SEOUL (Reuters) – South Korean officials are calling for caution amid reports that North Korean leader Kim Jong Un may be ill or is being isolated because of coronavirus concerns, emphasising that they have detected no unusual movements in North Korea.
At a closed door forum on Sunday, South Korea’s Unification Minister Kim Yeon-chul, who oversees engagement with the North, said the government has the intelligence capabilities to say with confidence that there was no indications of anything unusual.
Rumours and speculation over the North Korean leader’s health began after he made no public appearance at a key state holiday on April 15, and has since remained out of sight.
South Korea media last week reported that Kim may have undergone cardiovascular surgery or was in isolation to avoid exposure to the new coronavirus.
Unification minister Kim cast doubt on the report of surgery, arguing that the hospital mentioned did not have the capabilities for such an operation.
Still, Yoon Sang-hyun, chairman of the foreign and unification committee in South Korea’s National Assembly, told a gathering of experts on Monday that Kim Jong Un’s absence from the public eye suggests “he has not been working as normally”.
“There has not been any report showing he’s making policy decisions as usual since April 11, which leads us to assume that he is either sick or being isolated because of coronavirus concerns,” Yoon said.
North Korea has said it has no confirmed cases of the new coronavirus, but some international experts have cast doubts on that claim.
On Monday, North Korean state media once again showed no new photos of Kim nor reported on his whereabouts.
However, they did carry reports that he had sent a message of gratitude to workers building a tourist resort in Wonsan, an area where some South Korean media reports have said Kim may be staying.
“Our government position is firm,” Moon Chung-in, the top foreign policy adviser to South Korean President Moon Jae-in, said in comments to news outlets in the United States.
“Kim Jong Un is alive and well. He has been staying in the Wonsan area since April 13. No suspicious movements have so far been detected.”
Satellite images from last week showed a special train possibly belonging to Kim at Wonsan, lending weight to those reports, according to 38 North, a Washington-based North Korea monitoring project.
Though the group said it was probably the North Korean leader’s personal train, Reuters has not been able to confirm that independently, or whether he was in Wonsan.
A spokeswoman for the Unification Ministry said on Monday she had nothing to confirm when asked about reports that Kim was in Wonsan.
Last week China dispatched a team to North Korea including medical experts to advise on Kim Jong Un, according to three people familiar with the situation.
Reuters was unable to immediately determine what the trip by the Chinese team signalled in terms of Kim’s health.
On Friday a South Korean source told Reuters their intelligence was that Kim Jong Un was alive and would likely make an appearance soon.
Experts have cautioned that Kim has disappeared from state media coverage before, and that gathering accurate information in North Korea is notoriously difficult.
North Korea’s state media last reported on Kim’s whereabouts when he presided over a meeting on April 11.
Kim, believed to be 36, vanished from state media for more than a month in 2014 and North Korean state TV later showed him walking with a limp.

SEOUL/BEIJING (Reuters) – China has allowed 200 employees from South Korea’s Samsung Electronics Co Ltd (005930.KS) to enter the country to work on an expansion of the firm’s NAND memory chip factory, the company said on Wednesday.
The move came after China said on Tuesday that it was in talks with some countries to establish fast-track procedures to allow travel by business and technical personnel to ensure the smooth operation of global supply chains.
China said it has reached a consensus on such an arrangement with South Korea, without elaborating on the terms, including whether individuals entering China will be subject to quarantine.
China, where the virus first emerged late last year, blocked entry last month for nearly all foreigners in an effort to curb risks of coronavirus infections posed by travellers from overseas. After bringing the local spread under control with tough containment measures, it is trying to restart its economic engines after weeks of near paralysis.
A chartered China Air Ltd (601111.SS) plane flew in the Samsung Electronics employees on Wednesday, a company spokeswoman said.
Samsung said its employees will follow the local government’s policy upon arrival, without elaborating.
Shaanxi province, where Samsung’s NAND memory chip plant is located, requires people travelling from overseas to undergo a 14-day quarantine, according to South Korea’s foreign ministry.
“Samsung employees will not be exempted from the 14-day quarantine rule imposed by the Shaanxi province. They will get coronavirus tests at the airport upon arrival and will be transported to a local hotel designated by Chinese authorities,” an official at the Consulate General of South Korea in Xi’an told Reuters.
Samsung Electronics in December increased investment at its chip factory in China by $8 billion to boost production of NAND flash memory chips.

STOCKHOLM (Reuters) – Sweden said on Thursday it had replaced its ambassador to China after her “incorrect” handling of unauthorized meetings intended to help free dissident bookseller Gui Minhai.
The Hong Kong-based, Swedish publisher of books critical of China’s communist leaders was abducted in Thailand in 2015 and later appeared in custody in mainland China.
His daughter Angela Gui said this week she had met ambassador Anna Lindstedt and two businessmen in Stockholm in January, where she was advised to keep quiet about her father’s case while negotiations were proceeding.
Sweden’s Foreign Ministry said that was not an official meeting, and Lindstedt had now returned to Sweden with an interim envoy sent to Beijing during an inquiry.
“Neither the Foreign Ministry nor the Foreign Minister were informed until after the event,” ministry spokesman Rasmus Eljanskog said in an emailed statement.
“As a consequence of the incorrect manner in which the said meetings were handled, we are now conducting an internal investigation.”
Gui, 54, became a Swedish citizen after studying there in the 1980s. After the abduction, he was released in October 2017, but his whereabouts were unclear until January last year when his daughter said he was seized by Chinese agents on a Beijing-bound train in the presence of Swedish diplomats.
China later confirmed it had detained him again.
In her blog, Angela Gui said Lindstedt invited her to Stockholm to meet two businessmen who could help secure her father’s release.
“The businessman said, ‘you care about Anna (Lindstedt), right? If you keep talking to the media it’ll damage her career. You don’t want her to come to any harm, do you?’”, she said in the post on blog portal Medium.
“In order for this to happen (negotiations), I was told I needed to be quiet. I wasn’t to tell anyone about this, or say anything publicly about the case,” she added.
“I’m not going to be quiet in exchange for … an arbitrary promise that my father ‘might’ be released. Threats, verbal abuse, bribes, or flattery won’t change that.”
China’s Foreign Ministry declined comment, with spokeswoman Hua Chunying saying she knew nothing about Gui’s latest situation. On its website, China’s embassy in Stockholm said it had not authorized anyone to “engage” with Gui’s daughter.
“The Chinese side handles the Gui Minhai case in accordance with law and legal procedure,” it said.
Gui’s original abduction – along with four others in the Hong Kong book trade – fed worries about interference from Beijing despite guarantees of wide-ranging freedoms for the former British colony which returned to Chinese rule in 1997.
The four others have since returned to Hong Kong. The United States and European Union have urged Gui’s release.
Sweden said it was continuing to seek Gui’s freedom, as Lindstedt faced scathing criticism for what the leader of Sweden’s Left Party called an “outrageous scandal”.
“A Swedish ambassador has done the bidding of a dictatorship and tried to silence the daughter of a Swedish political prisoner in China,” Jonas Sjostedt told local TV.
“I don’t think we have seen a worse scandal in Swedish foreign administration for decades.”
Lindstedt could not immediately be reached for comment.
