinese men detained for groping women on subway trains

Wanda’s experience is not unusual but attempts to address the problem of sexual harassment on public transport in China have met with mixed results, as well as claims by feminists that they are restrictive to women.

Two major cities in southern China, for example, introduced priority carriages for women on their underground trains in 2017.

Shenzhen

and Guangzhou, both in Guangdong province, established two designated carriages – one at each end of the train – during peak times.

The carriages are decorated with pink stickers which say, in Chinese and English, “priority carriages for women” and while men are not barred from using them
they are encouraged to leave them to women passengers.
While the authorities did not specifically say they were intended to prevent sexual harassment – saying only that the scheme was meant to “give more care and respect to women” – the carriages followed a precedent set by Japan and Europe for that reason.

Shenzhen is currently considering an update to its priority carriages with an amended law designating them for people with disabilities and minors, as well as women, and only during rush hour. Other passengers who do not meet these criteria can be asked to leave by rail staff.

But in reality the restrictions on the priority carriages are seldom enforced and they have been used by men since their launch. Furthermore, feminists say the scheme is a form of segregation, rather than an attempt to solve the cause of the issue.

One reason the priority carriages have failed in their purpose could be the size of the crowds using public transport each day. According to government data, there are roughly 5 million passenger trips on the Shenzhen underground every day and 8 million in Guangzhou.

It is also hard for staff to enforce the regulation.

“When it first came out, subway staff vehemently advocated for women to use it, so many people did,” said Zhang Ying, a piano teacher in Guangzhou. Staff would hold loud speakers and gesture for women to get on the priority carriages. But now, everybody just treats it like an ordinary carriage, she said.

Zhang said she rarely uses the priority carriages because of the inconvenience of having to walk all the way to the end of the train.

Feminists have opposed the scheme from the start.
“The logic behind the scheme is wrong to begin with,” said Xiao Meili, a Guangzhou-based feminist. “When noticing the dangers women face in public spaces, women call for convenience in all areas, but [the government] only wants to draw you a little corner to play in, signalling they still will neglect you in most places.”
Although it may appear well-intentioned, Xiao said the scheme was restricting women’s space.
“Most of the sexual harassers and rapists are men, so wouldn’t it be more effective to put these offenders in a limited space?” she asked.
In a survey of 443 people conducted by a group of feminists in Shenzhen in 2017, 42 per cent of women said they had been harassed on public transport, compared with just 6 per cent of men.
Most of the interviewees said they were dissatisfied with the police response and 65 per cent said they thought police should be most responsible for handling sexual harassment in public.
Six ways Japanese women can deter gropers on trains
Xiao and others have repeatedly written to government representatives about sexual harassment on public transport. In 2016, Xiao’s feminist group received 40,000 yuan (US$5,650) in public donations – just enough to buy an advertisement slot.
For two years, the group tried to put up anti-harassment billboards in the Guangzhou and Shenzhen underground systems, but they were repeatedly blocked by the authorities who said the advertisements would cause panic.
But in 2018 Xiao’s group spotted advertisements in the subways in Beijing, Shanghai and Chengdu, some placed by news organisations and others by local governments. One advertisement in Chengdu, put up by rail officials, said: “There’s no groping hand here.”
Another, in Beijing, said: “Prevent sexual harassment, be vocal.”
Xiao said she was happy to see the changes, but described the current policy of updating the carriages in Shenzhen as an example of “lazy politics”.
There needed to be more than a pink bumper sticker on carriage windows, she said.
Instead, policymakers needed to think about the actual mechanisms of stopping harassment and how to handle culprits once they were caught.
“Women do not demand special care as if they are a soft and weak group,” Xiao said.
“They demand the safety they deserve and the right to travel conveniently.”

Germany’s Angela Merkel ‘still a strong voice for Europe’ in China

German Chancellor Angela Merkel may be slowly declining in influence in European politics but she remains the EU’s strongest voice in dealing with China, analysts said after her latest trip to China last week.

During the two-day visit, Merkel and Chinese President Xi Jinping discussed the sensitive topic of Hong Kong and the social credit system in China.

German diplomats also averted a plan by Chinese officials to scrap a joint press conference by Merkel and Chinese Premier Li Keqiang out of concerns that it could be dominated by questions about the escalating protests in Hong Kong.
Two sources told the South China Morning Post that the Chinese side initially suggested not letting journalists ask questions during the press conference. German diplomats persisted, saying that Merkel would hold her own press conference to take media questions, the sources said.

After talks with the Chinese president and premier, Merkel said Beijing had listened to her views about resolving the Hong Kong conflict without violence, adding: “This is important.”

She said she also pressed the European Union’s position that the Sino-British Joint Declaration on Hong Kong remained effective, countering Beijing’s assertion that the 1984 document has ceased to be valid.

“Merkel navigated the narrow line to raise these sensitive issues without being overly offensive,” said Jan Weidenfeld, of the Berlin-based Mercator Institute for China Studies.

Joerg Wuttke, president of the EU Chamber of Commerce in China, said Merkel’s biggest achievement was to raise the issue about the social credit system in China, a policy that aims to rank every individual and corporate entity based on their compliance with state-stipulated social norms.

“It is important to us that she makes the Chinese leadership aware that the German business community would like to get better briefed and prepared for this major change in company compliance by the Chinese authorities,” Wuttke said. “Merkel was the first foreign leader to do so.”

Despite Merkel’s tough approach, China’s foreign ministry was full of praise for the German leader’s visit, saying both sides were “satisfied” with the outcomes.

“This is Chancellor Merkel’s 12th China visit, so she should be one of the Western leaders who visited China the most times and knows China the best,” ministry spokeswoman Hua Chunying said on Monday.

Back home, however, German media and businesses remained sceptical about the future.

Bild, the country’s biggest-circulation newspaper, has been following closely the arrest of Hong Kong pro-democracy activist Joshua Wong Chi-fung, who was detained at Hong Kong airport on his way to Berlin at the newspaper’s invitation. Wong was later cleared to travel abroad.

Several newspapers have put pressure on Merkel to speak out for Hong Kong, with one calling on her to replace a stop in mainland China with one in the former British colony, which she refused.

On the business side, German businesses also urged Merkel to caution Beijing against sending troops to Hong Kong out of concerns that the lucrative Chinese market would become subject to international sanctions.

Another concern is the slow pace of structural reforms that would open up Chinese markets to foreign businesses.

What Chinese women wear: debate reveals battle between freedom and tradition

When Li Xiang broke up with her boyfriend over a selfie she posted on social media, it was not just about a woman letting a man know he wasn’t entitled to tell her how to dress in public, but a matter of personal freedom, social norms and cultural tradition.

A few weeks ago, the 24-year-old media worker from Shanghai shared a photo on WeChat that showed her posing at her bedroom door in a camisole and mini shorts. Her boyfriend said it made him very “uncomfortable”, and they quarrelled.

“‘Look how scantily clad you are, and [if] that is not enough, you shared it online,’ he said,” Li recalled.

“I got mad when he said, ‘You should go and ask other men if they’d like their girlfriends to dress like that’, as if he should decide what I wear – as if I were his appendage,” she said, referring to the archaic notion that a woman is secondary to a man in their relationship.

Their argument was not unusual in China, especially over the past month when the online world became embroiled in a war of words about women’s freedom to dress as they please.

The controversy erupted when an article defending Reyizha Alimjan – the Kazakh actress criticised for showing too much flesh when she arrived at an airport in Shanghai in late July wearing jeans and a camisole – appeared on a WeChat movie review account called Staff of the 3rd Hall on August 12.

While that perspective was supported by many women online, others disagreed and said that society was open and tolerant but that people had the right to disagree.

By coincidence, a poll about women wearing camisoles in public was launched on August 10 by a WeChat account called Cicada Creativity. About 70 per cent of the nearly 14,000 respondents said they did not dare to do so.

More than 40 per cent avoided doing so for reasons such as thinking they were “not thin enough”, but a quarter said they said no because either their boyfriends disapproved or would not allow it, or they feared they would be harassed.

Joy Lin, a feminist from Shanghai, said the debate was so fierce because it was not just about dress.

“It’s more about people’s judgment about one’s character and morals behind what she wears,” Lin said. “If you wear revealing clothes, they would say you are asking for harassment. If you show a little skin, you are frigid. And if you are casual, they call you ‘dama’ [Chinese slang, often derogatory, for middle-aged and elderly women].”

In her experience, Lin said that if she appeared on the streets of Shanghai – the most cosmopolitan city in China – without a bra, there would be judgmental looks from passers-by before she had walked 10 metres (33 feet).

In contrast, she did just that in Paris in July, and, “no one stared at me or came near me at all”.

“Usually, when it comes to comments about what we wear, they’re not about whether the dress matches the hairstyle or things like that, but about our bodies, whether we’re slim or not and stuff like that,” she said. “Some [comments] can be very malicious and insulting.”

While shaming women for their clothing choices has been an issue for many years, it reached peak public awareness in China after the #MeToo movement took off in the US.

The social media campaign went viral in 2017 when dozens of women accused American film producer Harvey Weinstein of sexual assaults over a period of nearly 30 years.

Lu Peng, a researcher from the Shanghai Academy of Social Sciences, said the online debate helped encapsulate conflicts between a growing desire for freedom, gender norms and generations of tradition.

“There will hardly be a consensus on such a question about whether women have the freedom to dress,” he said. “But if this discussion can make people realise that men, not just women, also face restrictions in dressing, then it’s bringing progress.”

The simplest example was to dress for the occasion, which applies to both sexes.

“We have never been free in dressing. We’re only free within a certain extent … About what to wear in public, I don’t think we should emphasise freedom only and ignore the local culture and society,” Lu said.

In China, there is no law banning states of dress or undress in public, nor do the Han people, who make up most of the population, have religious beliefs that restrict their mode of dress. But keeping a low profile and avoiding unwanted attention has long been part of the Chinese philosophy.

“My father will also ask me not to be ‘overexposed’, because he believes it’s increasing the risk of being harassed,” Li, the Shanghai media worker, said.

“They think they mean well, but I just want to be myself. I’m not breaking any law. I want to make my own contribution in changing this culture,” she said.

Chinese university says new classroom facial recognition system will improve attendance

A university in eastern China has installed a facial recognition system at its entrance and in two classrooms to monitor the attendance and behaviour of students.

China Pharmaceutical University in Nanjing, Jiangsu province, announced on its website on Thursday that it was one of the first higher education institutions in the country to put such a system in place.

“It can effectively solve the management difficulties and low efficiencies in a traditional attendance system, and make it easier for managers to track their students,” Xu Jianzhen, director of the university’s library and information centre, told news website Thepaper.cn

In a pilot project, two classrooms were equipped with an attendance system using facial recognition software, with a camera that automatically captured the faces of students in class without their cooperation, the university said.

“Besides attendance, the system installed in the classroom can provide surveillance of the students’ learning, such as whether they are listening to the lectures, how many times they raise their heads, and whether they are playing on their phones or falling asleep,” Xu told the news website.

“The school is taking action to cut down on students skipping class, leaving classes early, paying for a substitute to attend classes for them and not listening in class,” he said.

The plan was not well received online, with some critics raising privacy concerns for staff and students.

“What kind of talent are they trying to cultivate?” a user of the Twitter-style Weibo network asked. “I’ve never seen such a method.”

Another wrote: “If this system was being installed in Europe or America, they’d be sued and the school would have to close down.”

But Xu said the university had consulted the police and sought legal advice, and was told the system would not be considered an invasion of privacy as classrooms were public spaces.

“You are complaining about [a system] that’s meant to urge you to learn? Are you a student?” he told the news website.

The university would seek feedback from teaching staff before deciding whether to install facial recognition systems in all of its classrooms, according to the report.

In May last year, a school in Hangzhou, Zhejiang province, installed cameras to monitor pupils’ facial expressions and attentiveness in class as part of a “smart classroom behaviour management system” to give teachers real-time information on their students.

Elsewhere, facial recognition has been used to catch unlicensed drivers in the southern technology hub of Shenzhen, jaywalkers in Shanghai, and criminal suspects at public events across China.

US President Donald Trump’s eyebrow-raising idea to buy Greenland from Denmark last month epitomised what analysts say is Washington’s fear of the growing interplay of Chinese money, Russian aggression and Arctic political division.

Of all the countries involved in the region, Denmark is feeling the most heat, and not just because Trump recently cancelled a trip and called its Prime Minister Mette Frederikse “nasty” for describing his plan to buy the world’s largest island “absurd”.

Over the past few years, both of Denmark’s self-ruled governments – Greenland and the Faroe Islands – have increasingly turned to China for commercial deals, adding weight to Beijing’s growing strategic influence in the vast area that forms the common backyard of Europe, North America and Russia.

Greenland is of particular concern to the White House and the Pentagon as it is home to the US Thule Air Force Base, located far above the polar circle and which served as the first line of defence during the cold war.
Nowadays, the island is also strategically important for the US ballistic missile early warning system, as the shortest route from Europe to North America goes via the ice-cloaked, resource-rich territory.

“Though it’s difficult to tell the motivations of President Trump, he likely had China on his mind with his Greenland offer,” said a Beijing-based diplomat, who asked not to be named.

The US was likely to step up its presence in Greenland in the future, the person said.

In May, US Secretary of State Mike Pompeo accused China and Russia of introducing a strategic power struggle into the Arctic region and described Beijing’s behaviour there as aggressive.

When Greenland signalled an interest in engaging a Chinese state-owned company to build two airports in 2017 – the island’s prime minister flew to Beijing to appeal for financial backing – Copenhagen stepped in amid US pressure, reluctantly agreeing to finance the projects from the public coffers.

Denmark’s reluctance stems from a long-standing mistrust between Copenhagen and Greenland, as the island’s quest for economic development is viewed by the Danes as an attempt to shore up capital to push for a future independence movement.

“There is no doubt that the US foreign and security policy community is becoming far more interested in Greenland as a strategic asset,” said Andreas Bøje Forsby, a researcher at the University of Copenhagen’s Nordic Institute of Asian Studies.

“Proposing to buy Greenland could be interpreted as a very clear signal to both China and Denmark that Greenland is part of an exclusive American strategic zone,” he said.

The government of the Faroe Islands – an archipelago located between Scotland, Norway and Iceland – has a similar readiness to engage with China but for a different purpose.

Unlike Greenland, there are no immediate political movements calling for independence from Denmark, making its overall relationship with Copenhagen more amiable.

This month, the Faroese government will open a liaison office in Beijing, located within the Danish embassy.

“Our top priority is to have a free-trade agreement with China,” Sigmundur Isfeld, the first head of the Faroe Islands’ representation to Beijing, said.

With Norway – a key competitor of the Faroes in the fishing and export industries – eyeing a similar arrangement with China, the time was ripe to clinch a deal, he said.

“It is a challenge for us … we need to get in the game.”

Although part of Denmark, the Faroe Islands are not part of the European Union and therefore have to form separate trade agreements with other countries.

“For example, there is an EU-Japan economic partnership agreement. It covers all EU nations, but it does not cover the Faroe Islands,” Isfeld said.

China, for its part, has sought to exert its economic and cultural influence on the Faroes, which has a population of about 52,000 people.

, the embattled Chinese telecoms giant, has been working with the islands’ main telecoms provider for four years and is said to be finalising a plan for 5G upgrades across the archipelago.

Beijing also helped fund a project for a Chinese-Faroese dictionary.
With a population of about 56,000 people, Greenland is one of China’s smallest trading partners. In the first seven months of 2019, trade between the two was US$126 million, with Chinese imports of fish accounting for the bulk of the total.
The Greenland government’s annual political and economic report for 2019 said that strong demand for metals from China had contributed to mineral and mining projects in the country, though China’s transition to a less mineral-intensive economy could spell trouble for the future of the sector.
The island’s gross domestic product is expected to grow by 3 per cent this year, according to the report, with seafood – principally cod, halibut and prawns – set to continue to be its chief export.
The end of the Arctic as we know it
China’s attempts in recent years to expand its involvement in Greenland have run into roadblocks.
In 2016, a Chinese mining company expressed interest in taking over an abandoned marine station in Grønnedal, an offer that the Danish government turned down the following year. A Chinese state-owned construction company had also offered to build airports in Greenland, but withdrew its offer this year.
Also this year, China expanded its involvement in exporting from Kvanefjeld, one of the world’s largest deposits of rare earths and uranium, by creating a joint venture to process and export the resources.
Beijing has made clear its strategic ambitions in the region. Early last year, it unveiled its Polar Silk Road strategy, plotting the course for its future development goals in the region – including scientific, commercial, environmental preservation and resource extraction efforts.
It also aligned its Arctic interests with its Belt and Road Initiative. Chinese companies are encouraged to invest in building infrastructure along the routes and conduct commercial trial voyages to gauge feasibility.

Anders Rasmussen, a former Danish prime minister and erstwhile Nato secretary general, said in an article published in Atlantic magazine last month that with melting ice caps opening the Arctic Sea to shipping, Arctic sea lanes “will likely become another flashpoint of renewed competition among the great powers as climate change alters our world”.

It was a situation he said he found “regrettable, but inevitable”.

“Both China and Russia are interested in getting a foothold in Greenland, to expand their influence in the Arctic region,” Rasmussen said. “Instead of being a source of contention,

Greenland should serve to highlight how many interests the United States and Denmark have in common.”

BEIJING, Aug. 26 (Xinhua) — Chinese State Councilor and Foreign Minister Wang Yi held talks with visiting Iranian Foreign Minister Mohammad Javad Zarif here Monday.

Noting that the world today sees rising unilateralism and power politics, Wang expressed willingness to work with other countries to safeguard multilateralism, uphold basic norms governing international relations, and maintain the legitimate rights and interests of all countries.

Talking about the Joint Comprehensive Plan of Action, also known as the Iran nuclear deal, Wang expressed support for all efforts conducive to maintaining the deal.

China understands the legitimate claims made by the Iranian side and believed that the Iranian side should receive reasonable returns as the country continued to implement the deal, Wang said, adding that China as a responsible country is willing to continue to implement the deal and play a constructive role in easing the tensions in the Gulf region.

Zarif briefed Wang on his tour of Europe and his communications with relevant parties on safeguarding the nuclear deal, and reiterated Iran’s stance to resolve relevant problems through dialogue and negotiations.

Japan seeks to counter China in Africa with alternative ‘high-quality’ development

  • Beijing will be watching as leaders of African nations and international organisations gather for development summit in Yokohama later this month

The long rivalry between China and Japan is again playing out in Africa, with Tokyo planning to pour more aid into the continent and invest in infrastructure projects there.
Beijing – which has for decades funnelled money into the continent – will be watching as the leaders of 54 African countries and international organisations descend on Yokohama later this month for the seventh Tokyo International Conference on African Development (TICAD).

Japan reportedly plans to pledge more than 300 billion yen (US$2.83 billion) in aid to Africa during the conference. While that might not be enough to alarm China – which in recent years has been on a spending spree in the continent – it will be paying close attention.

Japan has in the past used the meetings to criticise Chinese lending practices in Africa, saying it was worried about the “unrealistic” level of debt incurred by African countries – concerns that China has dismissed.
This year, analysts expect Tokyo will use the conference to articulate how its approach to African development is substantively different from that of the Chinese.

“So, look for the words ‘quality’, ‘transparency’ and ‘sustainability’ to be used a lot throughout the event,” said Eric Olander, managing editor of the non-partisan China Africa Project.

Olander said Japan often sought to position its aid and development programmes as an alternative to China’s by emphasising more transparency in loan deals, higher-quality infrastructure projects and avoiding saddling countries with too much debt.

“In some ways, the Japanese position is very similar to that of the US where they express many of the same criticisms of China’s engagement strategy in Africa,” Olander said.

But the rivalry between China and Japan had little to do with Africa, according to Seifudein Adem, a professor at Doshisha University in Kyoto, Japan.

“It is a spillover effect of their contest for supremacy in East Asia,” said Adem, who is from Ethiopia.

“Japan’s trade with Africa, compared to China’s trade with Africa, is not only relatively small but it is even shrinking. It is a result of the acceleration of China’s engagement with Africa.”

Japan launched the TICAD in 1993, to revive interest in the continent and find raw materials for its industries and markets for products. About a decade later, China began holding a rival event, the Forum on China-Africa Cooperation.

It is at heart an ideological rivalry unfolding on the continent, according to Martin Rupiya, head of innovation and training at the African Centre for the Constructive Resolution of Disputes in Durban, South Africa.

“China cast Japan as its former colonial interloper – and not necessarily master – until about 1949. Thereafter, China’s Mao [Zedong] developed close relations, mostly liberation linkages with several African nationalist movements,” Rupiya said.

Beijing had continued to invoke those traditional and historical ties, which Japan did not have, he said.

“Furthermore, Japan does not command the type of resources – call it largesse – that China has and occasionally makes available to Africa,” Rupiya said.

Although both Asian giants have made inroads in Africa, the scale is vastly different.

While Japan turned inward as it sought to rebuild its struggling economy amid a slowdown, China was ramping up trade with African countries at a time of rapid growth on the continent.

That saw trade between China and Africa growing twentyfold in the last two decades. The value of their trade reached US$204.2 billion last year, up 20 per cent from 2017, according to Chinese customs data. Exports from Africa to China stood at US$99 billion last year, the highest level since the 1990s. Meanwhile, through its Belt and Road Initiative that aims to revive the Silk Road to connect Asia with Europe and Africa, China is funding and building Kenya’s Standard Gauge Railway and the Addis Ababa-Djibouti Railway. Beijing is also building major infrastructure projects in Zambia, Angola and Nigeria.

Japan’s trade with Africa is just a small fraction of Africa’s trade with China. In 2017, Japan’s exports to the continent totalled US$7.8 billion, while imports were US$8.7 billion, according to trade data compiled by the Massachusetts Institute of Technology.

How speaking with one voice could help Africa get a better deal from China

But Japan now appears eager to get back in the game and expand its presence in Africa, and analysts say this year’s TICAD will be critical – both in terms of the amount of money Tokyo commits to African development and how it positions itself as an alternative to the Chinese model.

Ryo Hinata-Yamaguchi, a visiting professor at Pusan National University in South Korea, said the continent was “economically vital to Japan, both in trade and investments”.

“Moreover, Japan has established some strong links with African states through foreign aid,” Hinata-Yamaguchi said.

“Japan’s move is driven by both economic and political interests. Economically, Japan needs to secure and maintain its presence in, and linkages with, the African states while opening new markets and opportunities,” he said.

To counter China’s belt and road strategy, Japan has launched the Asia-Africa Growth Corridor project, an economic cooperation deal, with India and African countries.

Tokyo meanwhile pledged about US$30 billion in public-private development assistance to Africa over three years at the 2016 TICAD, in Nairobi. But China offered to double that amount last year, during its Forum on China-Africa Cooperation in Beijing.

Still, Japan continues to push forward infrastructure projects on the continent. It is building the Mombasa Port on the Kenyan coast, while Ngong Road, a major artery in Nairobi, is being converted into a dual carriageway with a grant from Tokyo.

Japan is also funding the construction of the Kampala Metropolitan transmission line, which draws power from Karuma dam in Uganda. In Tanzania, it provided funding for the Tanzania-Zambia Railway Authority (Tazara) flyover. And through the Japan International Cooperation Agency, Tokyo also helps African countries improve their rice yields using Japanese technology.

There are nearly 1,000 Japanese companies – including carmakers like Nissan and Toyota – operating in Africa, but that is just one-tenth the number of Chinese businesses on the continent.

Are Chinese loans putting Africa on the debt-trap express?

Olander said Japan’s construction companies were among the best in the world, albeit not necessarily the cheapest, and that Tokyo was pushing its message about “high-quality” construction.

XN Iraki, an associate professor at the University of Nairobi School of Business, said Japan wanted to change its approach to Africa on trade, which had long been dominated by cars and electronics.

“[It has] no big deals like China’s Standard Gauge Railway. But after China’s entry with a bang – including teaching Mandarin through Confucius Institutes – Japan has realised its market was under threat and hence the importance of the TICAD, which should remind us that Japan is also there.”

China’s Ninebot unveils scooters that drive themselves to charging stations

BEIJING/HONG KONG (Reuters) – Segway-Ninebot Group, a Beijing-based electric scooter maker, on Friday unveiled a scooter that can return itself to charging stations without a driver, a potential boon for the burgeoning scooter-sharing industry.

Ninebot said Uber and Lyft, the ride-hailing giants that are expanding into scooter-sharing, would be among the customers for the new semi-autonomous vehicles that are expected to hit roads early next year.

Gao Lufeng, Ninebot chairman and chief executive, told Reuters in an interview that AI-driven scooters, controlled remotely from the cloud, could radically improve the economics of scooter-sharing.

“The pain point for scooter operators is to better maintain the scooters at a lower cost,” he said. Currently, operators of scooter sharing fleets have to collect the machines manually for re-charging.

Formed by the 2015 combination of China’s Ninebot and U.S. transportation pioneer Segway, the company has quietly become the largest supplier for scooter-sharing companies such as Bird and Lime.

“I believe scooters will replace bicycles as the prime solution for micro-mobility,” Gao said. “It’s human nature to save energy when commuting.”

The scooter-sharing fad was triggered two years ago with the launch of Bird in California. Venture-capital investors have since poured hundreds of millions of dollars into the sector, and fleets of electric-powered scooters now operate in cities across the U.S. and Europe.

Segway-Ninebot Group has applied to list its shares on the China’s new Nasdaq-style board for homegrown tech firms, the STAR Market. The company sold 1.6 million scooters in 2018, according to a prospectus filed in April.

Lyft and Uber did not immediately respond to emailed requests for comment.

The new scooters will be priced at close to 10,000 yuan ($1,420), more than the company’s traditional scooters, which it sells to scooter companies for $100-$300.

The new machines will start road testing next month and will be largely commercialized in the first quarter of 2020.

The company also launched two self-driving delivery robots — one for outdoor delivery, the other for indoor services.

Ninebot said the unmanned delivery robots will initially serve the food delivery industry in China.

The company is in talks with food delivery operators, including Meituan Dianping and Alibaba Group’s Ele.me, to begin service by the first half of next year.
