China’s Government Admits Chinese Patents Are Pretty Bad – Businessweek

For years, China’s leaders have exhorted the country’s businesses to become innovative. After all, a glorious country like China that is reasserting its role as a global superpower should be known for more than just its copycat and me-too companies. So while Chinese presidents come and go, the message is the same: Whether it’s Jiang Zemin, Hu Jintao, or the current boss, Xi Jinping, the country’s leaders have consistently talked about the importance of local innovation. Paraphrasing Xi’s remarks at a speech earlier this month at the Chinese Academy of Science and the Chinese Academy of Engineering, the Xinhua news agency reported that the government’s goal is to “push forward the fusion of science and [the] economy, so that science and technology strength can be transformed into industrial and economic power.”

By China’s own scorekeeping, though, the country’s innovators still have a way to go before they can meet the Communist Party’s expectations. While the number of patent applications inside China is “booming,” according to a report today by Xinhua, “the quality of patents is still poor.” Writing about a report to the Standing Committee of the National People’s Congress, China’s rubber-stamp legislature, Xinhua added, “China owns very few patents featuring originality and high or core technology.” Fewer than 1,000 Chinese patents have won recognition from counterparts in the U.S., Europe, or Japan, added Xinhua.

China is making progress. The gold standard in international patents remains the U.S., and Chinese from the People’s Republic applied for almost 6,600 patents in the U.S. last year, according to data from the U.S. Patent and Trademark Office (USPTO).  That’s just ahead of France and more than double the number from India. China had the sixth-largest number of patents granted by USPTO. Still, China’s innovators are hardly leaders in the U.S. The Chinese total of 6,597 U.S. patents puts it far behind Japan’s 54,170 applications. Even more embarrassing, Taiwan, the island that Beijing considers a province of China, had 12,118 patent applications granted.

China plans world’s longest sea tunnel at $42 billion

Reuters: “China will invest 260 billion yuan, or about $42 billion, to revive a long-stalled plan to build the world’s longest undersea tunnel across the Bohai Strait linking the country’s eastern and northeastern regions, state media said on Thursday.

The 123-km (76.4-mile) tunnel will run from the port city of Dalian in northeastern Liaoning province to Yantai city in eastern Shandong, the China Economic Net website said.

The report did not say when the project will be completed.

China announced plans in 1994 to build the tunnel, at a cost of $10 billion, and set to be completed before 2010. But more than 20 years on, the project remains stuck in the planning stage, the website said, without elaborating.

At the time, state media said the tunnel would shorten the travelling distance between the two regions by 620 miles.

The costs could be recouped in 12 years, said Wang Mengshu, a member of the Chinese Academy of Engineering, who estimated annual revenues from the tunnel at around 20 billion yuan, the website said. “Freight is very profitable,” Wang said.”

* Xi pledges to safeguard the environment

China Daily: “China will never pursue temporary economic growth at the expense of environmental degradation, President Xi Jinping vowed on Friday.

“Those who made rash decisions regardless of the ecological environment, resulting in serious consequences, must be brought to account, and should be held accountable for a lifetime,” he said.

“Only by implementing the strictest system and the most stringent rule of law can we provide reliable protection for ecological civilization.”

Xi was speaking during a group study session attended by members of the Political Bureau of the Communist Party of China Central Committee and environmental scholars.

Meng Wei, head of the Chinese Research Academy of Environmental Sciences and an academician at the Chinese Academy of Engineering, was one of the two key lecturers at the session.

He told China Daily that by using the words “held accountable for a lifetime”, Xi is referring to both requirements and inspirations.

“Officials are responsible for benefiting the people within their regions, not only in terms of gross domestic product, but also with green hills and clean water,” Meng said. “Maintaining a good ecological environment should also be taken into account as part of officials’ political achievements.”

Xi reaffirmed the importance of balancing economic development and environmental protection, calling for an overall plan for land development, and for a scientific distribution of production, living and ecological space, leaving more room for nature to repair itself.

He emphasized the urgency of implementing major ecological restoration projects, and of enhancing ecological production capacity.

He said the idea of guarding the bottom line of national ecological safety should be firmly established.”

* China to build more high-speed railways

When these plans have been implemented, China will be the only country to have separate passenger and freight lines. That, in theory, should speed up both types of traffic.

China Daily: “China is aiming to build separate passenger and freight networks within its railway system, one of the world’s busiest. It may come true on some bustling lines in 2015, when a high-speed passenger transport network is expected to become fully operational.

According to a five-year plan on China’s transport system recently approved by the State Council, China’s cabinet, China will create a high-speed railway backbone network featuring four east-west lines and four north-south lines by the end of 2015.

The Ministry of Railways said that the total milage of high-speed railway will reach some 18,000 km by then.

China’s high-speed lines, which should have an average speed of over 200 km per hour, stood at 6,894 km in August, fewer than last year as a speed cut was executed after the Wenzhou accident, according to the ministry.

Railway expert Wang Mengshu said that as new high-speed lines open, transportation capacity will be released from conventional lines, which will gradually turn into freight lines.

“Putting passenger and freight on separate tracks will greatly increase traffic volume,” said Wang, also an academician of the Chinese Academy of Engineering. “The plan indicates that China will continue to develop high-speed trains to address its transportation bottleneck.”

The plan is long-awaited as China’s high-speed railway development has been set back by the Wenzhou collision last July that left 40 dead.

The crash seriously dented China’s enthusiasm for high-speed rail. China halted work on new lines and conducted nationwide safety checks. A total of 54 people, including minister-level officials, were punished following the accident. Local railway bureaus and stations have been ordered to improve train scheduling and management, as well as conduct more intensive work safety training.

A railway ministry report released in July says that signaling and lightning diffusion equipment has been checked and reinforced at more than 1,000 railway stations.

The changes were in response to the two major causes of the Wenzhou accident, management failure and faulty signaling equipment.
