Chinese top legislator meets Lao president

BEIJING, April 26 (Xinhua) — Li Zhanshu, chairman of the Standing Committee of the National People’s Congress (NPC), on Friday met with Lao President Bounnhang Vorachit, who is attending the Second Belt and Road Forum for International Cooperation in Beijing.

Li, also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, said that China is willing to strengthen high-level contacts between the two countries and push forward the bilateral relations.

Li said that the NPC is willing to enhance exchanges and cooperation with the Lao National Assembly.

Bounnhang, also general secretary of the Lao People’s Revolutionary Party Central Committee, said Laos is ready to work closely with China to make new progress in building a community with a shared future for the two countries.

BEIJING, April 26 (Xinhua) — Chinese President Xi Jinping and his wife Peng Liyuan hosted a banquet Friday evening in honor of guests attending the Second Belt and Road Forum for International Cooperation in Beijing.

“On behalf of the Chinese government and Chinese people, my wife and also in my own name, let me extend warm welcome to all guests,” Xi said while proposing a toast at the banquet.

“Today’s gathering makes us recall the beautiful memories in our hearts,” Xi said, adding that “no matter how the international environment changes, the sincere friendship will last forever and the mutually beneficial cooperation will be the eternal melody in our hearts.”

The occasion inspires the participants via exchanges of ideas and insights, he said, calling for fostering global partnerships and creating a bright future of common development.

“Today’s gathering reminds us of the heavy responsibilities on our shoulders,” Xi told the guests that as the world is now undergoing profound changes unseen in a century, “may we all live up to our missions and the times.”

“We should all have faith that people of all countries deserve a better future, and the joint building of the Belt and Road will surely bring about a better world,” he said.

Li Keqiang, Li Zhanshu, Wang Yang, Wang Huning, Zhao Leji, Han Zheng and Wang Qishan also attended the banquet.

After the banquet, Xi and his wife accompanied the guests in watching a gala.

Chinese top legislator meets Malaysian prime minister

BEIJING, April 25 (Xinhua) — Li Zhanshu, chairman of the Standing Committee of the National People’s Congress, on Thursday met with Malaysian Prime Minister Mahathir Mohamad, who is here to attend the Second Belt and Road Forum for International Cooperation.

Li said China is willing to work with Malaysia to implement the consensus reached by the leaders of the two countries and outcomes to be achieved at the Second Belt and Road Forum for International Cooperation.

He asked for enhanced cooperation between the two countries in agriculture, fishery, e-commerce, technological innovation and people-to-people exchanges, as well as parliamentary exchange and mutual learning in state governance, legislation and supervision.

Mahathir said Malaysia welcomes the Belt and Road Initiative and is willing to learn from China’s development experience and strengthen bilateral cooperation in all areas.

Xi stresses wide participation in promoting afforestation

BEIJING, April 8 (Xinhua) — Chinese President Xi Jinping on Monday stressed efforts to carry forward the Chinese nation’s tradition of loving, planting and protecting trees, and to involve the whole society in promoting afforestation.

Wide participation by everyone in China should be encouraged in pushing for large-scale afforestation of the country to achieve more tangible results, said Xi, also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission.

He made the remarks while attending a tree-planting activity in east Beijing’s Tongzhou District and planting saplings of different types of trees.

Other Party and state leaders, including Li Zhanshu, Wang Yang, Wang Huning, Zhao Leji, Han Zheng and Wang Qishan, also attended the activity.

Xi talked with school children who are also attending the tree planting activity, asking about their study and sport exercise, urging them to foster awareness about environmental protection starting in childhood, and encouraging them to build a more beautiful motherland with their own hands.

Xi said this year marks the 40th anniversary of National Tree Planting Day. In the past 40 years, China’s forest area and forest stock volume have doubled, respectively, and China is home to the world’s largest man-made forest. The proportion of China’s contribution to the world’s vegetation increase also ranked first.

At the same time, the lack of forests and vegetation, and fragile ecological environment are still problems that need tremendous efforts, said Xi.

Xi stressed that the Chinese nation has a good tradition of loving, planting and protecting trees. Wide participation by everyone in China should be encouraged and officials at all levels should set examples as volunteer tree planters.

Efforts should be taken to promote the high-quality development of afforestation, coordinate management of mountains, waters, forests, farmland, lakes and grassland, continuously advance the building of forest city and forest countryside, Xi said.

Xi called for solid efforts to improve people’s living environment, develop a green economy, and strengthen forest management and protection to achieve more tangible results.

Xi stresses perseverance in fight against poverty

BEIJING, March 7 (Xinhua) — Chinese President Xi Jinping on Thursday called for perseverance in the fight against poverty as there are only two years left for the country to meet its goal of eradicating extreme poverty by 2020.

“There should be no retreat until a complete victory is won,” said Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission.

He made the remarks when deliberating with deputies from Gansu Province at the second session of the 13th National People’s Congress (NPC), China’s national legislature.

Decisive progress has been achieved in the country’s tough fight against poverty over the past years, marking a new chapter in the poverty reduction history of mankind, said Xi, stressing that the goal to eradicate extreme poverty must be achieved on time.

He warned that the tasks ahead remain arduous and hard as those still in poverty are the worst stricken.

Explaining the criteria of lifting people out of poverty, Xi said they should no longer need to worry about food and clothing while enjoying access to compulsory education, basic medical care and safe housing.

The practices of formalities for formalities’ sake and bureaucratism hamper the effective advancement of poverty reduction, he said, stressing a firm hand in rectifying malpractices in poverty relief.

Xi asked Party committees and governments at all levels to shoulder their responsibilities in the critical battle against poverty.

He ordered efforts to redress undesirable conduct of officials in a timely manner, as well as special campaigns to target corruption and bad conduct in poverty reduction.

Li Keqiang, Li Zhanshu, Wang Yang, Wang Huning, Zhao Leji and Han Zheng — members of the Standing Committee of the Political Bureau of the CPC Central Committee — on Thursday also separately joined deliberation with NPC deputies.

Premier Li Keqiang spoke of the need to replace old growth drivers with new ones and improve people’s wellbeing to advance high-quality development.

NPC Standing Committee Chairman Li Zhanshu called for efforts to adhere to green, high-quality development and link poverty alleviation with rural vitalization strategy.

Wang Yang, chairman of the National Committee of the Chinese People’s Political Consultative Conference, urged high-quality poverty alleviation work to make sure that nobody is left behind in the course of building a moderately prosperous society in all respects.

Wang Huning, a member of the Secretariat of the CPC Central Committee, said he expects Shanghai to continue to lead the reform and opening-up and to elevate the coordinated development of the Yangtze River Delta to a higher level.

Zhao Leji, secretary of the CPC Central Commission for Discipline Inspection, spoke of the need for Tianjin to take advantage of the period of strategic opportunity, enhance the capacity of innovation, and focus on developing real economy.

Vice Premier Han Zheng stressed the full implementation of the national strategy of the coordinated development of the Yangtze River Delta.

Xi meets Chang’e-4 mission representatives

BEIJING, Feb. 20 (Xinhua) — Chinese President Xi Jinping met representatives of space scientists and engineers who participated in the research and development of the Chang’e-4 mission at the Great Hall of the People in Beijing Wednesday afternoon.

Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, noted that there is no end for space exploration.

Xi called on science and technology workers and space engineers in China to ride on the wave of the Chang’e-4 mission to achieve the general goal of China’s lunar project, make more efforts to push forward the international aerospace cause and bring more Chinese wisdom, solutions and force to the peaceful use of space and the building of a community with a shared future for humanity.

Members of the Standing Committee of the Political Bureau of the CPC Central Committee Li Keqiang, Li Zhanshu, Wang Yang, Wang Huning, Zhao Leji and Han Zheng also attended the meeting.

Xi shook hands with the scientists and engineers, inquired about their work and life and took pictures with them.

In a speech addressing the meeting, Xi first extended his sincere regards to all those who have made historic contributions to the country’s space undertakings and expressed warm congratulations to all those who have contributed to the Chang’e-4 mission eminently.

“Your outstanding feats achieved in mounting the science and technology peak and exploring the universe’s mysteries have set a model for the whole Party, the whole armed forces and people of all ethnic groups in China to strive for a new era and start a new journey, for which our country and people thank you,” Xi said.

“Five years ago, we celebrated the success of the Chang’e-3 mission. Five years later, we are here to celebrate the success of the Chang’e-4 mission,” he said.

He pointed out that the Chang’e-4 mission, by adhering to independent, collaborative and open innovations, has realized the first-ever patrol and exploration on the far side of the moon by a human spacecraft and engraved Chinese “footprints” there for the first time.

“It is another vivid practice of exploring to establish a new institution that can pool the resources of the whole country,” Xi said.

“Experience tells us that great undertakings begin with dreams, and dreams are the source of vitality. China is a nation that pursues dreams bravely. The CPC Central Committee’s decision to implement the lunar exploration project is to pursue the nation’s unyielding dream of flying into the sky and reaching for the moon,” he noted.

Each bold idea and its successful implementation in lunar exploration is a full demonstration of the human capacity to gain knowledge of and utilize a celestial body, he said.

“In the journey of building a great modern socialist country and realizing the great rejuvenation of the Chinese nation, every industry and every person should dream and strive courageously and fulfill their dreams with arduous and continuous efforts, step by step and baton by baton just like in a relay race,” he emphasized.

“Experience tells us that great undertakings are based on innovation, and innovation determines the future. It won’t be a smooth path to build a leading nation in science and technology, and only innovation can help gain advantages,” he said.

“The mission has made multiple innovations come true and filled a series of international and domestic gaps, which has fully displayed the innovative spirit just as making the first move in chess or taking the initiative in battle,” he added.

China should have a grasp of the general trend of the science and technology development in the world, foster respect for science and focus on strategic, basic and pioneering sectors, said Xi.

China should shore up its weakness in certain areas, keep pace with the leaders in some areas, and strive to lead in other areas, aim for significant breakthroughs in core and key technologies, improve the overall efficiency of the national innovation system, boost science and technology strength and innovation ability, in a bid to earn itself a spot in the global hi-tech sector, he said.

“Experience tells us that great undertakings succeed in solid work,” Xi noted. He said China need to encourage more prominent scientists, leading talent, young scientists and innovation teams to lead the trend and work hard to realize the value of life by contributing to the nation’s great undertakings.

Xi pointed out that exploring the vast universe is a common dream of all humankind. China has been actively advancing international space cooperation and carried out productive cooperation with multiple countries and international organizations. The complete success of the Chang’e-4 mission, for instance, includes contributions of many countries.

China is willing to work with countries around the world and follow the principle of achieving shared growth through discussion and collaboration, so as to deepen the international exchanges on basic scientific research, boost big science projects and step up opening-up and cooperation to enhance innovation ability and push forward the development of science.

The Chang’e-4 mission had two launches. The relay satellite, named Queqiao, meaning Magpie Bridge, was launched on May 21, 2018. The Chang’e-4 probe, launched from the Xichang Satellite Launch Center in southwest China on Dec. 8, 2018, touched down on the far side of the moon on Jan. 3.

Scientific research involving multiple countries and international organizations has been carried out.

The complete success of Chang’e-4 mission marks the first-ever international organizations, patrol and exploration on the far side of the moon by a spacecraft, the first communication link between Earth and the far side of the moon and the first footprints there in the history of lunar exploration, which unveils its mysteries and opens a new chapter in mankind’s exploration of the universe.

China’s top legislator holds talks with Iran’s parliament speaker

BEIJING, Feb. 19 (Xinhua) — China’s top legislator Li Zhanshu on Tuesday held talks with visiting Iranian Parliament Speaker Ali Larijani, calling for stronger cooperation to boost ties.

Li, chairman of the National People’s Congress (NPC) Standing Committee, urged the two sides to take a strategic and long-term view in bilateral ties, constantly deepen political mutual trust, strengthen communication and coordination, and provide mutual support on issues concerning each others’ core interests.

He also called for more anti-terrorism security cooperation and more mutually beneficial cooperation within the framework of the Belt and Road Initiative.

Despite profound changes in the international situation and increasing instabilities and uncertainties, China’s position in safeguarding the Iranian nuclear deal has not changed, neither has its commitment to developing China-Iran relations, Li said.

During Chinese President Xi Jinping’s state visit to Iran in 2016, the two countries established a comprehensive strategic partnership, ushering in a new chapter in bilateral ties, said Li.

Hailing the smooth progress in all-round cooperation in recent years, Li said that exchanges between the countries’ legislative institutions are an important component in the comprehensive strategic partnership.

“The NPC is willing to carry out friendly exchanges with Iranian parliament at different levels and in different forms, strengthen communication on experiences in legislation, supervision, and state governance, so as to provide sound legal guarantee for the two countries’ mutually beneficial cooperation,” he said.

Larijani said the ancient trade routes of the Silk Road witnessed the long history of exchanges between the two countries, and the Belt and Road Initiative proposed by President Xi Jinping gives new meanings to the Silk Road.

He said the Iranian side highly values and actively participates in the Belt and Road Initiative. The Iranian Parliament would like to carry out more exchanges with the NPC and support mutually beneficial cooperation in various fields.

BEIJING, Feb. 18 (Xinhua) — China’s top legislator Li Zhanshu on Monday met with a delegation consisting of several members of Japan’s House of Councillors, pledging to enhance the exchanges and cooperation with the National Diet of Japan, so as to promote Sino-Japanese relationship.

Li, chairman of the National People’s Congress Standing Committee, said there are important opportunities facing the two countries this year for further improvement and development of bilateral ties, as China-Japan relations were led back to the right track of development after Chinese President Xi Jinping and Japanese Prime Minister Shinzo Abe met three times last year and reached important consensus.

“The two sides should implement the consensus of the leaders of the two countries, enhance mutual trust over strategic security, expand pragmatic cooperation in such areas as the economy, culture and exchanges between the young people,” said Li.

Ninoyu Satoshi, head of the delegation and a member of Japan’s House of Councillors, said the National Diet of Japan would like to reinforce contacts and mutual understanding with the National People’s Congress of China and make more contributions to the two countries’ neighborly friendliness.

The delegation was in Beijing to attend the eighth meeting of the mechanism for regular exchanges between China’s top legislature and the upper house of the National Diet of Japan.

BEIJING, Jan. 25 (Xinhua) — China’s top legislator Li Zhanshu held talks with Maya Fernandez Allende, president of the Chilean Chamber of Deputies, in Beijing Friday.

Hailing the traditional friendship between the two countries, Li, chairman of China’s National People’s Congress (NPC) Standing Committee, said the precious experience of bilateral friendship should be passed down and carried forward.

“We are glad to see that China-Chile relations have been upgraded to a comprehensive strategic partnership and have yield cooperative results in various fields,” said Li, adding that those achievements were derived from “sincere treatment, mutual respect and trust, complementary advantages, mutually beneficial and win-win results” between the two countries.

China-Chile relations will embrace new opportunities in the next two years, said the top legislator, calling on the two sides to enhance friendly cooperation in various fields and promote comprehensive strategic partnership for continued development featuring exchanges of two heads of state and jointly building the Belt and Road.

“China stands ready to work with Chile and countries around the world to build a community of a shared future featuring equality, mutual benefit and common development, but not targeting or excluding any third party,” he said.

On enhancing cooperation between the two legislative bodies, Li called on the NPC and the National Congress of Chile to continue to give full play to the political communication committee, expand experience exchanges on legislation, supervision and governance, guarantee the joint construction of the Belt and Road and expansion of economic and trade cooperation in compliance with rule of law, optimize the business environment, and promote cultural and people-to-people exchanges and cooperation between the two countries.

Fernandez said the National Congress of Chile stands ready to work with the NPC of China to continue to give full play to communication mechanism and platform, explore cooperation potential, facilitate people-to-people exchanges, and constantly enrich the connotation of bilateral relations. She said Chile will, as always, adhere to the one-China policy.
