The city of Wuhan, the initial epicentre of the coronavirus pandemic, no longer has any Covid-19 patients in hospital after the last 12 were discharged on Sunday.
Their release ended a four-month nightmare for the city, where the disease was first detected in December. The number of patients being treated for Covid-19, the disease caused by a new coronavirus, peaked on February 18 at 38,020 – nearly 10,000 of whom were in severe or critical condition.
“With the joint efforts of Wuhan and the national medical aid given to Hubei province, all cases of Covid-19 in Wuhan were cleared as of April 26,” Mi Feng, a spokesman for the National Health Commission said on Sunday afternoon.
The announcement came only one day after the city discharged the last patient who had been in a severe condition. That patient also was the last severe case in Hubei province.
The last patient discharged from Wuhan Chest Hospital, a 77-year-old man surnamed Ding, twice tested negative for Sars-CoV-2, the virus that causes Covid-19, and was released at noon on Sunday.
“I missed my family so much!” Ding told Changjing Daily.
Another unidentified patient exclaimed as he left the hospital: “The air outside is so fresh! The weather is so good today!”
Wuhan faced a long journey to bring its patient count down to zero.
The city of 11 million, the capital of Hubei province and a transport hub for central China, was put under a strict lockdown on January 23 that barred anyone from entering or exiting the city without official approval for 76 days until it was officially lifted on April 8.

Residents were ordered to stay in their apartments as the city stopped public transport and banned private cars from city streets. As the epidemic worsened, more than 42,000 medical staff from across the country were sent to the city and to Hubei province to help ease the burden on the local health care system.
Wuhan was the hardest hit city in China, accounting for 50,333 of the 82,827 locally transmitted Covid-19 cases recorded in China. More than 4,600 died in the country from the disease.
On March 13, the city reported for the first time that there were no new suspected cases of the infection, and five days later there were no confirmed cases.
The number of discharged patients bottomed out at 39.1 per cent at the end of February, gradually climbing to 92.2 per cent by last Thursday.
“Having the patients in the hospital cleared on April 26 marks a major achievement for the city’s Covid-19 treatment,” the Wuhan Health Commission said in a statement.
However, having no severe cases in hospital does not mean all the discharged patients will require no further treatment as they may still need further care.
“Clearing all the severe cases marks a decisive victory for the battle to safeguard Wuhan,” health minister Ma Xiaowei told state broadcaster China Central Television on Saturday.
“Some patients who have other conditions are being treated in specialised hospitals. It has been properly arranged.”

Ten patients aged between 42 and 85 who have been declared coronavirus-free are still in intensive care at the city’s Tongji Hospital where they are being treated for kidney problems and other complications arising from Covid-19. Some still need ventilators to help them breathe.
These 10 patients are under 24-hour care, with 190 nurses on four-hour rotations. There are other patients in a similar condition in two other hospitals in Wuhan, according to the Hubei Broadcasting and Television Network.
However, the discharge of the last batch of Covid-19 patients does not mean that the risk of infection is gone.
The city reported 20 new cases of people testing positive for Sars-CoV-2, the official name for the coronavirus that causes the disease, but who do not yet show symptoms.
There are 535 such carriers under medical observation. Past data shows some of these asymptomatic carriers will develop symptoms, and so will be counted as Covid-19 patients under China’s diagnosis and treatment plan.
China’s coronavirus infection curve has flattened out with about 694 imported cases of Covid-19 on top of about 800 locally transmitted ones now under treatment.
The national health commission spokesman warned that people still need to be on high alert as the virus is continuing to spread around the globe, with no sign yet of a slowdown.
“[We] must not drop our guard and loosen up. [We] must discover cases in time and deal with them quickly,” Mi said, citing the continued pressure from cases imported by people returning from overseas.
“The next step will be to implement the requirements of the central government and continue to guard against imported cases and a rebound of domestic transmitted cases.”

One of the world’s busiest urban rail systems will be shut down for ordinary commuters from Monday morning to prevent the spread of coronavirus infection in Mumbai, one of India’s most populous cities. Only government workers in “essential services” will be allowed to travel on a truncated service.
This was waiting to happen.
Consider this. Eight million people take Mumbai’s crowded suburban train network every day. Packed to nearly three times its capacity, this is one of the busiest railway systems in the world.
The 459km (285-mile) network is the lifeline of India’s financial and entertainment capital, accounting for nearly 80% of all commuting trips in the populous western city. The suburban trains “cover almost the distance up to [the] moon in one week,” the network’s website says.
The 66-year-old network carries 60,000 passengers per km per day, the highest among all the leading commuter rail systems in the world, say officials. The coaches are sturdy enough to carry a “super dense crush load”, a phrase coined by the railways to describe the intense crowding on Mumbai’s trains. This means that a nine-car train designed for 1,800 standing passengers will often carry up to 7,000 passengers, according to Monisha Rajesh, author of Around India in 80 Trains. “Mumbai’s local trains were certainly not for the fainthearted,” she wrote.

Now consider this. The western state of Maharashtra, of which Mumbai is the capital, has confirmed more than 60 coronavirus infections, the highest in India so far. Scores of long distance trains out of the city have been cancelled, but the suburban network has continued to rumble on, raising fears of the mass spread of the virus on these packed trains. The crowded service was an easy target of a terror attack in 2006 when serial blasts ripped though a number of trains. At least 180 people were killed and more than 800 injured – the high casualty figure was attributed to overcrowding.
“From ports and landing places the local transport networks, particularly the railways, carried the virus from large cities to the smallest, remotest settlements,” said a report on the spread of the flu in Britain in 1918-1919.
So should one of the world’s busiest rail networks be shut down to stop a possible spread of the virus in a city that many fear could turn into a coronavirus hotspot?

Economists like Shruti Rajagopalan believe so.
“India is conducting the fewest tests per million at the moment. If the virus is truly within the community, then given these two issues, the Mumbai outbreak cannot be contained and people will die without healthcare.
“Mumbai trains are the fastest and surest way to spread the virus (if it is within the community) to the densest parts of the city,” she told me.
There is enough precedent: China stopped trains, ferries, planes and buses from leaving the city of Wuhan; and on Thursday, London officials announced that up to 40 stations on the London Underground network are to be shut as the city attempts to contain the outbreak.
Others are not so sure about linking the spread of a pandemic to public transport systems. One study does not support the effectiveness of suspending mass urban transport systems to reduce or slow down a pandemic because, “whatever the relevance of public transport is to individual-level risk, household exposure most likely poses a greater threat”.
“I have not seen any data on the relative risk of public transportation compared with [dense places like] workplaces or schools,” Timothy Brewer, a professor of epidemiology at the University of California Los Angeles told Vox.com.
He said data from China suggested that “household contact was an important means of transmission outside of Wuhan, suggesting that prolonged contact [with a sick person] increases the risk of transmission”.
“If correct, then the time spent commuting and the density of people commuting could be important factors in assessing if public transportation is a risk factor for the disease’s transmission.”

Shivaji Sutar, a senior communications officer of the railways, told me that the network was running an aggressive campaign to ease the rush: awareness announcements, posters and videos containing virus information.
They were also monitoring crowds, scrubbing the trains, taking the temperature of willing passengers and embarking on a drive against public spitting, he said.
A combination of awareness and panic has already led to a 27% drop in traffic on the network. But millions of people continue to take the train to work and home every day.
“This is more because of fear than anything else. Most of us have to take the network because we have to come to work. There is still no government directive to all companies to work from home. And apart from passengers wearing masks, I haven’t seen any other precautions being taken,” Rekha Hodge, who has been using the network for three decades, told me. That is bad news.
Evacuation plan outlined in email as diplomats look for ways to protect foreign nationals

Foreign diplomats in Wuhan are scrambling to assess the situation in the coronavirus
-plagued city, with French officials planning to evacuate French nationals trapped by the Chinese government’s lockdown.
The plan would allow French people who want to leave Wuhan, the capital of Hubei province, to travel by bus to Changsha in neighbouring Hunan province, according to an email seen by the South China Morning Post.
“The consulate general, in collaboration with local authorities, plans to set up a bus service to allow French nationals … and their Chinese and foreign spouses and children to travel from Wuhan to Changsha,” it said.
The email, sent by the French consulate, also asked anyone who received it to pass the notice on to other French nationals. It was not clear which bodies received the email and the date of the planned evacuation was not specified.
The consulate could not be reached for comment on Saturday.
France, the United States, Britain and South Korea all have consulates in Wuhan, according to China’s foreign ministry.
The South Korean consulate said in a post on its website that it would suspend all visa applications “indefinitely until further notice”.
A diplomatic source said several foreign embassies in China were considering plans to evacuate their nationals from Wuhan.
First coronavirus case ‘had no links to seafood market’

It is not known how many foreigners remain in the city, which has a population of about 11 million and has been under a government-imposed lockdown since Thursday morning.
French Foreign Minister Jean-Yves Le Drian said in a statement on Friday that Paris was monitoring the crisis and “can increase the power [to respond] if necessary”.
There have so far been three confirmed cases of the new coronavirus in France, in Paris and Bordeaux.

The US said earlier that most of its consulate staff and their families had been pulled out of Wuhan.
An emailed inquiry to the British consulate in the city received only an automated reply, saying: “Wuhan is now in crisis mode. We may not be able to answer your emails for some time.”
The consulate would be closed for the Lunar New Year holiday until January 31, it said.
Meanwhile, British citizen Kharn Lambert told the BBC on Thursday how he had been “trapped” in Wuhan.
The PE teacher said he was afraid to leave his house for fear of catching the deadly virus.
“If you saw the street behind me at night time where I normally live … if I show you out there now, it’s dead,” he said.
More than 1,280 confirmed cases have been reported across China, of which more than 700 were in Hubei, according to local government figures released on Saturday.
The death toll in Hubei stands at 39, with two other fatalities reported in the provinces of Hebei and Heilongjiang.
Tens of millions of people in Hubei are effectively on lockdown since a travel ban was imposed on most of the province.
Flights, trains, buses and ferries connecting Wuhan to other cities in Hubei have been suspended. Rail authorities in Wuhan, which is a hub for several major high-speed lines, said operations at 61 stations and more than 400 train services had been suspended until further notice.
