Xi stresses timely completion of military development goals

BEIJING, March 12 (Xinhua) — President Xi Jinping on Tuesday stressed fulfilling the set targets and tasks of national defense and military development as scheduled.

Xi, also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, made the remarks when attending a plenary meeting of the delegation of the People’s Liberation Army (PLA) and armed police force at the second session of the 13th National People’s Congress, China’s national legislature.

This year is the key year for completing the building of a moderately prosperous society in all respects.

The entire armed forces must clearly understand the importance and urgency of implementing the 13th Five-Year Plan for military development, firm up their resolve, intensify the sense of mission, forge ahead with a pioneering spirit, and go all out to carry out the plan so as to ensure that the set targets and tasks are fulfilled as scheduled, he said.

Xi called on the whole army to adhere to the guidance of the thought on socialism with Chinese characteristics for a new era, fully implement the Party’s thinking on strengthening the military for the new era and the military strategy for new conditions, concentrate on war preparedness, and intensify reform and innovation.

On implementation of the plan, Xi stressed that it is imperative to strengthen overall planning and coordination, as well as make breakthroughs in key areas.

Xi pointed out that it is necessary to take into consideration the overall situation and coordinate the task plans, resources, and management procedures to ensure orderly advancement of various projects.

Focusing on the overall layout of the plan, the military should give prominence to key projects including urgent necessities for military preparedness, crucial support for combat systems, and coordinated projects for the reform of national defense and armed forces, he noted.

Xi stressed the formulation of the 14th Five-Year Plan for military development should serve the demands of the national development, security and military strategies, and should take into account both the actual condition and long-term development needs.

China makes sound progress in protecting Yangtze environment: minister

BEIJING, March 11 (Xinhua) — China has made sound progress in addressing the prominent problems over environmental protection along the Yangtze River Economic Belt, the country’s Ecology and Environment Minister Li Ganjie said Monday.

After two years of work, 99.9 percent of the 1,474 drinking water sources in cities above the county-level along the Yangtze River Economic Belt, stringing up 11 provinces and municipalities from west to east, have had their problems resolved, Li told a news conference on the sidelines of the annual legislative session.

Meanwhile, over 90 percent of the 12 “black and malodorous water bodies” in the provincial capital cities have been cleaned up, while prefecture-level cities are catching up on this front, Li said.

A special campaign targeting illegal disposal of solid and hazardous waste along the Yangtze, China’s longest river, has also been successful, the minister said, adding that the country has made notable progress in enhancing protection of the nature reserves in the Yangtze River basin.

The country will continue to improve the supervision system for Yangtze protection, Li said.

China has made the “defense of lucid waters” a primary task in the battle against pollution for 2019. Research will be conducted for the drafting of laws on bio-security and Yangtze River conservation this year, according to the work report of the Standing Committee of the 13th National People’s Congress.

Xi joins deliberation with Fujian deputies at annual legislative session

    BEIJING, March 10 (Xinhua) — President Xi Jinping on Sunday afternoon joined deliberation with deputies from Fujian Province at the second session of the 13th National People’s Congress, China’s national legislature.

    “[We] should create a favorable development environment for innovation, entrepreneurship and creativity,” said Xi, also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission.

    China should seek momentum from reform and opening up, unleash to the maximum the whole society’s power for innovation, entrepreneurship and creativity, and keep improving the country’s influence and competitiveness in a world that is undergoing profound changes, Xi said.

    Xi stressed creating favorable conditions for the development of small and medium-sized enterprises and young people, and establishing an acceleration mechanism for high-tech companies.

    He urged solid implementation of the policies and measures to encourage, guide and support the development of the private sector.

    Fujian must leverage the combined strengths of the special economic zone, pilot free trade zone, comprehensive experimental zone and the core zone of the 21st Century Maritime Silk Road, and keep exploring new approaches, Xi said.

    Xi called for efforts to explore new ways for integrated development across the Taiwan Strait.

    The two sides of the Taiwan Strait should enhance economic and trade cooperation, infrastructure connectivity, energy and resource exchanges, and shared industry standards, he said.

    Cross-Strait cooperation and cultural exchanges should be strengthened, he added.

    Xi stressed the importance of implementing the people-centered development concept in the work on Taiwan, urging efforts to benefit Taiwan compatriots in the same way as people on the mainland are served.

    He encouraged listening to the voice of Taiwan compatriots and research on what other policies and measures can be introduced to bring them benefits.

    Xi said that this year marks the 70th anniversary of the founding of New China, and it is necessary to ensure that no one in the country’s old revolutionary base areas falls behind in the process of building a moderately prosperous society in all respects.

    He called for adherence to targeted poverty alleviation and efforts to identify the root causes of poverty to enhance the effectiveness of anti-poverty measures.

    More efforts should be put into coordinating economic development with ecological protection, Xi said.

Xi stresses implementation of rural revitalization strategy

BEIJING, March 8 (Xinhua) — Chinese President Xi Jinping on Friday called for more efforts to implement the rural revitalization strategy with the chief goal to modernize agriculture and rural areas.

“The top task for implementing the rural revitalization strategy is to ensure supply of important farm produce, grain in particular,” said Xi, also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission.

He made the remarks when joining deliberation with deputies from Henan Province at the second session of the 13th National People’s Congress, China’s national legislature.

Efforts should be made to promote the supply-side structural reform in the agricultural sector to achieve food security while building a modern and efficient agriculture, Xi added.

Xi also called for enhanced protection of agriculture ecological environment and prevention and treatment of pollution in rural areas.

Xi stressed strict penalties on crimes involving food safety so as to ensure safe farm produce for the public.

Efforts should be made to strengthen the leadership of grassroots Party units in the rural areas, Xi said, noting that the practices of rural residents’ self-governance should be further explored.

Xi also called for measures to promote two-way flow and equal exchange of factors, including human resources, lands and capital, between urban and rural areas.

“The task to eradicate extreme poverty must be fulfilled by 2020,” Xi stressed.

Implementation of the rural revitalization strategy and seeking progress in work related with agriculture, rural areas and farmers should be taken into consideration and promoted in the overall economic and social development, Xi said.

Li Keqiang, Wang Huning and Han Zheng — members of the Standing Committee of the Political Bureau of the CPC Central Committee — on Friday also separately joined deliberation with NPC deputies.

Premier Li Keqiang stressed building a business environment that is fair and convenient for enterprises under all forms of ownership, when joining a deliberation with deputies from Hubei Province.

He called for efforts to fully carry out the reforms of tax and fee cuts and further stimulate the market vitality.

Wang Huning, a member of the Secretariat of the CPC Central Committee, asked deputies from central China’s Hunan Province to take bigger steps in pushing forward high-quality development.

He also called for taking a people-centered approach to further live up to people’s new expectations for their cultural lives.

Joining the deliberation of the Beijing delegation, Vice Premier Han Zheng underlined deepening the coordinated development of the Beijing-Tianjin-Hebei region to further relieve Beijing of functions nonessential to its role as the capital.

BEIJING, March 5 (Xinhua) — President Xi Jinping on Tuesday stressed efforts to maintain strategic resolve in enhancing the building of an ecological civilization and to protect the country’s beautiful scenery in the northern border areas.

Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, made the remarks when attending a panel discussion with his fellow deputies from Inner Mongolia Autonomous Region at the second session of the 13th National People’s Congress, China’s national legislature.

The president called for intensified protection of the ecological system, urging people to fight resolutely against pollution.

The Party’s theory on an ecological civilization has been constantly enriched and improved since the 18th CPC National Congress in late 2012, Xi said.

All localities and departments should earnestly implement the Party’s arrangement and requirements for building an ecological civilization, pushing it to a new level, Xi said.

Building Inner Mongolia into an important shield for ecological security in northern China is a strategic position set with full consideration of the country’s overall development and a major responsibility the region must shoulder, Xi said.

Fundamentally speaking, environmental protection and economic development are closely integrated and complement each other, Xi said.

In the Chinese economy’s transition from the phase of rapid growth to a stage of high-quality development, pollution control and environmental governance are two major tasks that must be accomplished, he added.

The country should explore a new path of high-quality development that prioritizes ecology and highlights green development, Xi said.

With its diversified natural forms including forests, grasslands, wetlands, rivers, lakes and deserts, Inner Mongolia features a comprehensive ecological system formed over a long period of time. Integrated measures should be taken in ecological protection and rehabilitation in the region, he said.

Xi underlined a resolute and effective fight to prevent and control pollution, saying prominent environmental issues the people are strongly concerned about must be addressed properly.

China to comprehensively strengthen intellectual property protection

BEIJING, March 5 (Xinhua) — China will strengthen intellectual property (IP) protection across the board, improve the system of punitive compensation for IP infringements, and promote invention and creation and their industrial application, says a government work report.

China to run driverless maglev trains at 200 kph in 2020

BEIJING, March 3 (Xinhua) — China will roll off a new generation of self-developed driverless maglev trains with a designed speed of 200 km per hour in early 2020, according to its lead developer.

Once put into operation, they will be the fastest maglev trains for commercial use in China. CRRC Zhuzhou Locomotive Co.,Ltd. leads the efforts to develop the trains.

Zhou Qinghe, chairman of the company, told reporters Sunday prior to the annual session of the national legislature that new technologies are being used to enable the trains to travel faster and have greater hill climbing power. The latest maglev trains are also equipped with a “powerful brain” to realize safe and reliable autonomous operation.

Zhou, who is also a deputy to the National People’s Congress, said the new trains are suitable for inter-city or urban transit between 50 and 200 km in distance. They will also be the world’s first maglev trains to run at 200 km per hour, he added.

Heavy smog blanketed Beijing on Sunday as thousands of delegates started arriving in the Chinese capital for one of the annual highlights on the country’s political calendar.

The pollution descended on Friday night, prompting authorities on Saturday to issue an orange alert, the second-highest smog warning in the four-tier system.

The alert – which advises elderly people and children to stay indoors – will remain in place throughout Sunday, the first day of the Chinese People’s Political Consultative Conference (CPPCC), and Monday.

Conditions are expected to improve by Tuesday, when the National People’s Congress starts.

“Due to bad weather, there will be heavy regional pollution in the Beijing-Tianjin-Hebei region that will persist and affect a large area,” the Beijing Municipal Environmental Monitoring Centre said.

Under the orange alert, all construction work in the city must stop, some factories have to halt production, and all fireworks and outdoor barbecues are banned.

China’s top legislator holds talks with Iran’s parliament speaker

BEIJING, Feb. 19 (Xinhua) — China’s top legislator Li Zhanshu on Tuesday held talks with visiting Iranian Parliament Speaker Ali Larijani, calling for stronger cooperation to boost ties.

Li, chairman of the National People’s Congress (NPC) Standing Committee, urged the two sides to take a strategic and long-term view in bilateral ties, constantly deepen political mutual trust, strengthen communication and coordination, and provide mutual support on issues concerning each others’ core interests.

He also called for more anti-terrorism security cooperation and more mutually beneficial cooperation within the framework of the Belt and Road Initiative.

Despite profound changes in the international situation and increasing instabilities and uncertainties, China’s position in safeguarding the Iranian nuclear deal has not changed, neither has its commitment to developing China-Iran relations, Li said.

During Chinese President Xi Jinping’s state visit to Iran in 2016, the two countries established a comprehensive strategic partnership, ushering in a new chapter in bilateral ties, said Li.

Hailing the smooth progress in all-round cooperation in recent years, Li said that exchanges between the countries’ legislative institutions are an important component in the comprehensive strategic partnership.

“The NPC is willing to carry out friendly exchanges with Iranian parliament at different levels and in different forms, strengthen communication on experiences in legislation, supervision, and state governance, so as to provide sound legal guarantee for the two countries’ mutually beneficial cooperation,” he said.

Larijani said the ancient trade routes of the Silk Road witnessed the long history of exchanges between the two countries, and the Belt and Road Initiative proposed by President Xi Jinping gives new meanings to the Silk Road.

He said the Iranian side highly values and actively participates in the Belt and Road Initiative. The Iranian Parliament would like to carry out more exchanges with the NPC and support mutually beneficial cooperation in various fields.
