Think-tank report on Uighur labor in China lists global brands

BEIJING (Reuters) – Tens of thousands of ethnic Uighurs were moved to work in conditions suggestive of “forced labor” in factories across China supplying 83 global brands, and Australian think tank said in a report released on Sunday.

The Australian Strategic Policy Institute (ASPI) report, which cited government documents and local media reports, identified a network of at least 27 factories in nine Chinese provinces where more than 80,000 Uighurs from the western region of Xinjiang have been transferred.

“Under conditions that strongly suggest forced labor, Uighurs are working in factories that are in the supply chains of at least 83 well-known global brands in the technology, clothing and automotive sectors, including Apple, BMW, Gap, Huawei, Nike, Samsung, Sony and Volkswagen,” the think-tank said in the introduction to its report.

The ASPI report said the transfers of labor were part of a state-sponsored program.

It says the workers “lead a harsh, segregated life,” are forbidden to practice religion, and are required to participate in mandarin language classes.

It also says the Uighurs are tracked electronically and restricted from returning to Xinjiang.

China’s Foreign Ministry on Monday said reports the government had violated the Uighurs’ rights were untrue.

“This report is just following along with the U.S. anti-China forces that try to smear China’s anti-terrorism measures in Xinjiang,” spokesman Zhao Lijian at a regular press briefing on Monday.

The United Nations estimates over a million Muslim Uighurs have been detained in camps in Xinjiang over recent years as part of a wide-reaching campaign by Chinese officials to stamp out terrorism.

The mass detentions have provoked a backlash from rights groups and foreign governments, which say the arbitrary nature of the detentions violates human rights.

China has denied the camps violate the rights of Uighurs and say they are designed to stamp out terrorism and provide vocational skills.

“Those studying in vocational centers have all graduated and are employed with the help of our government,” said the Foreign Ministry’s Zhao, “They now live a happy life.”

The 83 global brands mentioned in ASPI’s report either work directly with the factories or source materials from the factories, it said, citing public supplier lists and the factories’ own information.

One of the factories, O-Film Technology Co Ltd, which has manufactured cameras for Apple Inc’s (AAPL.O) iPhones, received 700 Uighur laborers as part of the program in 2017, a local media article cited by the report said.

Apple referred Reuters to an earlier statement that said “Apple is dedicated to ensuring that everyone in our supply chain is treated with the dignity and respect they deserve. We have not seen this report but we work closely with all our suppliers to ensure our high standards are upheld.”

The other companies mentioned in the introduction to ASPI’s report – BMW (BMWG.DE), Gap Inc (GPS.N) , Huawei Technologies Co Ltd, Nike Inc (NKE.N), Samsung and Sony Corp (6758.T) did not respond to requests for comment on Monday.

O-Film Technology did not respond to a request for a comment either.

Volkswagen told Reuters in a statement that none of the listed companies is a direct supplier. It said the company holds “direct authority” in all parts of its business and “respects minorities, employee representation and social and labor standards.”

The report said a small number of the brands, including Abercrombie & Fitch Co [ANF.N], advised vendors to terminate their relationships with these companies in 2020, and others denied direct contractual relationships with the suppliers.

ASPI describes itself as an independent think-tank whose core aim is to provide insight for the Australian government on matters of defense, security and strategic policy.

World cannot shut China out, vice president says, in jab at U.S.

BEIJING (Reuters) – China and the rest of the world must co-exist, Vice President Wang Qishan said on Monday, in an indirect jab at the United States, with which Beijing is trying to resolve a bitter trade war.

Top representatives of the world’s two biggest economies are trying to resume talks this week to try and resolve their year-long trade dispute, which has seen the two countries place increasingly harsh tariffs on each other’s imports.

The Trump administration has accused China of engaging in unfair trade practices that discriminate against U.S. firms, forced technology transfers and intellectual property rights theft. Beijing has denied all the charges.

“China’s development can’t shut out the rest of the world. The world’s development can’t shut out China,” Wang told the World Peace Forum at Beijing’s elite Tsinghua University.

He also warned against “protectionism in the name of national security”, but without mentioning the United States, and urged major powers to make greater contributions to world peace.

China has also been angered by U.S. sanctions against tech giant Huawei Technologies Co Ltd over national security concerns, and U.S. visa curbs on its students and academics.

In his speech, Wang, who is extremely close to Chinese President Xi Jinping and rarely speaks in public, reiterated China’s commitment to opening up.

“Large countries must assume their responsibilities and set an example, make more contributions to global peace and stability, and broaden the path of joint development,” he added.

“Development is the key to resolving all issues,” Wang, who became vice president last year, after having led Xi’s fight to root out corruption, told an audience that included Western diplomats based in Beijing and former European Council President Herman Van Rompuy.

“NOT A RATIONAL ACTION”

The United States should not blame China for the problems it is facing, Vice Foreign Minister Le Yucheng told the forum later.

“Viewing China as the enemy is not a rational action,” the foreign ministry quoted him as saying, adding that China would not put up “high walls” or “decouple itself from any country”.

China has been nervous that the United States is seeking to sever, or at least severely curb, economic links, in what has been called a “decoupling”.

Tariff, trade, finance and science and technology wars are “turning back the clock on history,” Le said. “The consequences will be extremely dangerous.”

The two sides have communicated by telephone since last month’s summit of leaders of Group of 20 major nations in Japan, at which U.S. President Donald Trump and Xi agreed to relaunch stalled talks.

Talks broke down in May, after U.S. officials accused China of pulling back from commitments previously made in the text of an agreement negotiators said was nearly finished.

The countries have also been at loggerheads over issues ranging from human rights to the disputed South China Sea and U.S. support of self-ruled Taiwan, which China claims as its own.

No matter how the international situation or China developed, Vice President Wang said, the country would follow the path of peace, and not seek spheres of influence or expansion.

“If there is no peaceful, stable international environment, there will be no development to talk of.”

IMF’s Lagarde says U.S.-China trade war could be risk for world economic outlook

TASHKENT (Reuters) – The trade war between the United States and China could be a risk to the world economic outlook if it is not resolved, International Monetary Fund Managing Director Christine Lagarde told Reuters on Friday during a visit to Uzbekistan.

“Obviously, the downside risk that we have is continued trade tensions between the United States and China,” Lagarde said, referring to the IMF’s world economic outlook.

“And if these tensions are not resolved, that clearly is a risk going forward.”

The IMF last month cut its growth forecast for 2019 to 3.3%, down from the 3.5% it had previously predicted.

It warned at the time that growth could slow further due to trade tensions and a potentially disorderly British exit from the European Union.

“But we expect that at the end of 2019 and in 2020 it will bounce back,” Lagarde said of the world economic outlook on Friday.

The United States infuriated China this week when it announced it was putting Huawei Technologies Co Ltd, the world’s biggest telecoms equipment maker, on a blacklist that could make it hard to do business with U.S. companies.

On Friday Beijing suggested a resumption of talks between the world’s two largest economies would be meaningless unless Washington changes course.

Canadian soybeans, peas and pork face new delays at China’s ports

A growing list of Canadian farm exports is facing obstacles at Chinese ports, raising concerns that a bitter diplomatic dispute between the two countries may be to blame.
Sellers of Canadian soybeans and peas say they are experiencing unusual obstacles and Ottawa also warned last week that China was holding up pork shipments over paperwork issues.
China has already blocked Canadian canola from Richardson International and Viterra, two of Canada’s biggest farm exporters, saying that shipments had pests. Other China-bound canola cargoes have been cancelled, forcing exporters to re-sell elsewhere at discount.

Canadian politicians have said the concerns are baseless, and noted that China detained two Canadians after Canada arrested an executive of Chinese telecom company Huawei Technologies Co Ltd in December at the United States’ request. China has used non-tariff barriers before during diplomatic tensions, most recently against Australian coal.

Increasing tensions with China, a top buyer for most Canadian farm commodities, have forced farmers to plant other crops, such as wheat, that they hope will not face barriers.

China bought US$2.01 billion worth of Canada’s canola and $381 million worth of its pork last year.

The spread of African swine fever through China’s pig herd has reduced China’s need for canola and soybeans to process into feed ingredients but, since January, port soybean inspections that routinely take a few days now require three weeks, causing Chinese buyers to avoid Canadian products, according to Dwight Gerling, president of Canadian exporter DG Global.

“They’re basically sending out the signal, ‘You buy from Canada, we’re going to make your life difficult,’” Gerling said.

Earlier this year, a Chinese buyer told Gerling that a government inspector had found ants in 34 containers (roughly 680 tonnes) of the Canadian soybeans he shipped there.

Such a finding would be rare, since the soybeans were stored in concrete silos in Canada and shipped in sealed containers in late autumn, said Gerling, who concluded the buyer was trying to avoid the new hassles of buying from Canada.

“It’s just them playing games. (Beijing) is just going to keep putting the screws to us,” he said.

China’s General Administration of Customs did not reply to a request for comment. Government officials have said their canola ban is a regular inspection and quarantine measure to protect China’s farm production and ecological safety.

In a statement, the Canadian agriculture department said it could not confirm that China had imposed stricter measures against farm goods other than canola. Ottawa said this month it hoped to send a delegation to China to discuss the issue.

Gerling’s company has halted soybean sales to China and found other buyers in Southeast Asia.

An official at a state-owned crusher in southern China confirmed that port inspections had tightened on Canadian soybean cargoes.

“We don’t have Canadian cargoes coming in as we can’t blatantly commit such wrongdoing when the atmosphere is so intense,” the official said on condition of anonymity.

Another official in northern China said his crushing plant scrapped plans to buy Canadian soybeans when the trade dispute flared.

Canada shipped $1.2 billion worth of soybeans to China in 2018, up sharply year over year, according to the Soy Canada industry group, as China and the United States fought a trade war. But sales have now slowed to a trickle.

Canola has taken the brunt of China’s measures.

Chinese buyers have cancelled at least 10 cargoes of Canadian canola in the past few weeks, according to a Singapore-based trader at a company that runs crushing facilities in China. Some cargoes, around 60,000 tonnes each, have been resold to buyers in Pakistan and Bangladesh at deep discounts, the trader said.

“It is devastating for exporters,” the trader said.

Canada gets tough with China on canola ban, demands contamination proof

Intercontinental Exchange (ICE) canola futures fell to a more than four-year low on Tuesday as supplies piled up. Growers intend to sow the smallest crop in three years.

On Monday last week, Ottawa said some Canadian pork exporters used an outdated form to certify shipments to China, causing delays. Such issues arise regularly in commodity trading, but rarely with damaging consequences, said Canadian Pork Council spokesman Gary Stordy.

Canadian pea exporters fear they could be next. China imported C$533 million worth of Canadian peas in 2018, according to industry group Pulse Canada, but the pace has slowed.

Chinese authorities have begun scrutinising import documents and product samples more closely, according to Taimy Cruz, director of logistics at Toronto-based BroadGrain Commodities.

China Inspection and Quarantine Authorities now tests samples of each pea shipment before authorising it for import. They also restrict in some cases the number of soybean shipments allowed under one licence, slowing the flow, she said.

Similarly, import authorities now require soybean shipments that change vessels in Singapore and Shanghai – a routine practice called trans-shipping – to reach their destination on a single ship, she said.

While BroadGrain has not seen its cargoes turned back, it has reduced sales to China to avoid risk, concentrating on the Indian subcontinent and South America, she said.

“We have to be extra careful,” Cruz said. “They are very strict now.”

Huawei says launches ‘world’s first’ 5G communications hardware for autos

BEIJING (Reuters) – China’s Huawei Technologies launched on Monday what it said was the world’s first 5G communications hardware for the automotive industry, in a sign of its growing ambitions to become a key supplier to the sector for self-driving technology.
Huawei said in a statement that the so-called MH5000 module is based on the Balong 5000 5G chip which it launched in January. “Based on this chip, Huawei has developed the world’s first 5G car module with high speed and high quality,” it said.
It launched the module at the Shanghai Autoshow, which began last week and runs until Thursday.
“As an important communication product for future intelligent car transportation, this 5G car module will promote the automotive industry to move towards the 5G era,” Huawei said.
It said the module will aid its plans to start commercializing 5G network technology for the automotive sector in the second half of this year.
Huawei has in recent years been testing technology for intelligent connected cars in Chinese cities such as Shanghai, Shenzhen and Wuxi and has signed cooperation deals with a swathe of car makers including FAW, Dongfeng and Changan.
The company, which is also the world’s biggest telecoms equipment maker, is striving to lead the global race for next-generation 5G networks but has come under increasing scrutiny from Washington which alleges that its equipment could be used for espionage. Huawei has repeatedly denied the allegations.

Indian, Australian warships arrive in China for naval parade

QINGDAO, China (Reuters) – Warships from India, Australia and several other nations arrived in the eastern Chinese port city of Qingdao on Sunday to attend a naval parade, part of a goodwill visit as China extends the hand of friendship despite regional tensions and suspicions.

China on Tuesday will mark 70 years since the founding of the People’s Liberation Army Navy, where it will show off new warships including nuclear submarines and destroyers at a major review in the waters off Qingdao.

China says warships from about a dozen nations are also taking part – one diplomatic source with direct knowledge said it was 13 countries in total – and the PLA is putting its best foot forward to welcome them.

India, which has been at odds with China over their disputed land border and Beijing’s support for India’s regional rival Pakistan, has sent stealth guided-missile destroyer the “INS Kolkata” to take part, along with a supply ship.

“We bring to you one of the best ships that we have made. It is the pride of the nation and the navy, and we are very happy to be here,” Captain Aditya Hara told reporters on the dockside after disembarking from the ship in Qingdao.

A source familiar with the situation told Reuters the “Kolkata” had sailed through the Taiwan Strait to get to Qingdao, a sensitive waterway that separates China from self-ruled Taiwan, claimed by Beijing as sacred Chinese territory.

“We headed on a direct route and we are very happy that we were facilitated by the PLA Navy and they ensured that we had a safe passage to Qingdao,” Hara said, when asked if they had sailed via the Taiwan Strait.

Australia, a close U.S. ally, has sent the “HMAS Melbourne” guided-missile frigate to Qingdao, though officials declined to make the captain available for interview.

China and Australia have sparred over Australian suspicions of Chinese interference in the country’s politics and Australia’s banning of China’s Huawei Technologies Co Ltd from supplying equipment for its planned 5G broadband network.

Japan has also sent a destroyer to Qingdao, in the first visit of a Japanese navy ship to China since 2011, according to Japanese media.

Ties between China and Japan, the world’s second and third-largest economies, have been plagued by a long-running territorial dispute over a cluster of East China Sea islets and suspicion in China about Japanese Prime Minister Shinzo Abe’s efforts to amend Japan’s pacifist constitution.

But they have sought to improve relations more recently, with Abe visiting Beijing in October, when both countries pledged to forge closer ties and signed a broad range of agreements including a $30 billion currency swap pact.

The other countries taking part include China’s close friend Russia, and three countries which have sparred with China over competing claims in the disputed South China Sea: Vietnam, Malaysia and the Philippines.

Pakistan, a very close Chinese ally, is not on the list of countries officials have provided which are sending ships to the parade.
