China’s women still waiting for an end to getting groped on public transport

The first time Wanda was groped by a man on a Beijing bus she was a college student, travelling to school in her gym uniform on a summer’s day. Ten years – and numerous examples of sexual harassment on public transport – later, she is still haunted by the memory.

Now 31, Wanda – who asked to be identified only by her first name – remembers every detail of the incident. The bus was not crowded but the man, who appeared to be in his 40s, went straight over to stand uncomfortably close to her.

Then he pressed himself tightly against her and began making a thrusting motion with his lower body. Wanda said she froze, terrified by the encounter and unsure how to act. Just then, the bus took a sharp turn, the man was thrown aside and she quickly moved away.

“Afterwards, for a period, I looked at every adult man I saw as if he was aggressive,” she said.

Since then, Wanda said she had been flashed at in public and just last year was forced to block a man with her purse when he tried to touch her leg on a train.

Wanda’s experience is not unusual but attempts to address the problem of sexual harassment on public transport in China have met with mixed results, as well as claims by feminists that they are restrictive to women.

Two major cities in southern China, for example, introduced priority carriages for women on their underground trains in 2017.

Shenzhen

and Guangzhou, both in Guangdong province, established two designated carriages – one at each end of the train – during peak times.

they are encouraged to leave them to women passengers.
While the authorities did not specifically say they were intended to prevent sexual harassment – saying only that the scheme was meant to “give more care and respect to women” – the carriages followed a precedent set by Japan and Europe for that reason.

Shenzhen is currently considering an update to its priority carriages with an amended law designating them for people with disabilities and minors, as well as women, and only during rush hour. Other passengers who do not meet these criteria can be asked to leave by rail staff.

But in reality the restrictions on the priority carriages are seldom enforced and they have been used by men since their launch. Furthermore, feminists say the scheme is a form of segregation, rather than an attempt to solve the cause of the issue.

One reason the priority carriages have failed in their purpose could be the size of the crowds using public transport each day. According to government data, there are roughly 5 million passenger trips on the Shenzhen underground every day and 8 million in Guangzhou.

It is also hard for staff to enforce the regulation.

“When it first came out, subway staff vehemently advocated for women to use it, so many people did,” said Zhang Ying, a piano teacher in Guangzhou. Staff would hold loud speakers and gesture for women to get on the priority carriages. But now, everybody just treats it like an ordinary carriage, she said.

Zhang said she rarely uses the priority carriages because of the inconvenience of having to walk all the way to the end of the train.

Feminists have opposed the scheme from the start.
“The logic behind the scheme is wrong to begin with,” said Xiao Meili, a Guangzhou-based feminist. “When noticing the dangers women face in public spaces, women call for convenience in all areas, but [the government] only wants to draw you a little corner to play in, signalling they still will neglect you in most places.”
Although it may appear well-intentioned, Xiao said the scheme was restricting women’s space.
“Most of the sexual harassers and rapists are men, so wouldn’t it be more effective to put these offenders in a limited space?” she asked.
In a survey of 443 people conducted by a group of feminists in Shenzhen in 2017, 42 per cent of women said they had been harassed on public transport, compared with just 6 per cent of men.
Most of the interviewees said they were dissatisfied with the police response and 65 per cent said they thought police should be most responsible for handling sexual harassment in public.
Six ways Japanese women can deter gropers on trains
Xiao and others have repeatedly written to government representatives about sexual harassment on public transport. In 2016, Xiao’s feminist group received 40,000 yuan (US$5,650) in public donations – just enough to buy an advertisement slot.
For two years, the group tried to put up anti-harassment billboards in the Guangzhou and Shenzhen underground systems, but they were repeatedly blocked by the authorities who said the advertisements would cause panic.
But in 2018 Xiao’s group spotted advertisements in the subways in Beijing, Shanghai and Chengdu, some placed by news organisations and others by local governments. One advertisement in Chengdu, put up by rail officials, said: “There’s no groping hand here.”
Another, in Beijing, said: “Prevent sexual harassment, be vocal.”
Xiao said she was happy to see the changes, but described the current policy of updating the carriages in Shenzhen as an example of “lazy politics”.
There needed to be more than a pink bumper sticker on carriage windows, she said.
Instead, policymakers needed to think about the actual mechanisms of stopping harassment and how to handle culprits once they were caught.
“Women do not demand special care as if they are a soft and weak group,” Xiao said.
“They demand the safety they deserve and the right to travel conveniently.”

China offers financial support to deal with typhoon, flood, drought

BEIJING, Aug. 17 (Xinhua) — The central government has offered financial support of 920 million yuan (about 131 million U.S. dollars) to local governments to help counter typhoon, flood control and drought relief.

An emergency relief fund of 600 million yuan has been offered to 11 provincial regions including Henan, Sichuan and Gansu to help them control flood and deal with drought, according to the Ministry of Finance and the Ministry of Emergency Management.

Another fund worth 320 million yuan was used to support Hebei, Liaoning, Jilin and Heilongjiang provinces in flood control and typhoon relief.

Typhoon Lekima landed in east China’s Zhejiang on Aug. 10, wreaking havoc as a super typhoon. About 13 provincial regions have been affected by the typhoon.

China announced the second-highest level in China’s four-level typhoon emergency response system to deal with Typhoon Lekima and minimize casualties and losses.

China plans to remove all expressway toll booths by end of 2019

BEIJING, May 21 (Xinhua) — China has unveiled a guideline to meet the goal of removing all expressway toll booths at provincial borders by the end of this year.

Local governments should work to improve toll collecting systems and promote the application of non-stop electronic toll collection systems, according to the guideline released by the General Office of the State Council.

Meanwhile, related laws and regulations should be optimized, said the guideline.

Through the move, China aims to help solve the issue of expressway traffic congestion, enhance traffic efficiency and reduce logistics costs.

China’s green efforts hit by fake data and corruption among the grass roots

China’s notoriously lax local government officials and polluting companies are finding creative ways to fudge their environmental responsibilities and outsmart Beijing’s pollution inspectors, despite stern warnings and tough penalties.
Recent audit reports covering the past two years released by the environment ministry showed its inspectors were frequently presented with fake data and fabricated documents, as local officials – sometimes working in league with companies – have devised multiple ways to cheat and cover up their lack of action.
Local governments have been under pressure to meet environmental protection targets since Chinese President Xi Jinping made it one of his top three policy pledges in late 2017.
The performance of leading local officials is now partly assessed by how good a job they have done in cleaning up China’s much depleted environment.
According to the reports released this month by the Ministry of Ecology and Environment, pollution inspectors have found evidence in a number of city environmental protection bureaus of made-up meeting notes and even instructions to local companies to forge materials.
Cao Liping, director of the ministry’s ecology and environment law enforcement department, said many of the cases uncovered were the result of officials failing to act in a timely manner.
“In some places, local officials didn’t really do the rectification work. When the inspections began, they realised they didn’t have enough time, so they made up material,” he said.
China ‘still facing uphill struggle in fight against pollution’

While some officials are covering up their inaction, others are actively corrupt. According to Guangzhou’s Southern Weekend, since 2012 there have been 63 cases involving 118 people in the environment protection system involved in corruption.

In the southwest province of Sichuan, 32 current and former employees of Suining city’s environmental protection bureau were found to be corrupt, raking in illicit income of 6.32 million yuan (US$900,000).

Fabricated notes

The party committee of Bozhou district in Zunyi, Guizhou province in southern China, was found to have fabricated notes for 10 meetings – part of the work requirement under the new environmental targets – in a bid to cheat the inspectors.

The case was flagged by the environment ministry in a notice issued on May 10, which said party officials in Bozhou lacked “political consciousness … the nature of this case is very severe”.
Watering down results
Environmental officials in Shizuishan, in the northwest region of Ningxia, tried to improve their results in December 2017 by ordering sanitation workers to spray the building of the local environmental protection bureau with an anti-smog water cannon.
The intention was to lower the amount of pollutant particles registered by the building’s monitoring equipment.
The scheme may have gone undetected if the weather had been warmer but the next day a telltale layer of ice covered the building and the chief and deputy chief of the environmental station in the city’s Dawokou district were later penalised for influencing the monitoring results.

Similar tactics were deployed in Linfen, in the northern province of Shanxi in March 2017, when former bureau chief Zhang Wenqing and 11 others were found to have altered air quality monitoring data during days of heavy pollution.
The monitoring machine was blocked and sprayed with water to improve the data and Zhang was also found to have paid another person to make sure the sabotage was not captured by surveillance camera.
According to the environment ministry, six national observation stations in Linfen were interfered with more than 100 times between April 2017 and March 2018. In the same period, monitoring data was seriously distorted on 53 occasions.
Zhang was sentenced to two years in prison in May last year for destroying information on a computer.
Bad company
A ministry notice on May 11 flagged collusion by local officials and businesses in Bozhou in southeast China’s Anhui province. Companies were given advance notice of environmental inspections, with instructions to make up contracts and temporarily suspend production in a bid to deceive inspectors.
In Henan province, central China, inspectors found a thermal power company had been using a wireless mouse to interfere with the sealed automatic monitoring system. They were able to remotely delete undesirable data, eliminating evidence of excessive emissions, and only provided selective data to the environment bureau.
Officials in Shandong reprimanded for failing to cut pollution
In another case, from 2017, an environmental inspection group in Hubei province, central China, found a ceramics company had been working with the data monitoring company to alter automatically collected data on sulphur dioxide emissions.
Criminal offence
Cao said that while the cheating by grass-roots officials was serious, the involvement of companies in falsifying data was a major issue that made the work of inspectors even harder.
“Some fraudulent methods are hidden with the help of high technology, so it’s hard for us to obtain evidence. Besides, the environment officials are not totally familiar with these technologies,” he said.
The environment ministry was working on solutions to the problems, he said, adding that falsifying monitoring data was now a criminal offence.
Fake data was particularly serious, he said, because it could directly influence his department’s decisions about where to deploy resources.

Wang Canfa, an environmental law expert at the China University of Political Science and Law, said the problem of fake data could damage the government’s credibility but also prevent it from taking measures in time.

“If the water pollution or air pollution is severe in one place but the local government has said it’s not a big deal, then the investment needed to control the situation might go to other places,” he said.

Zhou Ke, a professor of environment and resources law at Renmin University, said there was an incentive for local officials to cheat because the inspection results were directly related to their career prospects.

Officials ended up cheating or forging materials to protect local interests or their own political achievements, he said.

China to invest more in emerging industries

BEIJING, March 13 (Xinhua) — China’s emerging industries will become a major driving force for investment growth this year, the Economic Information Daily reported Wednesday.

China will increase policy support for and infrastructure investment in emerging industries in 2019, including commercial applications of 5G, artificial intelligence, industrial internet and internet of things, according to the National Development and Reform Commission (NDRC).

The country will cultivate emerging industrial clusters with market influence and distinctive advantages that can vigorously drive regional economic transformation, the newspaper quoted Ren Zhiwu, deputy secretary-general of the NDRC, as saying.

The Ministry of Industry and Information Technology also plans to promote the deep integration of the internet, big data and artificial intelligence with the real economy, and encourage innovation in new technologies and new forms of industry, the newspaper said.

Local governments will also step up support for strategic emerging industries in financial aid, technological innovation and the business environment. Efforts should be made to improve strategic emerging industries’ capabilities to innovate, said the newspaper.
