China’s new generation strategic bomber is likely to be ready for delivery this year, but Beijing is said to be weighing the impact of its unveiling at a complex time in regional relations due to the coronavirus pandemic.
Military sources said the Xian H-20 supersonic stealth bomber – expected to double the country’s strike range – could make its first public appearance at this year’s Zhuhai Airshow in November, if the pandemic was sufficiently under control.
“The Zhuhai Airshow is expected to become a platform to promote China’s image and its success in pandemic control – telling the outside world that the contagion did not have any big impacts on Chinese defence industry enterprises,” a source said.
But the appearance of the bomber at this year’s air show could heighten tensions by directly threatening countries within its strike range, especially Australia, Japan and the Korean peninsula.

“The Beijing leadership is still carefully considering whether its commission will affect regional balance, especially as regional tensions have been escalating over the Covid-19 pandemic,” another source said.
“Like intercontinental ballistic missiles, all strategic bombers can be used for delivering nuclear weapons … if China claimed it had pursued a national defence policy which is purely defensive in nature, why would it need such an offensive weapon?”
Tensions in the region have worsened in the past month with a war of words between Beijing and Washington over the pandemic, and both sides increasing naval patrols.
The US defence department has estimated a cruising distance of more than 8,500km (5,300 miles) for the H-20, the last in China’s 20 series of new generation warplanes, which includes the J-20 stealth fighter jet, the Y-20 giant transporter and the Z-20 medium-lift utility helicopter.
The arrival of the H-20 would mark the completion of China’s “nuclear triad” of ground-based intercontinental ballistic missiles, submarine-launched missiles and air-launched weapons.

Chinese state television has said the H-20 could alter the strategic calculus between the US and China by doubling the strike range of its current H-6K, dubbed the country’s B-52.
The H-20 has reportedly been designed to strike targets beyond the second island ring – which includes US bases in Japan, Guam, the Philippines and other countries – from bases in mainland China. The third island chain extends to Hawaii and coastal Australia.
It will be equipped with nuclear and conventional missiles with a maximum take-off weight of at least 200 tonnes and a payload of up to 45 tonnes. The bomber is expected to fly at subsonic speeds and could potentially unleash four powerful hypersonic stealth cruise missiles.
However, like China’s first active stealth fighter jet, the J-20, engine development of the H-20 bomber has fallen behind schedule, according to sources.
For the J-20, engineers were developing high-thrust turbofan WS-15 engines, but the jet is understood to be using either Chinese WS-10B or Russian-built AL-31FM2/3 engines, which compromise its manoeuvrability and stealth capabilities at subsonic speeds.
Military enthusiasts have speculated the H-20 might use the NK-321 Russian engine but two independent military sources said it would be equipped with an upgraded WS-10 engine.
“The WS-10 is still a transitional engine for the H-20 because it is not powerful enough. The eligible replacement may take two to three years for development,” one of the sources said.

The second said the speed of the H-20 would be slower than its original design, with some of its original combat capability being reduced.
“That’s why the American air force doesn’t care about the H-20, because it is not strong and powerful enough to cause any challenge to their B-2 and B-21 bombers.”
If the US decided to deploy more F-35 supersonic fighter jets – it has already sold about 200 to Japan and South Korea – it could push China to bring forward the unveiling of the new bomber, the second source said.
“For example, if some US decision makers decided to deploy up to 500 F-35s to Japan, South Korea, and even Singapore, India and Taiwan – making almost all of China’s neighbours in the Indo-Pacific region use F-35s to contain China – that would pushBeijing to launch the H-20 as soon as possible.”
The H-20 is believed to have been in development since the early 2000s. The project to develop a strategic bomber was first announced by the People’s Liberation Army in 2016.
MADRID, May 3 (Xinhua) — A Boeing 777 plane carrying 56 tons of sanitary material from China for Community of Madrid, one of the 17 autonomous communities of Spain, landed at Madrid-Barajas Airport late on Saturday night, the regional government has informed.
Among the equipment on the aircraft, which came from Shanghai, were 315 multi-parameter monitors, which are used in intensive care units.
The material was shipped to Pavilion 10 at the IFEMA exhibition center in Madrid, which is being used as a warehouse for sanitary equipment during the ongoing coronavirus crisis, and will subsequently be distributed among the region’s hospitals.
Saturday’s arrival was the sixth shipment of sanitary material which has arrived in Madrid from China since April 2, bringing a total of 18 million items, such as facemasks, protective gowns and shoe coverings.
Apart from the monitors, Saturday’s arrival contained 1.5 million face masks (including 560,000 FFP2 masks), 560,000 gloves and 158,000 protective gowns.
Madrid is the worst-hit region of Spain by the pandemic with over 62,000 confirmed cases of COVID-19 and 8,332 deaths.
SEOUL/BEIJING (Reuters) – China has allowed 200 employees from South Korea’s Samsung Electronics Co Ltd (005930.KS) to enter the country to work on an expansion of the firm’s NAND memory chip factory, the company said on Wednesday.
The move came after China said on Tuesday that it was in talks with some countries to establish fast-track procedures to allow travel by business and technical personnel to ensure the smooth operation of global supply chains.
China said it has reached a consensus on such an arrangement with South Korea, without elaborating on the terms, including whether individuals entering China will be subject to quarantine.
China, where the virus first emerged late last year, blocked entry last month for nearly all foreigners in an effort to curb risks of coronavirus infections posed by travellers from overseas. After bringing the local spread under control with tough containment measures, it is trying to restart its economic engines after weeks of near paralysis.
A chartered China Air Ltd (601111.SS) plane flew in the Samsung Electronics employees on Wednesday, a company spokeswoman said.
Samsung said its employees will follow the local government’s policy upon arrival, without elaborating.
Shaanxi province, where Samsung’s NAND memory chip plant is located, requires people travelling from overseas to undergo a 14-day quarantine, according to South Korea’s foreign ministry.
“Samsung employees will not be exempted from the 14-day quarantine rule imposed by the Shaanxi province. They will get coronavirus tests at the airport upon arrival and will be transported to a local hotel designated by Chinese authorities,” an official at the Consulate General of South Korea in Xi’an told Reuters.

German Chancellor Angela Merkel has downplayed concerns over China’s provision of medical supplies to European countries hit hardest by the Covid-19 pandemic, calling the move a gesture of reciprocity.
The European Union continued to face criticism over its slow reaction to calls for medical supplies from Italy and Spain, amid the encouraging news that new cases in Italy were seeing their slowest rate of increase since the contagion came to light in late February.
“The European Union sent medical equipment to China [when] China asked for help at that time,” Merkel said at a Tuesday press conference, referring to the outbreak’s start earlier this year. “What we are seeing here is reciprocity.”
“As we are having a crisis at this time, we cannot expect everything to be provided in the framework of the EU. We are very pleased about [China’s provision],” Merkel said.
Chinese President Xi Jinping has guaranteed that China will provide Italy and Spain – the two most severely hit European countries – with medical equipment such as face masks, ventilators and protective equipment for medical professionals.
Critics, however, called China’s action part of a propaganda campaign designed to deflect US claims that the coronavirus originated in China.
Spanish Prime Minister Pedro Sanchez reached out to Xi for help obtaining medical supplies in a phone call on Tuesday.
Speaking to reporters, Sanchez confirmed that the matter had come up during the call, just days after the Spanish government had ordered an unprecedented national lockdown to halt the virus’ spread.
Chinese state media reported that Xi had told Sanchez that “China is willing to respond to the urgent needs of Spain and spare no effort to provide support and assistance, and share experience in prevention, control and treatment.”

On Tuesday, a plane from Shanghai landed in the northern Spanish city of Zaragoza, carrying 500,000 masks donated by e-commerce giant Alibaba, AFP reported. (Alibaba owns the South China Morning Post.)
According to a statement, the delivery was part of a donation of 2 million masks and coronavirus test kits to certain countries from Alibaba’s Chinese billionaire founder Jack Ma.

Xi’s call with Sanchez came a day after one with Italian Prime Minister Giuseppe Conte, in which the Chinese leader similarly pledged to provide Italy with medical support, including teams with expertise in treating Covid-19.
On Tuesday, Italy reported 345 new coronavirus deaths in 24 hours, taking its overall death toll to 2,503.
Spain registered 183 deaths, 53 per cent more than in the previous 24 hours, driving the total number of deaths to 524. More than 2,000 newly infected cases were reported, pushing the total to 11,681.
Elsewhere on Tuesday, France entered a national shutdown, while Belgium, where the EU is headquartered, announced a similar halt to public activities starting on Wednesday.
European Commission President Ursula von der Leyen said all 27 member states have agreed to ban non-EU citizens from visiting the region for the next 30 days. The method of enforcement will be determined by the individual countries, she said.
Alibaba co-founder Jack Ma has sent the first shipment of surgical masks and coronavirus test kits to the US.
The Chinese billionaire tweeted two pictures of the pallets of goods being loaded on to a plane in Shanghai.
Earlier this month he said he would give 500,000 testing kits and one million masks to America.
Mr Ma is also sending consignments of medical supplies to Europe as he called for international cooperation efforts to combat the pandemic.
In his first tweet, Asia’s richest person posted photos of a China Eastern Airlines jet being loaded with boxes of coronavirus test kits and face masks as they were shipped to the US.
It comes after the Jack Ma Foundation and the Alibaba Foundation last week announced that they had prepared 500,000 testing kits and 1 million masks to be sent to America.
They also said that they had already donated supplies to other countries including Japan, South Korea, Italy, Iran and Spain, with two million protective masks pledged for distribution across Europe.
The first consignment of 500,000 masks and other medical supplies such as test kits, which was destined for Italy, arrived in Belgium on Friday.
He joins other high-profile technology executives in pledging support for coronavirus research and disease prevention.
Microsoft co-founder Bill Gates, who is the world’s second-richest person, has announced that the Bill and Melinda Gates Foundation would give $100m to help efforts to stop the spread of the virus.
On Friday Mr Gates announced that he was stepping down from Microsoft’s board to spend more time on philanthropic activities. He said he wanted to focus on global health and development, education and tackling climate change.
Chinese tech giants, including Tencent, ride-hailing company Didi Chuxing, and TikTok owner ByteDance, have all pledged money and resources to fight the coronavirus outbreak.

Thai Airways staff had to restrain a Chinese woman after she coughed at a flight attendant while passengers waited for hours to get acoronavirus check upon landing in Shanghai from Bangkok.
The carrier said the woman coughed deliberately at the attendant because she was angered about the long wait for a check on Friday. It said the passengers had to wait seven hours to be screened at Shanghai Pudong International Airport Thai Airways said that after the passenger coughed at the woman attendant, some of her colleagues approached the passenger to stop her “inappropriate” behaviour. They then explained the situation to her and asked her to cooperate and calm down, the airline said.
The woman had to be subdued and no further action was taken, the airline said in a statement.
In footage posted online, the woman is subdued by at least one male attendant, who presses her into her seat by her neck as two more male attendants stand nearby, saying “sit down” to her in English.
The woman then yells “What have I done?” in Chinese.
Thai Airways said that every passenger arriving in Shanghai or flying through the airport from countries with a high incidence of coronavirus cases such as Italy, South Korea, Japan and Iran must be examined by medical staff on the aircraft. Planes that were not checked were not permitted to open their doors to let passengers off.
The airline said the length of wait depended upon the number of passengers coming from those “key areas”.
An official from Shanghai Customs said that passengers on the flight had to be checked because some had transferred from Iran, where more than 7,000 cases and 230 fatalities have been reported.

The woman’s behaviour divided opinion on social media.
“Shame on her!” a user of Weibo, China’s Twitter-like service, wrote. “It’s so shameful for her to act like that in front of foreigners.”
“I think the flight attendants were fairly gentlemanly,” another user wrote. “She should have been taken away.”

“I don’t want to see my compatriot be bullied,” she wrote. “The attendants only stopped their action after two Chinese passengers stood up to intervene.”
Shanghai’s two airports have tightened medical checks on travellers from overseas, leading to complaints about long waiting times.
Health workers check passengers’ temperatures, screen their health disclaimer cards and check their travel histories.

Each passenger arriving from “key areas”, where there are a lot of infections, have to have their temperature checked twice after they get off the plane. Some may have to undergo simple physical checks.
Passengers who travelled to those key areas in the past 14 days, no matter their nationality, would be sent to designated places for 14 days of medical observation, authorities said.
The Shanghai Customs official said passengers were disembarked in batches to avoid crowding, making the examination process longer.

She said that after the authorities allocated more than 300 customs staff to support monitoring at border ports at the end of last week, the examination process now took one to two hours.
“Many people blamed us for low speed and low efficiency, but didn’t ask why,” she said, adding that people’s messy handwriting on their health disclaimer cards and poor memory of where they had been in the past 14 days also complicated the clearance process.
“As a citizen, shouldn’t they cooperate in this critical moment?” she said.

A second French-chartered plane carrying 300 evacuees from China flew to France on Sunday as more foreigners fled China’s rapidly developing virus.
The Airbus A380 landed at the military base of Istres in the southern French region of Bouches-du-Rhone. A first French plane landed Friday.
Officials said that when this latest flight left the central Chinese city of Wuhan, none of the passengers had symptoms of coronavirus. They include French, Belgians, Dutch, Danes, Czechs, Slovaks and some citizens of African countries.
Authorities said the plane would drop off most of its passengers at Istres before leaving for Belgium with several dozen people from northern Europe. Authorities haven’t said if the travellers arriving at Istres will be put into quarantine.
Of the 180 French people who were flown back from Wuhan on Friday, one showed symptoms of being infected with the virus and was sent to a Marseille hospital for testing, French Health Minister Agnes Buzyn said.
The other passengers were being quarantined for 14 days at a large, isolated Mediterranean resort not far from Marseille near Carry-le-Rouet.
German Health Minister Jens Spahn said that two people who were flown back to Germany on Saturday were found to be infected with the virus. That brought the total of cases in Germany to 10. Spahn said the two had been symptom-free when they left Wuhan and when they arrived in Frankfurt, and that they were “doing well at the moment” in quarantine at a Frankfurt hospital.

Europe has 25 reported cases of people who have been infected with the virus that emerged from Wuhan: Germany has 10; France has six; Russia, Italy and the U.K have two each and Finland, Sweden and Spain each have one.
The Italian foreign ministry said permission had been given for cargo flights to fly between Italy and China.
Separately, the special commissioner in charge of coordinating Italy’s efforts during the viral outbreak said consideration was being given to letting a handful of Chinese commercial airliners fly to Italy to pick up Chinese tourists and other Chinese citizens stranded in Italy by the suspension of commercial flights.
The commissioner, Angelo Borrelli, was quoted by Italian media as saying that Italy would like those flights, if approved, not to fly to Italy empty, but instead to bring back Italians from China. There are an estimated 500 other Italians in China who have apparently expressed an interest in returning home during the outbreak, but nothing firm had been decided on those flight possibilities.
Meanwhile, an estimated 3,000 tourists and others from China are stranded in Italy and want to return to home, according to Italian media.
Coronavirus: Indonesia evacuates citizens, stops flights from China

The death toll in China climbed Sunday to 304 and the number of infections rose to 14,380. In addition, the Philippines on Sunday reported the first death from the virus outside China.
On Saturday night, a Turkish military transport plane carrying 42 people arrived in Ankara from Wutan. The 32 Turkish, six Azerbaijani, three Georgian and one Albanian nationals will remain under observation in a hospital for 14 days, Health Minister Fahrettin Koca said.
Twenty Turkish personnel who took part in the evacuation will also be kept in quarantine.
The Egyptian government said 306 of its nationals would return home from Wuhan on a chartered plane later Sunday and will be subject to a 14-day quarantine. The online news outlet Masrawy reported that authorities prepared a hotel in the northwestern city of Marsa Matruh where the returnees would be quarantined.
BEIJING (Reuters) – A plane carrying 83 British and 27 foreign nationals flew out on Friday from China’s central city of Wuhan, the centre of a virus epidemic that has killed more than 200 people and infected more than 9,000, the British government said.
The civilian aircraft chartered by the Foreign Office left Wuhan at 9.45 a.m. (0145 GMT), the government said in a notice on its website.
It is due to arrive at 1 p.m. (1300 GMT) in Britain later on Friday, before continuing on to Spain, where the home countries of European Union citizens will take responsibility for the remaining passengers.
“We know how distressing the situation has been for those waiting to leave,” Britain’s Foreign Secretary Dominic Raab said, according to the notice. “We have been working round the clock to clear the way for a safe departure.”
The flight had been expected to depart Wuhan on Thursday morning with around 150 British citizens and 50 non-British nationals, but its departure was blocked by Chinese officials.
The reasons for the delay by Chinese officials and the lower-than-expected number of passengers were not immediately clear.
The UK embassy in Beijing and the UK Foreign Office did not immediately respond to requests for comment.
Some British citizens have spoken of being told they could not take family members with Chinese passports out of the city.
Those returning to Britain will be quarantined for 14 days at a National Health Service facility.
A British government spokesman said any citizens who were eligible for the flight would be given a seat but nationals already infected would not be allowed to leave Wuhan.
The U.S. government warned Americans not to travel to China as the death toll from the new coronavirus reached 213 on Friday and the World Health Organisation declared a global health emergency.

A Chinese plane turned round on the runway after a couple on board suffered a sudden bereavement.
The Hainan Airlines flight was due to fly from Hangzhou to Sanya on Sunday when the passengers asked to be let off so they could make alternative travel plans.
“The flight was due to take off on time, all preparations had been made. The plane was already taxiing,” one unnamed passenger told Pear Video.
“The air stewardess immediately comforted the elderly couple, told them not to worry and said that she had already contacted the captain … then an in-flight announcement was made so that everyone could understand the situation.”
“[W]e were moments before take-off. Someone suddenly said their relative had passed away and wanted to get off the plane,” the passenger wrote on social media in a post shared by Pear Video.
Chinese woman opens plane’s emergency exit for some fresh air, delaying flight
“Cabin crew contacted the captain and we are now returning to the departure terminal. I can only say that the deceased must have been important.”
The plane returned to the departure gate, where the elderly couple got off and made other travel arrangements. The flight was able to continue after a 50-minute delay.
An unnamed flight attendant told video news outlet Kankan News that they often encountered unexpected situations during flights, and that everyone was able to understand Sunday’s situation.
However, some social media users were not so sympathetic.
“I want to know, did they get the consent of all the passengers before the plane was turned around? If not, then I feel like the flight should take off at the scheduled time … otherwise people might think that these elderly passengers pulled some strings behind the scenes with the cabin crew,” wrote one user on Weibo.
