China and the US should try to avoid a new cold war and find new ways to cooperate despite their differences, China’s Foreign Minister Wang Yi said on Sunday.
“We need to be alert to efforts by some political forces in America to hijack China-US relations and who try to push the two countries towards a so-called ‘new cold war’.
“This is a dangerous attempt to turn back the course of history,” Wang told a press conference on the sidelines of the annual parliamentary meetings known as the ‘two sessions’.
Ties between the two countries have further worsened due to escalating tensions over the handling of the Covid-19 pandemic.
Voices calling for decoupling have been on the rise in the US, with some arguing that the two countries are edging towards a new cold war akin to that against the Soviet Union.
Wang called for the two countries to respect each other’s political systems and to find a way to get along despite their differences.
The two nations should step up cooperation on global pandemic control, and coordinate on macro policies to deal with the economic impact.
“China has no intention of changing the United States, much less replacing it. The US should give up the wishful thinking that it can change China.”
“For the benefit of the two peoples, as well as the future and well-being of humankind, China and the US should and must find a way to coexist peacefully despite the differences in system and cultures of the two societies.”
Wang said China will not seek confrontation with the United States, but China is determined to protect its sovereignty, territorial integrity and development.

A Belgian llama could hold the key to producing an antibody that neutralises the coronavirus that causes Covid-19.
More studies and clinical trials are needed to see if it can be used in humans to treat Covid-19, but the team of American and Belgian scientists who engineered the antibody said they were encouraged by their preliminary findings, which will be published in the journal Cell next week.
Jason McLellan, from the University of Texas at Austin and co-author of the study, described it as one of the “first antibodies known to neutralise Sars-CoV-2”, the official name for the virus.
“With antibody therapies, you’re directly giving somebody the protective antibodies and so, immediately after treatment, they should be protected,” he wrote in a press release.
“The antibodies could also be used to treat somebody who is already sick to lessen the severity of the disease.”

The scientists have been working on coronaviruses – including severe acute respiratory syndrome (Sars) and Middle East respiratory syndrome (Mers) – for years.
In 2016 they injected the llama, named Winter, with Sars and Mers in the hope of developing a treatment for the diseases.
“I thought this would be a small side project,” said Dorien De Vlieger from Ghent University in Belgium, who helped to isolate antibodies against coronaviruses from the llamas.

A llama’s immune system produces two types of antibodies when it detects pathogens, one similar to human antibodies and one that is about a quarter of the size.
The antibodies produced by Winter were found to be effective in targeting the Sars virus’s spike protein, which allows it to bind to human cells.

Although it did bind itself to the Sars-CoV-2 virus it did so “weakly”, so the team then linked two copies of the antibody together to make it bind more effectively.

“That was exciting to me because I’d been working on this for years. But there wasn’t a big need for a coronavirus treatment then. This was just basic research,” said Daniel Wrapp from the University of Texas, a co-author of the study.
The smaller type of antibodies produced by llamas, called single-domain antibodies or nanobodies, can be used in an inhaler, according to Wrapp.
“That makes them potentially really interesting as a drug for a respiratory pathogen because you’re delivering it right to the site of infection,” said Wrapp.

The researchers are preparing for more trials with hamsters or primates to further test the antibody, before taking it to human trials.
The main subject of the study, Winter the llama, is now four years old and lives on a farm operated by Ghent University’s Vlaams Institute for Biotechnologym which said it has around 130 other llamas and alpacas at the facility.
KATHMANDU, April 19 (Xinhua) — A German scholar has recently found that the right to education for Uygurs and people of other ethnic groups is well protected in China’s Xinjiang region, as young people there enjoy increasingly better opportunities.
Michael Heinrich, who has been teaching German in Minzu University of China for more than five years, said in an article published on Online Khabar news website in March that he has “paid close attention to the development of Chinese education in recent years, especially the education situation in ethnic minority areas.”
Heinrich said he has taught a Xinjiang Uygur student, who often talks with him about the education situation in her hometown and appreciates government policies on education.
The Uygur student has told Heinrich that she lives in a place where she receives Islamic religious education and China’s nine-year compulsory education, and the Uygur students in Xinjiang can enjoy preferential policies, such as extra points in college entrance examination, special policies for college admissions, and employment policy support.
In recent years, the Chinese government has intensified policy support on education in Xinjiang Uygur Autonomous Region, and increased investment in educational resources, especially those on vocational education, the article read.
“Through vocational education, more Uyghur Muslim students can enhance their survival skills and work harder by themselves and improve their living standards with these hands,” it said.
For some time, Xinjiang has been plagued by terrorism, religious extremism and separatism, according to the passage, and carrying out vocational education and training in Xinjiang is an effective measure to promote the rule of law and a practical action to protect the vital interests of people of all ethnic groups there.
It is also a just move in fighting extremism and terrorism to contribute to the stability in Xinjiang, it added.
Some Western media outlets as well as some U.S. politicians often slander the Chinese government under the guise of “human rights,” which does not only disregard the facts but also interferes with China’s sovereignty, Heinrich pointed out.
The situation in Xinjiang that they saw was completely different from the stories told by some Western politicians and media, Heinrich quoted some people who have visited Xinjiang and witnessed its development as saying.
The rights to life and development of people of all ethnic groups in Xinjiang are protected to the largest extent, Heinrich added.
MILAN/DETROIT (Reuters) – Global automakers reeling from the COVID-19 pandemic are accelerating efforts to restart factories from Wuhan to Maranello to Michigan, using safety protocols developed for China and U.S. ventilator production operations launched in recent weeks.
Certain safety measures differ from manufacturer to manufacturer. Italian sports car maker Ferrari NV (RACE.MI) said on Wednesday it would offer voluntary blood tests to employees who wanted to know if they had been exposed to the virus.
General Motors Co’s (GM.N) head of workplace safety, Jim Glynn, told Reuters on Wednesday GM is not persuaded blood tests are useful. But Glynn said GM has studied and adapted measures taken by Amazon.com Inc (AMZN.O) to protect warehouse workers, such as temperature screening to catch employees with fevers before they enter the workplace.
Auto manufacturers and suppliers are converging on a consensus that temperature screening, daily health questionnaires, assembly lines redesigned to keep workers 3 to 6 feet (0.9 m to 1.8 m) apart, and lots and lots of masks and gloves can enable large-scale factories to operate safely.
“We know the protocols to keep people safe,” Gerald Johnson, GM’s executive vice president for global manufacturing, told Reuters in an interview. GM has relaunched vehicle plants in China and kept factories running in South Korea, he said.
GM has not said when it will reopen assembly plants in the United States. Other automakers are putting dates out in public, even though health officials and federal and state policymakers are wary of lifting lockdowns too soon.
“You see vehicle manufacturers … putting a stake in the ground,” said Brian Collie, head of Boston Consulting Group’s automotive practice. By setting a public date to restart production, they signal suppliers to get ready to ramp up, he said.
The COVID-19 pandemic has thrown the global auto industry into the worst tailspin since the 2008-2009 financial crisis. Consumer demand for vehicles has collapsed as governments have enforced lockdowns in China, and then in Europe and the United States. For the Detroit automakers and their suppliers, the shutdown of profitable truck and sport utility vehicle plants in North America has choked off cash flow.
In Europe, major automakers have said they hope to begin building vehicles again in mid-to-late April. In the United States, several big automakers, including Fiat Chrysler Automobiles NV (FCHA.MI) (FCAU.N), Honda Motor Co Ltd (7267.T) and Toyota Motor Corp (7203.T), are aiming to restart production during the first week of May.
Fiat Chrysler (FCA) and unions are discussing plans for beefed-up health measures at Italian plants to pave the way for production to restart as soon as the government eases a national lockdown due to expire on April 13, unions said on Wednesday.
Among the proposals from Fiat Chrysler’s Italian unions: move meals to the end of shifts, allowing employees to chose to avoid canteens, eat their food elsewhere and leave half an hour earlier without losing pay.
FCA did not comment on specific measures.
In the United States, some non-union automakers have also said they hope to restart vehicle plants as soon as next week.
Tire maker Bridgestone said on Wednesday it plans to restart U.S. production on April 13.
But the Trump administration has said people should continue to practice social distancing until April 30.
VENTILATOR ASSEMBLY
For the Detroit automakers, the United Auto Workers union will play a key role in deciding when and how plants will restart.
UAW President Rory Gamble said in a statement on Wednesday the union is in “deep discussions with all three companies to plan ahead over the implementation of CDC [Centers for Disease Control and Prevention] safety standards and using all available technologies to protect all UAW members, their families and the public.”
Among the union’s concerns is that members who report being ill can take time away from work without penalty, Gamble added.
The UAW has supported GM and Ford Motor Co’s (F.N) efforts to launch production of ventilators in U.S. plants – operations that have allowed the companies and the union to road-test safety measures at small scale.
At GM’s ventilator assembly plant in Kokomo, Indiana, workers and managers have been fine-tuning details such as when employees are handed masks, and when they step in front of a temperature screening device.
At first, ventilator assemblers in training at Kokomo walked down a hall before getting a mask, said Debby Hollis, one of the UAW-represented workers. Last week, she said, “They met us at the door and had us get in the masks there.”

Russia has tightened environmental protection around Lake Baikal amid growing concerns over degradation, with Chinese development and tourism at the heart of recent debates on the nationally treasured Siberian lake.
New protocols signed by President Vladimir Putin on September 12 clarify how authorities will monitor “compliance with the law on Lake Baikal’s conservation and environmental rehabilitation”.
They also call for improved state environmental monitoring of the lake’s unique ecosystem, aquatic animal and plant life; prevention of and response to risks; analysis of the pressure from fishing on its biological resources; as well as measures to conserve those unique aquatic resources.
Observers say domestic issues – including a backlash over the government’s hand in accelerating environmental damage – prompted the Kremlin to act, but concerns over Chinese activities in the area also played a part.
Eugene Simonov, coordinator of the Rivers Without Boundaries International Coalition, said the protocols were a bid by Moscow to show it was concerned about the lake, where mismanagement and relaxed standards had damaged water quality and the ecosystem – drawing concern from Unesco, which has designated it a World Heritage Site.
But it was also related to local concerns that an influx of Chinese money and tourists in the region was making matters worse.
“One of the leading causes of problems on Lake Baikal is the development of the lake shore for tourism these days, which, at least in the Irkutsk region, is greatly driven by Chinese business,” said Simonov, who has worked extensively on the area’s environmental issues.
He pointed to the “not legal” hotels opened by local and Chinese businesses that cater to the increasing number of tourists from China, saying they stood out as easy scapegoats.
“The real driving force is the desire of locals to privatise the lake shore, illegally, but the Chinese demand is one of the reasons they want to privatise it, while Chinese businesses are among the most visible because they are foreign,” he said.

Some 186,000 Chinese tourists visited the region last year, up 37 per cent from 2017, according to official Irkutsk figures. But while they accounted for about two-thirds of foreign visitors to the Irkutsk region, they made up only about 10 per cent of the 1.7 million tourists who visited last year.
Concern about Chinese investment and development in the region reached a crescendo in March, when public opposition pushed local authorities to halt the construction of a water bottling plant operated by AquaSib, a Russian firm owned by a Chinese company called Lake Baikal Water Industry, based in China’s Heilongjiang province.
The Irkutsk government acted after more than a million people – more than the city’s population – signed a petition calling for the “Chinese plant” to be halted.

“There were at least 10 problems [around Lake Baikal] that were much more important at that moment, but it was the Chinese plan that was the focus,” Simonov said, noting the nationalism surrounding the lake as a Russian point of pride.
Paul Goble, a Eurasia specialist who has been tracking the issues at Lake Baikal, said stirring up resentment over Chinese encroachment in Siberia and the country’s Far East had long been a government tactic to quell dissent and unite popular opinion.
But he said the new protocols showed Moscow realised that locals – facing the effects of a deteriorating environment including deforestation driven by China’s domestic market demand – may not be satisfied with that explanation.

“People are angry not at China, as might have been the case a year ago or more, but they are angry at Moscow for not standing up to China and what it’s doing,” he said, pointing to this as the reason the Kremlin tightened environmental controls on the lake.
Concerns about the impact of Chinese activities on Russia’s environment come as the two neighbours are playing up closer diplomatic and economic ties. One of the outcomes of a
between Chinese Premier Li Keqiang and Russian heads of state last week was an agreement to increase bilateral trade to more than US$200 billion over the next five years.
But how that investment could be sustainable for Russia – a key supplier of raw materials needed by China such as oil, gas and timber – remained to be seen, observers said.
Are Chinese tourists the greatest threat to Lake Baikal?
“Our great relationship is going well, but we have not seen the accompanying rise in Chinese foreign direct investment into Russia – that remains very small, despite all the talk,” said Artyom Lukin, an associate professor with the School of Regional and International Studies at Far Eastern Federal University in Vladivostok.
“Russia is not satisfied with that, they would like to see more Chinese money, more Chinese greenfield investment coming into Russia, into more productive areas of the Russian economy, not just into the extraction sector like oil, timber or coal,” he said.
Lake Baikal has been seen as an area that could draw a lot of Chinese investment. Back in 2016 there were reports of a tourism development deal, worth up to US$11 billion, between Russian operator Grand Baikal and a consortium of Chinese firms, according to Russian state media reports.
But so far most development from Chinese businesses has remained at the small and medium scale.
The reasons for that, according to experts, range from the difficulty of competing with powerful local rivals and the need to tread carefully around anti-China sentiment.
However, the burden and liability of complying with environmental standards also kept operations at a smaller scale.

“It’s simpler and easier to operate smaller businesses and facilities, and it’s easier to monitor and manage them,” said Vitaly Mozharowski, a partner at Bryan Cave Leighton Paisner in Moscow, who specialises in environmental law, noting that concerns included management of waste water and garbage.
Meanwhile, big complexes were obvious targets for scrutiny, and that would only increase with the new protocols in place, Mozharowski said. “Any large-scale initiatives would be considered from the very top of the Russian establishment,” he said.
LHASA, July 6 (Xinhua) — Eighty buses using new energy have been put into use Saturday morning in Lhasa, the capital city of China’s southwest Tibet Autonomous Region, which will help reduce vehicle exhaust emissions and further improve the local air quality.
The new buses are all plug-in hybrid electric vehicles, equipped with Tibetan-Mandarin bilingual station announcements, driving monitoring and management systems, and auto-alarms, according to the city’s bus operation company.
The company purchased 110 new energy buses after the city’s 104 old buses reached their service lives. The other 30 buses are scheduled to be put into operation by the end of this month. By then, Lhasa will have 422 new energy buses, accounting for more than 80 percent of the city’s total buses.
“Our goal of vigorously promoting new energy vehicles is to implement the low-carbon and green way of traveling, to reduce greenhouse gas emissions, and to protect the clear water and blue sky of the snowy plateau,” said Gogyi, general manager of the company.
Lhasa plans to replace its old buses with new energy ones by batches, and all of the city’s buses are expected to be powered by new energy by 2021, said Gogyi.
Currently, Lhasa has 522 buses and 41 bus routes, covering the main urban areas, suburbs and surrounding counties, making it more and more convenient for locals to travel by public transportation.
