Xi and his unremitting call for global health cooperation

BEIJING, April 7 (Xinhua) — Over the past seven years, Chinese President Xi Jinping has on various occasions stressed the importance of global health cooperation, expressed China’s support for international health organizations, and voiced the country’s determination to help improve global health governance.

His remarks on global public health in recent years, especially in the last few months, have become particularly meaningful as countries worldwide mark the 2020 World Health Day on Tuesday amid a raging COVID-19 pandemic.

Back in 2013, during a meeting with then World Health Organization (WHO) Director-General Margaret Chan in Beijing, Xi said China will continue to improve public health and enhance cooperation with the WHO.

He also expressed his hope that China and the WHO could work closer to help promote Chinese medicine and medical products into overseas markets, and jointly assist African countries to improve their disease control and public health systems to meet the United Nations Millennium Development Goals.

In March 2015, Xi pointed out in a meeting in China’s Hainan province with Bill Gates, co-chair of the Bill & Melinda Gates Foundation, that preventing and controlling public epidemics is a common challenge to the international community and requires strengthening international cooperation on joint control.

Two years later, during his trip to Switzerland, Xi paid a special visit to the WHO headquarters, in which he co-witnessed with Chan the signing of a memorandum of understanding between China and the WHO pledging to step up health cooperation under the framework of the China-proposed Belt and Road Initiative.

During the meeting with Chan, Xi noted that China stands ready to enhance cooperation with the WHO in implementing the 2030 Agenda for Sustainable Development and assisting other developing countries.

Also in 2017, in his congratulatory letter to a meeting of BRICS countries’ health ministers, Xi called on relevant parties to study work in the field of traditional medicine and make joint efforts to tackle public health challenges.

“It is our common good vision that everyone enjoys good health,” he said in the letter.

In the past several months of 2020 which witnessed a hike in global caseload of COVID-19 infections, Xi has taken each opportunity to reiterate his call for global public health cooperation against the virus.

When meeting with visiting WHO Director-General Tedros Adhanom Ghebreyesus in Beijing in January, Xi said China attaches great importance to the cooperation with the WHO, and is ready to work with the organization as well as the international community to safeguard regional and global public health security.

In February, in a reply letter to Gates, Xi said “we are resolute in protecting the life and health of the people of China, and of all countries around the world. We are determined to do our part to uphold global public health security.”

In March, when the global anti-virus fight entered a critical stage, Xi highlighted the need for international health cooperation not only in several domestic meetings on epidemic prevention and control, but also in phone conversations with foreign leaders and heads of international organizations, as well as in such global events as the Extraordinary G20 Leaders’ Summit.

On March 12, Xi spoke with United Nations (UN) Secretary-General Antonio Guterres over phone, and urged the international community to take urgent action and carry out effective international cooperation in joint prevention and control, so as to form a strong concerted force to beat the disease.

China stands ready to share its experience with other countries, carry out joint research and development on drugs and vaccines, and offer as much assistance as it can to countries where the disease is spreading, Xi said.

Several days later, speaking at a meeting of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, he required closer cooperation with the WHO to strengthen the analysis and prediction of the changes in the global epidemic situation, and improvement in strategies and policies to cope with imported risks.

On March 21, in a phone conversation with his French counterpart, Emmanuel Macron, Xi pointed out that public health security is a common challenge faced by humanity.

China, he said, is willing to make concerted efforts with France to enhance international cooperation in epidemic prevention and control, support the UN and WHO playing a core role in improving global public health governance, and build a community of common health for mankind.

Three days later, talking with Kazakh President Kassym-Jomart Tokayev over phone, Xi said in the battle against the current global public health crisis, the urgency and significance of building a community with a shared future for mankind have become even greater.

On March 26, in his keynote speech at the Extraordinary G20 Leaders’ Summit via video, Xi said at such a moment, it is imperative for the international community to strengthen confidence, act with unity and work together in a collective response.

He called on G20 members to jointly help developing countries with weak public health systems enhance preparedness and response, and enhance anti-epidemic information sharing with the support of WHO and to promote control and treatment protocols that are comprehensive, systematic and effective.

Chinese premier stresses vocational training for people with disabilities

BEIJING, Oct. 27 (Xinhua) — Premier Li Keqiang has urged enhancing the vocational skills of people with disabilities and supporting their employment and business creation.

Li, also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, made the remarks in a written instruction as the sixth China national vocational skill competition for persons with disabilities and the third national Abilympics that kicked off Sunday in Jiaxing, east China’s Zhejiang Province.

Different regions and relevant government departments at all levels should fully implement the supportive employment policies and strengthen vocational education and training for persons with disabilities, according to the instruction.

In advancing targeted poverty alleviation, greater efforts should be made to assist more poverty-ridden people with disabilities living in rural areas, helping more disabled people realize their dreams of finding jobs and starting businesses, said Premier Li.

About 900 disabled persons from across the country will compete in 26 different contests under five categories, which include fine arts, handicrafts and engineering.

Launched in 1989, the sixth China national vocational skill competition for persons with disabilities has been held every four years since 2003.

The third national Abilympics will showcase participants’ products and skills as well as the nation’s progress in employment and business creation of persons with disabilities.

China now has around 35 million registered persons with disabilities, with 18 million of working age.

CHONGQING, Oct. 16 (Xinhua) — Vice Premier Han Zheng has called on southwest China’s Chongqing Municipality to promote high-quality development and continue to break new ground in all areas.

Han, also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, made the remarks during a research trip to Chongqing on Monday and Tuesday.

Chongqing should play a key role in advancing the large-scale development of the western region, promoting the joint construction of the Belt and Road Initiative and the green development of the Yangtze River Economic Belt.

During his visit to an auto research and development center and a new-energy vehicle (NEV) manufacturer, Han stressed more input in research to make breakthroughs in key auto parts, and called for the building of homegrown auto brands, wider application of NEVs in urban public transport and the sustainable development of the industry.

Efforts should be made to foster intelligent industries, popularize intelligent technologies and knowledge, and develop intelligent economy, he added.

In his visit to a semi-conductor firm, Han encouraged local companies to enhance their competitiveness and asked local authorities to further improve the business environment.

China, Singapore agree to enhance BRI, trade cooperation

CHONGQING, Oct. 15 (Xinhua) — China and Singapore on Tuesday announced that the upgraded version of the China-Singapore Free Trade Agreement will take effect on Oct. 16.

The two sides made the announcement after four bilateral cooperation mechanism meetings co-chaired by Chinese Vice Premier Han Zheng and Singaporean Deputy Prime Minister Heng Swee Keat in Chongqing.

The four meetings were the 15th China-Singapore Joint Council for Bilateral Cooperation Meeting, the 20th China-Singapore Suzhou Industrial Park Joint Steering Council Meeting, the 11th China-Singapore Tianjin Eco-City Joint Steering Council Meeting and the third China-Singapore (Chongqing) Demonstration Initiative on Strategic Connectivity Joint Steering Council Meeting.

During the meetings, the two sides comprehensively reviewed the implementation of the high-level consensus and the process of practical cooperation.

The two sides exchanged views on the high-quality joint construction of the Belt and Road, promoting regional development and cooperation, and upholding multilateralism and free trade, and made plans for the direction and focus of their cooperation in the future.

The two sides agreed to enhance connectivity, financial support, third-party cooperation, law and judicial cooperation under the framework of the Belt and Road Initiative, increase investment in the new land-sea corridor and promote upgrading of major cooperation projects.

The two sides agreed to improve regional free trade arrangements, promote regional integration, enhance multilateral economic and trade cooperation, and push forward the building of an open world economic system.

Prior to the four meetings, Han met with Heng.

Commending the positive development momentum of bilateral relations, Han, also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, called on the two sides to implement the important consensus reached by the leaders of the two countries that have established strategic guidance of the development of bilateral relations. The two countries should make good use of the mechanism meetings to deepen cooperation in various fields, Han said.

“China’s reform will not stop, but will only accelerate. China’s door of opening-up will not be closed, but will only open wider,” said Han, adding that China welcomes Singapore to participate in its process of reform and opening-up in a larger scope, wider areas and at a deeper level.

Han said China and Singapore must work with each other to guard against the headwinds of unilateralism and protectionism, and resolutely safeguard the international system based on multilateralism and international laws, with the UN as its core.

Heng extended congratulations on the 70th anniversary of the founding of the People’s Republic of China and spoke highly of China’s great development achievements.

He said the friendship between Singapore and China has remained unshakable and become increasingly stronger over the years.

Heng said Singapore attaches great importance to the building of cooperation mechanisms and is ready to work with China to promote cooperation to a new height and to upgrade bilateral relations to a new level. Singapore stands ready to work with China to jointly safeguard the rules-based multilateral trading system and address global challenges.

After the mechanism meetings, Han and Heng witnessed the signing of a series of cooperation documents covering exchanges and training, technological innovation, smart city and intellectual property.

Vice premier calls for solid progress in Xiongan New Area development

XIONGAN, Oct. 10 (Xinhua) — Vice Premier Han Zheng has called for solid progress in the high-quality development of the Xiongan New Area in north China’s Hebei Province.

Han, also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, made the remarks during a research trip to Xiongan Wednesday.

Hailing the smooth progress in the development of the new area, Han said authorities should provide more incentives to guide high-quality resources including education and healthcare into the area, while efforts should be made to make Xiongan more intelligent.

Calling the building of the area “a strategy that will have lasting importance for a millennium to come and a significant national event,” Han stressed high standards and solid progress in the area’s development.

Environmental protection and treatment should be a priority while particular attention should be given to improving the ecology of the Baiyangdian Lake in Xiongan, he said.

Reforms and innovation should be carried out in the new area, which will gradually be granted provincial-level authority for economic and social management, Han added.

China announced plans in 2017 to establish the Xiongan New Area, located about 100 km southwest of Beijing. It is a key move in pushing the coordinated development of the Beijing-Tianjin-Hebei region.

China-ASEAN ties enter new stage of all-round development: vice premier

NANNING, Sept. 21 (Xinhua) — Relations between China and countries of the Association of Southeast Asian Nations (ASEAN) have entered a new stage of all-round development, Chinese Vice Premier Han Zheng said Saturday.

Han, also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, made the remarks at the opening ceremony of the 16th China-ASEAN Expo in Nanning, capital of south China’s Guangxi Zhuang Autonomous Region.

Stressing that ASEAN is a key area in Belt and Road construction, Han said China is willing to work with ASEAN countries to pursue a higher level strategic partnership and build a closer community with a shared future.

China is ready to work with ASEAN to construct the Belt and Road and implement the Master Plan on ASEAN Connectivity 2025 under the guidance of the China-ASEAN Strategic Partnership Vision 2030, Han said.

While stepping up efforts to implement the protocol on upgrading the China-ASEAN Free Trade Area, China will join hands with relevant parties to complete the Regional Comprehensive Economic Partnership, according to the vice premier.

With platforms such as the China International Import Expo and the China-ASEAN Expo injecting strong momentum into common development, China will cooperate with ASEAN in building economic and trade cooperation zones and the China-Indochina Peninsula Economic Corridor.

In addition, efforts will be made to boost the connectivity of infrastructures and deepen innovation cooperation in spheres such as e-commerce, digital trade and 5G internet, Han said.

Xi Focus: Xi stresses ecological protection and high-quality development of Yellow River

ZHENGZHOU, Sept. 19 (Xinhua) — Chinese President Xi Jinping called for concerted efforts to promote ecological protection and high-quality development of the Yellow River.

Xi, also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, made the remarks while chairing a symposium Wednesday during his inspection tour to Henan Province.

NATIONAL STRATEGY

“The protection of the Yellow River is critical to the great rejuvenation and sustainable development of the Chinese nation,” said Xi, adding that it is a major national strategy.

Noting that the peace of the Yellow River is significant to the stability of China, Xi said Chinese people have struggled against the floods and droughts of the Yellow River since ancient times, and the Party and the state have attached great importance to the harnessing and development of the Yellow River after the founding of New China in 1949.

Originating in Qinghai Province, the Yellow River, known as China’s “Mother River” and the cradle of the Chinese civilization, runs through nine provinces and autonomous regions including Shaanxi and Henan before emptying into the Bohai Sea in east China’s Shandong Province.

The river got its name Huanghe in Chinese because of its yellow, muddy water, which appears as it runs through the Loess Plateau in northwest China.

The 5,464-km-long waterway feeds about 12 percent of China’s population, irrigates about 15 percent of arable land, supports 14 percent of national GDP, and supplies water to more than 60 cities.

Xi also pointed out difficulties and problems in protecting the Yellow River, including fragile ecological environment, severe condition of the water resources preservation and development quality that needs to be improved.

SOUL OF CHINESE NATION

Calling for strengthened protection of the ecological environment of the Yellow River basin, Xi said that differences between the upper, middle and lower reaches of the river should be fully considered, given that the Yellow River ecosystem is an organic whole.

Further efforts should be made to ensure the long-term stability of the Yellow River, Xi said, stressing that although the river has not seen major dangers for many years, we should not relax vigilance.

Over the past 2,500 years, the Yellow River has broken its dikes 1,600 times and has made 26 major changes in its course in the lower reaches.

Xi also stressed better use of water resources, with rational planning of the population, urban and industrial development to resolutely curb unreasonable water demand.

When pursuing high-quality development in the region, authorities should actively explore new ways with regional characteristics and participate in the construction of the Belt and Road to promote higher level of opening-up, Xi noted.

Meanwhile, Xi called for preserving, inheriting and carrying forward the Yellow River culture.

“The Yellow River culture, as an important part of the Chinese civilization, is the root and soul of the Chinese nation,” Xi said, calling for telling well the “Yellow River story” to pool spiritual strength for the realization of the Chinese dream of the great rejuvenation of the Chinese nation.

For over 3,000 years, some major dynasties in Chinese history built their capitals in the river basin, making the region the centers of politics, economy and culture in the country.

The Yellow River witnessed the birth of the four era-defining inventions in ancient China — printing techniques, papermaking, gunpowder and the compass, which all emerged in the drainage basin.

At Wednesday’s meeting, Vice Premier Han Zheng, also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee called for efforts to earnestly study and implement the spirit of Xi’s speech and strive to make new progress in the ecological protection and high-quality development of the Yellow River basin.

Wang, who also heads the China Council for the Promotion of Peaceful National Reunification, called for telling a good story of the “one country, two systems” practice in Hong Kong to allow more people in Taiwan to understand its advantages and increase their support for the principles and practice of “peaceful reunification” and “one country, two systems.”

BEIJING, May 29 (Xinhua) — China’s top political advisor Wang Yang on Wednesday met with a delegation from Taiwan led by New Party Chairman Yok Mu-ming.

Wang, a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee and chairman of the Chinese People’s Political Consultative Conference National Committee, stressed the greater national interests of pursuing reunification, which he said is an undeniable duty for every Chinese on both sides of the Taiwan Strait.

Wang expressed the mainland’s willingness to engage in talks and consultation with political parties, organizations and individuals from Taiwan on the basis of upholding the 1992 Consensus and opposing “Taiwan independence.”

He also pledged efforts to implement the consensus reached during consultations, deepen cross-Strait exchanges and integrated development, promote more favorable policies benefiting Taiwan, and encourage young people from Taiwan to study, work and start businesses on the mainland.

Noting that both sides of the Taiwan Strait belong to one China, Yok expressed hope for the two sides to cooperate more, and better understand each other, forging a strong common identity and the sense of mission to pursue peaceful reunification, so as to realize the rejuvenation of the Chinese nation at an early date.

Top political advisor stresses religious work, poverty alleviation in Tibetan-inhabited regions

CHENGDU, May 27 (Xinhua) — Wang Yang, China’s top political advisor, underlined efforts to curb separatists, maintain normal religious practices and alleviate poverty during a visit to the Tibetan Autonomous Prefecture of Garze in Sichuan Province from Saturday to Monday.

Efforts should be made to guide religious people to willingly uphold the Party’s leadership, promote patriotism and correctly understand the relations between the law and religious doctrines, said Wang, a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee and chairman of the Chinese People’s Political Consultative Conference National Committee.

He instructed local authorities to improve the management of temples and counteract infiltration by hostile foreign forces.

Wang also urged them to improve the quality of poverty relief projects, upgrade local infrastructure and public services and allocate more resources to the areas suffering absolute poverty.
