China, Bulgaria lift ties to strategic partnership

BEIJING, July 3 (Xinhua) — Chinese President Xi Jinping on Wednesday held talks with Bulgarian President Rumen Radev in the Great Hall of the People in Beijing, and they decided to lift state-to-state ties to a strategic partnership.

Bulgaria was one of the first countries to establish diplomatic relations with New China, Xi noted, hoping that the two countries take the strategic partnership as a new starting point, work together to cope with the test of international changes and inject new impetus into bilateral cooperation.

Xi stressed that the two sides should respect and trust each other and strengthen exchanges between the two governments, legislative bodies and political parties while maintaining mutual support on issues involving each other’s core interests and major concerns.

“The two countries share many of the same or similar views on the international situation and should jointly safeguard the international system based on multilateralism and the international law,” said Xi.

Bulgaria is also one of the first Central and Eastern European countries to sign intergovernmental cooperation documents with China on the Belt and Road Initiative. Xi said China is willing to strengthen the synergy between the two countries’ development strategies, promote infrastructure connectivity, expand trade and investment and cement people-to-people exchanges.

Xi reiterated China’s firm support for the European integration process, EU’s unity and growth and Europe’s more important role in international affairs, saying that China’s upholding such stances is not an expedient measure.

“It is hoped that the new EU institutions will maintain the stability and continuity of their China policy,” said Xi, who also expected the new EU institutions to work with China to promote the building of partnership on the basis of mutual respect, fairness and justice, cooperation and win-win result.

“Bulgaria is a good friend and partner of China in the EU and an important participant and advocate of the cooperation between China and the Central and Eastern European countries. It is hoped that the Bulgarian side will continue to play a constructive role in this regard,” said Xi.

Radev said he was very happy to visit China on the occasion of celebrating the 70th anniversary of the establishment of bilateral diplomatic ties.

Lifting the bilateral ties to a strategic partnership will further strengthen the foundation of bilateral relations, said Radev.

Radev said the Bulgarian side is ready to deeply participate in the Belt and Road Initiative by giving full play to its advantages of location in the region and trying to become a gateway and hub connecting Europe and Asia.

The Bulgarian side is willing to expand cooperation with the Chinese side in such areas as trade, transportation, aviation, logistics, finance, innovation, local areas and people-people exchanges, and welcomes Chinese enterprises to increase investment in Bulgaria, said Radev.

While expressing Bulgaria’s support for multilateralism and the World Trade Organization, the Bulgarian president said his country stands ready to step up communication and work for advancing Europe-China relations and cooperation between the Central and Eastern European countries and China.

China’s top legislator holds talks with Iran’s parliament speaker

BEIJING, Feb. 19 (Xinhua) — China’s top legislator Li Zhanshu on Tuesday held talks with visiting Iranian Parliament Speaker Ali Larijani, calling for stronger cooperation to boost ties.

Li, chairman of the National People’s Congress (NPC) Standing Committee, urged the two sides to take a strategic and long-term view in bilateral ties, constantly deepen political mutual trust, strengthen communication and coordination, and provide mutual support on issues concerning each others’ core interests.

He also called for more anti-terrorism security cooperation and more mutually beneficial cooperation within the framework of the Belt and Road Initiative.

Despite profound changes in the international situation and increasing instabilities and uncertainties, China’s position in safeguarding the Iranian nuclear deal has not changed, neither has its commitment to developing China-Iran relations, Li said.

During Chinese President Xi Jinping’s state visit to Iran in 2016, the two countries established a comprehensive strategic partnership, ushering in a new chapter in bilateral ties, said Li.

Hailing the smooth progress in all-round cooperation in recent years, Li said that exchanges between the countries’ legislative institutions are an important component in the comprehensive strategic partnership.

“The NPC is willing to carry out friendly exchanges with Iranian parliament at different levels and in different forms, strengthen communication on experiences in legislation, supervision, and state governance, so as to provide sound legal guarantee for the two countries’ mutually beneficial cooperation,” he said.

Larijani said the ancient trade routes of the Silk Road witnessed the long history of exchanges between the two countries, and the Belt and Road Initiative proposed by President Xi Jinping gives new meanings to the Silk Road.

He said the Iranian side highly values and actively participates in the Belt and Road Initiative. The Iranian Parliament would like to carry out more exchanges with the NPC and support mutually beneficial cooperation in various fields.

China, Qatar agree to deepen strategic partnership

BEIJING, Jan. 31 (Xinhua) — Chinese President Xi Jinping met with Qatari Emir Sheikh Tamim Bin Hamad Al-Thani Thursday in Beijing, and they agreed to deepen the bilateral strategic partnership featuring mutual respect, equality and mutual benefit, and common development.

Xi recalled the establishment of the strategic partnership between the two countries in Beijing in 2014, saying that many consensuses reached at that time on developing bilateral relations were being implemented in joint efforts, which had brought tangible benefits to the two peoples.

China is willing to enhance communication with Qatar to deepen political mutual trust, Xi said, adding that China supports Qatar in exploring its development path suitable to its own conditions.

He said China appreciated Qatar’s firm adherence to the one-China policy, and thanked Qatar for its firm support on issues concerning China’s core interests.

Xi called on the two sides to further synergize their development strategies and jointly build the Belt and Road Initiative.

The two countries have initially formed a new pattern of cooperation with oil and gas cooperation as the backbone, infrastructure construction as the focus, and finance and investment as the new growth point, Xi said, calling for the progress in cooperation in energy, infrastructure construction, high and new technology, and investment.

The two sides should strengthen exchanges, share experiences and increase cooperation in international anti-terrorism and anti-extremism campaigns, Xi said.

Regarding people-to-people exchange, Xi called on the two sides to advance cooperation in such areas as tourism, culture, sports and media, especially by supporting each other in hosting the 2022 Beijing Winter Olympic Games and the 2022 World Cup in Qatar.

Noting the significance of regional cooperation and stability in the Gulf for the prosperity of the region, Xi voiced China’s support for appropriately addressing differences and contradictions through political and diplomatic means, and within the Cooperation Council for the Arab States of the Gulf (GCC) and the Arab frameworks, in order to resume unity and harmony among the Gulf states.

The Chinese side stands ready to continue playing a constructive role in accordance with the wish of the GCC countries, Xi told the emir of Qatar.

Hailing the rapid development of the bilateral ties, Tamim said the Qatari side was confident of the Chinese economy.

As one of the earliest countries that had responded to the Belt and Road Initiative, Qatar looks forward to cooperating extensively with China in energy, investment, technology, infrastructure construction and other sectors, Tamim said.

Tamim spoke highly of the performance of Chinese enterprises in Qatar, and welcomed Chinese companies’ investment in the Gulf country. The Qatari side is committed to enhancing cultural, tourism and media exchanges with China.

Lauding China’s constructive stance in multilateral affairs as well as in the Middle East and Gulf issues, Tamim said the Qatari side was willing to strengthen communication and coordination with China, and deepen cooperation with the Chinese side to fight terrorism and extremism.

After the talks, the two heads of state attended a ceremony of the signing of cooperation documents between the two countries.

Prior to the talks, Xi held a ceremony to welcome Tamim at the Great Hall of the People.
