Three political questions looming over China’s leadership in 2016 – WSJ China Real Time

Last year saw more attention to Chinese President Xi Jinping as China’s paramount leader, including what many observers have seen as a cult of personality. The economy may eclipse politics as a concern for Beijing in 2016, but in China the two are always closely intertwined. Here are the three major political questions that will loom over the Xi leadership in the months to come.

  1. Is it time for thelong-running anticorruption campaignto shift its focus?

In laying out a vision for his anti-corruption drive in 2013, Xi Jinping vowed to go after both high-ranking “tigers” and low-level “flies.” So far the campaign has been fueled by the takedowns of a procession of big cats – but there are signs that a change is in the offing.

There’s upside to an increased focus on local cadres and others at the insect level. For one, it would send a signal to doubters that the anti-graft campaign is genuine, not just a way to purge Xi’s political enemies. It would also help Xi score points with regular citizens and reform-minded officials outraged at the pervasiveness of corruption in China.

But there’s also a political risk. Already, the current crusade has compelled many officials to hunker down and sit on their hands to avoid attracting attention – a phenomenon that has slowed policymaking. Likewise, many developers remain wary of starting new projects that might aid an ailing economy because they’re still not sure what’s permissible in the new environment.

Broadening the anti-graft campaign could handcuff policymaking even further, because cadres will spend time looking over their shoulders, and entrepreneurs, wondering about political support, will wait until the dust settles before embarking on new commercial initiatives.

  1. What sort of politics does China want to practice?

Xi Jinping and Chinese Premier Li Keqiang agree on a great deal, but they have distinctive notions about how to build a better China.

Xi believes that China’s political future rests on a reassertion of the party’s rule, preventing potential challenges from social groups, and convincing citizens and cadres alike that the government stands for something more than just nationalism — that socialism is still relevant but needs to be recast in ways that appeal to society.

Li appears to see his political mission differently. In his eyes, ideological renovation is far less crucial to the country than administrative restructuring and being a more efficient and approachable government. It’s innovation, not rectification, Li argues, that will secure the Party’s legitimacy. From experimenting with new ways to measure China’s actual economic performance to making bureaucratic requirements easier for citizens to meet, Li has created a profile for himself that challenges the prevailing political course being set by Xi.

While Xi wants more control over society, Li argues for less oversight and regulation in China’s economy and bureaucracy–making it easier for businesses to start up and succeed as a way of preventing social pressure from becoming a political threat.

Thus far, the policy divide between Xi and Li hasn’t resulted in political warfare. But some lower-level cadres are increasingly perplexed about which template to follow: They’ve been quietly pressing for clarification about whether they should be focusing on being better Communists, or on building a more efficient and responsive government. It’s not clear how they can accomplish both, especially when they’re under the anticorruption microscope.

The economy could catalyze conflict here. If slower growth turns into a tailspin, Li and his allies will surely press to have their agenda for change adopted more widely, and argue that the current strategy of “politics before economics” championed by Xi isn’t working. Xi and his comrades won’t concede the political high-ground they currently occupy without a fight.

Xi and Li have been doing a fine job of sharing responsibility up to now, but the divide in their approaches is getting wider, and the challenges China faces will very likely compel one model to be adopted at the expense of the other.

  1. What happens if resistance to Xi’s reforms becomes active political opposition?

Xi’s efforts to centralize party control over the economy and society have been ruthless. Even the hint of organized opposition to party policies has brought out the truncheon swingers, with censorship or jail awaiting those who propose an alternative political path for China.

Observers who see Xi’s main opposition as coming from the Chinese street are looking down a now-empty avenue. They should be paying attention to disquiet within the ranks of officialdom.

The boldness and breadth of Xi’s reforms have led some in the party ranks to wonder privately about—and even openly question—whether his handling of China’s challenges has always been correct. For example, there are some who contend that the anticorruption campaign has placed too much power in the hands of discipline inspectors and unnecessarily disrupted the status quo (in Chinese).

Some of that scrutiny concerns Xi’s efforts to reinsert the Party more fully into economic and social life, a move that risks stoking discontent in a populace that has grown used to a certain level of leeway in recent decades. There are also those within the political apparatus who see Xi’s recent restructuring of China’s military as courageous but more aimed at quelling dissent from the armed forces than rejuvenating strategy and doctrine. Even Xi himself has noted in a recently released collection of internal speeches (in Chinese) that not everything he has been doing has been met with universal acclaim within the Communist party. Murmurs of discord have reached a level in recent months where a number of officials have been punished for “improper discussion” of Party policies.

Thus far, the angst, anxiety and antagonism within the government to Xi’s reforms remain unorganized. That’s because no one has proposed an alternative strategy for dealing with the nation’s many challenges that would unify the disaffected to act against Beijing. Social activists have little political support from above; annoyed cadres are afraid that any move to form a coalition could plunge the country into civil unrest.

Xi and his allies have been as determined as they’ve been daring in following their own reform path—and their success in getting their way politically has been remarkable thus far. The most pressing question for this new year is whether what has worked thus far will continue to do so—or whether the disaffected in China start believing that their leadership may have begun to run out of answers.

ASKED what they think of Lu Hao, their governor, residents of Harbin, capital of the north-eastern province of Heilongjiang, often reply with the word xiaozi. This roughly translates as “young whippersnapper”.

Mr Lu’s youthfulness is indeed striking. Born in 1967, he is the youngest of China’s current provincial governors. He was also the youngest to hold most of his previous positions. Those include factory boss at a large state-owned enterprise, deputy mayor of Beijing and leader of the Communist Youth League, an important training ground for many a national leader.

China’s system of political succession produces occasional surprises, such as the purge three years ago of another provincial leader, Bo Xilai, on the eve of what appeared to be his likely elevation to the pinnacle of power, the Politburo Standing Committee, alongside Xi Jinping, who is now president. But at least since the Communist Party began institutionalising succession arrangements in the 1990s, high-flyers have often been easy to spot. Mr Lu is one of them.

His stint at the youth league was of greatest portent. The organisation is something like an American fraternity club (without the misbehaviour)—its members form close ties which are often maintained in their later careers. Its leaders have a tendency to move into high national office. Hu Yaobang, a party chief in the 1980s, grew to prominence in the league, as did Hu Jintao, Mr Xi’s predecessor. Li Keqiang, the current prime minister, is also an ex-head of the league. Mr Lu’s stint in that role from 2008-13 made him an obvious rising star. His subsequent promotion to a provincial governorship confirmed this impression.

Youth is on his side. The next rung on the ladder to the top may be induction into the 25-member Politburo, possibly as early as 2017. But it will not be until around the time of the party’s 20th congress in 2022—a year after its 100th birthday—that Mr Xi will retire and Mr Lu will have a chance to shine, likely as one of the (now seven) members of the Standing Committee. He will then be 55, a year older than Mr Xi was when he joined the body in 2007. That would give Mr Lu a good few years at the top: Standing Committee members are expected to retire around 70. He would be a member of what party officials already call the “sixth generation” of Communist leaders (the first having been led by Mao Zedong, Mr Xi representing the fifth).

There are several other likely members of the upcoming generation. They include Hu Chunhua, Mr Lu’s predecessor as head of the youth league who is now the party boss of the southern province of Guangdong; and Sun Zhengcai, the party chief of Chongqing, a south-western region. One rising star has already fallen, however. Su Shulin was thought to have bright prospects until he was removed as governor of coastal Fujian province after being snared in a corruption investigation in October.

China’s media often drop hints of who to watch. Mr Lu’s appointment as Heilongjiang’s governor (a few months after he became the youngest full member of the party’s 370-strong Central Committee) was accompanied by a flurry of celebratory articles in the party’s main mouthpiece, the People’s Daily, and other newspapers. They emphasised Mr Lu’s youth, impeccable work ethic and solid record of excellent performance in his previous jobs.

Modi pledges 800 billion rupees in relief and development for Kashmir | Reuters

Prime Minister Narendra Modi pledged 800 billion rupees ($12.10 billion) in funds to bolster development and economic growth in Kashmir, a year after the worst flooding in more than a century destroyed half a million homes there.

Addressing several thousand people in a cricket stadium in the northern state’s capital of Srinagar, Modi said he wanted to go beyond helping flood victims. He promised to create jobs for Kashmiri youth by improving education and promoting industries, including tourism and cashmere wool.

“The biggest task at hand here is to find work for the youth of Kashmir and Ladakh … our youth should get the cheapest and the best education, and of global standards,” he said. Ladakh is another mountainous region in the north.

Saturday’s visit is Modi’s first this year to the disputed territory which has been plagued by militant violence for years. Nuclear-armed rivals India and Pakistan both claim Kashmir in full but rule it in part.

Violence in India’s only Muslim-majority region has eased significantly from levels in the 1990s, when armed revolt against Indian rule erupted.

Kashmiris have been protesting against a lack of central aid for last year’s floods that the state government estimates caused $16 billion of damage.

Security forces in Kashmir detained nearly 400 separatists on Friday to prevent them from holding an anti-government protest march during Modi’s visit.

Hours before Modi’s rally, in footage screened on national television, police detained an independent parliamentarian, Engineer Rashid, for protesting with black flags.

Security was tight with paramilitary forces and sharpshooters deployed, while schools and colleges were shut. Internet services were suspended hours before Modi arrived.

In his 40-minute speech, Modi highlighted progress, promising improved road and rail networks, as well as branches of India’s prestigious management and technology institutes.

“Kashmir has suffered a lot … the dreams of several generations have been shattered, but I have the confidence that my Kashmir will rise again,” he said.

Comparing the devastation from the floods to that in his home state of Gujarat after an earthquake in 2001, Modi said: “thousands died … homes were destroyed … nobody believed we would be able to rebuild so quickly.”

India accuses Pakistan of backing the separatist militants fighting security forces in Indian Kashmir. Pakistan denies that saying it only offers diplomatic support to Kashmir’s suppressed Muslims.

Oppose Taiwan independence, China’s Xi says at historic meeting | Reuters

China and Taiwan must not let proponents of Taiwan’s independence split them, China’s President Xi Jinping told Taiwan’s president on Saturday at the first meeting between leaders of the two sides since China’s civil war ended in 1949.

Ma Ying-jeou, president of self-ruled, democratic Taiwan, where anti-Beijing sentiment has been rising ahead of elections, called for mutual respect for each other’s systems and said Taiwan people were concerned about mainland missiles pointing their way.

The talks, at a luxury hotel in the neutral venue of Singapore, lasted less than an hour but were heavy with symbolism.

The two leaders shook hands and smiled in front of a mass of journalists when they met, with Xi wearing a red tie, the color of the Communist Party, and Ma a blue one, the color of his Nationalist Party.

Moving into a meeting room, Xi, speaking first and sitting opposite Ma, said Chinese people on the two sides of the Taiwan Strait had the ability and wisdom to solve their own problems.

“No force can pull us apart because we are brothers who are still connected by our flesh even if our bones are broken, we are a family in which blood is thicker than water,” Xi said.

In response, Ma said he was determined to promote peace across the Taiwan Strait and that relations should be based on sincerity, wisdom and patience.

Ma also asked Xi indirectly to respect Taiwan’s democracy.

“Both sides should respect each other’s values and way of life to ensure mutual benefit and a win-win situation across the straits,” he said.

China’s Nationalists, also known as the Kuomintang (KMT), retreated to Taiwan after losing the civil war to the Communists, who are still in charge in Beijing.

The mainland has never renounced the use of force to bring what it considers a breakaway province under its control.

Speaking to reporters after the talks, Ma said he hoped Xi could pay attention to China’s missile deployment – the island has long fretted about batteries pointed its way – to which Xi replied that was not an issue about Taiwan, he said.

“I at least raised the issue, and told him that the Taiwanese people have questions and concerns about it, and hope he will treat it with importance,” Ma said.

Zhang Zhijun, the head of China’s Taiwan Affairs Office, said Xi told Ma that the biggest threat to the peaceful development of relations was pro-independence forces. “The compatriots on both sides should unite and firmly oppose it,” Zhang said.

China-Taiwan Summit a Success for Singapore – China Real Time Report – WSJ

The choice of Singapore as the venue for Saturday’s historic meeting between the Chinese and Taiwanese presidents is a diplomatic coup for the famously neutral city-state.

The meeting is the first between China’s President Xi Jinping and Taiwan’s President Ma Ying-jeou, and the first time leaders from both sides have met since Taiwan and China split in 1949.

The decision to hold the summit in Singapore shows it maintains its reputation as a rare neutral ground in a region where tensions are rising, even after the death in March of the city-state’s widely-respected former leader, Lee Kuan Yew.

Mr. Ma said this week the summit is the product of years of diplomacy between the two sides, and that Singapore was chosen for its impartiality.

Singapore’s selection as host “further highlights Singapore’s role in international politics,” said Huang Jing, professor of U.S.-China relations and director of the Centre on Asia and Globalisation at the National University of Singapore. The meeting “gives Singapore a status that no other country except Singapore can match up to,” he said, adding that the city-state’s relations with both sides will likely improve as a result.

Mr. Lee, Singapore’s first and longest-serving prime minister, earned the admiration of many national leaders, such as Britain’s Margaret Thatcher and Ronald Reagan in the U.S., during his 31-year tenure in the top job. Many foreign leaders, including U.S. President Barack Obama, sought meetings with Mr. Lee to discuss international relations, both before and after he stepped down.

His son, Lee Hsien Loong, now heads a government that is keen to maintain Singapore’s regional relations. The younger Mr. Lee, although viewed as a competent and respected leader, has not inherited his father’s reputation for straight-talking, no-nonsense politics, and doesn’t yet have the leadership experience that drew his predecessor favor with other politicians in Asia.

Still, the younger Mr. Lee has worked to maintain diplomatic and economic relations with Singapore’s neighbors, sharing his father’s view that a small, multi-ethnic island surrounded by much larger countries is best served by fostering strong relationships, rather than by taking sides. It’s a position that is rare in a region brimming with diplomatic tension, as shown by current disputes such as the conflicting territorial claims in the South China Sea.

Singapore, which Chinese ethnic majority and large Indian and Malay populations, is frequently chosen as a diplomatic hub, hosting Asia-Pacific Economic Cooperation meetings and other summits. It is also the annual venue for the Shangri-La Dialogue, a high-profile international security conference.

The Shangri-La Hotel, close to the city’s central shopping district, was the venue of choice for Saturday’s meeting between Messrs. Xi and Ma. The National University of Singapore’s Mr. Huang said that allowed the Singapore government to maintain its policy on China-Taiwan relations by avoiding hosting the meeting in a government facility.

The city-state maintains a “one-China” policy on cross-strait issues, officially recognizing only Beijing as China’s capital. Lee Kuan Yew broke Singapore’s relations with Taiwan in 1990 to open them with China, although relations with both sides today are close. He also helped ease decades of tension between the two nations. In 1993, shortly after Mr. Lee stepped down from his post as prime minister to take an advisory role, Singapore hosted the first talks between representatives of China and Taiwan since the two sides clashed.

Sonia says Modi govt imposing its ideology on people – The Hindu

Congress president Sonia Gandhi on Saturday blamed the Modi government for the growing intolerance to intellectuals and communal tensions in the country. The government, she said, was anti-poor and corporate-friendly.

“Ever since Narendra Modi came to power, the intellectuals are being harassed and an effort has been made to stoke communal tensions through rumours. The BJP is trying to enforce its own ideology on people. It is shameful,” she said at election meetings at Buxar and Chappra. Her comments refers to the recent lynching of a man at Dadri in Uttar Pradesh and writers returning their Sahitya Academy awards.

“Modiji, Hindu aur Musalmaan apas main ladte nahi, balki unko ladaya jata hai… kyunki communal jhagde band ho gaye toh kuch logo ki dukaandari band ho jayegi, aur yeh BJP se behtar kaun janta hai? [Mr. Modi, Hindus and Muslims don’t clash with each other but they are being pushed to do it … If communal clashes are being stopped, many people’s business will be closed, and who knows this better than the BJP?],” she said.

Ms. Gandhi said the Modi government worked only for big businesses and had no concern for the poor.

She said the Congress would not allow the Goods and Services Tax (GST) Bill to go through the Rajya Sabha as it was against the welfare of the people. “The UPA government wanted the GST law for the development of industry, but we are opposing it now for the welfare of the people,” she said.

“Mr. Modi speaks much but delivers little. Has he delivered on the tall claims made by him during the last Lok Sabha polls,” she asked. When the crowd yelled “no”, she said: “It is high time he understood the pain of the people.”

The government was silent when pulse prices were rising, farmers were committing suicide and unemployment among the youth was rising, she said.

Taking on Mr. Modi for alleging that the Congress had done little in the past 60 years of its regime, Ms. Gandhi said: “When we got freedom, we had nothing; but the Congress government did revolutionary works in education, health and employment in the past 60 years. We maintained the unity and integrity of the country and strengthened democracy.”

At least 18 dead in attack in China’s Xinjiang: Radio Free Asia | Reuters

At least 18 people are dead after ethnic Uighurs attacked police with knives and bombs at a traffic checkpoint in China’s western Xinjiang region, Radio Free Asia reported on Wednesday.

The attack occurred on Monday in a district of the southern city of Kashgar, where tensions between Muslim Uighurs that call the region home and the majority Han Chinese have led to bloodshed in recent years.

Suspects killed several police officers with knives and bombs after speeding through a traffic checkpoint in a car in Kashgar’s Tahtakoruk district, U.S.-based Radio Free Asia said, citing Turghun Memet, an officer at a nearby police station.

Armed police responded to the attack and killed 15 suspects “designated as terrorists,” Radio Free Asia cited Memet as saying.

The attack comes at the beginning of the Muslim holy month of Ramadan, a sensitive time in Xinjiang after an uptick in attacks over the past three years in which hundreds have died, blamed by Beijing on Islamist militants.

Repeated calls to the Xinjiang government news office were not answered. Such incidents are frequently reported in overseas media but not confirmed by the Chinese government until days later, if ever.

Exiled Uighur groups and human rights activists say repressive government policies in Xinjiang, including controls on Islam and on Uighur culture, have provoked unrest, a claim that Beijing denies.

India’s Parliament Just Had the Most Productive Session in Years – Here’s How It Did It – India Real Time – WSJ

India’s Parliament is not known for its productivity. Disruptions, adjournments and delays to proceedings are often a feature of parliamentary business in the world’s largest democracy.

But the recently-concluded budget session was the most productive in recent years, according to PRS Legislative Research, an organization that tracks the affairs of the Indian Parliament.

During the four-month-long sitting, productivity in India’s lower house –the number of actual working hours as a percentage of the total scheduled hours for parliamentary business – was 123%.

That’s the most productive the lower house, known as the Lok Sabha, has been in 15 years. In fact, the lower house decided to extend the session by three days.

The upper house was slightly behind, with a productivity measurement of 101%.

“A lot of financial business got done, a lot of legislative business got done and a lot of issues of national importance were discussed,” said Chakshu Roy, head of outreach at PRS Legislative Research.

“Both the houses met for a longer period of time and that’s the reason the productivity of the Parliament has gone up,” he said.

Such prolonged discourse eventually results in robust policies and laws, which ultimately helps in better governance, said Mr. Roy. ”If you debate something extensively, then the different nuances of the subject come out,” he said.

Rahul Gandhi’s Speech: The Indian Media’s Surprise Verdict – India Real Time – WSJ

India’s punditocracy in recent weeks has loved to hate Rahul Gandhi.

Mr. Gandhi, the vice president of India’s opposition Congress party, was derided by some opinion-makers for taking a break from frontline politics in mid-February–and not returning until mid-April. But on Monday, in a speech before Parliament, Mr. Gandhi surprised many pundits.

Not by what he said — he attacked, as expected, the government’s proposed changes to India’s laws on purchasing land — but by the fact that he spoke at all.

Mr. Gandhi, who is a member of Parliament, rarely speaks in India’s lower chamber, the Lok Sabha. In fact, this was only his first address since Congress lost badly in national elections almost a year ago.

Congress’s loss provoked deep soul-searching within the party about its future. Mr. Gandhi was Congress’s prime ministerial hopeful in that drubbing.

On Monday, Mr. Gandhi blasted India’s prime minister, Narendra Modi, and his Bharatiya Janata Party, for proposed changes to the Land Acquisition Act that, among other things would make it easier for businesses and the government to buy land for defense, industrial corridors, affordable housing and infrastructure projects by removing a requirement to obtain the consent of more than two-thirds of landowners.

Mr. Gandhi’s Congress party argues these changes are bad for India’s huge population of farmers, who he described in Parliament as the country’s backbone. “Everything has been built on a foundation that has been provided to us by the farmer,” Mr. Gandhi told lawmakers.

Pictures of Mr. Gandhi, dressed in a close-fitting white kurta and flanked by some of the party’s youngest members of Parliament, filled television screens and set his name trending on Twitter on Monday evening.

It also put the ruling BJP on the defensive after months of relatively limited challenges from the Congress party.  A piece in the Indian Express newspaper said the government was pushed into “damage control after Rahul Gandhi’s attack over the agrarian situation.”

Sanjay Singh, who writes about politics for Firstpost, wrote that Mr. Gandhi’s “rather aggressive pitching in Parliament has surely charged up Congress’ ranks.”

Another piece, posted on the IBNLive website of the Indian news channel CNN-IBN, said Mr. Gandhi had shown “he is back and he means business.”

“Maybe it is the low expectations,” the IBNLive piece said, “but Rahul Gandhi was definitely on fire.” The article was published with no byline.

Delhi’s AAP Provides More Free Water and Power to the People – India Real Time – WSJ

Once again, Delhi’s Aam Aadmi Party, has opened up a big bag full of freebies.

Eleven days after being sworn into power again, Delhi’s new government has taken a big step forward in delivering on its promise to make power and water more affordable.

The beneficiaries of the electricity rate cut: households consuming less than 400 units of electricity. Starting next month, electricity tariffs will be cut in half for this section of consumers, Manish Sisodia, Delhi’s deputy chief minister, said Wednesday.

More than 90% of consumers in the capital- more than 3.5 million families- fall in this bracket, he said. The state government will set aside 700 million rupees, or about $113 million, to pay for the power handout.  For the full, new fiscal year starting in April, the Delhi government estimates the cost of the subsidy will be around $230 million.

In Delhi, one of the world’s biggest megacities, power generation and distribution lies in the hands of both the state government and private companies. It taps neighboring states for most of its power as it only produces about 20% of the electricity it consumes.
