China is known worldwide for its pandas, its cranes, and unfortunately, its forged goods. According to a UN report, 70 percent of the world\’s counterfeit goods produced between 2008 and 2010 originated from China. The forgeries have found their way into markets and stores around the world, and even, it was revealed this month, into China\’s own museums.

On Monday, authorities in Hebei Province shuttered Jibaozhai Museum after announcing that many of the Chinese historical artifacts it displayed were forgeries. An official from the Hebei Provincial Cultural Heritage Bureau told Global Times that the museum\’s license had been revoked and its managers were currently under investigation.

The deceit was initially revealed in a July 6 blog by Chinese writer Ma Boyong on the Sina blogging platform. As Shanghai Daily reports, Ma had posted photos of the forged pieces, which included items purportedly signed by Huangdi, the Yellow Emperor, in simplified Chinese characters. However, such characters did not come into use until the 20th century, 4,500 years after the Yellow Emperor died.

According to the report, another vase had a label identifying it as dating back to the Tang Dynasty-era (618–907 AD), even though the five-color wucai technique it displayed was not invented until the Ming Dynasty (1368–1644 AD).

A Culture of Bidding: Forging an Art Market in China – NY Times

When the hammer came down at an evening auction during China Guardian’s spring sale in May 2011, “Eagle Standing on a Pine Tree,” a 1946 ink painting by Qi Baishi, one of China’s 20th-century masters, had drawn a startling price: $65.4 million. No Chinese painting had ever fetched so much at auction, and, by the end of the year, the sale appeared to have global implications, helping China surpass the United States as the world’s biggest art and auction market.

But two years after the auction, Qi Baishi’s masterpiece is still languishing in a warehouse in Beijing. The winning bidder has refused to pay for the piece since doubts were raised about its authenticity.

“The market is in a very dubious stage,” said Alexander Zacke, an expert in Asian art who runs Auctionata, an international online auction house. “No one will take results in mainland China very seriously.”

Indeed, even as the art world marvels at China’s booming market, a six-month review by The New York Times found that many of the sales — transactions reported to have produced as much as a third of the country’s auction revenue in recent years — did not actually take place.

Just as problematic, the market is flooded with forgeries, often mass-produced, and has become a breeding ground for corruption, as business executives curry favor with officials by bribing them with art.

Fraud is certainly no stranger to the international art world, but experts warn that the market here is particularly vulnerable because, like many industries in China, it has expanded too fast for regulators to keep pace.

In fact, few areas of business offer as revealing a view of this socialist society’s lurch toward capitalism as the art market. Like many luxury businesses in China, the explosion of buyers for art here has been fueled by the pent-up consumerism of the newly rich. The demand is so great that last year, in a country that barely had an art market two decades ago, reported auction revenues were up 900 percent over 2003 — to $8.9 billion. (The United States auction market for 2012 was $8.1 billion.)

While the luxury-buying habits in China often mimic those in the West, the demand for art reflects uniquely Chinese tastes. While the rest of the world bids up Pollocks and Rothkos, Chinese buyers typically pursue traditional Chinese pieces, some by 15th-century masters, and others by modern artists, like Zhang Daqian, one of many who have chosen to work in that old style.

This very reverence for the cultural past is now contributing greatly to the surge in forgeries. Artists here are trained to imitate the old Chinese masters, and they routinely produce high-quality copies of paintings and other works, such as ceramics and jade artifacts. That tradition has intersected with the newly lucrative art market, in which reproductions that so many have the skills to create are often offered as the real thing. It would be hard to create a more fertile environment for the proliferation of fakes.

Fandry puts a harsh spotlight on India’s caste system – Reuters

Nagraj Manjule grew up as a Dalit, an untouchable, scorned by a caste system that he says never lets you forget how low you are. The short-film director channeled the shame and the ridicule of his childhood into his first feature film, “Fandry” (“Pig”) which won the Jury Grand Prize at the Mumbai Film Festival last month.

The movie is about a Dalit schoolboy named Jabya (Somnath Awghade) who  lives on the outskirts of a village and struggles against the caste system by daring to dream, and eventually rebelling against the perpetrators of that system.

He harbours a crush on a fair-skinned, Brahmin class-mate, dreams of buying fancy new blue jeans, and uses talcum powder to try to make his dusky face fair. Through scenes with his father, his best friend and the village maverick who becomes friends with Jabya, Manjule tells the audience that little has changed. The powerful climax gives the audience a glimpse into Jabya’s insecurities, his reluctance to accept his identity, before he finally snaps, retaliating against those ridiculing him and his family.

“You are constantly told you are no good, and never will be. In some way or the other, there is so much humiliation, that after a while you begin to believe that what is being said about you is true,” Manjule said in an interview.

His childhood was much like Jabya’s. One difference was his father, who, unlike Jabya’s somewhat tyrannical father, wanted him to study. Manjule devoured books, reading Marathi and English literature whenever he got a chance. His ticket to a better life came when he left his village to study Marathi literature at the University of Pune.

At nine she was homeless; as a teenager, she worked in sweatshops. So how did Zhang Xin become one of China’s richest women, asks Leo Lewis.

Inside the penthouse premises of the exclusive Beijing American Club, China’s most powerful woman aims a quiet smile at a circle of armchairs; she targets each occupant with a flash of eye contact and brings the exquisitely elite gathering to attention. Silence falls.

Property developer Zhang Xin, queen of the Beijing skyline, is the chief executive of Soho China, one of the country’s most influential property companies. She is immaculately but not ostentatiously dressed in a scarlet blouse, chairing a discussion that touches delicately on the future of China, of the Communist Party and of China’s engagement with the outside world. Sharing her sofa, and the main speaker for the evening, is Peter Mandelson; his book The Third Man: Life at the Heart of New Labour, newly translated into Chinese, is already popular within the higher echelons of Party leadership. Around them sits a unique assembly of Chinese business leaders, diplomats, journalists and high financiers. It is an evening that reflects Zhang’s status as one of the world’s greatest female success stories.

Over the past decade, Zhang, 48, has become a role model for women, for the ambitious poor and for ordinary Chinese in general. The 6.7 million people who follow her on Weibo (China’s equivalent of Twitter) are doing so for a reason: the Chinese Government may try to co-opt the concept of a “Chinese Dream” for political ends, but Zhang is its living embodiment – a woman who has risen from her beginnings as a teenage sweatshop worker to become one of the wealthiest women on the planet, overseeing an empire worth $3.6 billion (£2.2 billion).

Zhang’s parents were educated Chinese Burmese who moved back to China in the Fifties when Chairman Mao’s dream still appeared unsullied. But during the lunacy of the Cultural Revolution, their university degrees counted against them: a young Zhang and her mother were separated from her father and brother and forced – as part of the country’s “re-education” programme – to swap their urban lifestyle for the grinding poverty of the Chinese countryside.

When she was 9, Zhang was able to return to Beijing with her mother, but the city offered scant relief from debilitating poverty. The two were briefly homeless, obliged to sleep on the desks of the small office where Zhang’s mother worked translating the grandstanding speeches of Communist leaders. Life did not improve much. A few years later, with China’s great economic boom still years away, the pair escaped to Hong Kong. Aged 14, Zhang toiled in the territory’s cramped, punishing garment factories. Driven by the need for hard cash, she would switch employers for the sake of a single dollar’s increase in pay.

“The motivation for working in the factories was to get out of the factories,” she says. The girls alongside her appeared content with their lives. She could never contemplate that. Convinced even then that education had the power to change everything, Zhang would scurry from each 12-hour shift straight to evening classes. She dreamt all the time, she says, simply of keeping pace with the education that “normal” teenage schoolgirls would be receiving back in China.

Slowly, her savings grew to the point where she could afford a plane ticket from Hong Kong to London. Armed with nothing but a raw immigrant’s ambition, she arrived in the UK and began another lowest-rung scrabble for cash. This time, there were English classes at the end of each work day. The strategy paid off: using grants and scholarships, she secured a place at the University of Sussex. Afterwards, she completed a master’s degree in development economics at Cambridge.

Earlier this year, Zhang returned to Sussex as an honorary Doctor of Laws and delivered a speech to graduating students. “It is the place that cultivated me, inspired me and encouraged me to follow my deepest instincts and to become the person that I am today,” she told them. “For this I am truly grateful.”

“If I look back at my life and ask myself what was the most important transformational element, I would say education,” she says. “The point it all changed was when I decided to go to England to become a student.

“When I first got there, I thought there has to be a model answer for these essays we write every week, because that is how the Chinese write. I would submit the essay and my tutor would call us in, and he wasn’t interested at all in whether this answer was right or wrong. Only later, I understood this is a way of cultivating your intellectual curiosity… That is still largely missing in Chinese education.”

Forget About Retiring, China’s Economic Planners Say – Businessweek

What if Chinese were required to work an extra five years, or even a decade, before retirement? There are growing calls among officials and academics in China to consider that controversial move as the country’s rapidly aging population puts new stress on its pension program. China must consider “deferred retirement,” said Hu Xiaoyi, a vice minister of human resources and social security, on Oct. 22, speaking to journalists at a seminar in Beijing.

Right now most of China’s workers retire earlier than those in many other countries. Men, for example, stop working at 60, while many women retire at 50, a precedent set in Mao-era 1950s China. That fact, along with the still strong one-child policy, complicates the task of managing the growing costs associated with an aging population and shrinking workforce.

According to China’s National Bureau of Statistics, in 2012 the number of those of employable age—formally classified as those from 15 to 59 years of age—actually fell, dropping by 3.45 million, to 937.27 million. “Last year, the working-age population dropped for the first time, a signal that China needs to make better use of its human resources,” said Hu, reported the China Daily on Oct. 23. ”China should raise the retirement age as soon as possible, but it must take small steps and make the transitional period long enough for the public to adapt,” said Zheng Bingwen, a pensions expert at the Chinese Academy of Social Sciences in Beijing, reported the China Daily.

While it is generally considered to have been born in Scotland, the Chinese mural could spark the battle of ownership over the sport

The museum’s curators say the scroll predates any paintings of European golfers, The Times reported.

It could be proof that their game of hitting a ball with a stick bears more resemblance to golf than the Scottish, who claim that golf derived from their game of hockey.

Scotland has long declared itself to be the home of golf.

It claims that the games goes as far back as the 15th century when, the game of ‘gowf’, as it was known in those days, was banned by Parliament under King James II, who branded it as a distraction from military training.

The ban was lifted when the Treaty of Glasgow came into effect in 1502.

However, the earliest form of golf can be traced back to the Roman game of paganica, where players used a bent stick to hit a stuffed leather ball

The painting, which comes from the Shanghai Museum, is part of the V&A’s Masterpieces of Chinese Painting 700 – 1900 exhibition, and will be shown in Britain for the first time.”

Photo gallery: A walk through Mayawati’s Dalit park | India Insight

On a hot Tuesday afternoon, I walked into the recently reopened Dalit park in Noida, outside New Delhi. This is the park built by Mayawati, the 57-year-old former chief minister of Uttar Pradesh, as a memorial to the class of people long known in India as “untouchables.” A Dalit herself, Mayawati is a symbol of what traditionally oppressed classes and castes in India can do with their lives.

Of course, Mayawati has been accused by her political opponents of wasting money — lots of it. She seems like an easy target, especially when she has commissioned statues of herself. For a senior Congress politician, erecting one’s own statue was an act of ‘megalomania’. But the symbolism that this structure seeks to attach itself with — asserting Dalit identity and acknowledging “sacrifices” made by people of backward classes — is hard to miss.

The high central chamber of the Dalit park, which is a short drive into Uttar Pradesh from Delhi, draws heavily on Buddhist architecture. It houses statues of B. R. Ambedkar, who helped draft India’s Constitution; Kanshi Ram, founder of the Bahujan Samaj Party that Mayawati now heads; and the former chief minister herself with her ubiquitous handbag, an uncommon thing for a living politician to do.

The 40-metre-high structure is surrounded by 20 sculptures of elephants, 10 on either side. The remaining complex, built at a cost of nearly 7 billion rupees ($113 million), includes bronze statues of Ambedkar and other “pioneers of social transformation,” and replicas of the Ashoka Chakra.

“The Dalits fought like anybody else in the struggle against the British. She is underscoring it that it is this part of history that you have not talked about for the last 65 years,” said Sohail Hashmi, a Delhi-based historian.

The park was inaugurated by Mayawati two years ago. But when the Samajwadi Party came to power last year, led by Akhilesh Yadav, a probe was ordered into alleged irregularities in its construction. The investigation is still on but Yadav threw open the park on Oct. 2, Mahatma Gandhi’s birthday, a decision that caused controversy of its own.

Spread over some 80 acres, the “Rashtriya Dalit Prerna Sthal” (or the national Dalit memorial)  is located on the banks of the Yamuna river.

One of the 4,000 visitors to visit the park in the week since it was reopened was Rajiv Prasad.

“I wanted to witness the history and achievements of our people. The history of the oppressed people that has been written gives us self-confidence. If money has been spent on this, it’s good,” said the college principal from Bihar, born in Azamgarh district of Uttar Pradesh.

Neeraja Choudhury, a political analyst, said there probably are better ways to assert the identity of India’s so-called backward classes.“If I were to do it, I would certainly go in for Dalit education because the largest group of illiterates in the world is Dalit girls. Seven hundred crores would have gone a long way in building those high quality institutions to bring about educational revolution for Dalits.”

With Takedown in Nanjing, China Corruption Drive Shifts Gears – China Real Time Report – WSJ

The detention of Nanjing Mayor Ji Jianye earlier this week might seem like just the latest move in Chinese leader Xi Jinping’s drive clean up the Communist Party ranks by going after both “tigers” and “flies.”

In fact, the Nanjing case marks a departure from Beijing’s usual method of coping with corruption by Party members, in a number of important ways.

Typically, announcements of an investigation and confinement of a high-ranking cadre that appear in the state-controlled press are terse and uninformative. That’s how the Nanjing media covered the event (in Chinese).

But the official coverage out of Beijing went far further this time, noting Ji’s ties to a Suzhou construction company that worked on major infrastructure projects in Nanjing (in Chinese) and accusing him of taking at least 20 million yuan ($33 million) in bribes (in Chinese).

It’s rare for an official’s connections with local businessmen to be mentioned publicly so early in an investigation. By calling attention to that relationship, Party disciplinarians were out to demonstrate that Ji fit the profile of an imprudent and immoral cadre. But the Party media machine was also revved up quickly to prevent social media from getting its usual jump on the news, before Weibo users could start speculating about the reasons for Ji’s dismissal. Beijing is now especially attentive to making its case before others do it for them.

Also interesting is the nature of the coverage. Much of the mainland press has focused more on Ji’s governing style as his alleged malfeasance. Ji’s treatment of personal staff and subordinates in Nanjing is being portrayed as “very rude and disrespectful” (in Chinese). One widely-reprinted commentary refers to Ji as a “bulldozer” when it came to policy matters there (in Chinese).

Indeed, it was Ji’s obsession with remaking Nanjing through massive urban development — sports stadiums and a disruptive subway project for the upcoming Youth Olympics to be held in the city, for example — that seems to have truly infuriated his superiors in Beijing.

According to public reports, there were unnecessary demolitions of homes to clear land for new buildings and roads, forced relocations of residents, and “projects that from time to time stimulated public resentment.” On one occasion, the renovation of the city to Ji’s specifications – by removing swathes of beloved wutong trees — led to large-scale mass protest by residents.

As one assessment concluded, “Ji’s four years in power disemboweled Nanjing” (in Chinese).

India corruption: Laloo Prasad Yadav jailed for five years – BBC News

Former Indian railways minister Laloo Prasad Yadav has been sentenced to five years in prison in a notorious case known as the “fodder scam“.

He was jailed on Monday after being found guilty of embezzling state funds intended to buy food for cattle while he was Bihar state chief minister.

He has always denied the allegations. His family has said he will appeal.

The sentencing is seen as a landmark step in tackling corruption in India where it is a major national issue.

Yadav now becomes one of the first politicians to lose his parliamentary seat after a recent Supreme Court ruling which bans convicted legislators from holding office.

Xi Jinping hopes traditional faiths can fill moral void in China | South China Morning Post

President Xi Jinping believes China is losing its moral compass and he wants the ruling Communist Party to be more tolerant of traditional faiths in the hope these will help fill a vacuum created by the country’s breakneck growth and rush to get rich, sources said.

Xi, who grew up in Mao’s puritan China, is troubled by what he sees as the country’s moral decline and obsession with money, said three independent sources with ties to the leadership.

He hopes China’s “traditional cultures” or faiths – Confucianism, Buddhism and Taoism – will help fill a void that has allowed corruption to flourish, the sources said.

Sceptics see it as a cynical move to try to curb rising social unrest and perpetuate one-party rule.

During the early years under Communism, China’s crime rate was low and corruption rare. By contrast, between 2008 and last year about 143,000 government officials – or an average of 78 a day – were convicted of graft or dereliction of duty, according to a Supreme Court report to parliament in March.

Xi intensified an anti-corruption campaign when he became party and military chief in November, but experts say only deep and difficult political reforms will make a difference.

Meanwhile, barely a day goes by without soul-searching on the internet over what some see as a moral numbness in China – whether it’s over graft, the rampant sale of adulterated food or incidents such as when a woman gouged out the eyes of her six-year-old nephew this month for unknown reasons.

“Xi understands that the anti-corruption (drive) can only cure symptoms and that reform of the political system and faiths are needed to cure the disease of corruption,” one of the sources told Reuters, requesting anonymity to avoid repercussions for discussing elite politics.
