Cathay Pacific looks to increase passenger flights in late June if coronavirus travel restrictions are eased

  • Carrier targets return of daily services to major Asian cities and more frequent long-haul services
  • Airline to monitor global situation and adjustments may be made ‘as necessary’

Cathay Pacific Airways has signalled its intent to start reversing its near-total grounding of aircraft because of the coronavirus pandemic, and plans to start increasing its number of passenger flights in the last week of June.
The airline said it hoped to add more long-haul destinations, make flights more frequent, and reinstate some major Asian cities to its daily schedule for the first time in several months, “subject to government travel restrictions”.
Cathay scaled its operations back to a skeleton schedule of 3 per cent of services in early April, and that was extended until June 20. The newly announced increases would take that up to 5 per cent.
The global airline industry has been rocked by the pandemic, which triggered a collapse in air travel demand amid severe travel restrictions and tough quarantine measures.
Tracking the massive impact of the Covid-19 pandemic on the world’s airline industry in early 2020 Singapore Airlines, another of Asia’s major carriers, said last week it would maintain a 96 per cent reduction in flights until the end of June.
Cathay, which has 236 aircraft, currently operates long-haul flights to London Heathrow, Los Angeles, Vancouver and Sydney twice a week, but will increase that to five times a week.

On top of that, Amsterdam, Frankfurt, San Francisco and Melbourne are among the long-haul destinations set to return three times a week.

With regional routes currently operating three times a week, including Tokyo Narita, Taipei, Beijing and Singapore, Asian routes will increase to a daily service. Osaka and Seoul would also return to the network, too.

“We will continue to monitor the developing situation and further adjustments may be made as necessary,” the airline said.

Earlier this month, Cathay’s budget unit HK Express extended its total grounding until June 18, having been on hiatus since March 23.

Meanwhile, Boeing has added to warnings of a very slow recovery in air travel, with Dave Calhoun, its CEO, saying demand may not return to 2019 levels for two to three years.

Cathay Pacific’s daily passenger volume has collapsed from regular previous peaks of 100,000 to less than 1,000 in April. Over the past two months, the company has been running more than 250 extra pairs of cargo-only passenger flights to maintain air freight capacity, much of which is accounted for by passenger services.

In a bid to cut costs, most of the Cathay Pacific Group’s 34,200 staff have taken three weeks of unpaid leave. Also, 433 cabin crew in the US and Canada were told they would be laid off, while about 200 pilots in the UK, Australia have been furloughed.

The International Air Transport Association, which revised down pandemic-related revenue losses for the global sector to US$314 billion (HK$2.4 trillion) two weeks ago, said last week the Hong Kong aviation market would take a US$7.5 billion hit this year, a 27 per cent increase on the previous estimate. That equates to a 59 per cent decline in air travel demand, or a loss of almost 31 million passengers, in 2020.

BOCOM International, a financial services company, forecast in a report on Monday that the city’s aviation sector would lose HK$65.2 billion in revenue in 2020, yet Cathay Pacific could emerge as a winner if it survived largely unscathed, given the weakness of rivals at home and in the region plus its dominant position in Hong Kong.

“Hong Kong aviation is at the most critical juncture in its history. Though calamitous, Covid-19 is set to reshape Hong Kong’s aviation industry for the years, possibly decades, to come,” said transportation analyst Luya You.

“Covid-19’s sweeping blows now offer a blank slate for remaining players to regain lost leadership or gain new markets. If [Cathay Pacific] can survive intact from Covid, the carrier could enjoy winner-takes-all growth trajectory in the years following [2020].”

Wuhan declared free of Covid-19 as last patients leave hospital after months-long struggle against coronavirus

  • City at centre of outbreak finally able to declare itself clear of disease after months in lockdown and thousands of deaths

The city of Wuhan, the initial epicentre of the coronavirus pandemic, no longer has any Covid-19 patients in hospital after the last 12 were discharged on Sunday.

Their release ended a four-month nightmare for the city, where the disease was first detected in December. The number of patients being treated for Covid-19, the disease caused by a new coronavirus, peaked on February 18 at 38,020 – nearly 10,000 of whom were in severe or critical condition.

“With the joint efforts of Wuhan and the national medical aid given to Hubei province, all cases of Covid-19 in Wuhan were cleared as of April 26,” Mi Feng, a spokesman for the National Health Commission said on Sunday afternoon.

The announcement came only one day after the city discharged the last patient who had been in a severe condition. That patient also was the last severe case in Hubei province.

The last patient discharged from Wuhan Chest Hospital, a 77-year-old man surnamed Ding, twice tested negative for Sars-CoV-2, the virus that causes Covid-19, and was released at noon on Sunday.

“I missed my family so much!” Ding told Changjing Daily.

Another unidentified patient exclaimed as he left the hospital: “The air outside is so fresh! The weather is so good today!”

Wuhan faced a long journey to bring its patient count down to zero.

The city of 11 million, the capital of Hubei province and a transport hub for central China, was put under a strict lockdown on January 23 that barred anyone from entering or exiting the city without official approval for 76 days until it was officially lifted on April 8.

Residents were ordered to stay in their apartments as the city stopped public transport and banned private cars from city streets. As the epidemic worsened, more than 42,000 medical staff from across the country were sent to the city and to Hubei province to help ease the burden on the local health care system.

Wuhan was the hardest hit city in China, accounting for 50,333 of the 82,827 locally transmitted Covid-19 cases recorded in China. More than 4,600 died in the country from the disease.

On March 13, the city reported for the first time that there were no new suspected cases of the infection, and five days later there were no confirmed cases.

The number of discharged patients bottomed out at 39.1 per cent at the end of February, gradually climbing to 92.2 per cent by last Thursday.

“Having the patients in the hospital cleared on April 26 marks a major achievement for the city’s Covid-19 treatment,” the Wuhan Health Commission said in a statement.

However, having no severe cases in hospital does not mean all the discharged patients will require no further treatment as they may still need further care.

“Clearing all the severe cases marks a decisive victory for the battle to safeguard Wuhan,” health minister Ma Xiaowei told state broadcaster China Central Television on Saturday.

“Some patients who have other conditions are being treated in specialised hospitals. It has been properly arranged.”

Ten patients aged between 42 and 85 who have been declared coronavirus-free are still in intensive care at the city’s Tongji Hospital where they are being treated for kidney problems and other complications arising from Covid-19. Some still need ventilators to help them breathe.

These 10 patients are under 24-hour care, with 190 nurses on four-hour rotations. There are other patients in a similar condition in two other hospitals in Wuhan, according to the Hubei Broadcasting and Television Network.

However, the discharge of the last batch of Covid-19 patients does not mean that the risk of infection is gone.

The city reported 20 new cases of people testing positive for Sars-CoV-2, the official name for the coronavirus that causes the disease, but who do not yet show symptoms.

There are 535 such carriers under medical observation. Past data shows some of these asymptomatic carriers will develop symptoms, and so will be counted as Covid-19 patients under China’s diagnosis and treatment plan.

China’s coronavirus infection curve has flattened out with about 694 imported cases of Covid-19 on top of about 800 locally transmitted ones now under treatment.

The national health commission spokesman warned that people still need to be on high alert as the virus is continuing to spread around the globe, with no sign yet of a slowdown.

“[We] must not drop our guard and loosen up. [We] must discover cases in time and deal with them quickly,” Mi said, citing the continued pressure from cases imported by people returning from overseas.

“The next step will be to implement the requirements of the central government and continue to guard against imported cases and a rebound of domestic transmitted cases.”

Coronavirus: US education faces US$15 billion hit as Chinese students stay away

The Covid-19 pandemic has upended the appetite for prestigious US degrees among Chinese students, jeopardising US$15 billion in revenue for American colleges.
The disease – which has spread to more than 185 countries, infected more than 2.6 million people and claimed more than 180,000 lives worldwide – has caused unprecedented disruption. Borders are closed and travel has been significantly limited to contain the spread.
For American schools, it has meant reduced Chinese demand for higher education in the 2020-21 academic year, according to a Congressional report into the cascading economic impacts of the pandemic published on Tuesday by the US China Economic and Security Review Commission.
The report identified a host of issues, from delays or cancellations of US entrance exams in China, through to indefinite travel restrictions and continued uncertainty about when US college campuses will reopen. The consequences could be severe, with nearly a third of all tuition payments to US public universities coming from international students.
Amid outbreak, universities contend with dependence on Chinese students

China has remained the largest source of international students for the US in the past decade, with 369,548 Chinese students enrolled in US higher education programmes in 2018, more than three times the count from nine years earlier, according to the Institute of International Education. The group together contributed US$15 billion in tuition payments.

University administrators told the authors of the report that cancelled recruitment events in China and an inability to work with local recruitment agencies could further depress Chinese student enrolment in US university programmes.

The blow will be severe as international students typically pay full tuition, with only 17 per cent receiving grants or scholarships from their institution, according to a report published by World Education News & Reviews in December.

The sudden decrease in enrolments added to a softening trend in Chinese student numbers in recent years as US-China relations have become more hostile. Tensions between China and the US over tariffs and trade disputes put more strain on academic exchanges between the two countries.

Before the coronavirus disrupted international travel and school terms, US schools had already seen a decline in enrolments from Chinese students. Last June, Beijing warned its students about the risks of studying in the US and China’s education ministry said some were encountering problems with the duration of their visas limited and an increase in visa refusals.

“This has affected Chinese students going to study in the United States or smoothly completing their studies,” it said.

“The education ministry reminds students and academics of the need to strengthen risk assessment before studying abroad, enhance prevention awareness and make corresponding preparations.”

Chinese students battle rising tide of prejudice in US

Chinese students and scholars have attracted scrutiny from the Trump administration, with claims some could be helping Beijing to obtain trade and technological secrets. US lawmakers are also concerned about China’s growing ambition through effort to influence through its own narratives globally.

, for example, which are based on college campuses and funded by Beijing to promote Chinese language and culture, have been investigated over espionage allegations. Two dozen US schools closed the cultural centres on their campuses in the past two years. The most recent closure, in January, was also the oldest Confucius Institute in the country – at the University of Maryland – which had been operating since 1985.

Tuesday’s report said that as well as the decline in Chinese enrolments, tourism from China would also suffer. Together, higher education and tourism make up the US’ top services exports to China, which will lead to a narrowing in its services trade surplus with China, it said.

As Trump administration debated travel restrictions, thousands streamed in from China

(Reuters) – In defending his strategy against the deadly coronavirus, President Donald Trump repeatedly has said he slowed its spread into the United States by acting decisively to bar travelers from China on Jan. 31.

“I was criticized by the Democrats when I closed the Country down to China many weeks ahead of what almost everyone recommended. Saved many lives,” he tweeted, for instance, on March 2.

But Reuters has found that the administration took a month from the time it learned of the outbreak in late December to impose the initial travel restrictions amid furious infighting.

During that time, the National Security Council staff, the state department and other federal agencies argued about everything from how best to screen for sick travelers to the economic impact of any restrictions, according to two government officials familiar with the deliberations.

The NSC staff ultimately proposed aggressive travel restrictions to high-level administration officials – but it took at least a week more for the president to adopt them, one of the government officials said.

In meetings, Matthew Pottinger, deputy national security adviser and a China expert, met opposition from Treasury Secretary Steven Mnuchin and National Economic Council director Larry Kudlow, said two former NSC officials and one of the government officials involved in the deliberations. The two top aides were concerned about economic fallout from barring travelers from China, the sources said.

Each day that the administration debated the travel measures, roughly 14,000 travelers arrived in the United States from China, according to figures cited by the Trump administration. Among them was a traveler who came from Wuhan to Seattle in mid-January, who turned out to be the first confirmed case in the United States.

On Jan. 22, Trump downplayed the threat posed by the virus, telling CNBC from the World Economic Forum in Davos, Switzerland, “We have it totally under control.”

The battle within the White House over whether and how to stop infected travelers from China lasted nine more days.

On Jan. 31, Trump issued a proclamation barring entry of non-U.S. citizens, other than the immediate family of citizens and permanent residents, who had traveled to China within the last two weeks. The restrictions have since been expanded to many other countries.

It is unclear when the president was made aware of the NSC’s proposal and what prompted his decision to act, but the decision followed the World Health Organization’s declaration the day before that the epidemic was a “public health emergency of international concern.”

U.S. Centers for Disease Control and Prevention officials told Reuters that they contributed to the decision as part of the administration’s newly convened coronavirus task force.

A Treasury Department spokesperson said that Mnuchin “never objected to the decision to restrict flights from China.”

A White House spokesman, Judd P Deere, said: “Any suggestion that Larry Kudlow objected to restricting flights from China to contain COVID-19 and protect the health of the American people is completely false. Larry fully supported the President’s bold decision.”

In a statement, NSC spokesman John Ullyot said that the council’s early meetings about the coronavirus involved great expertise and robust discussion and were professional.

As of April 4, the coronavirus has infected more than 300,000 people in the United States, and killed over 8,000, according to the Reuters coronavirus tracker. The country has more cases than anywhere else in the world.

The sources for this story, former NSC members, public health officials and others involved in, or briefed on, the administration’s response, spoke on condition of anonymity because they were not authorized to comment on the record.

POPPING A FLARE

The NSC, which operates within the White House to coordinate policies and recommendations involving national security across agencies, was at the center of the effort to formulate the early response to the outbreak.

The council was first notified of the outbreak on the morning of Dec. 31, according to one of the government officials involved, when an NSC official was forwarded an email from a Department of Health and Human Services (HHS) attache in Beijing that had been sent to senior HHS officials the night before.

The “pop-a-flare” notice, as it is known, described strange cases of pneumonia that could not be definitively traced to seasonal flu, said the government official, who saw the message. The email said the Chinese would soon be notifying the World Health Organization, the official said.

On Jan. 3, Dr. Gao Fu, head of China’s disease control agency, informed his U.S. counterpart, Dr. Robert Redfield, director of the CDC, in an emotional telephone call that the outbreak was growing out of control, according to the same federal official and a former NSC official. Both said they had been informed of the details.

Gao’s agency did not respond to a request for comment.

Ullyot, the NSC spokesman, disputed the timeline, saying the council did not learn of the coronavirus outbreak until Jan. 3. The CDC, a part of HHS, confirmed to Reuters that it learned of an outbreak in late December and that the call with Gao occurred Jan. 3.

Health agencies were scrambling to gather information, the two government officials involved in the deliberations said. Questions went back to the U.S. Embassy in Beijing, and experts across the government: How many travelers arrive daily from Wuhan, China, the initial site of the outbreak? What U.S. airports do they fly into? What would be the pros and cons, including costs, of any travel restriction?

In discussions with the NSC, public health officials, including from HHS and CDC, initially argued for the targeted approach of medically screening travelers from Wuhan, as they sifted through information about where and how quickly the virus was spreading, one of the government officials involved said. Public health officials tend not to favor border closures because they can restrict medical response and divert limited resources.

The NSC’s Pottinger was pushing hard for strict travel restrictions – expressing doubt about the truth of the data China was releasing, according to the official.

There was “a lot of yelling, a sign of frustration,” said a former NSC staffer who was not in the meetings but got messages from colleagues in attendance expressing dismay. The person described the messages but did not share them with Reuters. The two current federal officials confirmed the acrimony.

The NSC struggled to reconcile conflicting viewpoints, the two government officials involved said.

The debate delayed the screening of travelers from China by at least a week, one of the officials said. CDC officials ultimately announced enhanced medical screenings for travelers from Wuhan at three international airports, in Los Angeles, San Francisco and New York’s John F. Kennedy, on Jan. 17, expanding them to 20 U.S. airports by Jan. 28.

At one point, during a meeting, Pottinger snapped at health officials that their approach “really has to take a step back,” so that national security interests could shape the response, the official said.

The CDC declined to comment on the debate.

Some former NSC officials who spoke to Reuters traced what they saw as an ineffective response by the council in part to structural changes in 2018 in which former National Security adviser John Bolton had folded the council’s Global Health Security and Biodefense directorate into a larger operation, with the result that pandemic planning was not as great a priority. Others said that, under Bolton, the NSC worked effectively on biopreparedness, but after he departed it lost a number of important experts.

NSC spokesman Ullyot rejected as false the suggestion that the council lacked expertise. The council is staffed by officials with “extensive experience in virology, infectious disease epidemiology, global health security, public health, and emergency response,” he said.

The NSC’s own public health experts were involved in the discussions from the beginning, advocating “early and often” for traveler screening and raising the issue of banning flights from Wuhan, he said.

While the conflict soured the interactions, one of the government officials involved said, data soon emerged that led the health agency officials to agree with Pottinger: A travel restriction for all of China was needed. They saw that there were thousands of travelers arriving daily from Wuhan’s Hubei province to the United States, as well as a rising number of Covid-19 cases reported by the Chinese government beginning in mid-January, the source said.

In its statement to Reuters, the CDC did not directly address what led to its ultimate decision to support the travel restrictions.

By Jan. 24, the staff of the NSC had proposed restricting flights from China, said the government official involved in the deliberations. But as Pottinger met with deputies from other cabinet-level agencies, the recommendation met with resistance because of concerns about spooking the markets and scaring the public, three sources with knowledge of the deliberations told Reuters.

STILL DIVIDED

With opinions still divided, the matter went to top White House aides, at which point Treasury Secretary Mnuchin and National Economic Council director Kudlow argued strongly against the travel restrictions, said two former NSC officials and the government official involved in the deliberations.

In addition to the impact on the stock market, the two top aides expressed concern about the supply chain for everything from semiconductors to ingredients for pharmaceuticals, said one of the government officials involved in the deliberations.

Pottinger was “pleading with Mnuchin and others” to stop travelers from coming, the former NSC official said.

By then, the first known patient in the United States – a man in his 30s who had traveled from Wuhan to Seattle on Jan. 15 – tested positive for the coronavirus disease, COVID-19.

He had slipped through travel screenings because his trip had been broken up, so the Wuhan origin of his trip had not been obvious to customs agents, said the government official with knowledge of the deliberations.

At the World Economic Forum in Davos, Switzerland, President Trump told CNBC on Jan. 22: “It’s one person coming in from China, and we have it under control. It’s going to be just fine.”

On Jan. 29, the Council of Economic Advisers, which advises the president on economic policy, presented an analysis describing a worst-case scenario of what a pandemic and travel restrictions could do to the economy, according to one of the government officials involved in the deliberations, who read it. The report supported Kudlow and Mnuchin’s arguments against such restrictions and “scared everyone,” the source said.

The next day, at an afternoon meeting of the White House’s newly formed coronavirus task force, as well as other attendees, travel restrictions were still being debated, according to the government official involved in the deliberations and a former NSC official who learned of the meeting from former colleagues.

During the meeting, Mick Mulvaney, then President Trump’s chief of staff, entered the room, telling a smaller group, including Pottinger: “The president wants to see you now,” according to the official involved in the deliberations and the former NSC officials.

Mulvaney referred questions to the White House, which did not respond.

Trump issued the order the next day. By then, the novel coronavirus was already carving a lethal path through a Seattle nursing home.

US-China tech war’s new battleground: undersea internet cables

In the contest between the US and China for dominance over the world’s technology
infrastructure, the latest battle is taking place under the Pacific Ocean.
While the US has been upping the pressure on its allies not to include equipment made by Chinese telecom giants like Huawei and ZTE in their 5G systems, Chinese companies have gained a foothold in some of the world’s most essential communications infrastructure – undersea internet cables.

Almost all global data communications flow through cables under the ocean – just one per cent travels by satellite – and Chinese companies have quietly been eroding US, European and Japanese dominance over the backbone of the internet, the undersea cable market. Now, they have trained their sights on connecting one of the most virtually remote parts of the globe, the Pacific Island countries.
Of the 378 cables currently operating worldwide, 23 are under the Pacific. But many of these cables run right by Pacific Island nations on their paths between hubs in Los Angeles, Tokyo and Singapore.

Despite the volume of data flowing under the Pacific Ocean, just half a million of the 11 million people living in Pacific Island countries and Papua New Guinea – less than five per cent – have access to a wired internet connection and only 1.5 million to a mobile connection, according to the United Nations Economic and Social Commission for the Asia Pacific (UNESCAP), compared with 53 per cent of people in Thailand and 60 per cent in the Philippines.

More than US$4 billion worth of cables are to come into service by 2021, continuing a trend in which US$2 billion worth of cables have come online every year since 2016, and six of these cables will connect Pacific Island countries.

While the US has moved to block Huawei from supplying equipment to its allies’ 5G networks, experts say Chinese tech companies could contest the US, EU and

Japan’s

long-standing dominance over global data traffic through investments in subsea cables.

Chinese tech giants like Huawei have entire divisions devoted to undersea connectivity that have laid thousands of kilometres of cable, and Chinese state telecommunication companies such as China Unicom have access to many of the existing trans-Pacific cables.

But a panel led by the US Department of Justice has held up a nearly complete trans-Pacific cable project over concerns about its Chinese investor, Beijing-based Dr Peng Telecom & Media Group.

The project, the Pacific Light Cable Network, could be the first cable rejected by the panel on the grounds of national security – despite being backed by American tech giants Google and Facebook – setting a precedent for a tougher US stance on Chinese involvement in subsea cables.

Craige Sloots, director of sales at Southern Cross Cable Network, which operates the largest existing sets of trans-Pacific cables, said for any new cable, regulators were likely to scrutinise the ownership of the companies involved and the maker of the project’s equipment.
These two factors, said Sloots, “pragmatically limit some of the providers you can use if you want to connect through the US”.
Experts say that Hong Kong, where the stalled Pacific Light Cable would land, was previously considered a more secure shore landing point than mainland China. But people close to the project say the recent unrest in the city has made this distinction less relevant, according to The Wall Street Journal.

Similar concerns caused a proposed Huawei-backed cable linking Vanuatu with Papua New Guinea to be called off last year after Australia stepped in to fund its own cable instead.
Just months after the government-owned Solomon Islands Submarine Cable Company agreed to the project with Huawei in mid-2017, Canberra put up US$67 million to connect Sydney with the Solomon Islands and Papua New Guinea with cables laid under the Coral Sea by Nokia’s Alcatel Submarine Networks.
Simon Fletcher, CEO of Vanuatu company Interchange, which had been planning another cable in the neighbourhood connecting Vanuatu with the Solomon Islands, said the Coral Sea project undercut the viability for small private businesses to operate in the fledgling market, where services had historically been provided by international organisations like development banks. His company’s cable has been on pause since the announcement of the Coral Sea project, though Fletcher said it would go forward next year.

For years, as Japan, Hong Kong and Singapore became global hubs of high-speed internet data traffic, the cables criss-crossing the ocean floor passed by just off the shores of Pacific Island countries en route between hubs on either side of the ocean.

Tiziana Bonapace, director of UNESCAP’s information technology and disaster risk-reduction division, said the Pacific Islands remain one of the most disconnected areas in the world, where “a vast proportion of the population has no access to the internet”.

Over the past five years, international organisations like UNESCAP, the Asia Development Bank and the World Bank have been pushing for better connectivity in the region. The World Bank’s Pacific Regional Connectivity Programme has invested more than US$90 million into broadband infrastructure for Fiji, the Federated States of Micronesia, Kiribati, the Marshall Islands, Palau, Samoa and Tuvalu.

But the business case had never been good, said Bonapace.
“A cable has to travel thousands of kilometres just to connect a population smaller than one of Asia’s megacities,” she said. “As everything we do is somehow connected to the internet, the prospects for the Pacific to become virtually more remote are even higher.”
Even nations which are connected have tenuous infrastructure. In January, Tonga experienced a total internet blackout for two weeks after damage to its single cable. Most parts of the world were linked by multiple cables to prevent this type of outage, said Bruce Howe, professor of ocean and resources engineering at University of Hawaii.
“If these nations want to be part of the international economy, they need reliable communications,” Howe said.

DRAWING NEW LINES

In Papua New Guinea, where mobile internet currently reaches less than a third of the population, a partnership between local telecoms company GoPNG and the Export-Import Bank of China funded the new Huawei-built Kumul Domestic cable system, which came online this year.

The Southern Cross Next system, owned by Spark, Verizon, Singtel Optus and Telstra – the same group of shareholders which operates the massive 30,500km (19,000 mile) set of twin cables connecting the US with Australia and New Zealand known as Southern Cross – is planned to come online in 2022, and will connect directly to Fiji, Samoa, Kiribati and Tokelau.

Chinese telecoms company China Unicom counts the existing Southern Cross cables among its network capabilities – meaning it is likely to have access to the cable through a leasing agreement with one of the other companies that uses the cable, according to Canberra think tank the Australian Strategic Policy Institute (ASPI).

China Unicom and China Telecom also list the Asia America Gateway Cable System as one of their network capabilities, according to ASPI. The 20,000km (12,400-mile) cable came online in 2009 and connects the US, Guam, Hong Kong, Brunei, the Philippines, Singapore, Malaysia, Vietnam and Thailand.
It is owned by a consortium of carriers including AT&T, Telekom Malaysia, Telstra and Spark.
A cable backed by Google and the Australian Academic and Research Network connecting Japan and Australia through Guam is to come online early next year.

Natasha Beschorner, senior digital development specialist at the World Bank, said that while there were challenges ahead in terms of broadband access and affordability, increased connectivity was starting to bring new opportunities to the Pacific.

“Digital technologies can contribute to economic diversification, income generation and service delivery in the Pacific,” Beschorner said. “E-commerce and financial technologies are emerging and governments are considering how to roll out selected services online.”

Experts say the industry has recently seen a switch from cables being mostly funded by telecommunication carriers to being funded by content providers, like Google and Facebook. Members of the private cable industry say content companies can afford to invest in cable infrastructure to ensure the supply chain for their customers, but that the competition puts the squeeze on the research-and-development budgets of other types of companies.

Sloots at Southern Cross predicted that the nations which connected directly to the massive next-generation cable – Samoa, Kiribati and Tokelau – would be able to function as connecting points for intra-Pacific cables.

“There’s a blossoming effect in capability once certain islands are connected,” Sloots said.

There is also the push to locate an exchange point within the Pacific so that internet data no longer has to travel to a hub in Tokyo or Los Angeles and back to Pacific nations when processing – a move that could ultimately lower the cost of broadband internet service for consumers in the Pacific.

Perhaps the most effective outcome could be for Pacific nations to cut the cord and receive their internet by satellite.

The Asian Development Bank has agreed to give a US$50 million loan to Singapore’s Kacific Broadband Satellites International to provide up to two billion people across the Asia-Pacific region with affordable satellite-based internet.

The project is to be launched into orbit by SpaceX next week and aims to begin providing service by early next year.

How China could use bio-waste to mass-produce cheap super-fuel for missiles

Chinese scientists say they have developed a technology to convert bio-waste into fuel for missiles and hypersonic planes, reducing fuel costs by as much as 60 per cent.
The existing JP-10 super-fuel for military aircraft has numerous advantages including high energy density, good thermal stability and low freezing point, but it costs more than US$7,000 per tonne – nearly 10 times as much as ordinary jet fuel for commercial aircraft.
It is used mainly in cruise missiles and ramjet or scramjet engines on new-generation aircraft travelling at hypersonic speed, or five times faster than sound.
Scientists from the Dalian Institute of Chemical Physics, at the Chinese Academy of Sciences in the northeastern province of Liaoning, predicted using the new technology in the near future could reduce the cost to as low as US$2,547 per tonne.
The secret, according to their paper, published in the latest issue of German chemistry journal Angewandte Chemie, lies in cheap bio-waste.
Using agricultural and forestry residues including bran, chaff and mill dust, Professor Zhang Tao, Li Ning and colleagues discovered new chemical processes that can turn the waste to JP-10 fuel on a large scale with unprecedented efficiency.

At present, the super-fuel comes from coal tar or naphtha, and the synthesis is extremely costly and unfriendly to the environment.

The bio-JP-10 fuel can be produced by two different methods, one involving six steps of chemical reactions and the other only four, according to the paper.

Combining these methods with the latest technology in biomass conversion, the researchers said, the super-fuel can be mass-produced at a price equivalent to that of some of the bio-jet fuels already in commercial use, thanks to government subsidies provided for their environmental benefits.

“We believe that the future commercialisation of bio-JP-10 fuel is very promising, especially taking policy support and exemption from CO2 emission tax into consideration,” the authors wrote in the paper.

Liu Huoxing, professor at the school of energy and power engineering at Beijing University of Aeronautics and Astronautics, said civilian applications of hypersonic flight technology faced many challenges that remained to be solved, with the problem of high fuel prices being one of the headaches.

“No airline will buy a plane if the fuel costs too much, however fast it can fly,” he said.

Liu, who conducts research on engine technology for hypersonic vehicles but was not involved in the Dalian study, said the reduction of production costs for jet fuel was usually incremental and it was quite rare to see a significant drop.
“This can be an important development,” he said of the Dalian findings.
China is developing various models of hypersonic speed aircraft for military and civilian use. Some are aimed at flying distances such as Shanghai to Los Angeles in a couple of hours.

Oscars 2019: The Indian sanitary pad makers’ story wins award

A film based on young women in an Indian village who make sanitary pads has won an Oscar for best documentary short. The BBC’s Geeta Pandey met with the women in their village before the ceremony.

Sneh was 15 when she started menstruating. The first time she bled, she had no idea what was happening to her.

“I was very scared. I thought I was sick with something very serious and began crying,” she told me when I visited her home in Kathikhera village not far from Delhi earlier this week.

“I didn’t have the courage to tell my mother so I confided in my aunt. She said: ‘You’re a grown woman now, don’t cry, it’s normal.’ It was her who told my mother.”

Sneh, now 22, has travelled a long way from that point. She works in a small factory in her village that makes sanitary pads and is the protagonist of Period. End of Sentence., a documentary that has been nominated for an Oscar. She will be attending Sunday’s ceremony in Los Angeles.

The film came about after a student group in North Hollywood used crowdfunding to send a pad-making machine – and Iranian-American filmmaker Rayka Zehtabchi – to Sneh’s village.

Just 115km (71 miles) from Delhi, Kathikhera village in Hapur district is a world far removed from the glitzy malls and high-rises of the Indian capital. Normally, it’s a two-and-a-half-hour drive from Delhi, but construction work on the highway slows it down to four hours for us. And the final 7.5km drive to the village from Hapur town is a crawl, on narrow winding roads lined with open drains on both sides.

The documentary is filmed in the farms and fields – and classrooms – of Kathikhera. Like in the rest of India, periods are a taboo topic; menstruating women are considered impure and barred from entering religious places and often excluded from social events too.

With so much stigma surrounding the issue, it’s no surprise that Sneh had never heard of periods before she started getting them herself.

“It was not a topic that was discussed – even among girls,” she says.

But things began to change when Action India, a charity that works on reproductive health issues, set up a sanitary napkin manufacturing unit in Kathikhera.

In January 2017, Sneh was asked by Suman, a neighbour who works with Action India, if she wanted to work in the factory.

A college graduate who dreams of working for the Delhi police one day, Sneh says she was excited. After all, there were “no other job opportunities” in the village.

“When I sought my mum’s permission, she said, ‘ask your father’. In our families, all important decisions are taken by men.”

She was too embarrassed to tell her father that she was going to be making pads so she told him that she would be making children’s diapers.

“It was two months into the job that mum told him that I was making pads,” she laughs. Much to her relief, he said, “That’s alright, work is work.”

Today, the unit employs seven women, between 18 and 31 years of age. They work from 9-5, six days a week and are paid a monthly salary of 2,500 rupees ($35; £27). The centre produces 600 pads a day and they are sold under the brand name Fly.

“The biggest problem we face is power cuts. Sometimes we have to come back at night to work when the power is back to meet the targets,” Sneh says.

This little business, run from two rooms in a village home, has helped improve feminine hygiene. Until it was set up most women in the village were using pieces of cloth cut out from old saris or bedsheets when they had their period, now 70% use pads.

It’s also de-stigmatised menstruation and changed attitudes in a conservative society in ways that were unimaginable just a couple of years ago.

Sneh says menstruation is now discussed openly among women. But, she says, it’s not been an easy ride.

“It was difficult at the start. I had to help my mother with housework, I had to study and do this job. Sometimes during my exams, when the pressure became too much, my mother went to work instead of me,” she says.

Her father, Rajendra Singh Tanwar, says he is “very proud” of his daughter. “If her work benefits the society, especially women, then I feel happy about it.”

Initially, the women faced objections from some villagers who were suspicious about what was happening at the factory. And once the film crew arrived, there were questions about what they were doing.

And some, like 31-year-old Sushma Devi, still have to fight daily battles at home.

The mother-of-two says her husband agreed to let her work only after Sneh’s mother spoke to him. He also insisted that she finish all the housework before going to the factory.

“So I wake up at 05:00, clean the house, do the laundry, feed the buffaloes, make dung cakes which we use as cooking fuel, bathe, and make breakfast and lunch before I step out. In the evening, I cook dinner once I get back.”

But her husband is still unhappy with the arrangement. “He often gets angry with me. He says there’s enough work at home, why do you have to go out to work? My neighbours too say it’s not a good job, they also say the salary is low.”

Two of Sushma’s neighbours had worked at the factory too, but left after a few months. Sushma has no intention of doing the same: “Even if my husband beats me up, I will not give up my job. I enjoy working here.”

In the documentary, Sushma is heard saying she’d spent some of her earnings to buy clothes for her younger brother. “If I’d known this was going to go to Oscars, I would have said something more intelligent,” she says, laughing.

For Sushma, Sneh and their fellow workers, the Oscar nomination has come as a big boost. The film, which is available on Netflix, is nominated in the Best Short Documentary category.

As Sneh prepares to leave for Los Angeles, her neighbours are appreciative of the “prestige and fame” she has brought the village.

“No-one from Kathikhera has ever travelled abroad so I’ll be the first one to do so,” she says. “I’m now recognised and respected in the village, people say they are proud of me.”

Sneh says she had heard of Oscars and knew they were the biggest cinema awards in the world. But she had never watched a ceremony, and certainly didn’t think that one day she would be on the red carpet.

“I never thought I would go to America. Even now I can’t fully process what’s happening. For me, the nomination itself is an award. It’s a dream that I’m dreaming with my eyes open.”
