China’s Liaoning aircraft carrier returns home from a month of training

  • Warship joined by at least five escort vessels and analysts say the drills were ‘very significant’ to show the strike group wasn’t hit by coronavirus
  • Latest exercises also seen as putting pressure on Taiwan’s pro-independence forces, with strike group sailing through the strait

China’s first aircraft carrier, the Liaoning, returned to its home port of Qingdao on Thursday after nearly a month of training on the high seas, the People’s Liberation Army said.

According to military analysts, the warship was joined by at least five escort vessels, and the drills showed its crew had not been affected by the coronavirus pandemic and that it remained combat-ready.

The annual cross-region drills included intensive and complicated air and sea operations, the official PLA Daily said in a post on social media on Friday.

“The drills have further improved the real combat training level of the Liaoning carrier strike group, putting its systematic combat capability to the test,” the statement on WeChat said, without giving other details.

It was the longest training session by China’s navy since the PLA resumed all large-scale drills in March, after they were suspended because of disruptions to transport and military resources across the country as the deadly new virus rapidly spread.

Beijing-based naval expert Li Jie said it was important for the carrier to get back to training activities.

“The recent training by the Liaoning carrier strike group is very significant because it’s evidence that none of the 2,000 sailors and commanders on the ship have been hit by Covid-19, and neither have any of the other soldiers and personnel on the other warships and support units,” Li said.

The coronavirus situation has eased in China, where the first cases were reported late last year, but it continues to spread across the globe and has infected more than 3.2 million people worldwide and killed over 233,000.

The virus has also hit crew members on at least 40 US Navy warships, and Li said that left China with the only operational aircraft carrier in the region.

“Since the four American aircraft carriers in the Indo-Pacific region have all been struck by the pandemic, China is the only country that can operate an aircraft carrier in the area,” he said.

Taiwan’s defence ministry reported earlier that the Liaoning flotilla had sailed through the Taiwan Strait twice last month as it headed towards the western Pacific, prompting the self-ruled island to scramble aircraft and send warships to monitor its movements.

Japan’s Ministry of Defence said the Liaoning was escorted by two destroyers, two frigates and a supply ship, and they had passed through the Bashi Channel, a waterway to the south of Taiwan, and headed towards waters east of Taiwan.

As tensions continue to simmer between Taipei and Beijing, the PLA has stepped up activities around the island, which the mainland sees as part of its territory awaiting reunification.

Hong Kong-based military commentator Song Zhongping said the latest naval drills were also aimed at heaping more pressure on Taiwan’s pro-independence forces as well as foreign countries seeking to intervene in cross-strait issues.

“Taiwan’s pro-independence forces have become more active and are attempting to take advantage amid the pandemic,” said Song, a military commentator with Phoenix Television.

“The Liaoning would play a major role in the PLA’s plan to unify Taiwan by force, so it’s necessary for the aircraft carrier strike group to get back to operations, step up training and send a warning to Taipei,” he added.

Lu Li-Shih, a former instructor at the naval academy in Taiwan, noted that the PLA Navy had regularly held drills in the waters east of Taiwan in recent years to avoid surveillance by US satellites.

China’s April factory activity seen expanding as lockdowns ease – Reuters poll

BEIJING (Reuters) – China’s factory activity likely rose for a second straight month in April as more businesses re-opened from strict lockdowns implemented to contain the coronavirus outbreak, which has now paralysed the global economy.

The official manufacturing Purchasing Manager’s Index (PMI), due for release on Thursday, is forecast to fall to 51 in April, from 52 in March, according to the median forecast of 32 economists polled by Reuters. A reading above the 50-point mark indicates an expansion in activity.

While the forecast PMI would show a slight moderation in China’s factory activity growth, it would be a stark contrast to recent PMIs in other economies, which plummeted to previously unimaginable lows.

That global slump, caused by heavy government-ordered lockdowns, as well as the cautious resumption of business in China, suggests any recovery in the world’s second-largest economy is likely to be some way off.

“The recovery so far has been led by a bounce-back in production, however, the growth bottleneck has decisively shifted to the demand side, as global growth has weakened and consumption recovery has lagged amid continued social distancing,” Morgan Stanley said in a note.

“The expected slump in external demand has likely capped further recovery in industrial production.”

The latest official data showed 84% of mid-sized and small business had reopened as of April 15, compared with 71.7% on March 24.

Hobbled by the coronavirus, China’s economy shrank 6.8% in the first quarter from a year earlier, the first contraction since current quarterly records began.

That has left Chinese manufacturers with reduced export orders and a logistics logjam, as many exporters grapple with rising inventory, high costs and falling profits. Some have let workers go as part of the cost-cutting efforts.

A China-based brokerage Zhongtai Securities estimated that the country’s real unemployment rate, measured using international standards, could exceed 20%, equal to more than 70 million job losses and much higher than March’s official reading of 5.9%.

Sheng Laiyun, deputy head at the statistics bureau, said on Sunday migrant workers and college graduates are facing increasing pressures to secure jobs, while official jobless surveys show nearly 20% of employed workers not working in March.

Chinese authorities have rolled out more support to revive the economy. The People’s Bank of China earlier in April cut the amount of cash banks must hold as reserves and reduced the interest rate on lenders’ excess reserves.

South Korean officials call for caution amid reports that North Korean leader Kim is ill

SEOUL (Reuters) – South Korean officials are calling for caution amid reports that North Korean leader Kim Jong Un may be ill or is being isolated because of coronavirus concerns, emphasising that they have detected no unusual movements in North Korea.

At a closed door forum on Sunday, South Korea’s Unification Minister Kim Yeon-chul, who oversees engagement with the North, said the government has the intelligence capabilities to say with confidence that there was no indications of anything unusual.

Rumours and speculation over the North Korean leader’s health began after he made no public appearance at a key state holiday on April 15, and has since remained out of sight.

South Korea media last week reported that Kim may have undergone cardiovascular surgery or was in isolation to avoid exposure to the new coronavirus.

Unification minister Kim cast doubt on the report of surgery, arguing that the hospital mentioned did not have the capabilities for such an operation.

Still, Yoon Sang-hyun, chairman of the foreign and unification committee in South Korea’s National Assembly, told a gathering of experts on Monday that Kim Jong Un’s absence from the public eye suggests “he has not been working as normally”.

“There has not been any report showing he’s making policy decisions as usual since April 11, which leads us to assume that he is either sick or being isolated because of coronavirus concerns,” Yoon said.

North Korea has said it has no confirmed cases of the new coronavirus, but some international experts have cast doubts on that claim.

On Monday, North Korean state media once again showed no new photos of Kim nor reported on his whereabouts.

However, they did carry reports that he had sent a message of gratitude to workers building a tourist resort in Wonsan, an area where some South Korean media reports have said Kim may be staying.

“Our government position is firm,” Moon Chung-in, the top foreign policy adviser to South Korean President Moon Jae-in, said in comments to news outlets in the United States.

“Kim Jong Un is alive and well. He has been staying in the Wonsan area since April 13. No suspicious movements have so far been detected.”

Satellite images from last week showed a special train possibly belonging to Kim at Wonsan, lending weight to those reports, according to 38 North, a Washington-based North Korea monitoring project.

Though the group said it was probably the North Korean leader’s personal train, Reuters has not been able to confirm that independently, or whether he was in Wonsan.

A spokeswoman for the Unification Ministry said on Monday she had nothing to confirm when asked about reports that Kim was in Wonsan.

Last week China dispatched a team to North Korea including medical experts to advise on Kim Jong Un, according to three people familiar with the situation.

Reuters was unable to immediately determine what the trip by the Chinese team signalled in terms of Kim’s health.

On Friday a South Korean source told Reuters their intelligence was that Kim Jong Un was alive and would likely make an appearance soon.

Experts have cautioned that Kim has disappeared from state media coverage before, and that gathering accurate information in North Korea is notoriously difficult.

North Korea’s state media last reported on Kim’s whereabouts when he presided over a meeting on April 11.

Kim, believed to be 36, vanished from state media for more than a month in 2014 and North Korean state TV later showed him walking with a limp.

India coronavirus: Can the Covid-19 lockdown spark a clean air movement?

When India shut down last month and suspended all transport to contain the spread of coronavirus, the skies over its polluted cities quickly turned an azure blue, and the air, unusually fresh.

As air pollution plummeted to levels unseen in living memory, people shared pictures of spotless skies and even Himalayan peaks from cities where the view had been obscured by fog for decades.

On one social messaging group, a resident of the capital, Delhi, which regularly records some of the foulest air in the world, celebrated the city’s “alpine weather“. Politician and author Shashi Tharoor wrote that the “blissful sight of blue skies and the joy of breathing clean air provides just the contrast to illustrate what we are doing to ourselves the rest of the time”.

Less than six months ago, Delhi was gasping for breath. Authorities said air quality had reached “unbearable levels”. Schools were shut, flights were diverted, and people were asked to wear masks, avoid polluted areas and keep doors and windows closed.

Delhi and 13 other Indian cities feature on a list of the world’s 20 most polluted. It is estimated that more than a million Indians die every year because of air pollution-related diseases. Industrial smoke, vehicular emissions, burning of trash and crop residue, and construction and road dust are the major contributors.

As urban Indians gazed at the skies and breathed clean air inside their homes, researchers hunkered down to track data on how the grinding lockdown – now extended to 3 May – was impacting air pollution across the country.

“This was an unprecedented opportunity for us to take a close look at how air pollution levels have responded to an extraordinary development,” Sarath Guttikunda, who heads Urban Emissions, an independent research group that provides air quality forecasts, told me.

Federal pollution control authorities quickly reported a marked improvement in air quality levels in 85 cities.

Dr Guttikunda and his team of researchers looked at the data spewed out by the 100-odd air quality monitoring stations all over India. They decided to concentrate on the capital Delhi and its suburbs – a massive sprawl called the National Capital region, where more than 20 million people live. Last winter, air pollution here had reached more than 20 times the World Health Organization’s safe limit.

The deadliest particle in Delhi’s foul air is the tiny but deadly PM 2.5, which increases the likelihood of respiratory and cardiovascular diseases. They primarily come from combustion – fires, automobiles and power plants.

Urban Emissions found the levels of PM 2.5 in Delhi during the lockdown plummeted to 20 micrograms per cubic metre with a 20-day average of 35.

To put this into context, between 2017 and 2019, the monthly average of PM 2.5 in the capital was up to four times higher. (The national standard is set at 40, and the WHO has an annual average guideline of just 10 micrograms per cubic metre.)

“If 35 is the average lowest available PM2.5 with limited local emissions, it means that at least 70% of the pollution is locally generated,” Mr Guttikunda told me.

His study also found a marked dip in PM 10, caused mainly by road and construction dust, and nitrogen dioxide, which comes mainly from vehicular emissions, and nearly 90% of vehicles are off the road.

“The current crisis has shown us that clear skies and breathable air can be achieved very fast if concrete action is taken to reduce burning of fossil fuels,” says Sunil Dahiya, of the Centre for Research on Energy and Clean Air, which has also been tracking air pollution levels during the lockdown.

But will this prompt change? After all, urban Indians’ and the media’s panic and outrage during the deadly winter pollution every year soon gets lost in the fog of summer heat and concerns over monsoon rains and droughts.

“We don’t yet have a democratic demand for clean air,” Arunabha Ghosh, Chief Executive Officer of the Council on Energy, Environment and Water, a leading climate think tank, told me. Orders to clean up the air have almost always come from the courts, responding to pleas by NGOs.

However, Dr Ghosh still hopes that “the experience of blue skies and fresh air could be a trigger to create a democratic demand for clean air in India”.

Crises often trigger life changing reforms. A fatal four-day “pea-souper” that engulfed London in 1952 and killed thousands provoked the passing of the Clean Air Act to reduce the use of smoky fuels.

China tried to clean up its air several times before hosting marquee international events – like the Beijing Olympics in 2008, the World Expo in Shanghai and the Guangzhou Asian Games in 2010 – before sliding back to grey, smoky skies.

But many believe the 2014 Apec meeting in Beijing, when China hosted 21 heads of Asia-Pacific economies, was a turning point. The rare blue skies over Beijing spawned the phrase ‘Apec blue‘. In a rush to clean its air, China introduced a set of far-reaching measures. Over the next four years, this resulted in a 32% drop in average pollution across major Chinese cities.

So could a lockdown to prevent the spread of a pandemic, which has imperilled the health and livelihoods of millions, trigger similar policy changes to clean up India’s air?

Could it move to a shift in reducing traffic on the road by asking people to work from home in shifts now that millions have experienced clean air for the first time in years? (Facing energy shortages after the loss of the Fukushima nuclear power plant, Japan unleashed a Cool Biz campaign to cut down air conditioning in workplaces and reduce carbon emissions by asking office workers to shed their suits.)

Or can India use some of the money from an inevitable stimulus to help kick-start the economy go towards helping green industries? Renewables, experts say, creates more jobs than coal: India has already created nearly 100,000 jobs in solar and wind energy firms.

Can the country use the windfall revenues accruing from the steep decline in oil prices – most of India’s oil is imported – to provide rebates to polluting factories to set up much-needed emission control equipment?

“We have to learn lessons to deploy the economic recovery from the pandemic. We need growth, jobs and sustainable development,” says Dr Ghosh. Cleaning up the air could be the key. For too long, India – and Indians – have ignored their right to breathe easy.

What’s more, if China can reduce air pollution by 32% in four-and-a-half years, why can’t India pledge to reduce pollution by 80% in 80 cities by 2027, which is our 80th anniversary of Independence? asks Dr Ghosh.

It’s a good question.

Euro zone trade surplus grows, with decline in China imports

BRUSSELS (Reuters) – The euro zone’s trade surplus with the rest of the world grew in February, with a decline in imports from China as well as sharply lower energy needs because of mild winter weather.

The unadjusted goods trade surplus grew to 23.0 billion euros ($25.1 billion) in February, compared with 18.5 billion euros a year earlier. Exports rose by 1.6%, while imports fell by 1.0%.

For China, which already had widespread coronavirus restrictions in place in February, exports from the European Union as a whole were slightly lower than in February 2019. However, imports were down by 8.1%, according to data on Eurostat’s website.

Energy imports as a whole also declined by 9.6% in February, when comparing Jan-Feb data issued on Monday and January data from a month ago. That translated into 10.1% lower imports from Russia and 5.9% less from Norway.

The trade surplus with the United States, by contrast, grew by 21% in the month as exports increased and imports declined. The persistent surplus in goods has been a source of transatlantic tension.

On a seasonally adjusted basis the euro zone trade surplus also rose to 25.8 billion euros in February from 18.2 billion euros in January. Exports were 1.8% higher month-on-month and imports 2.3% lower.

Chinese Long March-3B rocket fails during launch of Indonesian satellite

  • Malfunction happened during third stage of launch after earlier stages were completed successfully, state media says

China’s space programme suffered another setback on Thursday night with its second rocket launch failure in less than a month.

Officials are investigating what caused a malfunction during the third stage of the Long March-3B launch after lift-off from the Xichang Satellite Launch Centre in southwest Sichuan province at 7.46pm with an Indonesian Palapa-N1 satellite, Xinhua reported.

“The first and second stages of the rocket performed well, but the third stage malfunctioned,” the report said.

“Debris from the third stage of the rocket and the satellite fell [to the ground]. The launch mission failed.”

China’s state media did not say where the rocket landed, but the office of Guam Homeland Security and Civil Defence said “a fiery object over the Marianas sky” observed on Thursday evening was likely connected to the failed launch.
Video footage of the burning debris falling from the sky was widely circulated on social media.
The setback follows another failed launch on March 16, when China’s new Long March-7A, a three-stage, medium-lift, liquid-fuel rocket, encountered an “abnormality” minutes after lifting off from its launch site in the southern island province of Hainan.
China’s BeiDou system one satellite closer to full operation

The satellite lost on Thursday – the Nusantara 2 – was built in China for Indonesian telecommunication companies Pasifik Satelit Nusantara and Indosat Ooredoo. It was intended to replace an older satellite to provide internet and broadcasting services in Indonesia and across the Asia-Pacific region to Australia, The Jakarta Post reported earlier this month.

It is not known if the failed launch will have an impact on other Long March-3B satellite launches planned for later in the year.

Introduced in 1996, the Long March-3B – also known as the CZ-3B or LM-3B – has been the main orbital carrier rocket of China’s space programme. It was used to carry many of the satellites that make up China’s BeiDou navigation system, with the latest addition being in March.

For that launch, engineers used parachutes to control where the rocket’s boosters would land after being discarded after lift-off so as to minimise the impact on people living below, state media reported.

The latest version of the Long March-3B entered service in 2007 and is dedicated to launching heavy communications satellites of up to 5.5 tonnes into geostationary transfer orbits.

France’s Emmanuel Macron to meet Xi Jinping in China next month with focus on climate change and trade, source says

  • The trip comes amid growing resistance from European leaders over what they see as China’s failure to change long-term practices unfair to foreign investors

French President Emmanuel Macron will visit China next month as Europe’s most diplomatically active leader focuses on climate change cooperation and trade promotion with Asia’s leading power, a source briefed on the Elysee Palace’s discussions said.

This will be the second Chinese tour for Macron since he took office in 2017, and it will come amid escalating resistance from European politicians and business communities over what they see as China’s failure to change long-standing practices unfair to foreign investors.

His visit also comes at a time when France – as well as the European Union as a whole – is bracing for Washington’s potential levies of tariffs on European products, and the lack of progress on climate change policies with US President Donald Trump’s administration.

“President Macron will meet President Xi [Jinping], while France strives for better cooperation with China on climate and trade,” the source said. “His itinerary is still in the pipeline, but he is expected to visit Beijing and Shanghai.”

Macron, 41, who is widely seen as emerging as Europe’s most aggressive leader filling the political vacuum left by German Chancellor Angela Merkel’s political twilight, has cast himself as an honest broker between Russia and Ukraine, and between the US and Iran.

He has also been critical of China’s influence in Europe, joining forces with Merkel to push for a tougher EU stance on the world’s second biggest economy.

In March, when Xi claimed a major diplomatic victory by clinching a memorandum of understanding with Italy on the Belt and Road Initiative, Macron declared: “The time of European naivety is ended. For many years we had an uncoordinated approach and China took advantage of our divisions.”

Macron also backed investment screening mechanisms for Chinese business moves in Europe, while endorsing plans to change the EU’s notoriously strict antitrust rules in order to facilitate mergers between large European groups and companies to counter Chinese companies’ global ambitions.

The EU is also wary of China’s effort to “divide and rule” the European Union. Greece and Hungary – both recipients of large amounts of Chinese investments – have repeatedly wanted to water down EU’s stance on issues deemed sensitive to Beijing, including the South China Sea and China’s human rights violations.

“It would be good [for Macron] to stress that 17+1 is irritating,” said Joerg Wuttke, president of EU Chamber of Commerce in China, in reference to China’s engagement with a group of EU and non-EU member states in eastern and southeastern Europe.

“After all, the EU has a ‘one China’ policy, [so] EU could expect this position from China too.”

Macron’s domestic call for EU unity has translated into diplomatic appeals, with China being one of the targets.

When Xi visited France in March, Macron hosted him at the Elysee Palace in the presence of Merkel and European Commission President Jean-Claude Juncker, showcasing European solidarity when it comes to EU-China policies.

In terms of French-Chinese bilateral ties, trade imbalances have persisted after Macron called for a “rebalancing” during his last visit.

France has a 1.4 per cent market share in China, compared with China’s 9 per cent market share in France. China represents France’s largest bilateral trade deficit, totalling €US$29.2 billion (US$31.9 billion) last year, ahead of Germany.

The EU has been calling for reciprocal investment treatment with China, a call that European business leaders in China expect Macron to make.

“We [Europe] need … a solid investment agreement to allow EU business to conduct their affairs in a similar manner as Chinese companies can operate in Europe. The agreement should be finalised in 2020, but not at all cost,” said Wuttke.

“The last thing EU business needs in China is a weak agreement that institutionalises imbalances,” he added.

Part of that involves building “more efficient defensive tools to prevent abusive technology transfers and to address the deep asymmetry in EU-China relations when it comes to access to public procurement markets,” said Mathieu Duchâtel, director of Asia programme at the Paris-based think tank Institut Montaigne.

Duchâtel added that it was also important to convey the message to Beijing that there are areas for cooperation even amid a more defensive China policy from France.

One such area is the climate and environment, where China is “an important partner” for France to reach its goal of global carbon neutrality by 2050, he said.

“The energy/environment agenda is a political priority in Paris and one of very few issues on which cooperation with China remains promising and will continue to create business opportunities,” he said.

China is the world’s biggest carbon polluter, producing around 30 per cent of the planet’s man-made carbon dioxide. It remains committed to the 2015 Paris accord on climate change, even after Trump pulled the US out of the deal.

Under the agreement, the long-term temperature goal is to keep the increase in global average temperature to well below 2°C above pre-industrial levels, and to pursue efforts to limit the increase to 1.5°C.
